this construction consultation, the permit chronology, ced ste photos,{APPENDIX D) and the
Culebra endorsements (APPENDIX }, we believe the project proponents are trying to legalize
this guest house, abusing the fast-rack construction process. Proponents fraudulently ms-
represented the project o local authorities as single residence, and then submitted copious
amendments tothe bulding plans top down through the San Juan permiting office to legalize the
legal guesthouse, condo oF spartments now being sol onine. (APPENDIX F) The project
proposes a basement in sll characiarized by the Sol Survey of Huamacao Aroa of Easton
Pura Rizo 1909, az Dosealabro of tho E2 serie (DeE2). This isa clay loam with betwoen 20,
‘and 40 % eroded slopes. The area is peppered wth intermittent or ephemeral steam beds,
Some of which move just below the surface of the earth, and have contributed to the chronic
Lndermiring ofthe 20 year old roads in these parcelas. According tothe soll study, the area
‘where tne basement is proposed has a depth to hard reck of one and a half fest. Given thal this

it has already been constructed, the pholo documents that this does not provide even one viable

Proponents argue the proposed variance provides adequate parking for golf carts, and that golf
‘carts are the most comman form of rental vehicle on te island. The parking congestion on in
this area is aad a problem. Given the wabsite indicates each apartment can comfortably
accommodate between 4 and 6 people, the otal umber of 6 person golf carts avaliable onthe
istand i, according to the car rental agency managers, only 6. These carts are as long as.
standard cars. While the slow moving vehicles seem more obvious, the four person golf carts are
