METODOLOGÍA DE LOS ÍNDICES UNIFICADOS DE PRECIOS DE LA CON
1. MARCO LEGAL
La Undécima Disposición, Complementaria y Transitoria del D.L. Nº 25862,
transfiere al INEI las funciones de elaboración de los Índices Unificados de Precios
para la aplicación de las Fórmulas Polinómicas de Reajuste automático de los
elementos que determinan el costo de las obras.
Para uso del Sector Privado de la Construcción, el INEI elabora los Factores de
Reajuste que se debe aplicar a las obras de Edificación para las seis (6) áreas
geográficas del país aplicables a las obras en actual ejecución, siempre que sus
contratos no estipulen modalidad distinta de reajuste.
El INEI desde diciembre de 1992, mensualmente, calcula los índices de
precios, para la cual se solicita información a los fabricantes y/o distribuidores.
2. DEFINICIÓN
Los Índices Unificados de Precios de la Construcción (IUPC), son indicadores
económicos que muestran la fluctuación promedio de precios, que experimentan e
mercado el conjunto de elementos que intervienen en el costo de las obras de
construcción civil.
3. COBERTURA GEOGRÁFICA
Los Índices Unificados de Precios de la Construcción se elaboran a nivel
nacional, dividiendo el territorio en seis áreas geográficas:
Los departamentos que comprenden las áreas geográficas son los siguientes:
ÁREA 1: Tumbes, Piura, Lambayeque, La Libertad, Cajamarca, Amazonas y San M
ÁREA 2: Ancash, Lima, Provincia Constitucional del Callao e Ica.
ÁREA 3: Huánuco, Pasco, Junín, Huancavelica, Ayacucho y Ucayali.
ÁREA 4: Arequipa, Moquegua y Tacna.
ÁREA 5: Loreto.
ÁREA 6: Cusco, Puno, Apurímac y Madre de Dios.
Los Índices Unificados de precios que se miden en las áreas geográficas Nº 1,3,4,5
corresponden a aquellos, cuyos elementos que lo conforman son producidos en su
respectivas áreas. Los índices que comprenden a elementos no producidos en su
correspondiente área, toman los valores del área geográfica Nº 2. En el área
geográfica Nº 2, se cuantifica la totalidad de los Índices Unificados.

(p) Sustituir a partir del mes de enero del 2002, el IUPC, Código 19, el nuevo elemento
N2XY, en reemplazo del Cable NKY, quedando en lo sucesivo: IUPC, Código 19:

(q) Según R.J. Nº 269-2002-INEI, se sustituye a partir de agosto del 2002, la
denominación del IUPC de código 66 (Tubería de Asbesto Cemento) por la de
Tubería de PVC para la red de Agua Potable y Alcantarillado.
(r) Según R.J. Nº 024-2003-INEI, se crea a partir del mes de enero del 2003, el IUPC
de Código 80, exclusivamente para Concreto Premezclado.
