After the entry into service of this HSL, what are the
next High Speed objectives? How are we going to
tackle them?
In spite of our current, more restrictive budget, Adif
will continue to work with the clear aim of fulfilling the
commitments of the Ministry of Public Works within our
field. For 2011, we have a major milestone, which is
to put into service the new Ourense-Santiago section,
so that Galicia may begin to enjoy the advantages of
high speed. And we will keep moving ahead in the
development of remaining lines, including financing
some of these with the Public-Private Partnership
formula, doing more with less, involving private
companies in our project to an even greater degree. Ive
mentioned the entry into service of a new High Speed
Line, but due to its importance, I must also mention
that in 2010 we put into service the railway freight
connection of the Port of Barcelona, Morrot and Can

Investment effort
Forecast investment in the Madrid-Castilla La ManchaAutonomous Community of Valencia-Region of Murcia
High-Speed Line is 12.4 billion Euros. A real driving
force for the regional economies through which the high
speed route passes. This endeavour has been undertaken
by Adif, the Ministry of Public Works and the European
Community with the investment of European Funds. We
must emphasise that the studies and projects of the
new line, as well as the construction of the platform for
several subsections, have been co-financed by TEN-T
Funds (Trans-European Transport Network).
In the 2000-2006 Community Support Framework, the
total funds granted by the European Union to the new
high-speed line reached 575 million Euros from the
Cohesion Fund, 125 million Euros from the European
Regional Development Fund (ERDF), and 48 million Euros
from TEN-T funds.
For the 2007-2013 period, part of the lines platform
is co-financed by 726 million Euros from the Cohesion
Fund, within the Operational Programme Cohesion
Fund ERDF 2007-2013. Similarly, the provision and
assembly of tracks and facilities will be co-financed
by the ERDF, through the Operational Programmes
Castilla- La Mancha 2007-2013 and Comunidad
Valenciana 2007-2013. Several high-speed projects
will also be co-financed by the ERDF, through the
Murcia Operational Program 2007-2013. The European
Investment Bank also participates in co-financing the
high-speed line through long-term credit operations.

In the city where the Turia flows, Adif has built the
Valencia station provided with all the constructive and
comfort parameters to host the clients from high-speed
trains. In addition, due to its conception (it will provide
service until the new Central Station is executed) it has
been built with materials that can be reused in the
future. The construction of high-speed stations is also
scheduled in Almansa, Murcia, Alicante, Elche
and Villena.

Five stations

The five stations on the Madrid-Valencia High Speed Line will be the
business card presented to the public. They all have the goal of providing
quality service following criteria of sustainability.

Madrid-Puerta de Atocha
Madrid-Puerta de Atocha Station is currently undergoing
new extension works, which are divided into three
phases with an overall budget of 520 million Euros.
The main construction in the first phase is the arrivals
station, which was opened at the same time that the
Madrid-Cuenca-Albacete/Valencia High Speed Line
went into service. This means that, as in airports, train
passengers make use of two different spaces, as the
current station is reserved for departures while passengers
arriving in Madrid use the new station.
The structure of this new terminal, designed by architect
Rafael Moneo, is of steel and is crowned by large northfacing glass windows that allow light, but not direct
sunlight, to enter. The arrivals station has 15 High Speed
tracks (four of them newly built), distributed on eight
platforms, over which the lobby rises, with ceilings up to
20 metres high.
Thanks to the integrated development of the new Atocha
railway complex, the station will have the capacity in
Madrid-Puerta de Atocha
Actualmente, la estacin de Madrid-Puerta de Atocha
est inmersa en una nueva ampliacin que se divide
en tres fases y cuyo presupuesto global asciende a 520
millones de euros. La obra principal de la primera fase es
la nueva estacin de llegadas, que se inaugur al mismo
tiempo que se puso en servicio la Lnea de Alta Velocidad
Madrid-Cuenca-Albacete/Valencia. De esta forma, al
igual que ocurre en los aeropuertos, los viajeros del tren
disponen de dos espacios diferentes, ya que la estacin
existente se reserva a las salidas, mientras los viajeros
que llegan a Madrid lo hacen a travs de la nueva
estacin.

