In certain Central and South
American countries, there are

however, a notary public is
not a lawyer. In most states, a
person can become a notary
public simply by paying a very
small fee and applying for a
certificate and seal. A dishon-
est notary public can therefore

notario can mislead the foreign
national into thinking that
this notario has an advanced
knowledge of U.S. laws.

our community have fallen
victim to notarios, but they are
no longer here to tell you that.

LAWYERS
Unlike notarios, lawyers must
complete extensive university-
level education (usually a
4-year Bachelors degree plus

How Can You Avoid Fraud?
Use common sense. Many
people hear what they want to
hear. You need to be smart - if
it sounds too good to be true,
it probably is! In particular, pay
attention to the following:
Do not believe it if some-
one tells you about a secret
law, or claims to have connec-
tions or special influence with
any agency.
Do not pay money to
someone to refer you to a
lawyer.
Verify what the person is
saying. A real lawyer will
have a state-issued card or
certificate showing that he
the proof. You can also verify
whether a lawyer is in good
you by contacting your States
bar association. Walk away if
the person says he or she is
this proof.
Never sign an application your attorney, contact your

and try to avoid signing blank
forms. If you must sign a blank
form, insist on getting a copy
of the completed form and re-
viewing it for accuracy before it
