Unfortunately the problem with the media center being closed frequently is an administrative decision. Until the administration realizes that the media center staff is not available to be pulled for extra duty, there is not a solution to that problem. The media center is closed for lunch, during media clerks lunch duty time and during morning duty and afternoon duty. Also, if one of them is absent, the media center is closed because of the fixed scheduling that is currently being implemented in the media center.

The Superintendent shall be delegated the responsibility for establishing Media Committees at the system and local schools. In addition, the Superintendent shall appoint a system media contact to serve as liaison with local, state, and regional agencies; between systems; and, from system to schools, and among schools. The System Media Committee shall be appointed annually by the Superintendent and serves in an advisory capacity to the Superintendent and to the school media committees. The System Media Committee shall include as a minimum the assistant superintendent of instruction, system media contact person, a curriculum director, a principal/or instructional assistant principal from each school level, one parent (guardian) representative from each school level, and at least one student from each school level.

Instructional Media in this document is defined as the forms and channels used in the communication and reception of information for instructional purposes. Some examples are textbooks, library books, paperback books, filmstrips, recordings (disc and cassette), video and audio tapes, newspapers, magazines, transparencies, models, sculpture, art prints, regalia, computer software, instructional television programs, other electronic formats and other materials that are used to deliver instruction. Instructional Equipment is defined as that machinery used in the instructional program to access or display information. These items retain original shape and appearance with use, are non-expandable, perform a mechanical or technical function and normally have a life expectancy beyond two years.

Funding

Available funds from local, state and federal agencies shall be allocated so as to: 1. Assure compliance with Standards for Public Schools of Georgia and the accreditation principles for the various accrediting commissions in which the system holds membership; 2. Follow approved recommendations of system curriculum committees; and 3. Meet other system/school instructional goals.

Circulation The district does not currently have a policy on circulation. Each school is responsible for their own rules regarding circulation. Currently LLP allows students to check out one book at a time for a two week period. Students are not charged for overdue books, but students are charged for lost/damaged books.

Reconsideration of Materials
`
Occasional objections to a selection will be made by the public, despite the care taken to select valuable media material for student and teacher use and the qualifications of persons who select the materials. If a complaint is made, procedures for handling said complaint areas follows: A. Complainant must live in the school district where requesting removal of any materials from a school. Complainant shall be referred to the school principal who shall attempt to resolve the situation in accord with system policy and procedures. B. If the complainant is not satisfied, he/she shall be informed of the reconsideration procedure and requested to submit the complaint in writing on the approved form. C. An individual student may be excused from using specific materials once the parent/guardian has filed a written complaint or request. In order to allow for review when a complaint has been filed, materials may be removed from the collection pending committee action. D. The principal shall inform the Superintendent, assistant superintendent for instruction, and the system media contact of the system media committee of the ensuing review process.

E. Within one month (30 days) of receipt of the written complaint, the school media committee shall: 1. Examine the material in its entirety and convene to consider the written complaint. (The principal may add other persons to the committee for this process as deemed necessary.); 2. Evaluate the media with consideration for the relevance of the material to instructional objectives; the intended use of the material; age and maturity level of students; professional reviews; literary merit; and any other criteria which impinge upon the material in question; 3. Invite the complainant and a representative of an opposing view to address the committee for a specified period of time (20 minutes per view and one presenter per view);

4. Discuss and deliberate the issues; vote on the proposed solution; 5. Prepare a written decision (listing the committee members and signed by the principal) which is discussed with and submitted (within 30 days) to the complainant by the principal; 6. File a copy of the complaint and the decision with the principal, the system media contact person (who will work with system media committee), the assistant superintendent for instruction, and the Superintendent. F. If the decision of the school media committee is not acceptable to the complainant, the complainant may appeal to the system media committee through the system media contact person within ten (10) school days after receiving the written decision of the school media committee. The system media committee will, within one month (30 days) of receipt of a formal complaint, follow the same procedure as that of the school media committee. G. Further appeal may be made to the Tift County Board of Education which shall follow its regular process for hearing such appeals. The Board is the final local authority in all appeals. H. The complainant may appeal to the State Board of Education for review in accordance with State Board of Education Procedure and Rule 160-4-4-.01 (IFBD).

Copyright Law The Board of Education will adhere to the Copyright Act of 1976, Public Law 94-553, that defines the regulations that governs the policy of copyright materials. It will be the duty of the school principals and media chairpersons to keep the respective staffs informed of such regulations. The system media contact person will disseminate such information from the central office. A copy of the law and related interpretive documents will be kept on file in the central office.

Internet Safety/Acceptable Use Access to the Internet is provided for educational purposes and research consistent with the Tift County Board of Education's educational mission and goals. Use of the school system's computers and access to the Internet are for use related to class work including unique resources not available in the local setting. The computing resources of the Tift County Board of Education shall be fully accessible for instructional use only during normal school hours. Educational Purpose: The Tift County Board of Education is committed to providing all students and employees with appropriate access to computer technology and believes that the use of the Internet in Instructional programs is an educational tool, which facilitates communication, innovation, resource sharing and access to information. The Board provides employees and students with access to computing resources and the Internet for limited educational purposes. The term "educational purpose" includes classroom activities, career development, research, and collaborative work. All users (staff members as well as students and their parents/guardians) shall be required to sign the appropriate Computer/Internet Access Agreement form allowing access to the Internet. By signing these agreements, all users shall affirm that they have read and understand the administrative procedures on Acceptable Use of Computer/Internet Resources and understand the consequences for the violation of said administrative procedures. Failure to comply with these administrative procedures shall be deemed grounds for revocation of privileges, potential disciplinary and/or appropriate legal action.

Student Records The district does not have a current policy on student records, however, the FERPA laws PPRA requirements should be followed regarding student privacy.

Disposing of Gifts/Instructional Resources Since one purpose of the school media center is to maintain a meaningful up-to-date collection that will be used, individual items should be disposed of when they have outlived their usefulness. Material should be discarded when it cannot be mended or rebound; its content it out of date; paper or film becomes brittle or discolored; or when the population of the school changes significantly. Such discarding shall be in accord with state and local policy, state and federal law, and any restrictions related to the source of the funds.

Use of School Facilities The district currently has no written policy concerning use of school facilities, however, standard procedure for requesting the use is to notify the principal and the Board of Education in writing. The request them goes before the board for approval.

Media Center Handbook The district has no handbook that pertains to media centers. Handbooks are left up to principals and Media Specialists. Currently, there are two sentences in the LLP handbook that pertain to the media center.

The district currently has no set policy on the care of media center materials.
The primary basis for purchase shall be the present or projected contribution to curricular needs. Attention shall be given to the quality of the media, clarity of presentation, integrity of treatment, instructional design, and appropriateness for the instructional and maturity levels of students to be served. Other factors to be considered are:

-requirements of the copyright law; -formats to vary content presentation; -instructional and ability levels; -balanced treatment of issues which are addressed in the instructional program; -representation of various ethnic, cultural, and religious groups (with priority given to those present in the school); -replacement of damaged/lost materials which continue to have instructional value; -updating obsolete media; -cost in relation to learning benefits, the number of potential users, and a comparison of comparable material; -established selection criteria for particular formats; -materials available from some other sources. Critical review from reputable, professional publications and/or personal examination of materials by teachers, media specialist(s), or media committee shall be the basis of selection.

Policies listed in this presentation were last reviewed and revised in 2009 leaving little room for the advance in technology or situations that may arise in the 21st century media center. Policies were first implemented in 1976.
