La celebración en Valencia de la I Cumbre Europea de Interoperabilidad en la

iAdministración constituye un motivo de profunda satisfacción para todos quienes,
desde nuestras respectivas responsabilidades, estamos diariamente comprometidos
con la mejora continua de la calidad de los servicios públicos que ofrecemos a los
ciudadanos.
Hoy día, hablar de calidad es referirnos ineludiblemente a las tecnologías de la

información y la comunicación como vehículo a través del cual contribuir a la dinamización del Conocimiento.
Pero, sin duda, el elemento principal de las transformaciones que está generando la Sociedad Tecnológica
y del Conocimiento es el factor humano.
Efectivamente, el cambio cultural organizacional es el sustrato inmanente y permanente en cualquier

transformación de nuestras sociedades y es teniendo presente tal realidad y focalizando nuestros esfuerzos
en dicha dirección como seremos capaces de construir unas Administraciones plenamente interoperables
tecnológicamente, dentro de un marco europeo de integración y cohesión. La cooperación interpersonal e
interorganizacional es la garantía del éxito colectivo y de nuestro propio desarrollo, personal y social.
A mi juicio, la clave central del debate sobre la interoperabilidad descansa en la interrelación personal,
la colaboración, el entendimiento y el acuerdo, tanto en los aspectos tecnológicos, como, sobre todo,
en los semánticos, jurídicos y organizacionales. Y ese es, precisamente, el sentido que dota de valor la
celebración de la I Cumbre Europea de Interoperabilidad en la iAdministración y por el que nos hallamos todos
convocados comprometida, solidaria y responsablemente: como ciudadanos y gestores, como usuarios que
demandamos solución a nuestros problemas, pero también y sobre todo, como depositarios de unos bienes
y valores tecnológicos que han de garantizar una mejor respuesta para los problemas de las generaciones
futuras.
A tal fin se enfilan las sesiones organizadas dentro de la I Cumbre Europea de Interoperabilidad en la
iAdministración y las ponencias que las integran, confiando en que sean de su agrado e interés, contribuyan
a un mayor y mejor acercamiento de nuestras organizaciones y administraciones públicas, y sirvan de
referencia para seguir construyendo una Unión Europea del Conocimiento entre todos y para todos.
Deseo darles una cordial bienvenida a la I Cumbre Europea de Interoperabilidad en la iAdministración y

agradecerles en especial su asistencia a este evento, así como su interés y activa participación, aprovechando
igualmente para invitarles al disfrute y aprovechamiento de su estancia en esta milenaria ciudad, en la

WELCOME OF THE REGIONAL MINISTRY FOR INFRAESTRUCTURES AND TRANSPORT
The celebration in Valencia of the I European Summit on Interoperability in the iGovernment is a reason of
happiness for all of us to whom concerns the daily improvement of the quality of the public services that we
offer to the citizenship.
Nowadays any action towards the equitable, sustainable and first-class development for all, as current
and social requirement and as commitment for the future generations, implies the collaboration of
the organisations, involves the interoperability of their information systems and, in the end, means an
awareness and cultural change among those who lead those organisations and those who design and apply
the information systems.
In fact, the organisational cultural change is always present in every transformation of our societies. It
is proper that element that we have to take into account and focusing our efforts on that direction. Only
by doing that we will be able to build an interoperable Public Administrations within an European frame of
integration and cohesion. The interpersonal and inter-organisational co-operation is the guarantee of the
collective success and the success of our own personal and social development.
From my point of view, the key point of the debate about the interoperability is linked to the personal
interrelationship, the understanding and the agreement on the technological aspects as much as on
the semantic, legal and organisational ones. And it is just that the sense that provides the value to the
celebration of the I European Summit on Interoperability in the iGovernment and that is the reason for

which all of us are called with commitment, in a solidarity and responsible way: as citizens and managers,
as users that ask for solutions to our problems but, as well, and above all, as managers of several goods
and technological values that have to guarantee a better reply to the problems of the future generations.
With this aim are linked the sessions of the I European Summit on Interoperability in the iGovernment
and the presentations that compose them. I hope they will be very useful and interesting for you and will
contribute to a better approach of our organisations and Public Administrations and will be use as reference
in order to keep building a knowledge European Union between all and for all.
I would like to welcome you to the I European Summit on Interoperability in the iGovernment and thank you,

