entre las TICs y el audiovisual, incluso sin abandonar la televisin que disfrutan 3,30 horas al da en promedio. De manera simultnea hacen las tareas de la escuela, usan videojuegos ya sea en PlayStation hogareas o en locales, bajan y/o suben msica o videos de Internet, chatean con la computadora o el celular y varios etcteras. *

Cabe acotar que el entorno audiovisual multipantalla es, asimismo, multimedia, transmedia y/o crossmedia, con las debidas distinciones que cada uno de estos conceptos pone en juego. La mayor parte de los estudios que se realizan sobre estos temas llevan la impronta cuantitativa, en procura de identificar los consumos y predilecciones de los chicos y chicas, desde un enfoque que concibe a las tecnologas (todava!) como aparatos y a los servicios conexos -culturales y comunicacionales- en calidad de mercancas. Avanzan algo ms en los usos sociales algunas investigaciones de mercado empresariales -es decir del lado de los productoresemisores del hardware y el softwareen tanto la transmedialidad supone un nuevo modelo de negocios para las industrias culturales, los medios de comunicacin social, las telecomunicaciones, la informtica, campos cada vez ms imbricados, merced a la digitalizacin y las convergencias mltiples. Dicho modelo avanza hacia la constitucin de sistemas de productos-servicios sinrgicos, que apuntan a abrir ventanas de comercializacin simultneas para el mercado de la generacin interacti-

va. Se trata de un nuevo rubro de meganegocios dado que, con seguridad, sus cuantiosos miembros locales, nacionales y globales, habrn de asomarse a varias de estas ventanas, sino a todas. Para el sector privado el objetivo es optimizar las ganancias y valorizar el capital. La divisa de la economa de las marcas y patentes tambin economa creativabisagra entre la I+D, la cultura y el capital, es creatividad e innovacin. Al amparo de ella, desde el sector pblico se formulan estrategias dirigidas a fomentar, o apuntalar este tipo de emprendimientos percibidos como un imperativo de la poca. Se hace preciso, entonces, convertir a los productores de los medios e industrias culturales tradicionales al nuevo credo universal cross-transmulti-media, so pena de ser presas de una obsolescencia fulminante. El derecho a la diversidad cultural -interrelacionado al derecho a la identidad, a nivel individual y colectivo- como fundamento de las formas de pensar y del saber hacer de las distintas sociedades y grupos de ellas, est en riesgo. Desde hace al menos un decenio el ritmo de los cambios en el campo audiovisual y de las TICs (Tecnologas de la Informacin y la Comunicacin) ha cobrado un ritmo vertiginoso cuyo impacto en los distintos mbitos de la vida social es mas significativo que el de los grandes descubrimientos que los precedieron. Los datos de algunas encuestas recientes nos dicen, entre otras cosas, que el 70% de los chicos tiene al menos una computadora en su hogar (el 96% de los NSE alto y medio y el 25% de los bajos); 57% de los primeros y 32% de los segundos cuentan tambin con conexin a Internet y 66% poseen celular. Pero ya sea en los cybers, la escuela u otros lugares prcticamente todos los chicos en edad escolar se conectan y navegan Se trata de un fenmeno, en particular de las reas urbanas, que los especialistas califican de distintas maneras; chicos digitales, chicos multipantalla, generacin interactiva. A los docentes les inquietan, sobre todo, los cambios que perciben en la escuela en los modos de estudiar y aprender desde esta hiperconectividad tecnolgica y audiovisualmente mediada. Quienes trabajamos en cultura y comunicacin con nios, nias y adolescentes -incluyendo no slo la produccin sino tambin la investigacin y la capacitacin- hace bastante tiempo venimos sealando que el pasaje de los medios a un entorno audiovisual multipantalla, es un salto cualitativo de importancia nodal cuyas implicancias, an insuficientemente conocidas, deben ser exhaustivamente investigadas.

loga que coloniza las diferentes esferas del quehacer humano. El discurso sobre la diversidad que ellas transmiten es el de las representaciones generadas por el mercado, cuyo eje es el consumo. Encarado como variable independiente de las condiciones y necesidades socio-histricas particulares que habr de responder y soslayando las concepciones del desarrollo que han de debatirse como puerto de llegada real de tanto trajn navegatorio por redes virtuales, el nuevo credo avanza a ciegas en terrenos farragosos, en los que las preguntas e incertidumbres sobreabundan, mientras escasean las respuestas. Sucede que en esta trayectoria y, por ptima que sea la convergencia entre sector privado y polticas pblicas bajo la bandera de la innovacinno puede prescindirse de la participacin de los actores sociales e instituciones no pertenecientes al campo productor-emisor, ni de investigaciones que trasciendan la empiria cuantitativa de los muestreos, al estilo de los estudios de opinin. A los educadores, instituciones acadmicas y ONGs abocadas al tra-

bajo social, cultural y educativo con nios, nias y adolescentes, nos cabe una responsabilidad inmensa, puesto que no se trata de adherir o rechazar aquello que los productores o programadores -tradicionales o transmediaofertan, ya sea con crasos fines mercantiles o bien educativos. La cuestin principal es de orden cualitativo. Se trata de conocer cmo se articulan las diferentes dimensiones de la densa trama de relaciones entre medios de comunicacinindustrias culturales-artes-informtica- telecomunicaciones; cul es su incidencia en los hbitos, valores, concepciones del mundo de los distintos sectores de la sociedad, en particular de los ms jvenes; qu tipo de conexiones de sentido se producen entre los nuevos imaginarios digitales y la construccin de las identidades culturales, y, algo no menor, de qu manera intervienen estos fenmenos en las formas de socializacin y los procesos cognitivos de la generacin interactiva. Como puede apreciarse la era trans-cross-multimedia, nos enfrenta, ms que al consumo de tecnologas, a la necesidad de indagar en las dimensiones filosfica, epistemolgi-

ca, terica, poltica, econmica, metodolgica y prctica de los procesos sociales involucrados en los en apariencia- simples actos de comunicar y de ensear-aprender. Pues de esto se trata la sociedad del conocimiento. Susana Velleggia Directora * Encuesta encargada por el Ministerio de

Presentation For at least a decade, the rhythm of changes in the fields of the audiovisual and of ICT (Information and Computer Technology) has become almost dizzying, and has meant that these fields have impacted on different aspects of social life in a bigger way than the great discoveries which preceded them. The data from various recent opinion polls, tells us amongst other things that 70% of children have at least one computer in their home 96% in households of a high or middle socio-economic level, and 25% in lower income households. 57% of the

first group and 32% of the second also have an internet connection, and 66% own a mobile phone. But thanks to cyber cafs, school and other places, practically every child of school age connects and navigates through the realms of ICT and the audiovisual, including of course television, which they continue to enjoy for 3 hours and twenty minutes each day, on average. In the same manner as they do their school homework, they also play video games whether on PlayStations at home or elsewhere, download and/or upload music or videos on the internet, chat on their computer or their phone and so on.* This phenomenon, in particular in urban areas, is described by specialists in different ways; digital children, multi-screen children and the interactive generation among others. Teachers are unsettled, above all, by the changes which are perceived in schools in the approaches to studying and learning due to this technological and audiovisually mediated hyper-connectivity. Those of us who work in culture and communication with children and adolescents including not only production, but also investigation and