Requena-Utiel Station
The new Requena-Utiel Station is on the stretch of
High Speed Line between San Antonio de Requena and
Requena, in the municipality of Requena. It covers an
area of approximately 1,200 square metres, built on a
single floor that is 62 metres long, 20 metres wide, and
formed by 3 interconnected spaces of different heights.
The building has been designed to give disabled people
full access to all spaces open to the public. Moreover,
its construction has followed a model of sustainability,
meaning that it particularly committed to the
environment, minimizing environmental impact with a
coherent use of energy and natural resources.
To this end, criteria of energy efficiency, thermal
insulation and energy saving have been applied. The
station has thermal solar panels to produce hot water

Estacin Requena-Utiel
La nueva estacin de Requena-Utiel se encuentra en
el tramo de la Lnea de Alta Velocidad comprendido
entre San Antonio de Requena y Requena, en el
trmino municipal de esta ltima localidad. Dispone
de una superficie de aproximadamente 1.200 metros
cuadrados, desarrollados en una sola planta de 62
metros de largo por 20 metros de ancho, y est formada
por 3 volmenes de diferentes alturas conectados entre
s. El edificio se ha proyectado de tal forma que permita
a las personas con algn tipo de discapacidad el acceso
integral a todos los espacios abiertos al pblico. Adems,
su construccin se ha realizado siguiendo un modelo de
sostenibilidad, lo que significa asumir un compromiso
especial de respeto con el medio ambiente y la
minimizacin del impacto ambiental, el uso coherente
de la energa y los recursos naturales.

Putting into service the high speed Madrid-Valencia
link will boost the economy and sustainability of every
Community where it is present. It will bring economic,
environmental and social gains, and will mean an
increase of 800,000 new customers for railways, with
3.6 million passengers transported in the first year.
The total economic impact of the construction of the
High Speed Madrid-Valencia Line over the first 6 years
of service stands at 22,506 million Euros, creating
about 242,000 jobs, according to a study carried out by
the Tomillo Economic Research Centre -by order of the
Spanish Ministry of Public Works- presented in Valencia
in October by the Minister of Public Works, Mr. Jos
Blanco. At the same time, over this period 2011-2016,
this line will generate 12,134 million Euros, 1,762
million more than the cost of construction.

La lnea, como ocurre siempre que empieza a
funcionar una nueva conexin de alta velocidad,
contribuir a transformar la forma de viajar de los
ciudadanos y a redistribuir las cuotas de mercado
de cada modo.
Si antes de la entrada en funcionamiento de esta
lnea el reparto modal en la relacin MadridValencia era de un 72 por ciento para el automvil,
un 13 por ciento para el avin, el 10 por ciento
para el tren y el 5 por ciento para el autobs, las
proyecciones que recoge el informe del Centro
de Estudios Econmicos Tomillo, establecen que
en el primer ao de funcionamiento de la lnea
3.600.000 personas viajarn por ella y el ferrocarril
pasar a representar el 41,3 por ciento de la cuota
de mercado, aproximndose a la supremaca del
coche que mandendr el 48 por ciento, mientras
que el avin se situar en el 5,2 por ciento y,
finalmente, el autobs en el 5,5 por ciento. Esto
supone que, en el primer ao de servicio de la
lnea, cuatro de cada 10 desplazamientos entre
Madrid y Valencia se realizarn sobre la lnea de
alta velocidad.
Durante estos primeros 12 meses de
funcionamiento, ms de tres millones y medio de
viajeros utilizarn el Madrid-Valencia, de los cuales
el 81 por ciento lo har por motivos de negocio y el
19 por ocio. El estudio considera que estos viajeros
se gastarn en torno a los 865 millones de euros
en 2011, lo que supondr un volumen de negocio
de casi 1.500 millones de euros y la generacin de
ms de 21.800 puestos de trabajo.
En el reparto del gasto de los viajeros de negocios
que utilicen la lnea de alta velocidad, stos
dedicarn 86 euros de cada cien a alojamiento
y restauracin, mientras que en el caso de
los viajes de ocio, se invertirn 30 euros de

To mans contribution of beautiful design and
engineering excellence, Nature has added
an exceptional scenic location for the Contreras
viaduct, for it lies beside the valley gorges of the
Cabriel River, an area in which Adif has gone to
exceptional lengths to respect the environment by
carrying out comprehensive restoration in specially
protected environmental surroundings.
Therefore, construction projects had to bear in
mind the existing environmental corridor, and
construction was adapted to the nesting periods of
the birds.

elements
Elementos singulares
Geographic, orographic and environmental difficulties
need to be overcome in order to break new ground.
This puts the spotlight on the construction expertise,
professionalism and capability of the people involved
in civil works. Our geography is full of these remarkable
construction elements, some of which coexist on the
Madrid-Castilla La Mancha-Autonomous Community of
Valencia-Region of Murcia High Speed Line.
Among the best known elements on this line is the
Regajal Tunnel. Located on the Aranjuez-Ontgola
section, it is 2,437 metres long. Its construction was a
true technical challenge and entailed an exceptional
environmental protection operation, perhaps the most
outstanding on this line. With a demanding design and
technical peculiarities applied solely in this case, this a