3ª sesión: ÁMBITO TÉCNICO Y SEMÁNTICO DE LA INTEROPERABILIDAD 15.30-17.00 Hrs.
Durante esta sesión se mostrará como la interoperabilidad tecnológica une sistemas informáticos y servicios,
incluyendo aspectos clave como los interfaces abiertos, los servicios de interconexión, la integración de datos
y el middleware, la presentación y el intercambio de datos, servicios de seguridad y accesibilidad.
Se evidenciará la importancia de asegurar que el exacto significado de la información intercambiada sea

entendible por otra aplicación que inicialmente no fue desarrollada con ese propósito. Asimismo se exami-
nará cómo la interoperabilidad semántica permite combinar la información recibida con otras fuentes de
información y procesarla, subrayando de este modo que la interoperabilidad es por tanto un prerrequisito
para la provisión de servicios multilingüe.

4ª sesión: BUENAS PRÁCTICAS EN MATERIA DE INTEROPERABILIDAD (I) 17.30-19.30 Hrs.
En esta sesión se ofrecerán buenas prácticas en materia de interoperabilidad relacionadas con la adminis-
tración electrónica desarrolladas tanto por las propias administraciones públicas como por otros agentes
en cuya actividad se relacionen con aquéllas.
Se tratarán los principios presentes en la interoperabilidad como son la accesibilidad, el multilingüísmo, la

seguridad, la privacidad, la subsidiariedad, el uso de estándares abiertos, etc.
Especial relevancia de las buenas prácticas en materia de factura electrónica y, en general, la contratación
pública electrónica dada su importancia para la economía europea y teniendo en cuenta el reto de la

Comisión Europea de alcanzar el 100% de la contratación pública electrónica en 2010.
Esta sesión tratará entre otros de exponer cuáles con las debilidades, amenazas, fortalezas y las oportuni-
dades de alcanzar este objetivo.

CONCLUSIONES Y CLAUSURA: PERSPECTIVAS DE FUTURO 13.30-14.30 Hrs.
En esta jornada, tras haber expuesto en las sesiones precedentes cuál es el estado del arte, se expondrá
hacia dónde queremos y podemos caminar, cuáles son los retos y cómo aunar voluntades para alcanzarlos.
En este contexto se invitará a la firma de la Declaración de Valencia que contendrá el Decálogo de priori-
dades que servirá de base para comenzar a trabajar de inmediato con la finalidad de alcanzar una interop-
erabilidad efectiva lo antes posible entre las administraciones públicas en Europa.
Se propondrá la constitución de la Red Europea de Regiones para la Interoperabilidad –ERNI- (European

Regional Network for Interoperability)
Asimismo se expondrán los siguientes avances para la continuación de los trabajos de la Cumbre, en tanto
que ésta no es un fin en sí misma sino el primer paso de una gran labor conjunta.
Se animará a otras regiones europeas a organizar la II Cumbre Europea de Interoperabilidad en la iAdmin-

istración 2007.
Se planteará la creación de una Agencia Europea de Interoperabilidad

3rd session: TECHNICAL AND SEMANTIC AREAS OF THE INTEROPERABILITY 15.30-17.00
During this session speakers will show how they use the interoperability to link computer systems and
services. It includes key aspects such as open interfaces, interconnection services, data integration and
middleware, data presentation and exchange, accessibility and security services.
They will prove the importance to ensuring that the precise meaning of exchanged information is understandable
by any other application that was not initially developed for this purpose. Semantic interoperability enables
systems to combine received information with other information resources and to process it in a meaningful
manner. Semantic interoperability as a prerequisite for the front-end multilingual delivery of services to the
user.

Relevant good practices in the field of interoperability linked to the eGovernment and developed by both
public and private agents, in their reciprocal relationship, will be shared with the participants.
The principles involved in this field will be deal, namely, the accessibility, the multilingualism, security, privacy,
subsidiarity, use of open standards, etc.
Special relevance will be given to the good practices in the eInvoicing and, in general, in the eProcurement
issue due to its importance for the European economy and having into account the European Commission
challenge to achieve into 2010 the 100% of electronic public procurement.
This sessions will try to show which are the weakness, the fears, the strengths and the opportunities to
reach this goal.