training have for some time been stating that the increasing importance of the media as part of an audiovisual multi-screen environment is a qualitative leap of vital importance whose implications, still insufficiently understood, require exhaustive investigation. It is worth noting that the audiovisual multi-screen environment is, at once, multimedia, transmedia and/or panmedia, with the necessary distinctions which each of these concepts brings to the table. Most of the studies which are made of these subjects are quantitative, in an attempt to identify the consumption and predilections of children, from a point of view which sees technology (still!) as equipment and related services cultural and communicational as merchandise. More advanced when it comes to social uses are some of the market research projects carried out by businesses that is to say, on the side of the producers and distributors of hard and software in as much as transmediality presupposes a new business model for the industries of culture, social communication media, telecommunications and infor-

mation technologies, fields which are ever more interwoven, thanks to digitalisation and multiple points in common. This model points towards the development of synergistic products and services which have the common aim of opening up simultaneous commercial communication windows for the market of the interactive generation. We are talking about a new trend in mega-businesses given that, surely, their many local, national and global members will attempt to explore some of them, if not all. For the private sector the objective is to optimise income and to ensure the appreciation of capital. The currency of the economy of brands and patents the creative economy - hinges on Research & Development, culture and capital. It is creativity and innovation. Under the protection of the creative economy, the public sector formulates strategies aiming to promote, or underpin this kind of entrepreneurship, perceived as imperative at this time. It becomes necessary, then, to convert the producers of media and the traditional cultural industries to the new universal creed of cross-trans-multimedia, or face the punishment of

becoming prisoners of their crushing obsolescence. The right to cultural diversity linked to the right to collective and individual identity- as the foundation itself of the ways of thinking and doing in different sectors and groups in our society, is at risk. The tecnoutopias are assuming a form of ideology colonizing all areas of human doing. The discourse about diversity that they articulate is that of the representations generated by the market, with its main focus on mass consumption. Considered as a variable which is independent of the particular sociohistorical conditions and necessities to which a response will have to be made, and avoiding conceptions of development which must be debated as a real point of arrival to such a bustling navigation of virtual networks, the new creed leads blindly forward into confusing territory, in which questions and uncertainties abound, whilst answers are scarce. It follows that on this journey and, given the high levels of convergence reached between the private

sector and public politics under the flag of innovation the participation of social partners and institutions who are not members of the production/distribution group, nor are carrying out investigations which transcend the empirically quantitative samples, in the style of the opinion studies, becomes indispensable. As educators, academic institutions and NGOs dedicated to social, cultural and educational work with children and adolescents, we have a great responsibility, since we are not talking about either sticking with or rejecting anything that the producers or programmers traditional or transmedia offer, whether it is offered with purely commercial ends or out of a genuine desire for education improvement. The main point is that of qualitative order. That is, understanding how to articulate the different dimensions of the dense plot of relationships between communication media, cultural industries, the arts, information technology and telecommunications; understanding their impact on the habits, values and conceptions of the world in different sectors of society, in

particular the youngest members of society; which type of connections of meaning are produced among the new digital imaginary and the construction of cultural identities, and, not a small point, in what way these phenomena intervene in the forms of socialisation and the cognitive processes of the interactive generation. As we can see the trans-crossmultimedia era brings us, more than merely the consumption of technology, the need to investigate the philosophical, epistemological, theoretical, political, economic, methodological and practical dimensions of the social processes involved in the seemingly simple acts of communication and teaching/learning. This is what we are discussing when we talk about the knowledge society. Criterios de calidad para Servicios de Comunicacin Audiovisual destinados a la Niez y Adolescencia


El presente documento es el producto del debate y acuerdo de las instancias gubernamentales y organizaciones sociales nucleadas en el Consejo Asesor de la Comunicacin Audiovisual y la Infancia. No se trata de una receta acabada, sino de una base para construir medios audiovisuales de calidad para la niez y la adolescencia.
1. Promocin, proteccin y defensa de Derechos. Contenidos de la programacin compatibles con los Derechos de los Nios, Nias y Adolescentes, sus principios, fundamentaciones y regulaciones (en el marco de la Convencin Internacional de los Derechos del Nio y Leyes Nacionales y provinciales: de Proteccin Integral de Nias, Nios y Adolescentes 26.061, Ley de Servicios de Comunicacin Audiovisual 26.522 y Ley Nacional de Educacin 26.206). 2. Diversidad. Incorporacin de la diversidad en sus

dimensiones: cultural, de gnero, de ideas y formas de entender el mundo, de capacidades, contextos sociales y realidades socioeconmicas, credos, orgenes, rasgos fsicos y lenguas. En la grilla de programacin ha de estar presente, tambin, la diversidad de gneros, estticas, formatos y procedencia, fuente u origen de los contenidos. 3. Federalismo. Promocin del respeto y la presencia en pantalla de las realidades de las diferentes regiones y provincias del pas, impulsando especialmente una produccin de contenidos de carcter federal. 4. Voz propia. Inclusin de las perspectivas de nias, nios y adolescentes, a travs de sus voces, opiniones, intereses y puntos de vista, prestando atencin a las diferencias originadas en su pertenencia social, evitando la estigmatizacin y propiciando una contribucin activa de ellos en la generacin de los contenidos. 5. Dignidad Incentivo de la autoestima y promocin de la integridad y el respeto a la identidad, evitando situaciones de

humillacin o ridiculizacin, la transmisin de prejuicios y estereotipos o cualquier otra forma de discriminacin. Contribucin a la comprensin social de nias, nios y adolescentes como sujeto de derecho. La violencia fsica o simblica no debe ser apelada como forma de entretenimiento o como va eficaz de resolucin de conflictos. 6. Hbitos saludables. Produccin y difusin de mensajes apropiados al pblico al que van dirigidos desde el punto de vista cognitivo, emocional y de desarrollo, evitando incentivar el consumismo y las conductas destructivas y auto-destructivas. Promocin de hbitos de cuidado del cuerpo y el ambiente, evitando la emisin de mensajes que inciten a una nutricin de baja calidad y al consumo de sustancias psicoactivas. Exclusin de estereotipos corporales que puedan llevar a afecciones derivadas de trastornos alimenticios. 7. Identidad. Integracin de las particularidades locales y la cultura propia de cada regin del pas, promoviendo el respeto y la difusin de las diversas len-

guas en uso en nuestro territorio nacional. Los contenidos audiovisuales deben tender a afianzar los vnculos que nias, nios y adolescentes tienen con sus comunidades. 8. Capacidad crtica. Estmulo de la capacidad de observar y analizar crticamente las representaciones de la realidad que ofrecen los medios de comunicacin, propiciando la reflexin, la creatividad y la imaginacin. 9. Curiosidad. Fomento de la creatividad e incentivo del inters por la investigacin, la experimentacin, el placer del descubrimiento, la bsqueda del conocimiento y todos los lenguajes artsticos. 10. Participacin. Promocin de la construccin de ciudadana mediante el ejercicio de los derechos, la participacin, la organizacin social y los valores de la cultura democrtica. 11. Informacin. Acceso a informacin local, nacional e internacional, contextualizada y adaptada a la comprensin de nias, nios y adolescentes, que aporte a la comprensin de los procesos socia-