Preserving our countrys environmental and cultural heritage is a duty to which Adif pays special attention and allocates
a large amount of resources. The characteristics of the Madrid-Castilla La Mancha-Autonomous Community of ValenciaRegion of Murcia High Speed Line, which runs through natural settings of great value, as well as the discovery of
valuable archaeological sites on the lines route, make this corridor a perfect example of the companys activity in this
field.
Preservar el patrimonio cultural y medioambiental de nuestro pas es una tarea a la que Adif dedica especial
atencin y numerosos recursos. Las caractersticas de la Lnea de Alta Velocidad Madrid-Castilla la ManchaComunidad Valenciana-Regin de Murcia, que discurre por algunos parajes naturales de elevado valor, y el
hallazgo de valiosos yacimientos arqueolgicos en su traza, convierten este corredor en un paradigma de la
actividad de la empresa en este campo.
Adif works with dedication in order to make railways a
green means of transport, and in the case of MadridValencia High Speed Line, its environmental protection
actions have amounted to about 12 percent of line costs.
In total, up to the end of 2009, 867 million Euro had
been invested in environmental protection, including
31 million designated for archaeological operations. The
Environmental Impact Statement (EIS) is the result of
an administrative procedure that analyses and chooses

Environmental Protection
On the other hand, any action by Adif in relation to
environmental protection is carried out in collaboration
with the corresponding controlling body of the
autonomous region where this takes place.
In the case of Madrid-Valencia Line, the design and
execution of some of the most outstanding elements of
the infrastructure have satisfied the need to avoid
affecting environments of particular relevance, in
addition to the other measures of general application.
Of these actions one may point out those aimed at the
protection of fauna and flora, air pollution (for example,
track irrigation to prevent rising dust) and noise
pollution (daytime transport of material near towns,
installation of acoustic panels, etc).
Furthermore, for the protection of flora and fauna,
crossings have been built so that the infrastructure is
not a hindrance to the movement of animals. Up to
December 2009, 350 fauna crossings for small and
medium size animals, and large mammals such as deer
or wild boar, were installed along the line.
As for flora, environmental restoration is carried out,
when necessary, after the platform is completed. In
this phase, re-vegetation, the recovery of paths and
livestock trails, the restoration of controlled dumps,
and so forth, may be required. This gives one an idea of
the size of the task and the extension of the replanted
spaces up to the end of 2009, which all together
comes to over 9.3 million square metres. Regarding the
specially planned structures for the safeguarding of the

En el caso de la lnea Madrid-Valencia, el diseo
y la ejecucin de algunos de los elementos ms
destacados de la infraestructura ha respondido a la
necesidad de evitar afecciones a estos entornos de
especial relevancia, lo cual se suma a otras medidas de
aplicacin generalizada. Entre estas acciones pueden
destacarse las destinadas a la proteccin de la fauna
y la flora; de la atmsfera (por ejemplo, el riego de
caminos para evitar el levantamiento de polvo) y del

Cultural heritage
For Adif, environmental protection is not limited to
the natural environment, it also includes areas of
archaeological and paleontological value. In order
to guarantee their protection, the law states that, in
general, the presence of experts is necessary during
construction in order to detect and, in such cases,
research and protect any remains that may appear.
In the case of the Madrid-Valencia High Speed Line, the
design and execution of some of the most outstanding
elements in the infrastructure fulfils the need to avoid
affecting these environments of special importance,
in addition to further measures of a general nature,
such as those aimed at protecting fauna, flora and the
atmosphere.
Sometimes, archaeological charts have an inventory of
archaeological sites and it is easier and more predictable
to plan archaeological works. Nevertheless, on occasion,

Speed exhibition was opened to the public, comprising

Guided visits
Guided visits to the stations provide a perfect finale
to the series of activities organized by Adif in the
cities along the line. These visits are for schools and
groups of citizens who make their way around the
station while the construction features are explained
to them as well as the railway value of the various
facilities housed therein. All this was of a didactic
and informative nature for groups with a maximum
of 30 people. The event had wide social acceptance
and in Albacete 1,034 people took part in the visit, in