After having shown during the prior meetings which is the state-of-the-art, this act will try to focus where
are we going and where we want to go to, which are the challenges and how to add efforts and aims in
order to reach them.
In this frame, Public Authorities will be invited to the signing of the Declaration of Valencia that will contain
the Decalogue of Priorities that will be the basis on which starting acting immediately, in order to achieve an
effective interoperability among the public administrations in Europe as soon as possible.
The constitution of the European Regional Network for Interoperability –ERNI- will be proposed. This network
will work on an Action Plan that will contain a roadmap and will furnish the possibility to put in common the
eServices that public administrations rend to citizenship.
The follow-up of the Summit will be put forward, because the ESIIG is just the first step of a future joined work.
European regions will be invited to organise the II European Summit on interoperability in the iGovernment
2007.
The creation of an European Agency on Interoperability will be proposed.

Carlos López Blanco, ex-Secretario de Estado de Telecomunicaciones y para la Sociedad de la

Información (2000-2004).
Nacido en Valladolid en 1959, es licenciado en Derecho por la Universidad de Valladolid, diplomado en Alta
Dirección de Empresas por el IESE y Abogado del Estado.
Durante los años 1984 a 1989 prestó servicios como Abogado del Estado en la Administración en el País
Vasco y los Ministerios de Educación, Justicia y Economía y Hacienda.
En 1989 pasa al sector empresarial desempeñando la Secretaría del Consejo de Administración de
Construcciones Aeronáuticas. En 1992 es nombrado para el mismo cargo en IBM España y desde 1995 a
2001 ocupa la Secretaría General de Airtel, después convertida en Vodafone España.
Desde los años 2002 a 2004 ocupa el cargo de Secretario de Estado de Telecomunicaciones y para la
Sociedad de la Información.
Actualmente es Presidente de ENTER, Centro de Análisis de la Sociedad de la Información y las
Telecomunicaciones del Instituto de Empresa y Vicepresidente de la Fundación de la Innovación Bankinter.
Igualmente forma parte del Patronato del Real Instituto Elcano y es Consejero o Consejero Asesor de diversas
empresas relacionadas con el mundo de la tecnología, como Ericsson, Indra, Ydilo, Denodo Technologies y
la francesa IDATE.

Born in Valladolid in 1959, he has a degree in Law by the University of Valladolid, graduated in Business
Management by IESE and Attorney General.
From 1984 to 1989 He served as Attorney General in the Administration of the Basque Country and the
Ministries of Education, Justice and Economy and Treasury.
In 1989 he entered the private sector running the Secretariat of the Council Administration for Aeronautical
Constructions. In 1992 he was appointed the same position in IBM Spain and from 1995 to 2001 he is in
the General Secretariat of Airtel, afterwards converted into Vodafone Spain.
From 2002 to 2004 he is the Secretary of State for Telecommunications and Information Society.
At the moment he is President of ENTER, Centre of Analysis of the Information Society and Telecommunications
of the Enterprise Institute and the Vice-president of the Innovation Foundation in Bankinter.
He is also a member of the Patronato of the Elcano Real Institute and he is an advisor or board advisor in

Empezó su trayectoria profesional en Eria y en sus casi 25 años de experiencia en el sector de las TIC ha
participado en el diseño y construcción de numerosos sistemas informáticos. En la actualidad su actividad
principal se centra en el desarrollo de soluciones de integración basadas en los estándares de la familia
XML y en la arquitectura basada en servicios.
Es licenciado en Ciencias Químicas por la Universidad de Valencia. Ha sido durante varios años profesor del
Departamento de Ingeniería Informática de la Universidad Autónoma de Madrid y en la actualidad colabora
como profesor invitado en programas de Maestría en las universidades Carlos III de Madrid y Pontificia de
Salamanca.

He started his professional career in Eria and during his nearly 25 years of experience in ITC sector has

Daniel Dardailler es el Jefe asociado para Europa de W3C (World Wide Web Consortium), Jefe de las
oficinas de W3C, y jefe del grupo de expertos enlace de estándares oficiales del consorcio. Forma parte
de la Junta Directiva de ICANN como enlace de W3C y es también miembro del Foro para la Gobernanza
de Internet de Naciones Unidas
Daniel se unió al equipo de W3C en Sophia-Antipolis, Francia, en Julio de 1996. En 1997, lanzó la Iniciativa
de Accesibilidad de Web y fue el Director Técnico de la actividad hasta el 2003. Como tal, participó en el
diseño de importantes estándares como las pautas de HTML, CSS, WAI.
Antes de formar parte de W3C, de 1990 a 1996, Daniel trabajó en Cambridge, USA, como diseñador de
software y programador para el Sistema X de Windows del Consorcio y el OSF/TheOpenGroup. De 1986
a 1990, fue ingeniero de Unix/Graphics en el Bull Research Center en Francia.