les en esas tres instancias, evitando la morbosidad e imgenes crueles y escenas violentas que no resulten imprescindibles para el conocimiento del hecho noticioso. Observacin de la proteccin integral en las noticias que involucren a nias, nios y adolescentes, no aportando datos que permitan su identificacin pblica en situaciones de violencia. 12. Recreacin. Impulso a la diversin, al tiempo libre, al esparcimiento saludable, al juego, incentivando a la actividad fsica, ms all de las pantallas y las tecnologas. 13. Audiencias. Distincin de las diferentes edades, posibilitando identificar los grupos etarios a los que, en cada caso, se dirige la programacin tanto por los temas como por los tratamientos. Consideracin responsable sobre la posibilidad de que los contenidos audiovisuales lleguen a un pblico de menor edad al identificado como destinatario. 14. Produccin. Jerarquizacin de la produccin dirigida a los nios y adolescentes como una especialidad compleja, que debe reunir los mayores estndares en

materia de los recursos invertidos, la tecnologa utilizada, la actualidad de temas y abordajes, el tratamiento tcnico y esttico y la creatividad y originalidad puestas de manifiesto. Observacin estricta de las normativas respecto del trabajo infantil cuando participen nias, nios y adolescentes en las producciones audiovisuales, evitando someter a los nios ms pequeos a situaciones traumticas.

Criteria for quality in television for Children and Adolescents This document is the product of debate and agreement between government and social organisations related to the Assessing Council of Audiovisual Communication and Infancy. It should not be taken as a final recipe, but as a foundation from which to construct audiovisual media of quality for children and adolescents. 1.Promotion, protection and defence of Rights Contents of the programme consistent with the Rights of Children and Adolescents, principles, fundamentals and regulations (in the name of the Convention on the Rights of the Child and of the National and Provincial laws of Full Protection of Children and

ties, preventing situations of humiliation or ridicule, the transmission of prejudices and stereotypes or any other form of discrimination. Also, to contribute to the social understanding of children and adolescents as holders of rights. No appeal should be made to physical or symbolic violence as a form of entertainment nor as a way of resolving conflicts. 6. Healthy habits Production and promotion of messages appropriate for the target audience from a cognitive, emotional and development point of view, avoiding the motivation of being a consumer and of destructive and self-destructive behaviours. Promo-tion of good habits of caring for ones body and for the environment, avoiding messages which promote a low quality diet or the consumption of psychoactive substances. Exclusion of stereotypes regarding the body which could lead to conditions derived from eating disorders. 7. Identity Integration of local customs and the culture of each region of the country, promoting respect and the spread of the different languages in our national territory. Audiovisual content must

seek to strengthen the links that children and adolescents have with their communities. 8. Critical capacity Stimulation of the capacity to observe and critically analyse the representations of the world which communication media offer. Encourage reflection, creativity and imagination. 9. Curiosity Promote creativity and interest in investigation, experimentation, the pleasure of discovery, the search for knowledge and artistic language. 10. Participation Promotion of citizen-building through the exercise of rights, participation, social organisation and the values of democratic culture. 11. Information Access to local, national and international information, contextualised and adapted for children and adolescents, which supports understanding of the social processes in these three realms, preventing morbid or cruel images, and violent scenes. The programmers should ensure to fully protect their audiences childhood both during daytime news bulletins, which

are also watched by children and adolescents, and in news stories involving the protagonists or victims of violent acts. They must not provide information which allows the childrens public identification. 12. Recreation Promote fun, the creative use of free time, healthy relaxation, and also playing and physical, cultural and social activity, away from screens and technologies. 13. Audiences Distinguish between different age groups, identifying age groups which, in each case, will have sections of programming directed at them both in terms of theme and treatment of that theme. Take responsibility for considering that it is possible that audiovisual programming could be seen by an audience of a lower age than it is designed for. 14. Production Create a hierarchy of production directed towards children and adolescents as a complex speciality, which must meet the highest standards in material from the resources invested, the technology utilised, the themes of the day and how they are dealt. Strict

Jorge Fabin de los Ros - Argentina Es dibujante profesional. Colabora con las revistas Goles y Caras y caretas y participa en varias exposiciones antes de incorporarse como colorista a Producciones Garca Ferr en 1982. All durante 20 aos se ha desempeado como ilustrador y animador. Particip en los largometrajes Manuelita, Pan triste, Calculn y en la revista Anteojito. A partir de 2002 colabora en diversas producciones de dibujo animado, (Bandana, Teo, cazador intergalctico, Manga latina, Yo Dhart). En 2005 se incorpora a Illusion Studios como fondista para el filme Patoruzito 2, y luego como director de fondos en Isidoro, Valentina, Boogie, La maga de Oz, Omi, Eva de la Argentina, en

Fue productora del programa de televisin La Escuela de Gobierno de Santa Catarina, y otros programas educativos. En 2002, cre Lume Producciones Culturales. Realiz cortometrajes sobre los derechos del nio y otros temas, entre los que se destacan El Misterio de la Papaya Buey y Campeonato de Pesca, por los cuales obtuvo dos premios del Ministerio de Cultura. Luiza Lins Brazil Luiza is from Santa Catarina and studied in Rio de Janeiro and New York. She has acted in theatre and on television. them The Mystery of Papaya Buey and Fishing Championship, for which she has been awarded two prized from the Brazilian Ministry of Culture. She was president of the Santa Catarina Cinematheque between 2006 and 2008. she has participated in the juries of cinema festivals for children and young adults in Hamedan, Iran, in the Prix Jeunesse Iberoamericano in So Paulo, and in the Buff, Malmo, Sweden, among others. She recieved the Souza Cruz Medal for Cultural Merit from the Cultural Council of Santa Catarina and the Cascaes Franklin prizes from the Florianpolis Municipal Board of Culture and the Brazilian Ministry of Culture, for the Childrens Film Exhibition. In 2011 she was again fted for overseeing the Festival of Childrens Cinema in Florianpolis and the related exhibitions in different Brazilian cities over the last ten years. She also launched a channel dedicated to childrens films on the internet: www.filmesquevoam.com.ar Rodolfo Pastor Argentina Journalist, scriptwriter and director of animation movie (stop motion). In 1972 he founded the Group CINE (Cine Infantil Educativo) Educative Children Movie, where had been working until 1976. As exiled he lived and made films in Mexico and Germany. In Barcelona, Spain, he created with Petra Steinmeyer, an studio of animation -movie and television- and produced more than 200 shortfilms for TV (Yupis Worlds and Sesamo Street, between other). He produced TV series as Letter from a father, Langostino, Capelito. He obtained numerous awards in internationals films festivals. Also he had directed the shortfilms Animatanto and Nico & Tina. Currently, he is teaching in an animation school and he is preparing the animated feature film Capelito Santa Claus.

Rodolfo Pastor - Argentina Periodista, guionista y director de cine de animacin (stop motion). En 1972 fund el Grupo CINE (Cine Infantil Educativo) que funcion hasta 1976. Como exiliado, vivi y film en Mxico y Alemania. En Barcelona, Espaa, cre con Petra Steinmeyer, un estudio de cine y televisin de animacin que produjo ms de 200 cortos para televisin (Los mundos de Yupi y Barrio Ssamo, entre otros). Produjo las series Cartas de un pap, Langostino, Capelito, con las cuales gan numerosos premios en festivales internacionales. Tambin realiz Los cortometrajes Animatanto y Nico & Tina. Se dedica a la enseanza de la animacin y est preparando el largometraje de animacin Capelito Pap Noel.

