UP AT THE TOP Depot paperwork goes to a national inventory control point (NICP). There're a lot of them around—each one being responsible for a particular group of end items and its repair or space parts. ‘The people at the NICP's do the actual buying for the Army from the different manufacturers. If they buy to little of an item, there's just not cnough to go around. If they buy too much, that leaves less loot for some other item that might be in shore supply. Let's face it...the Army's only got so much money to spend on supply each year. So, the whole deal turns into a budger balancing act—since there isn't enough money to buy as much of everything as the Army would like to buy. Sn a So, when your demands don't come in at a regular rate...as close to daily as possible... you throw the whole supply system off its feec. If the supply system runs into situations where it gets three times as many demands in one period as it got in the period before, it just can’t predict how many it will need next ime, So, how does ic figure out how much co buy? That forces the people at the top to guess. The more guessing they do have to do, the more due-cuts you'll prob- ably get at using unit level. But a stcady flow of demands lets the higher supply- maintenance echelons set up a demand rate for cach period. That gives them some- thing more to go on than plain guesswork. (For anybody interested in doing some more talking on chis particular sub- ject, Half-Mast says he can answer all questions off the cop of his head.) 9 A WORD TO THE WISEGUY ‘The guy mechanics and CO's don’t appreciate is the fellow who loafs on the job until it comes time for an inspection.