Las visitas guiadas a las estaciones constituyen la
actividad que ha puesto el broche a este conjunto
de acciones divulgativas realizadas por Adif en las
ciudades que jalonan la lnea. Son visitas para
escolares y para grupos de ciudadanos que recorren
la estacin y en las que se les explican tanto las
caractersticas constructivas de las mismas, como
el valor ferroviario de las distintas instalaciones
que albergan. Todo ello, con un carcter didctico
e informativo para grupos de 30 personas como
mximo. La accin ha tenido una amplia aceptacin
social y en Albacete fueron 1.034 personas las que
participaron en la visita; en Cuenca, 1.290, y en
Requena, alrededor de 800 personas participaron en

Andalusia Tech is a modern and innovative project,
promoted in unison with the Universities of Seville
and Malaga and strengthened by the incorporation of

Lines of research
The first of these refers to solutions regarding
sustainability, energy saving and efficiency, a vital
field of research for railways and for the country as a
whole. One must bear in mind that Adif is one of the
top energy management companies in Spain, managing
one percent of all energy consumed. Another of these
lines refers to the improvement of railway services and
includes projects that provide solutions to the problems
of railway operation, reducing life-cycle costs and
preparing for the future.
Thirdly, and as a result of the new strategic plan to
boost rail freight transport, a line will be created
that is devoted to R+D + Innovation in rail freight
transport. The centre will also centralize technical
standards related to transferable technologies and will
become a training centre for excellence, with the aim
of strengthening the technological arm of the sector.
Moreover, it will manage all of Adifs contracts for
technology commercialization, as well as the ensuing
collaborative research with third parties; patents and
industrial property; R+D +Innovation assistance; the
management of alliances with other public or private
entities within R+D+Innovation; project funding
management, etc.

Centre of excellence
CTF, apart from being the axle on which Adifs research
and development wheels will be rolling, is conceived as a
centre of excellence worldwide in terms of railway
innovation, thanks to the construction of the Railway
Testing and Experimentation Ring, which will be a
reference point at a European and worldwide level, a
complementary facility for CTF itself, as well as responding
to the demands of the rolling stock manufacturing sector,
providing an advanced facility to carry out homologation
and certification procedures. It will also be used as a
testing bank for railway R+D+Innovation.

The High Speed Network Executive Management has
played a key role thanks to its technical and human
capacity, recently recognised internationally through
the Joint Statement of Cooperation between Adif, Talgo
and RZD in Russia the largest railway company in the
world aimed at studying the viability of Spanish gauge
changers as a solution to interoperability in Russia,
where the gauge measures 1,520 mm. This Statement
was signed in May at the 5th International Railways
Business Forum Strategic Cooperation 1 held in the
Russian city of Sochi and is a sign of the collaboration
between Adif and RZD.

to a thorough modernization of the current infrastructure,
with an overhaul of the track and its different elements,
electrification systems which incorporate polyvalent overhead
lines, and communication and safety facilities, among which
ERTMS stands out.
In this manner, customers using the Barcelona-Portbou line
and part of the Castellbisbal-Mollet branch line enjoy a
railway system with more features that assist in regularity and
safety, plus increased capacity, comfort and quality.
Together with operations for the installation of the third rail,
the link on international gauge between Spain and France
means the use for the first time of 75 km of the Barcelona-

Figueres-International section
Freight services continue their route on the Figueres
Diversion, built by the Ministry of Public Works, with a
length of 4.5 km, and with the third rail included, to
later go through the station of Figueres-Vilafant, in the
municipality of Vilafant.
This new facility enables the movement of services on
international gauge arriving from the French border to
the north as well as on conventional gauge arriving from
Barcelona and Girona to the south. Thus, a platform linking
with the Figueres Diversion was achieved on the BarcelonaPortbou conventional gauge line and on the MadridBarcelona-French border High Speed Line. Once this point
is past, trains use the last part of the Borrass-Figueres
section of the High Speed Line, going through the tunnel of
Figueres, 1,740 m long, to reach the international section,
culminating in Perpignan.

The first unmistakably Spanish experience of PublicPrivate Partnership (PPP) in the construction and
management of railway logistical infrastructures has
taken the form of a public tender for the selection of
partners to create an Intermodal Logistics Centre in
Aranjuez (Madrid). This Logistics Centre is set to become
a referent for the rail freight map and will have a direct
impact on the economy and employment, the Minister
for Public Works, Mr. Jos Blanco, stated recently in a
speech to the Spanish Senate.

In accordance with the Guidebook on Promoting Good
Governance in Public-Private Partnerships, published
in 2008 by the United Nations, the strength of this type
of collaboration at a global level is due largely to the
fact that it combines the best of the private and public
sectors, uniting regulatory action and protection of the
public interest with the resources, management skills
and new technologies associated with the private