Csar Bonanotte - Argentina Socilogo. Profesor e investigador universitario. Pablo Luciano Medina Argentina Maestro en Tiempo libre y Recreacin. Se especializ en literatura infantil juvenil, juego y tteres, temas en los que ha investigado y producido textos, ha dado charlas y cursos. Ha participado como asesor en diversidad de proyectos a nivel nacional e internacional. Es investigador y creador de La Nube, Infancia y Cultura. Entre sus libros publicados se destacan: Javier Villafae. Vida y Obra, de Editorial Sudamericana; Lorca, Un andaluz en Buenos Aires. 1933 1934, Ediciones Manrique Zago-Len Golstein. Tambin trabaj en la seleccin de textos para varias antologas. Recibi varios premios a su trayectoria, entre ellos el de Artfice del Patrimonio Porteo, por su constante aporte como investigador y difusor de la cultura infantil y enriquecimiento al patrimonio cultural de Buenos Aires, Direccin General de

Ral Etchelet - Argentina Naci en Maip (Buenos Aires) Argentina. Es Director General de Maip Cortos, Festival de Cine de Humor. Gabriela Rubinovich Argentina Bachelor in Communication Sciences from the University of Buenos Aires (UBA). Professor of Primary Education. Professor of Communication Arts and Professional Practices in the training course for Teachers of Communication Sciences at the Faculty of Social Sciences, UBA. Teacher of the Media and Cultural Theory course in the Editing programme at the Faculty of Philosophy and Literature, UBA. Coordinator of the Media in Schools programme and Specialist in Curricula for the Ministry of Education of the Government of the City of Buenos Aires. Co-director of the Young People As Cultural Producers project, part of the Programme for Institutional Acknowledgement of Social Sciences Faculty, UBA. She has taught courses of teaching instruction in different institutions and participated in investigations on themes related to communication and education.

Graciela Garzelli Argentina Guionista. En 2010 fund y preside hasta hoy- la Fundacin Aldea de las Luces, para promover la integracin social y cultural de los jvenes mediante el audiovisual. Es autora de la idea original y el guin Verdades Verdaderas (sobre Estela de Carlotto) dirigido por Nicols Gil Lavedra (2011). Produce cortometrajes y realiza talleres de escritura y clnicas de guin con jvenes. Particip como jurado en prestigiosos festivales nacionales e internacionales de cine (BAFICI, DerHumalc, de Punta del Este, Venecia, La Habana, Guanajuato y otros). Fue cofundadora de OCIC Argentina (actual SIGNIS) vicepresidenta de la misma entre 2003 y 2009. Actualmente escribe el guin de un largometraje y coordina con el Museo de Cine de Buenos Aires, la edicin de un libro sobre figuras del cine argentino.

Graciela Garzelli Argentina Scriptwriter. In 2010 she founded and still runs the Aldea de las Luces Foundation, to promote the social and cultural integration of young people through audiovisual media. She is the author and creator of True Truths (about Estela de Carlotto), directed by Nicols Gil Lavedra (2011). She produces short films and runs writing workshops and scriptwriting clinics for young people. She has participated in the juries of prestigious national and international film festivals (BAFICI, DerHumalc, Punta Del Este, Venice, Havana, Guanajuato and others). She was the co-founder of OCIC (now known as SIGNIS) Argentina, and its vice-president from 2003 to 2009. She is currently writing a feature film and is co-ordinating, along with the Film Musem of Buenos Aires, a book about important figures in Argentine cinema.

In 2009, he studied a postgraduate course in Journalism at the University of Michigan, United States of America. Journalist specialising in Education and Technology. Editor of the weekly supplement Clarn Educacin for the Clarn newspaper in Argentina. For more than ten years, he edited the technology supplement and formed part of the editorial team for Clarns website. He contributes weekly to the La Repblica newspaper in Costa Rica. He has also worked on radio and television. He is currently studying for a Masters in Business Administration (MBA) at the Argentine Business University (UADE). and Communications. Since then she publishes articles in various media, national newspaper (La Nacin, Para Ti, revista infantil AZ Diez y First, etc.) and local newspaper. The specialty in Childhood Integration came up with Kids, Civil Society Organization working for over ten years, participating in various forums held in Argentina. She is also involved with children and teenagers through

teaching, building citizenship. She is coordinator of the committee of Education and Training Advisory Council of Audiovisual Communication and Children, from its formation in April 2011.

Mara Victoria Aulet Argentina Naci en la ciudad de Buenos Aires hace 44 aos y vive en Pilar. Es Licenciada en

Nicols Prividera - Argentina Licenciado en Ciencias de la Comunicacin (UBA) y egresado de la Escuela Nacional de Experimentacin y Realizacin Cinematogrfica (ENERC). Su primera pelcula (M, 2007), obtuvo el premio a la mejor pelcula latinoamericana y el premio FIPRESCI en el Festival de Mar del Plata, as como tambin el Runner Up Prize en el Festival de Yamagata (Japn), el premio al Mejor Documental en la Mostra de Lleida y una Mencin Especial del Jurado en el Festival de Gijn (Espaa). Su segundo film es Tierra de los Padres (2011) fue estrenado en 2012.

Dennis Bots was born in Kitwe (Zambia) in 1974. He graduated as a scriptwriter and director from the Dutch Film and Television Academy in Amsterdam. In 2001 he wrote and directed Emergency Exit. A short film which was selected for The 4th Kodak European Showcase for New Talents at the 55th Cannes International Film Festival, winning the Silver Gryphon Award for Best Short Film in the youth selection. It also won Most Innovative Short Film at the Reel Film Festival Canada. He also directed the features Zoop in Afrika, Anubis en het Pad der Zeven Zonden and Anubis en de wraak van Arghus, winning several awards.

Martin Hgdahl studied at Dramatiska Institutet (College of Film, Television, Radio and Theater) in Stockholm and the School of Photography and Film Directing (HFF) at the University of Gothenburg. He has directed over 40 short films and two episodes of a drama series for Swedish National Television (SVT), including a long range of experience working with kids and youth. Six years ago, Martin began collaborating with Illusion Film and producer Peter Hiltunen. Together they have made two 30-minute films with youth themes that have been shown on SVT as well as at international festivals.

Habanastation gan varios premios, entre ellos el del Fondo de las Naciones Unidas para la Infancia (UNICEF) y el Premio Glauber Rocha en el 33 festival Internacional del Nuevo Cine Latinoamericano, La Habana, 2011.

In Padrn was born in Havana in 1976. From a very young age he collaborated with scripts for the magazine Zunzn and for the Cuban Institute of Art and Industrial Cinematographys (ICAIC) animation series Filminutos. In 1996 he started woring professionally with the ICAIC, with the making of for Amor Vertical. Out of Their League was his first feature-length documentary, looking at the theme of baseball in Cuba. He has also been an artistic director for concerts for Cuban cultural figures such as Los Van Van, Beatriz Mrquez and the National Film Award gala in 2007 for Juan Padrn. Havanastation has won various awards, among them the UNICEF Fund Prize and the Glauber Rocha Prize at the 33rd International Festival of New Latin American Cinema in Havana in 2011.

