2 OBJETO.

Definir las pautas para identificar y responder ante los accidentes potenciales y situaciones de emer-
gencia, as como prevenir y reducir los aspectos ambientales que pudieran derivarse.

3 ALCANCE.

Es de aplicacin a las instalaciones del Servicio de Parques y Jardines de Seromal S.A. que estn in-
cluidos dentro del alcance del Sistema de Gestin Ambiental.
Especficamente es tambin de aplicacin para aquella parte de las actividades que estn subcontrata-
das y que se lleven a cabo en las instalaciones del Servicio de Parques y Jardines.

4 GENERAL.

4.1 DEFINICIONES.

Accidente o situacin de emergencia:

Situacin no habitual que afecta a una actividad por causas ajenas a la misma y que tiene un carcter
temporal o secuencial marcadamente imprevisible en cuanto a su ocurrencia al no formar parte del
desarrollo previsto de la misma. Dentro de este concepto se incluyen los accidentes.

4.2 REFERENCIAS.

Sern documentos de referencia:

Reglamento (CE) nm. 761/2001, de 19 de marzo, por el que se permite que las organiza-
ciones se adhieran con carcter voluntario a un sistema comunitario de gestin y auditora
medioambientales.

Reglamento (CE) N 196/2006 de la Comisin de 3 de febrero de 2006 por el que se modifi-

ca el anexo 1 del Reglamento (CE) N 761/2001 del Parlamento Europeo y del Consejo pa-
ra tener en cuenta la norma EN ISO 14001:2004 y se deroga la Decisin 97/265/CE.

UNE 150009 EX Gua para la aplicacin de la Norma UNE- EN ISO 14.001:1.996 a Entida-
des Locales.

Procedimiento de Identificacin y evaluacin de aspectos ambientales (PA-01).

5 PROCEDIMIENTO.

5.1 ELABORACIN LISTADO DE ASPECTOS AMBIENTALES EN SITUACIN DE EMERGEN-

CIA
La identificacin y evaluacin de los aspectos ambientales derivados de emergencias se realiza de
acuerdo con el procedimiento de Identificacin y evaluacin de aspectos ambientales (PA-01) en
situaciones de emergencia, coincidiendo con el Listado de Aspectos Ambientales Potenciales
identificados.
5.2 ELABORACIN DE FICHAS DE EMERGENCIA
Se elaborarn Fichas de Actuacin y prevencin de accidentes potenciales y situaciones de
emergencia (R1-PA-09) que cubran todas las situaciones de emergencia o accidentes ambientales.
En cada una de las fichas se definen las actuaciones que se deben llevar a cabo, y el responsable
de las mismas. El responsable de la elaboracin de los mismos ser el Responsable del Sistema y
Equipo Tcnico de Apoyo.

5.3 IMPLANTACIN DE FICHAS DE EMERGENCIA

Estas Fichas de Actuacin se implantarn con la formacin necesaria y los simulacros
correspondientes o cualquier otro sistema que demuestre su eficacia.
En el momento en que un suceso haya derivado en Emergencia, se actuar de acuerdo a lo
recogido en las Fichas de Actuacin de modo que se acte sobre las causas de la Emergencia y
sobre sus consecuencias. Cualquier persona del Ayuntamiento puede detectar una posible
emergencia, comunicndoselo al Responsable de Medio Ambiente o al responsable de su
Departamento, quienes tendrn la potestad de activar las actuaciones establecidas en la
correspondiente Ficha de Actuacin.

Una vez sofocada la situacin de emergencia (total o parcialmente), el Responsable del Sistema y
Equipo Tcnico de Apoyo investigar las causas que han originado la situacin de emergencia.
Dicha investigacin se documentar de acuerdo a un informe de situacin de Emergencia/Simulacro
(Anexo III). Caso de que la causa-origen de la situacin de emergencia no hubiese estado
considerada en la Ficha de Actuacin, una vez sofocada dicha situacin, la consideracin de la
misma constituir una ampliacin de la Ficha de Actuacin (R1-PA-09).

5.4 REVISIN DE LA EFICACIA DE ACTUACIONES EN CASO DE EMERGENCIA

Anualmente, durante la Revisin del sistema de Gestin Ambiental, se revisar la eficacia de las
Fichas de Actuacin. En caso necesario, el Responsable del Sistema y Equipo Tcnico de Apoyo
introducir las modificaciones oportunas.
