Ingo tempo abituato i suoi osservatori
a episodi contrastanti ed estremizzati, di-
stribuiti nelfarco della sua storia punteggia-
ta di stili dimportazione che hanno spesso
indirizzato Tespressivita locale verso frene-
tici tentativi di adeguamento conformista e,
per contrasto, verso sfoghi di lrismo indivi-
duale. E @altra parte giustificato pensare che
una nazione giovane (perché composta in
prevalenza da giovani), assuefatta ad usi
estensivi del tertitorio urbano occupato da
sconfinate favelas, sia entusiasticamente
pronta ad aderire a concetti formal e fun-
Zionali di forte impatt, gia sperimentati al-
trove con alterne fortune: la fiducia nel
funzionalismo di matrice razionalista, un
tamente alla frequentazione delle formu-
le high-tech e alla visione ottimistica di
‘un'urbanistica accentratrice e monumenta-
le, sonoil contraltare di speranza per un po-
polo ancora flagellato in larghi strati social
da poverta abissali, la cui identita va spesso
perduta nella corsa verso i cieli produttivi
imposti dai mereatiinternazional.
Desiderio sincero di una vita migliore, or-

riscattare con espressioni architettoniche
timpatto la realta di motitudini di persone
inurbate nelle baraccopoli; forte volonta di
autopromozione: tutto questo & stato posto
alla base del piano dellE.P.M. (Empresas Pu-
blicas de Medellin), corporazione munici-
pale impegnata a garantire ad un nucleo di
3,5 milioni di abitanti le forniture di eletri-
ita, acqua, gas etelefonia, e pertanto vero €
proprio simbolo della vita comunitari.
Fin dal 1982 Ente aveva posto mano ad
tun progetto di raggrappamento degli oltre
vent ufficidislocatinei diversi quartieri del-
Iacita, col duplice obiettivo di iunire giiim-
‘iegati in ima struttura fortemente interatti-
va col pubblico capace ci ottimizzare le co-
‘municazioni interne, veicolando un'idea di
edificio non esclusivamente adibito al lavo-
roma, come venne allora definito, «socto-
tecnico». Quando nel 1989 venne indivi-

All these things: a sincere desire for a bet-
ter life, one organized and functional, a desire
for gestures that are strong and clear, to
redcem with architectural expressions heavy
with impact the reality of multitudes of per-
sons uncomfortably settled in shantytowns,
and a strong desire for self promotion, lay at
the basis of the EPM plan. Empresas Publi-
cas de Medellin is a municipal agency for
public works whose tas is to guarantee to a
core usership of 35 million inhabitants their
supplies of electrical power, water, gas and
telephone service, and therefore it isa true
symbol of community life.
‘As far back as 1982 the agency had put its
hhand to a project for clustering together its
1more than twenty offices scattered through-
‘out the various quarters ofthe city. Its dual
objective was to gather its employees ina sin-
gle structure that would be strongly interac-
tive with the public and capable of optimiz-
ing in-house communication, and to vehicle
an idea of building as something not exclu-

"Right from the program intentions, the,
the new EPM headquarters bore within itself
‘ahigh emotional charge: init is perceived the
enthusiasm of being able to offer to the
employee and to the occasional user a varie
fous and stimulating environment, which on
the entrance floor takes concrete form in
architectural choices aimed at achieving har-
‘mony with the outside context and flexibility

and relaxedly, To be noted then is how logis-
tics and distribution needs form part of «
renewed attention tothe vsitor’s psychophys-
ical needs, in line with the tradition formu-
lated decades ago by the theoreticians of Le
Corbusier's thought (who have had « large
following in Latin America, owing to the
creative spirit of Lucio Costa and Oscar Nie-
meyer).
The great “mackine for working”, vibrant
with the breadth ofits extensive open spaces,
straightforwardly presents on its exterior a
hind of essence of some prehistoric animal,
which counterposes the bones and muscle of
combat to the soft tissues of us urban sur~
roundings. In the facade, in the obsessive
exposure of the scansion ofthe tevels, and in
the arrangement of the technical spaces flank-
ing the building but distinguished from it, a
search for clarity that is almost demonstra-
tive is perceived. It runs the risk though of
rigidifying into a hierarchy that is even too
schematic in the vertical distribution, with
the light from above filtered by a dome over
the central inner court, with the heliport on
the roof, the executives’ offices hosted on the
upper floors, and the free and controlled spac-
es on the ground floor.