Edmunds Jansons was born in 1972 in Latvia. He graduated from the Latvian Academy of Culture. He has directed many animation films, like Springtime in Varnu Street (Pavasaris Varnu iela), Little Birds Diary (Ci a acim), Scissorman (kergriezis), and White (Balta).

Max Porter and Ru Kuwahata are known for their playful and humorous mixed-media animations. They combine handcrafted art, photography and digital techniques. Since they began collaborating in 2007, Max and Ru have directed TV commercials, music videos and independent films. Their work has won numerous awards and screened in over 200 festivals worldwide.

Emma Burch studied Contemporary Media Practice at Westminster University, London. After graduating in 2001, she started work at Loose Moose. It was there she found her passion for animation and teamed up with Pete Williamson to develop Being Bradford Dillman based on a story from her childhood. It is her first short film. Es as como construye la figura de Mr. Watson, una caricatura grotesca de las ms austeras y conservadoras conductas, un prototipo de detective de moral extrema, contratado para impartir el orden en las aulas de manera represiva y violenta como posible solucin al problema. Pero Watson no tardar en verse atrapado en las emotivas redes del amor, que le mostrarn un modo mucho ms verdadero de interactuar con nuestros semejantes. CLUBJOVENTV es el nombre que nuclea a todos los integrantes (jvenes de 12 a 18 aos) de los talleres de cine y video que ofrecen las escuelas pblicas de la capital. CLUBJOVENTV nace en diversas escuelas bajo el programa Club de Jvenes y Chicos, del Ministerio de Educacin de la CABA. Con una trayectoria de ms de diez aos, los jvenes participantes han transitado por mltiples formatos televisivos y cinematogrficos, teniendo al da de la fecha mas de 200 audiovisuales realizados. Entre ellos, su primer largometraje Mr. Watson.

Sinopsis Nelson, a straight-A student at school, has to present, as his final piece of work for his last year at secondary school, a solution to the educational crisis. As one solution to the problem, he creates the character of Mr. Watson, a grotesque caricature of his most austere and conservative traits, a prototype of a highly moral detective who is contracted to restore order to classrooms in a repressive and violent manner. But its not long before Watson finds himself trapped by the emotional ties of love, which will show him a truer way of interracting with our fellow men.

CLUBJOVENTV is the name for all the members (between 12 and 18 years of age) of the film and video workshops offered by public schools within the City of Buenos Aires. CLUBJOVENTV was born in various schools under the banner of the Club for Young People and Children, run by the City of Buenos Aires Education Ministry. Having been running for over ten years, the youngsters participating have used multiple television and cinematographic formats, having, up to now, produced over two hundred audiovisual productions. Among these is the organisations first feature film, Mr. Watson.

Sinopsis A little donkey and a horse are guided by their woodcutter to collect firewood. On the way, the selfish attitude of the horse causes the donkey to suffer an accident. The donkey takes advantage of the situation, leaving the horse in a predicament. The woodcutter will have to find a way to reconcile the situation. This is a loose adaptation of Aesops Fable The Donkey And The Ass, which on this occasion ends more happily.

Sinopsis This is a story about a squirrel who likes to look good. Every day, passing by a village, the squirrel is accosted by some mischievous birds. The squirrel is saved by those same mischievous birds who had previously bothered him. After the shock, friendship, respect and solidarity between squirrels and birds last for generations.

Brbaro Joel Ortiz Prez was born in Matanzas, Cuba, in 1970. He graduated from the Higher Institute of Art in Plastic Arts, with a specialty in Painting. During the 1990s he worked in the puppet studios of ICRT as an animation and props assistant. In 1998 he took part in the production of a TV spot for UNICEF on Childrens Rights, using stop-motion animation. The animated short 20 Years is his first production.

Participa en 1998 en la realizacin de un Spot para Televisin sobre los Derechos del Nio para la UNICEF en la tcnica stop motion. El corto de animacin 20 aos es su pera prima.

Sinopsis After mass, the family gather at the home of Grandma and Grandpa, as they do every Sunday, with everyone talking at once. The village plant has closed its doors and, naturally, the adults cant stop fretting about their money problems. On this particular Sunday, one of the village boys lays a coin on the train tracks. Imagine his astonishment when, picking up the coin after the train has run over it, he discovers some amazing changes.
Patrick Doyon estudi diseo grfico en la Universidad de Quebec. Trabaja como animador e ilustrador en Montreal. En 2006, cre el cortometraje animado Races cuadradas, y el cortometraje experimental 32:11. Domingo le llev dos aos y fue nominado a un Oscar para mejor cortometraje animado.

Patrick Doyon studied graphic design at the University of Quebec. He works as an animator and illustrator, based in Montral. In 2006 he created the threeminute animated shortfilm Square Roots, as well as the experimental shortfilm: 32:11. Dimanche took him two years to complete and was nominated for the Oscars for best animated short.

Alejandro Gallo Bermdez was born in 1978. He is a scriptwriter, producer and audiovisual producer, and a graduate of the course for Image and Sound Design at the University of Buenos Aires. He has made numerous short films, which have won major prizes both at national and at international level, most notably Taking off Socks With Your Big Toe (2008), winner of eight prizes in short film festivals.

Sinopsis In the Future Factory there are only two employees: a man and a dog. The man is there to feed the dog, and the dog is there to make sure the man does not damage anything. The man and the dog have a friendly relationship, but one day the man breaks the rules and the dog has to defend the machinery. A series of events are thus put into motion which will lead to the complete dehumanisation of the factory.
Diana Russo trabaja en guin, ambientacin, vestuario y animacin. Es docente de Guin en la Universidad de Buenos Aires y de Fotografa y de Realizacin, en la carrera de Etnomusicologa en el Conservatorio Manuel de Falla. Como directora ha realizado TiVi (2001), NoViaje (2006) y La Fbrica del Futuro (2011) exhibida en el BAFICI 2012.

Diana Russo works in scriptwriting, scenery, costume and animation. She teaches Scriptwriting at the University of Buenos Aires, and Photography and Production on the Ethnomusicology course at the Conservatorio Manuel de Falla. El hermano mayor
Jess Prez es uno de los animadores ms reconocidos del mundo. Naci en Cochabamba, Bolivia, en 1954 y comenz a dibujar desde nio. A partir de 1975 realiza ilustraciones para libros infantiles, disea posters, afiches, calendarios y todo tipo de materiales impresos. En 1977 realiza su primer dibujo animado, al mismo tiempo que se especializa en dinmica del movimiento de la figura humana y el movimiento en la escena. Desde 1982 -y durante 14 aos- trabaja como ilustrador en la revista para nios Chaski, junto con Elisabeth Htterman, directora de dicha publicacin mensual. Chaski marc un hito importante en el diseo y el concepto grfico de los materiales educativos impresos, fue usado por los profesores en las escuelas y declarado texto oficial por el Ministerio de Educacin de Bolivia. Al mismo tiempo, comienza a realizar talleres de dibujo animado para nios y jvenes. Jess reside en Suiza desde el ao 2000 y desde 2002 es docente de animacin en la Universidad de Lucerna. Elisabeth Htterman es la Productora de la mayor parte de sus obras hasta la fecha. Una pequea muestra de esas obras, que han sido premiadas en diversos festivales de cine del mundo a lo largo de estos aos, es esta que el Festival Nueva Mirada se complace en ofrecerles. Esperamos que las disfruten tanto como nosotros!