Daniel Dardailler, Head of W3C offices

Daniel Dardailler is W3C (World Wide Web Consortium) Associate Chair for Europe, Head of W3C Offices,
and chair of the official standard liaison task force of the consortium. He sits on the ICANN Board of
Directors as W3C liaison and is also a member of the UN Internet Governance Forum advisory group.
Daniel joined the W3C team in Sophia-Antipolis, France, in July 1996. In 1997, he launched the Web
Accessibility Initiative and was the Technical Director of the activity til 2003. As such, he participated in the
design of some important standards like HTML, CSS, WAI Guidelines.
Prior to joining W3C, from 1990 to 1996, Daniel was working in Cambridge, USA, as a software designer
and programmer for the X Window System Consortium and the OSF/TheOpenGroup. From 1986 to 1990,
he was a Unix/Graphics engineer at the Bull Research Center in France.
Daniel holds a Ph.D. in Computer Science in Digital Typography and Networking from the University of Nice

Maria José Nuñez, Responsable del departamento de Tecnologías de la Información en AIDIMA,

Diariamente trabaja con la problemática de las PYMES en el sector tan fragmentado como es el del mueble

tratando de hacerlas más competitivas y desarrollar soluciones de negocio de forma electrónica.
Ha coordinado varios proyectos regionales, nacionales e internacionales involucrando siempre a la industria
como usuarios finales de todas las soluciones desarrolladas. De esta manera, la mayoría de los proyectos
han sido relacionados con temas de estandarización, analizando y desarrollando aplicaciones fáciles de usar
por los usuarios de la industria, básicamente personal no técnico.
Siempre trata de promocionar los estándares aplicables en la industria española y en todo el mundo,
liderando la coordinación del Grupo de Interés funStep, con más de 700 miembros. funStep es una iniciativa
que empezó en el año 1988 para mejorar el comercio electrónico usando el estándar funStep (ISO 10303-
236) para intercambio de información de producto de catálogo.
Tiene experiencia en soluciones de interoperabilidad, especialmente en el sector de gestión de residuos.
Maria José Nuñez, responsible for the Information Technology department in AIDIMA (Technological Institute
for Furniture, Wood and Packaging sector)
She faces daily problems with SMEs in this so fragmented sector trying to improve their competitiviness and
developing interoperability eBusiness solutions for SMEs.
She has been managing several national and international projects involving always industry as end users. In
this way, most of the projects are standard-based driven, analysing and developing applications easy-to-use
for the industrial users.
She tries to promote standards in Spain and all over the world, leading also the coordination of the funStep
Interest Group, with more than 700 members. funStep is an initiative started in 1988 to improve eBusiness
using the funStep standard (ISO 10303-236) for Product Data Catalogue Exchange.
She has experience in interoperability solutions especially for waste managent sector.

Ángel Palazón Sánchez, Universidad de Castilla- La Mancha
Es investigador en el Laboratorio de Sistemas de Información Distribuidos (SIDIS) del Instituto de Investigación
en Informática de Albacete, en la Universidad de Castilla-La Mancha. Actualmente está realizando su tesis
doctoral en materia de integración de sistemas distribuidos en el ámbito de la administración electrónica.
Dicha tesis está siendo dirigida por Dr. Jesús García-Consuegra, en colaboración con Dr. Ademar Aguiar,
profesor de la facultad de ingeniería de la universidad de Porto (Portugal). Los resultados de su investigación
están siendo aplicados directamente al proyecto europeo e-ASLA, en el que colabora activamente.
Ángel Palazón Sánchez, University of Castilla-La Mancha

He is a researcher of the Distributed Information Systems Laboratory (SIDIS) at the Computer Research
Institute of Albacete, in the University of Castilla-La Mancha. He is working on his Phd thesis about distributed
systems integration for electronic administration. That Phd thesis is directed by Jesus Garcia-Consuegra,
Phd. and Ademar Aguiar, Phd. professor at the engineering faculty of the Porto university. The
results obtained from that research are applied to the e-ASLA project. Angel is an active collaborator in
e-ASLA.

