The old political parties that strug¬
gled during the Spanish domination
have disappeared.
It is urgent now to start a new
party with new ideas, that all the re¬
sidents of the country who wish, may
unite in the development of our Is¬
land under the protection and prin¬
ciples of the American Hag.
Our principles in brief areas fol¬
lows.
Definite and sincere annexation to
the United States.
An organized territory for Porto
Rico, as the way to become in time
a state of the Federal Union.
AVe are con vince 1 that it would not
be for the benefit of our country to
he independent on account of its small
area, and on account of the bad po¬
litical education we have re eived.
We do not feel satisfied with the
false advantages of an Antille coufed-
eratidn, as it is true that the old
Spanish antilies have the same origin
the language, history and traditions
are the same. Cuba is not yet organ¬
ized We could not find any assist-
ence toward perfection in San Dom¬
ingo as it is rapidly retrograding
under her form of government.
Porto Rico could not find in its
surrounding any examples for self
government or of its local affairs,

cial panic which now threatens us,
and in order that the tiller of the soil
and the tradesman of the land may
be justly compensated for their toils
and labors, we declare ourselves in
favor of the exchange of the Pro¬
vincial money of the Island of Porto
Rice for the money of the United

12. Porto Rieo is an agricultu¬
ral country, and upon that por¬
tion of the Island falls the greatest
burden of taxation under the present
system.

The extremely oppressive taxation,
the high tariff on agricultural imple¬
ments and the excessive custom du¬
ties on the products of the soil should
be so regulated as to furnish relief
to the agriculturalist, who can not
now meet his daily obligations.
JUDICIARY
13. We are in favor of establish¬
ing American system of courts,
which guarantees to every man jus¬
tice and right, and a trial freely
without sale, fully without any de¬
nial, and speedily without delay ac¬
cording to the law of the land.
14. We congratulate ourselves