En camino, una historia boliviana

From 1982, for fourteen years, he worked as an illustrator on the childrens magazine Chaski, together with Elisabeth Htterman, the magazines director. Chaski marked an important point in the design and the graphic concept of printed educational materials. It was used by school teachers and was declared an official text by the Bolivian Ministry of Education. During the 1990s, Jess Prez made the Video Chaski series, which included six episodes with the themes of Environment, Heath and Ecology, as well as films for Germany and Switzerland on topics of migration and globalisation. At the same time, he began to run animated cartoon workshops for children and young people. Jess has lived in Switzerland since 2000, and since 2002 has been an animation teacher at Lucerne University. Elisabeth Htterman is the producer of most of his films to date. Nueva Mirada has the pleasure of offering this small display of his work, which has won prizes in various film festivals around the world down the years. We hope you enjoy the films as much as we have!

vista en este programa. Espero que disfruten las pelculas. Gerd Gockell Director Hochschule Luzern Cuando empec a pensar en estudiar arte o diseo, pens inmediatamente en la animacin. En esa poca no tena posibilidad de estudiar animacin; eran pocos los lugares que ofrecan cursos. Por eso eleg estudiar Diseo y Cinematografa, con la esperanza de que esa combinacin me llevara automticamente a la animacin. Unos aos mas tarde, despus de ensear animacin en varios colegios de arte en Europa, me lleg la oportunidad de disear una carrera totalmente nueva en el Colegio de Arte y Diseo de Lucerna. Lo nico que tena que hacer, a mi parecer, era elaborar el curso que me hubiera gustado tener al alcance en mi etapa universitaria. Me parece que mis ideas para la educacin en animacin eran las correctas. Los resultados estn a la

When I started thinking about studying art or design I immediately thought about animation. But at that time there were no possibilities to study animation. Only a very few colleges offered an animation course so I choose Design and Filmmaking with the hope that the combination automatically lead me to animation. Years later, after teaching animation at several art colleges in Europe, I got the opportunity to design a whole new animation course at the Lucerne College of Art & Design. All I had to do, I thought, was develop a course that I would liked to have the chance to study myself. It seems to me that my ideas of a good education in animation were good ones. This natural garden is transformed, in this film, into a miniature forest populated by thousands of animals and a few giants the gardeners.

ENCUENTRO PRELIMINAR DEL SEMINARIO SUBREGIONAL UNASUR; TICs y Redes Audiovisuales para la Diversidad Cultural en la Integracin Viernes 3 de Setiembre de 2012 Auditorio SADOP, 9,30 a 16,30 hs. FUNDAMENTACIN Amrica Latina est experimentando un verdadero cambio civilizatorio, en tanto las transformaciones en curso comprenden todas las dimensiones de nuestras sociedades, as como las instituciones heredadas, muchas de ellas de fines del siglo XIX, otras de comienzos del XX y algunas de la dcada en la que imperaron las polticas neoliberales cuya misin fue demoler las estructuras del Estado para facilitar la hegemona del mercado. Adems de los cambios polticos, las transformaciones tecnolgicas que dan lugar a las denominadas sociedad de la informacin (Castells; 1997) y sociedad del conocimiento, marchan por delante de la capacidad de comprensin de ellos por las sociedades, as como de las polticas pblicas educativas, culturales y de

comunicacin, que permitan ubicar a las TICs como bienes sociales al servicio del desarrollo del conjunto de las comunidades, en lugar de considerarlas nicamente como mercancas para el consumo en su carcter de novedades. Ellas constituyen, asimismo, una oportunidad indita para la innovacin y el fortalecimiento de los procesos de integracin del espacio subregional UNASUR. Aprovechar esta oportunidad reclama estrategias polticas en cuya formulacin e instrumentacin participen los actores gubernamentales y no gubernamentales, as como la articulacin entre los sectores pblico, privado y de la sociedad civil. El abordaje de este desafo requiere diagnsticos prospectivos sobre los importantes cambios en curso, de modo que las estrategias que se diseen, no slo apunten a solucionar los problemas de fragmentacin social y cultural que afectan a nuestras sociedades sino tambin propongan ciertos objetivos comunes en torno a un proyecto de desarrollo subregional sustentable, que trascienda los lmites geogrficos nacionales heredados de los procesos independentistas. La constitucin de la Patria Grande como objetivo poltico estratgico, puede encontrar

en las TICs nuevas oportunidades para su concrecin. Hoy, un nuevo proceso de independencia recorre a nuestros pases. ste, ms all de sus legtimas diferencias polticas, se articula en torno a un horizonte comn cuyos rasgos fundamentales son: a) la superacin de las constricciones impuestas por las polticas neoliberales y las dictaduras y la consiguiente recuperacin de los mrgenes de autonoma en las decisiones por los estados democrticos populares; b) la preservacin de nuestros recursos naturales para ponerlos al servicio del desarrollo sustentable de la subregin; c) la necesidad de articular y complementar las polticas pblicas subregionales para acrecentar la capacidad de intervencin de la UNASUR y sus estados-miembro, en calidad de actores protagnicos en el escenario global; d) el respeto irrestricto a los derechos humanos y el impulso a las polticas de inclusin socio-econmica y educativa; e) el fomento a la rica diversidad cultural que caracteriza a la subregin, en cuanto dimensin fundamental de la produccin de una identidad cultural

ampliada como sustento de los procesos integracionistas, va privilegiada para superar los conflictos de intereses que, eventualmente, se planteen en el plano comercial. En este marco los procesos de produccin, circulacin y distribucin de bienes de las industrias culturales hacen del audiovisual el ncleo de la convergencia tecnolgica, empresarial y de mercados que impulsan las TICs. Sin embargo, en los pases de la subregin y pese a las beneficiosas polticas pblicas de fomento al audiovisual nacional es posible verificar una prdida creciente de la autonoma poltica, econmica y cultural en estos campos, en beneficio de la industria audiovisual estadounidense que controla la mayor parte de las pantallas de cine y de los circuitos electrnicos de distribucin, exhibicin y difusin de contenidos audiovisuales con sus producciones. La balanza comercial de TICs y bienes audiovisuales de los pases de la subregin fuertemente deficitaria da cuenta de esta situacin. Este no es slo un problema econmico, sino que implica la erosin de nuestras

identidades culturales, en funcin de disminuir nuestra autonoma poltica y cultural. La ampliacin de esta autonoma es, por tanto, el objetivo estratgico para afrontar de manera exitosa los retos que el siglo XXI plantea a nuestras sociedades. El fortalecimiento y la articulacin de estrategias e iniciativas educativas, culturales y audiovisuales -as como en materia de ciencia y tecnologa- a travs de planes y programas compartidos, es una prioridad poltica. Dentro de ella, debemos privilegiar los procesos de desarrollo de las capacidades de comunicacin, expresin, creacin y anlisis crtico de medios de los nios, nias, adolescentes y jvenes como parte inescindible de la formacin de ciudadana. El Encuentro Preliminar de referencia, se propone aportar a los procesos de anlisis y formulacin de propuestas para contribuir a los propsitos arriba expuestos. Tambin establecer las bases terico-conceptuales y metodolgicas para la realizacin del Seminario Internacional UNASUR; TICs y Redes Audiovisuales para la Diversidad Cultural en la Integracin.