Wicktor ha estado involucrado en el desarrollo estratégico de las Aduanas Suecas desde 1999 y ha
participado en diversos proyectos de innovación, como por ejemplo The Stairway StairSec y The Virtual
Customs Office.
Wicktor ha sido también parte de la implementación de la gestión del proyecto estratégico junto con las
Aduanas Suecas, ha sido un promotor del uso del strategic environmental scanning y responsable de
desarrollo de negocio de las Aduanas Suecas. Wicktor empezó como un agente de aduanas en 1990 y

Dirige varios proyectos que engloban diferentes administraciones en suministrar servicios en línea integrados
para ciudadanos y empresas; particularmente el Portal de Negocios Nacional Italiano.
Licenciada en Matemáticas, antes de unirse a CNIPA trabajó durante 20 años para una de las más
importantes empresas italianas de Tecnologías de la Información. Se ha involucrado en el análisis, diseño,
implementación y dirección de complejos sistemas de información, trabajando principalmente para las
administraciones públicas centrales, pero también para bancos, compañías de seguros y otros.
En el 2001 se unió a la Autoridad para las Tecnologías de la Información en la Administración Pública (AIPA),
y desde enero del 2004 se encuentra en su cargo actual en CNIPA.

She is Responsible of Portals and gov.it domain Office at CNIPA (National Centre for IT in Public
Administration).
She manages several projects that involve different administrations in supplying integrated on-line services
for citizens and enterprises; particularly the Italian National Business Portal.
Degree in Mathematics, before joining the CNIPA she worked for over 20 years for one of the most
important Italian IT company. She has been involved in analysis, designing, implementation and management
of complex information systems, working mostly for central public administrations, but also for banks,
insurance companies and others.
In 2001 she joined the Authority for Information Technology in Public Administration (Aipa), and since
January 2004 she is in charge of the current position at CNIPA.
Ricardo Gonçalves Jardim, Profesor de la Nueva Universidad de Lisboa, INNOVA (Portugal)

Tiene un PhD en sistemas de información industriales por la New University of Lisbon. Es profesor auxiliar
en la New University of Lisbon, facultad de ciencias y tecnología, y es investigador senior en el instituto
UNINOVA. Se graduó en Informática, con MSc en investigación operacional y sistemas de ingeniería. Sus
actividades de investigación se han centrado en el marco de integracion inteligente basado en standares
para interoperabilidad, cubriendo arquitecturas, metodologías y herramientas para apoyo al desarrollo, la

He holds a PhD degree in Industrial Information Systems by the New University of Lisbon. He is Auxiliar
Professor at the New University of Lisbon, Faculty of Sciences and Technology, and Senior Researcher at
UNINOVA institute. He is graduated in Computer Science, with MSc in Operational Research and Systems
Engineering. His research activities have focused on Standard-based Intelligent Integration Frameworks
for Interoperability, covering architectures, methodologies and toolkits to support improved development,
harmonisation and implementation of standards for data exchange, from design to e-business. He has

Cristina Martínez se ha graduado en Filosofía (Cum laude), en Comunicación (Cum laude) y tiene un Master
en Ciencias Telemáticas (Cum Laude) de la Universidad Libre de Bruselas.
Ha pasado dos años en la Oficina de la sede de Naciones Unidas trabajando en IT track and trace development
project en África, Asia y Latino-América. Se incorporó a la empresa Andersen Consulting en 1998 para
trabajar en el grupo de Comercio Electrónico del departamento de Tecnología como solutions engineer.
Llegó a ser un miembro del personal de la Comisión Europea en 2002 y actualmente es responsable
de investigación para la interoperabilidad en las empresas en la Dirección General de Sociedad de la
Información y los Medios de Comunicación. Además de su papel de dirección de proyectos de investigación
en el área de Tecnologías de la Información y Comunicación, dedica la mayor parte de su tiempo trabajando
en aspectos de políticas relacionadas con el futuro del eBusiness y la Interoperabilidad. Es jefa del Enterprise
Interoperability cluster responsable de dar directrices de investigación en el área de Interoperabilidad.

in the United Nations Office headquarters working for an IT track and trace development project in Africa,
Asia and Latin-America. She joined the Andersen Consulting company in 1998 to work for the eCommerce
group of the Technology department as a solutions engineer. She became a member of the staff of the
European Commission in 2002 and is currently Administrator for Research in the Enterprise Networking
Unit of the Information Society Directorate-General. In addition to her managing role for research projects
in the ICT area, she devotes most of her time working on policy aspects related to the future of eBusiness
and Interoperability. She is head of the Enterprise Interoperability cluster responsible for giving research
directions in the Interoperability area. Cristina Martinez is married, with two children.