delle necessita organizzative che si presen-
teranno, setiza interferire con la disposizio-
ne complessiva, A questo proposito, i pro-
gettisti hanno individuato nel lotto in esame
quattro blocehi architettonici principal, ai
quali corrisponde una funzione specifica
La torre principale, nella quale trovano
posto i piani liberi degli uffict ed i servizi
per il pubblico, Durante la sua costruzio-
ne, si& come detto posta particolare atten
rione ai successivi aggiornamenti che
avrebbero interessato Pedlificio dal punto
di vista impiantistico e tecnologico, per cui
sono stati nettamente divisi i blocchi tec-
nici dalle zone di lavoro: al compo per ulli-
ci staccostano sei torri lateral, quattro sul
lato est-ovest, denominate «torri umide»,
che hanno la funzione di portare ai piani
ali impianti idrautici, samitarie Varia con-
dizionata, € due «torri secche» sul lato
nord-sud, per ospitare i cablaggi per la cor-
rente elettrica e perle ret informatiche. Es-
se appoggiano su uno zoecolo di 16 m di
altezza in calcestruzzo armato, e costitui«
scono una struttura metallica alta 64 m. IL
loro posizionamento delimita accesso al
compo principale, che avviene per mezzo di
una vasta piazza pedonale pubblica conce-
pita sul modello delle grandi «esplanades»
frances; essa si propone come elemento di
scambio aperto, simbolicamente posizio-
nato al piano terreno tra percorsi verdi e

vello, dove sono collocati i servizi di sicu-
rezza e Vorganizzazione Warchivio, & pre-
visto Taccesso agli spazi semiprivati, con
funzione di filtro per i piani alti adibiti ad
uffiei veri e propri: questi ultimi sono steut-
turati in open space dal soffitto ribassat,
per permettere 'alloggiamento di cavi da-
limentazione in salita dalle «torri» tecni-
che summenzionate. Allundicesimo piano
sono state predisposte alcune zone ricrea-
tive adattabilia diversi us, tra cui palestea
e sale per riunioni di vario genere. La se-
quenza verticale culmina nel livello della
direzione generale, con spazi per ufficio ¢
zone di rappresentanza dotate di stazioni
rmultimediali collegate in rete, e con il ter
razz0 di copertura, sormontato sul cavedio
centrale da una cupola translucida per Fil
luminazione deltinterno e attrezzato con
un eliporto.
La calfetteria: & un locale di forms circo-
lare, con struttura orizzontale costituita da
un reticolo di travi appoggiato su pilastri di-
sposti seconclo otto ass radial, che ospita i
servizi di ristoro e diversi punti vendita di
prodotti commercial. Ad essa si accede di
rettamente dalla piazza pubblica al piano ter-
reno tramite una passerella in quota.

structure supervised by civil engineer Peres.
ITS CONSTITUENT ELEMENTS
The design of the new EPM headquarters
is characterized by the juxtaposition of func-
tional units taken as watertight compart-
ments, with the intention of being able to per:
form, as the years pass, any internal modifi
‘ations to meet organizational needs as they
arise, without interfering in the overall
arrangement. In this regard, design identified
in the job segment in question four main
architectural blocks, each with its corre-
sponding specific function:
The main tower, in which are found the
free floors of offices and public services. Dur-
ing its construction, special attention was
paid to facilitating the succession of updat-
ings the building would undergo from the
systems and technological standpoint, so that
the technical blocks were sharply separated
from the work areas. Thus, juxtaposed to the
offices body are be lateral towers, four on the
east and west sides, called “wet towers’,
which have as their function to bring up to
the floors the plumbing and air conditioning
systems, and the two “dry towers”, on the
north and south sides, holding the cabling for
the electrical current ana for the information
systems. These, metal structures 64 m high,
bear on a.16 m deep reinforced-concrete base.
Their positioning delimits the access to the
‘main building, which is had through a huge
public pedestrian plaza conceived to the
‘model ofthe great French “esplanades”.Itis
offered as an area for free interchange, sym-
botically placed on the ground flor between
planted ways and artifical pools, where the
airy effect brought about by the daring engi-
neering solutions adapted reflects the projects
need to make the building appreciated too as
a nodal point of the cityscape. A system of