OBJETIVOS PRINCIPALES Promover el anlisis, el debate y la formulacin de propuestas sobre las principales estrategias dirigidas a fortalecer los procesos de integracin del espacio UNASUR mediante la utilizacin de las TICs y el audiovisual, en funcin de la promocin de las identidades culturales de los pases de la subregin. Identificar los aspectos ms relevantes a tener en cuenta por las polticas pblicas de cultura, comunicacin y educacin en la formacin de los nuevos pblicos y en valores que promuevan la comprensin de la diversidad cultural, la produccin de ciudadana y la construccin de una identidad cultural ampliada en el seno de la UNASUR Contribuir a la reflexin, el debate y el intercambio entre especialistas y decisores polticos de las disciplinas y reas involucradas. Proponer las lneas programticas de los principales temas que abordar el Seminario Internacional. Elaborar, de manera participativa y transdisciplinaria, el documento-

As well as political changes, the technological transformations which bring about the so-called information society (Castells; 1997) and the knowledge society are beyond the understanding of those same societies. They are also beyond the understanding of public education, culture and communication policies which allow ICTs to become social assets at the service of the develop-

ment of groups of communities, rather than being considered simply as merchandise for consumption in their character as novelties. These changes also constitute an unprecedented chance to innovate and strengthen the processes of integration within the subregional UNASUR bloc. Taking advantage of this opportunity requires political strategies in whose formation and instrumentation both governments and NGOs will need to participate, as well as co-operation between the public, private and civil sectors. Taking on this challenge will require prospective diagnostics to be carried out regarding the great changes which are taking place, so that the strategies used are not only aimed at solving the problems of social and cultural fragmentation which affect our societies, but also propose certain common objectives for designing a project of sustainable subregional development which transcends the geographical boundaries which are a legacy of the independence movements. The constitution of the Great Fatherland as a politically strategic objective can find, in ICT, new opportunities for its realisation.

Today, a new process of independence is occurring in our countries. This process, beyond legitimate political differences, points towards a common horizon whose fundamental characteristics are: a) the overcoming of restrictions imposed by neoliberal politics and dictatorships, and the subsequent recuperation from the political margins of autonomy in decision-making by popular democratic states; b) the preservation of our natural resources, which can therefore be put to the service of sustainable development for the subregion; c) the need to articulate and complement the public politics of the subregion so as to increase UNASURs capacity to intervene, along with its member states, in important actions on a global stage; d) unrestricted respect for human rights and an impetus for policies of socio-economic and educational inclusion; e) the promotion of the rich cultural diversity that characterises the subregion, as concerns the fundamental aspect of production of a cultural identity which sustains the integrationalist process, an exceptional manner in which to overcome conflicts of interest which, eventually, will become part of the commercial reality of the subregion.

Within this framework, the processes of production, circulation and distribution of the goods of cultural industry make the audiovisual the core feature of the convergence of technology, business and market forces which drive ICT. However, in the countries of the subregion and in spite of the public political benefits of developing the national audiovisual industry there is a growing loss of autonomy in the political, economic and cultural realms. This is to the benefit in these fields of the American audiovisual industry, which controls the majority of the cinema screens and electronic means of distribution, screening and promotion of the audiovisual content of its productions. The commercial balance of ICT and audiovisual goods within the countries of the subregion which is hugely loss-making provides the evidence of this situation. This is not only an economic problem, but also implies the erosion of our cultural identities, since it diminishes our political and cultural autonomy. The growth of this autonomy is, therefore, the strategic objective for which we must successfully confront the challenges which the 21st centu-

ry presents to our societies. Strengthening and articulating the educational, cultural and audiovisual strategies and initiatives as in science and technology materials by way of plans and shared programmes is a political priority. Within that process, we must prioritise the development of capacity for communication, expression, creation and critical analysis of media in children, adolescents and young adults as an indispensable element of our citizens formation. This Preliminary Conference for reference aims to provide the processes of analysis and formulation of proposals to contribute to the suggestions listed above. It will also establish the theoretical/conceptual and methodological bases for the forthcoming International Conference, UNASUR; ICT and Audiovisual Networks for Cultural Diversity in Integration. Identifying the most relevant points to be taken into consideration by the public culture, communication and education policies in the formation of new citizens and in the values which promote the understanding of cultural diversity, citizenship production and the construction of a cultural identity nourished by the breast of UNASUR. Contributing to reflection, debate and knowledge exchange between specialists and political decision makers in the disciplines and fields involved. Proposing the main themes and programme to be dealt with by the International Conference. HAPPENING DE ANIMACIN QU VIVAN LOS NIOS! 31 de Agosto de 9,30 a 16,30 Coordinador General: Jesus Prez Colaboran: Rodolfo Pastor y Paula Kipen Descripcin El Taller consiste en dos das de animada actividad animativa, animatriz, animacional y animtica; animacin experimental con nios y nias en trabajo conjunto y asociado con los colegas animadores Rodolfo Pastor y Paola Kipen. Los nios y nias participan slamente el primer da. Los colegas, los dos das. Durante la maana se trabajar exclusivamente sobre papel (o cartulinas) con toda clase de lpices de colores, marcadores, crayones. Se tratar de que nios y nias produzcan la mayor cantidad posible de pequeas secuencias animadas; saltos, rebotes, pasos, explosiones, aleteos etc., y que algunos de ellos sean visionados en un praxinoscopio. Durante la tarde, y con la ayuda de cmaras MiniDV y netbooks, se regi-

strarn las secuencias animadas combinadas con Stop Motion (Pixilaciones) en vivo de sus creadores. Por ejemplo; una nia sostiene entre los dedos una hoja de papel en la que un personaje se anima. El registro cuadro a cuadro podr ser realizado de diversas maneras, de acuerdo a las propuestas y la creatividad de los participantes. Los registros no se limitarn a combinar a los nios en vivo con sus animaciones, sino que ensayarn tambin otras ideas de Stop Motion con objetos, muecos, muebles, vestuarios y personas. Tambin podrn incorporarse murales animados y animacin sobre paredes. El segundo da estar destinado a la edicin y sonorizacion de la obras animadas por Paola, Rodolfo y Jess. Las obras resultantes de ste taller experimental sern exibidas en el cierre del Festival, el da 5 de Setiembre. Destinatarios: 35 nios y nias de 11 aos en adelante.

