Ningún modelo de sistemas de salud es mejor que otro, es importante conocer para
aprender de sus experiencias tanto positivas como negativas y llegar a comprender que cada
país debe diseñar y estructurar su sistema de acuerdo con la cultura, condiciones
geográficas, políticas y sociales. Colombia ya tiene su sistema de seguridad social en salud
que muy a pesar de las irregularidades ha obtenido avances y reconocimientos a nivel
internacional. Pero lo cierto es que a dicho sistema se le deben realizar cuantos ajustes sean
necesarios para el beneficio de todos los colombianos.

Por otro lado, en Colombia existe una crisis en cuanto al sistema de salud que se ha venido
evidenciando desde hace varios años. Prueba de ello es el incremento acelerado de las
tutelas interpuestas por los usuarios del Sistema General de Seguridad Social en Salud para
acceder a servicios de salud. Los expertos hablan de establecer nuevas regulaciones y
definir reglas claras en los contenidos y límites del plan de beneficios que son necesarios
para que el sistema sea sostenible en el tiempo y que se pueda garantizar una salud con
calidad y oportunidad.

Ahora bien, como aspectos críticos del sistema de salud colombiano se destacan, por un
lado, las dificultades para garantizar la sostenibilidad financiera del sistema y brindar la
cobertura universal. En el caso del régimen contributivo, su dinámica depende casi que
exclusivamente de lo que suceda en el mercado laboral y esto lo hace muy vulnerable al
ciclo económico, además de que se tienen pocas posibilidades de afiliar a la población
independiente; en el caso del régimen subsidiado, en el marco de la proporción de la
población en situación de pobreza y considerando los ajustes fiscales que realiza el estado
parece difícil financiar la cobertura.

Por esta razón pienso que se necesita una reforma profunda que aborde integralmente los
problemas de insuficiente cobertura, corrupción, oportunidad y calidad en la prestación de
los servicios de salud; sumándole a ello la necesidad de establecer una estructura financiera
y sólida que permita ofrecer servicios de calidad a costos razonables a todos los pacientes
que requieran de los servicios, un adecuado flujo de recursos y mejoramiento de las
condiciones laborales de los trabajadores del sector salud.

exclusively on what happens in the labor market and this makes it very vulnerable to the
economic cycle, in addition to the fact that there is little chance of joining the independent
population; in the case of the subsidized scheme, in the context of the proportion of the
population in poverty and considering the fiscal adjustments made by the state it seems
difficult to finance coverage.

That is why I believe that deep reform is needed to comprehensively address the problems
of insufficient coverage, corruption, opportunity and quality in the provision of health
services; adding to this the need to establish a strong financial structure to provide quality
services at reasonable costs to all patients who require services, an adequate flow of
resources and improvement of the working conditions of health workers.