de Camerino. En 2004 se graduó en Ingeniería Informática también con la mención cum laude por la
Universidad de Camerino. Entonces trabajaba como miembro del UNICAM grupo de investigación de la
Administración Electrónica en el Departamento de Matemáticas e Informática Aplicada. En 2005 ganó una
beca en Ingeniería de Software. Se dedica activamente al área de modelos y lenguajes para la Interoperabilidad
en la Administración Electrónica, la calidad en el servicio de la Administración Electrónica y la metodología y
tecnología para el desarrollo de la Administración Electrónica. Su actividad científica esta documentada en

Ana Fiorenza comenzó su carrera en la administración pública local en Emilia-Romagna en 1972. Desde
1987 su trabajo se ha centrado particularmente en la gerencia de bienes públicos, licitación pública y la
gerencia de RRHH. Ms Fiorenza es actualmente directora general de Intercent ER, la agencia regional para
la contratación electrónica de la Región Emilia-Romagna. La agencia fue creada en 2005. Anteriormente
Ms Fiorenza fue jefe de la unidad de compras y propiedad en la Región Emilia-Romagna.

Serge Novaretti es un ingeniero de Tecnologías de la Información de una Universidad francesa trabajando
junto con la Comisión Europea para el programa IDABC (Provisión Interoperable de los servicios de la
Gobernanza electrónica europea a las administraciones públicas, empresas y ciudadanos)
Trabajó cerca de 20 años para la administración francesa. Empezó su carrera en 1983 en el ministerio de
defensa, mas precisamente estableciendo redes de Tecnologías de la Información a diferentes niveles (local,
direccional y ministerial). Subsecuentemente, en 2000, inició la primera red y sistema de email nacional del
gobierno francés antes de unirse, como Segundo experto nacional, a la Comisión Europea en 2002 para
ayudar a construir la red TESTA.
Al mismo tiempo, lanzó también algunas actividades en el terreno del eProcurement para contribuir a la
implementación técnica del nuevo marco de licitación pública. Después de volver a Francia en 2004 durante

dos años al Ministerio de cultura y comunicación como sub-jefe del departamento de Tecnología de la
Información, esta ahora trabajando de nuevo en la unidad del IDABC de la Dirección General de Empresa e
Industria como jefe de programa, tratando en particular asuntos de interoperabilidad.
Serge Novaretti, programme manager, IDABC, DG Enterprise and Industry, European Commission
Serge Novaretti is a French university IT engineer working within the European commission for the IDABC
programme (Interoperable Delivery of European eGovernment Services to public Administrations, Businesses
and Citizens).
He worked around 20 years for the French administration. He began his career in 1983 within the ministry
of defence, more precisely in establishing IT networks at different levels (local, directional and ministerial).
Subsequently, in 2000, he initiated the first French national government network and email system before
joining, as a seconded national expert, the European Commission in 2002 to help building the TESTA network.
At the same time he launched also some activities in the field of eProcurement in order to contribute to the
technical implementation of the new public procurement legislative framework. After returning to France in
2004 for two years within the ministry of culture and communication as deputy head of IT department, he
is now working again within the IDABC unit of DG Enterprise and Industry as a programme manager, dealing
in particular with Interoperability issues.

información. Tiene 47 años. Es director de la Oficina de Servicios de Interoperabilidad del Centro Nacional
para la Informática en la Administración Pública (CNIPA) desde 1999. Dirige los contratos relevantes que
proporcionan servicios de interoperabilidad a las administraciones públicas italianas. Lleva y lidera los
grupos de trabajo con los representantes de las principales industrias, universidades y administraciones,

1983 hasta 1999 trabajó para la autoridad pública y la compañía privada. Desde este puesto, dirijió

Francesco Tortorelli, Director of the Interoperability Services Office in the National Centre for Computing
in the Public Administration (CNIPA) in Italy.
Graduate with laude in mathematics in 1983. Secondary school of information science.
He is 47 years old. Director of the interoperability services office at the National Centre for Computing
in the Public Administration (CNIPA) since 1999. In this role he manages relevant contracts providing
interoperability services to the Italian Public Administrations. He runs and leads working groups with the
representatives of the main industries, universities and administration, in order to define rules and models
for national interoperability standards. Previously, from 1983 until 1999 he worked for a Public Authority
and private company. In this position he conducted relevant projects concerning the integration of different
leading edge technologies in finance markets, banks and Public Administrations.