QU VIVAN LOS NIOS! ANIMATION HAPPENING 31st August, 9:30am to 4:30pm General coordinator: Jess Prez Collaborators: Rodolfo Pastor and Paula Kipen Description The workshop consists of two days immersed in animation, with all sorts of activities related to the field with children working together and in association with animation colleagues Rodolfo Pastor and Paula Kipen. Children will only be participating on the first day. Rodolfo and Paula will be present on both days. During the morning we will be working exclusively with paper (or card) and with all types of coloured pencils, markers and crayons. We will try to ensure that children produce the greatest quantity possible of short animated sequences; jumps, bounces, steps, explosions, flutters, etc., and that some of them can be viewed through a praxinoscope. During the afternoon, and with the help of MiniDV cameras and netbooks, the animated sequences will

be combined with Stop Motion (pixelations) to create an animation featuring live images of their creators. For example, a little girl holding in her fingers a leaf of paper on which a character is animated. The frame-by-frame registers clips will be created in different manners according to the proposals and creativity of the participants. The records will not only combine live action images of the children with their animations, but will also try out other ideas with stop motion with objects, dolls, furniture, costumes and people. The children will also be able to incorporate animated murales and animation against walls. The second day will be dedicated to editing and sound work on the animated works by Paula, Rodolfo and Jess. The works created in this experimental workshop will be exhibited at the close of the Festival, on the 5th September. Addressees: 35 children aged 11 and up

Coordinadores: Oscar Desplats Susana Velleggia Las aceleradas transformaciones que tienen lugar en el campo de las Tecnologas de la Informacin y la Comunicacin (TICs) con los consecuentes procesos de convergencia, no slo tecnolgica, sino tambin empresarial con la formacin de grandes conglomerados productores-distribuidores-.difusores- y de mercados, tienen una incidencia decisiva en el campo audiovisual y, en particular, en el de la animacin. El incremento de las articulaciones e interrelaciones de los distintos medios de comunicacin e industrias culturales entre s y con la informtica, Internet y las telecomunicaciones, que ha dado lugar a categoras tales como multimedia, transmedia, crossmedia, la expansin de las redes y las cada vez mayores posibilidades de interactividad son fenmenos de reciente

La aparicin de la figura del prosumidor, en particular entre los adolescentes y jvenes, que utilizan a Internet como medio de entretenimiento y de creacin y difusin de sus propios discursos audiovisuales, musicales, literarios, informativos, etctera. En ellos la animacin juega un importante papel. En general realizada por jvenes aficionados, o bien autodidactas, el desarrollo de estas capacidades de los nios, nias, adolescentes y jvenes no es tenido mayormente en cuenta. De este modo el campo audiovisual, a la vez de complejizarse y transnacionalizarse con la formacin de sistemas multimediales de alcance global, se fragmenta en diferentes sectores. Hoy este campo comprende tanto a los medios tradicionales cine, televisin y video- como a los videojuegos, Internet y la telefona celular. Una gran divisin es la que traza la frontera industrial, regida por la

produccin en economas de escala para el mercado global, de unos pocos grandes emporios multinacionales y de otra parte, aquella habitada por multitud de aficionados, autodidactas y creadores independientes diseminados por el mundo, cuyos productos en general artesanales, se difunden en los circuitos no comerciales. ANIMATING US, INTERNATIONAL ANIMATORS CONFERENCE National House of Bicentenario Saturday 1st September, 6:30pm to 9pm Coordinators: Oscar Desplats and Susana Velleggia The accelerating transformations which are taking place in the field of Information and Computer Technology (ICT) and the consequent processes of convergence. not only technological, but also in business with conglomerates controlling production, distribution and dissemination and of markets, have a decisive impact on the audiovisual field and, in particular, that of animation. The growing co-ordinations and interrelations between different communication media and cultural industries and with the information era of internet and telecommunications having given birth to concepts such as multimedia, transmedia, crossmedia, the expansion of networks and the ever-growing possibilities for interactivity are recent phenomena, still insufficiently analysed and even less exploited to their full potential, apart

from by small groups of experts. One notable aspect of these changes is the appearance of the prosumer, especially among adolescents and young people, who use the internet as a mode of entertainment, and for creating and spreading their own audiovisual discourse, be it musical, literary or informative. In these online communities, animation plays an important role. Generally produced by young enthusiasts, usually self-taught, the development of these capacities in children, adolescents and young people is not considered as deeply it should be. In this manner, the audiovisual field, whilst becoming more complex and transnational as new multimedia systems form across the glove, becomes fragmented into different sectors. Today, this area affects traditional media cinema, television and video just as much as it does video games, the internet and cellular telephony. One great division is that which traces the limits of the industry, governed by production in the economies of scale for the global market, from a few large multinational empires. The

other division is that inhabited by the multitude of enthusiasts, self-taught producers and independent creators across the world, whose products normally handmade are sold on non-commercial circuits. Both sides of this border produce innovations and discoveries in the creative, artistic and aesthetic fields, as well as in publicity and trading methods. This Conference aims to investigate the many and frequently interconnected paths by which new trends advance in the world of animation. Nueva Mirada es una Asociacin Civil sin fines de lucro especializada en cultura, industrias culturales y comunicacin dedicada a dar respuesta a las necesidades de capacitacin y desarrollo educativo y cultural de nios, adolescentes y jvenes, desde la perspectiva de la defensa de sus derechos y la construccin de ciudadana y del estmulo a sus capacidades de comunicacin, expresin y creacin, mediante la utilizacin de medios audiovisuales, e impresos y Nuevas Tecnologas de la Informacin y la Comunicacin y actividades presenciales que involucran a docentes de los distintos niveles de la enseanza, animadores culturales, lderes comunitarios y padres de familia. La perspectiva adoptada es la de aportar al conocimiento y la comprensin de la diversidad cultural en tanto contribucin decisoria a una convivencia social y mundial ms justa, democrtica y armnica, al pleno respeto a los derechos de los nios y a la construccin de ciudadanos crticos, participativos y solidarios. Los principales objetivos de Nueva Mirada son: Contribuir al desarrollo cultural y educativo de nios, adolescentes y jvenes, mediante su capacitacin audiovisual y en materia de NTIC, el fortalecimiento de las habilidades transversales, la formacin en valores y la promocin de sus derechos. Promover el incremento de la produccin y difusin de obras audiovisuales de calidad dirigidas a nios, adolescentes y jvenes y la vinculacin entre los medios audiovisuales y las TICs con la educacin, formal y no formal. Producir y difundir investigaciones, publicaciones y obras audiovisuales que apoyen los esfuerzos de los profesionales de distintas disciplinas que trabajan en relacin a los nios, adolescentes y jvenes. Aportar a la formacin de receptores crticos y pblicos competentes de los medios de comunicacin. Impulsar la participacin activa de los nios, adolescentes y jvenes en carcter de productores y emisores de sus propios mensajes audiovisuales, mediante el desarrollo de sus capacidades de comunicacin, expresin y creacin. Habilitar espacios de reflexin, debate y actualizacin profesional sobre el lenguaje audiovisual y los fenmenos emergentes de la transmedialidad. Para dar cumplimiento a estos objetivos Nueva Mirada desarrolla, adems del Festival, varias lneas de trabajo, entre ellas: Muestras Itinerantes y cursos y talleres en escuelas e instituciones culturales del pas Concursos Encuentros y seminarios de intercambio y capacitacin en las materias de su especialidad, dirigidos a nios, adolescentes, jvenes, y a educadores y gestores culturales. Nueva Mirada is a Non-profit Organization that focuses on culture, cultural industries and communication, aimed to respond to the needs of personal growth, cultural and educational development of children, teenagers and youth, from the point of view of defending their rights and building their sense of community; to encourage their ability to communicate, express and create through the use of audiovisual and printed material and the use of new information and communication technologies; and activities involving teachers of different educational levels, cultural figures, community leaders and parents.