CONSTRUCTION TECHNIQUE
A large part of the architectural design
effort was devoted to the central tower build-
ing, the fulerum of the complex and its char-
acterizing image. Sixteen storeys running up
£80 metres in height, and 108 min length, pro-
viding an area of 98,000 square metres. All
this demanded an attitude of open-minded
study of inovatory solutions that would
intensely exploit the materials’ technical
characteristics.
In this regard itis worthwhile making a
small digression concerning the interest that
the work evoked among the firms working in
the area of its induced business. If one con-
siders that, over its two years, the construc
tion of the EPM building demanded some
60,800 m? of concrete of various character
istics, the magnitude of he challenge that the

Per la risoluzione del problema si sono pre-
sentate agli architeti te alternative di base:
1) Trasferimento dei carichi sugli ap-
poggi laterali per mezzo di una enorme tra-
ve, tesa sulla luce di 36 m e senza appoggi
intermedi. Questa soluzione avrebbe con:
sentito il pieno utilizz0 ai piani superior
del modulo strutturale 18x18 m, com una
sezione di trave di 9x0.9 m richiesta dallo
sforzo di taglio risultante € dal successive
aumento del numero di piani previst.
Inoltre, si sarebbero dovuti prevedere mu-
1 strutturali d’appoggio con Ta medesima
sezione della trave. Il volume di calce-
struzzo necessario per ogni metro lineare
di questa struttura, pari a8,1 m?, avrebbe
comportato un peso corrispondente di cit-

cessita di prevedere giunti di costruzione

mente pensata per favorire lo sfruttamen-

Since the earthquake risk in the Medellin area
is classified as medium to high, design
observed severe safety criteria, entrusting the
bearing function to frames that could stand
up to bending moments, these being paired
with structural septum.
The desire that EPM be in some sense rep-
resentative took concrete form in a room of
vast proportions on the building’ frst floor
above ground, assigned to act as mediator
between outside space and interior offices: the
great public access plaza. Init, the central
span length reaches 36 m between the two
bearings, with a beam set at 15 m from the
floor. This statics problem, very frequent in
the construction of bridges but unusual in
civil building construction, had concentrated
around it the search for non-conventional
alternatives that would bring out the
building's avant-garde nature. In this regara,
the construction techniques based on the spac-
ings lying between 1.5-2 m ordinarily adopt-
ed turned out to be unsuitable when the spac-
ing rose to 18 m, with a structural grid sized
{forservice loads of around 10 tons’m, a tong
‘ways greater than toadings on viaducts of
similar spans. Add in the fact then that
another design requisite was to keep the deck-
span/depth ratio above 40 (which meant a
deck depth of 0.9 m), and one understands
hhow the design of this great empty space was
the most arduous engineering challenge to
meet, while at the same time keeping the
structure clearly in view.
To solve the problem architectural design
had to choose between three basic alternatives:
1) transfer ofthe loads onto the side bear-
ings by means of an enormous girder,
stretched over a span of 36 m and without
intermediate supports. This solution would
hhave permitted the full use onthe upper floors
of the 18 mx 18 m structural grid, with a
beam crass section of 9 mx 0.9 m, required
hy the resulting shearing forces and by the
subsequent increase in the number of floors
envisioned. Furthermore, structural sustain-
ing walls having the same section as the
beam's woutd be needed, The volume of con-
crete needed for each metre ofthis structure,
8.1 m®, would have meant a corresponding
weight of twenty tons. Considering the difi-
culty of construction in situ of an artefact of
these proportions (forms at 15 m from the
floor, the need for construction joints, some-
thing very undesirable), this solution was
soon discarded.