Enrique Gutiérrez Bueno
Nacido en Madrid en 1947, es Ingeniero de Telecomunicación por la UPM en 1975 y
ob-tuvo el Intermediate por la Universidad de Cambridge.
En la actualidad es Decano Presidente del Colegio Oficial de Ingenieros de Telecomuni-cación y Presidente
de la Asociación Española de Ingenieros de Telecomunicación. Ade-más es miembro del Consejo Asesor de
las Telecomunicaciones y la Sociedad de la In-formación (CATSI) del Ministerio de Industria, Turismo y Com-
ercio; miembro del Consejo Asesor de Agencia Nacional de Evaluación de la Calidad (ANECA) del Ministerio
de Edu-cación; miembro del Consejo de Representantes del Instituto de la Ingeniería de España.
Ejerce como profesor asociado de ESIC y es Presidente de la Unión Profesional de Cole-gios de Ingenieros
Entre 1996 y 2005 ha ejercido como Director Gerente de la Agencia EFE.
Entre 1993 y 1996 fue Director de Relaciones Institucionales de INDRA, actividad que compaginaba con la
de Vicepresidente de ANIEL (hoy AETIC) y asesor de la Fundación CONEC.
Entre 1985 y 1993 fue adjunto al Presidente de CESELSA y Director de Relaciones Ex-ternas.

Enrique Gutiérrez Bueno
Born in Madrid in 1947, he obtained a university degree in Telecommunications engineer-ing in the Polytech-
nic University of Madrid in 1975 and the Intermediate in the Cambridge University.
Currently he is Dean President of the Official Association of Telecommunications Engi-neers of Spain (COIT)
and President of the Spanish Association of Telecommunications Engineers. He is as well member of the
Advisor Council for Telecommunications and In-formation Society (CATSI) of the Ministry for Industry, Tour-
ism and Commerce; member of the Advisor Council of the National Agency or the Evaluation of the Quality
(ANECA) of the Ministry for Education; member of the Representatives Council of the Engineering Institute
of Spain (Instituto de la Ingeniería de España).
He is as well visiting professor in ESIC and President of the Professional Union of Engi-neering Associa-
tions.
Between 1996 and 2005 he has worked as Manager Director in the EFE Agency.
Between 1993 and 1996 he was Director of Institutional Relations of INDRA, activity that he combined with
his task as Vice President of ANIEL (currently AETIC) and advisor of the Foundation CONEC.
Between 1985 and 1993 he was Deputy President of CESELSA and Director of External Relations.

Miembro de la junta directiva de eris@ desde 2001, Presidente desde junio 2003.
Diplomado en ingeniería, pasó la primera parte de su carrera en el sector privado de las tecnologías de la in-
formación: Digital Telecommunication H/W primero, después CAD/CAM y visualisation S/W development,
ocupando distintos cargos en marketing a escala internacional (6 años trabajando en Boston, EE.UU).
Fue contratado en 1994 para crear Aquitaine Europe Communication (AEC), la agencia de desarrollo de
tecnologías de la información de la región de Aquitania, en Francia, con el objetivo de facilitar y optimizar
la implementación regional de la sociedad de la informa-ción y el conocimiento a través de: el cambio de
mentalidad; la medición del impacto re-gional de las TIC; el diseño y la coordinación de proyectos en materia
TIC, la mayoría de ellos desarrollados a través de iniciativas de la Comisión Europea.
Trabaja también como experto para la Comisión Europea (Unidad de contenidos digitales y herencia cultural;
innovación regional).
Está casado y tiene dos hijas.

Recruited in 1994 to create Aquitaine Europe Communication (AEC), the Aquitaine IT de-velopment agency,
aiming at facilitating and optimising the regional implementation of the Information and Knowledge Society
through: information and awareness raising; bench-marking ICT regional impact; designing and co-ordinat-
ing ICT projects, most of them being developed within EC initiatives.

Es abogada y autora de diversas publicaciones, entre las más recientes destacan “Las
Administraciones Territoriales en Internet, un factor clave de modernización” publicado en la revista Economía
Industrial del Ministerio de Ciencia y Tecnología, “Análisis del concep-to y la evolución de la Ciudad Digital
en España desde la experiencia Infoville”, publicado en la revista Arbor o “La administración valenciana del
siglo XXI: De la e-administración a la i-administración. Un paradigma de modernidad en la Europa de las re-
giones” incluido en La Constitución Española en el 25 aniversario, publicado por la Generalitat. En 2006 fue
nombrada teleco honoris causa, galardón que tiene por objeto distinguir a una perso-nalidad en el ámbito
nacional, que sin ser Ingeniero de Telecomunicación, se haya desta-cado en su trayectoria profesional por
la promoción de la Ingeniería de Telecomunicación.
En la Administración Pública ha venido ocupando ininterrumpidamente desde 1995 hasta la actualidad car-
gos directivos en la Generalitat Valenciana. Desde junio de 2003 es Se-cretaria Autonómica de Telecomuni-
caciones y Sociedad de la Información de la Conselle-ria de Infraestructuras y Transporte de la Generalitat
Valenciana. Asimismo es miembro de numerosos organismos de impulso de las TIC y del desarrollo de la
Sociedad Tecnoló-gica y del Conocimiento de la Administración Pública Valenciana como la Comisión Dele-
gada del Consell para la Investigación e Innovación Tecnológica, la Junta Directiva de Anetcom (Asociación

para el Fomento del Comercio Electrónico Empresarial) o la Funda-ción OVSI (Oficina Valenciana para la

She is a lawyer and author of several publications, among the more recent ones we can highlight “Las Ad-

en España desde la experiencia Infoville”, published in the Arbor journal or “La administración valenciana

regiones” appeared in La Constitución Española en el 25 aniversario, published by the Generalitat. In 2006
she was appointed teleco honoris causa, award which aim is to hon-our an important figure at nationwide
level, that without being a Telecommunications engi-neer, stands out in her professional career by the pro-
motion of the Telecommunications Engineering.
At the Public Administration she has been continuously in several directive positons of the Generalitat from
1995 until today. From june 2003 she is Vice Minister for Telecommunica-tions and Information Society of
the Generalitat. She is also a member of numerous orga-nizations in support of ITC and the development
of the Technological and Knowledge So-ciety of the Valencian Public Administration like the Delegate Com-
mission of the Regional Government for the Technological Research and Innovation, the board of directors
of Anetcom (Association for the promotion of the Business Electronic Commerce) or the OVSI Foundation
(Valencian Office for the Information Society). She also participates in other organizations of the Central

Catedrático de Economía de la Empresa en la Universidad Autónoma de Madrid –de la
que fue vicerrector durante cuatro años– y autor de varios libros, y numerosos artículos, sobre economía
y finanzas. Fundador y consejero delegado de Analistas Financieros In-ternacionales -grupo de consultores
que engloba a la Escuela de Finanzas Aplicadas, Tecnología Información y Finanzas S. A., Consultores de las
Administraciones Públicas S.A. y AFInet Global-.
Trabajó durante más de seis años en empresas industriales antes de iniciar su carrera universitaria. Dirige
la revista Economistas, del Colegio de Madrid, y forma parte de diver-sos consejos de redacción de publi-
caciones especializadas. Su último libro publicado es La Economía en la Red (Ed.Taurus). Madrid-2001. En
julio 2004 obtiene el IX Premio Círculo Empresarios de investigación económica. Nombrado con fecha 22
febrero 2005 por el Mi-nistro de Industria, Presidente, desde febrero de 2005, de la Ponencia sobre con-
vergen-cia con UE en Sociedad de la Información. En julio-agosto de 2005 ha sido Fellow del Real del Real

Professor of Economic and Business Administration at the Universidad Autónoma de Madrid since 1985,
where he has been Vice Chancellor for four years. Author and coauthor of several books and numerous
articles. Contributor in magazines specialized in international economy and finance.
Founder and C.E.O of Analistas Financieros Internacionales, S.A. President of Technology, Information and
Finance, The School of Applied Finance, and Afinet Global (subsidiaries of Grupo Analistas. Since their crea-
tion, has been director of the Economist Magazine, Colegio de Economistas de Madrid.
His last book is La Economía en la Red (Ed.Taurus). Madrid-2001. In July 2004, he won the IX Prize Círculo
de Empresarios in Economic Research for “TIC, crecimiento económico y actividad empresarial. Especial
referencia a España”.
In February 2005, he was appointed Head of the Special Group for Information Society Convergence with
the EU by the Minister of Industry, Tourism and Trade, José Montilla. During the period of July-August 2005
he was awarded a Fellowship from the Real Colegio Complutense (Harvard University), as a member of the
Advanced Research Group on the International Economy.
In September 2005, he was appointed a member of the Advisory Committee on Communication and In-
formation Society by the Minister of Industry, Tourism and Trade, José Montilla. In January 2006, he was
appointed a member of the Advisory Committee on Innovation by Parque Científico de Madrid, Universidad
Autónoma de Madrid. In March 2006, the Minister of Public Administration, Jordi Sevilla, appointed him