3) Give up on the 36 m span and position
‘ovo intermediate supports, creating three
bays of 941849 m, which would assure the
90 em beam depth desived by design for func-
tional and esthetic reasons. But by this expe
dient the evocativeness of the great free plaza
would be las, a requisite that had given rise
to the search.
Observing then that too-straightforward
statics schemes would not meet the architects

objectives unless their radical rethinking were
undertaken, the study of less conventional
alternatives was undertaken, to resolve the
problem by breaking down the load. The solu
tion thus took shape of lumping together the
weight of two successive floors, and to separ-
ate the upper floors into modules of span
941849 m by the introduction of diagonal
struts working in traction. This scheme dis
played a number of advantages, among which
the relatively low loads on the colurins, the
small dimensions of the diagonal members,
aan the high static indeterminacy reached by
the structure (advantageous from the asc
mic standpoint.

Per verificare le relazioni interne fra gli
elementi strutturali ele loro spinte reci-
proche, @ stato elaborato un programma
computerizzato di calcolo che ha assimila-

ceived with different solutions depending on

using the structural walls as support, with
spans of only 9 m, was found. This permitted
the ribbing to develop along a single axis
All spans greater than 18 m were covered
with plane lightened slabs 0.9m deep, poured
in site in recoverable wood forms; they
received a partial prestressing, so as to be
able to support 75% of the permanent struc
ture loads, leaving the remaining 25% to be
taken by the conventional reinforcing. The 9
'm spans were instead covered with precast
ings, with depths of 0.45 m (12x 40 string-
cers plus a 5 om slab). For the 4.5 m spans,
compensation spaces were provided, in which
to lodge the tensioning jacks and to create
‘areas on the margin jor concrete shrinkage,
to be filled ata later time with a monolithic
slab 18 cm deep.
In the diagonals care was taken that the
prestressing remained even under full load,
to better control the vertical straining pro-
cess and to avert cracking, The choice of par
tial prestressing, instead of the more usual
total, was motived by the possibility of keep
ing the space needed for lodging the cables to
the minimum, it being large where tatal pre
stressing is used. Furthermore, since space

has ordinarity to be provided, the full use of
reinforcing has as its resul a lower possibil-
ity of control over the junctions with the col-
uns, which are instead of essential impor-
tance to the structures seismic behaviour.
Other advantages arising from partial pre-
stressing were the greater speed of tension-
ing and the greater overall ductility achieved
(with consequent improved dissipation of
seismic-induced mechanical energy). And not
least, partial prestessing enables greater
economy of use of conventional reinforcings,
‘whose contribution tothe strength is almost
lost under total prestressing.
To verify the internal relations between
the structural members and their reciprocal
thrusts « computer program was worked up
that assimilated the effect of prestressing {0
‘outside seismic loads applied tothe structure;
with the results ofthese calculations the con-
struction elements could be suitably propor-
tioned to create @ homogencous structural
‘whole capable of absorbing the induced
stresses. Great care in this regard was taken
in sizing the reinforcings of the facade diag-
nals, so as to subject them tothe least strain
possible under vertical loading. To do this,
they were assigned a safety factor greater
than for the rest ofthe structure, considering,
the minimal overprice that this imvolved rel-
ative to the gravity ofthe consequences that
would ensue on the yielding of even one of
these. Furthermore, great attention was paid
to the construction sequence that they would
demand, and to thetr anchorages with the
beams, the purpose being to avert a too-high
concentration of steel atthe structure nodes.
FOUNDATIONS
The main tower foundation plane lies at 5
mbelow street level. The soil i alluvial, with-
out overlays of aggregates entrained by the
