CHURCH COUNCIL CHAIRPERSON

 Lead

the council in fulfilling its responsibilities.  Prepare and communicate the agenda of the council meetings in consultation with the pastor/s lay leader and other appropriate persons.

Review and assign responsibility for the implementation of actions taken.  Communicate to permit informed action at council meetings.  Coordinate the various activities of the council.  Provide the initiative and leadership for the council.  Participate in the leadership training programs as offered by the annual conference and/or district.


MEMBERSHIP SECRETARY
accurate records of the membership and report at least annually to the church council.  Make an annual census of membership,  Provide complete list or directory of the total membership of the local church.
 Keep

CHURCH HISTORIAN
the historical records up to date.  Recommend depository of all documents and artifacts collected.
 Keep

RECORDING SECRETARY
an accurate record of the proceedings and shall be the custodian of all records and reports, and with the presiding officer, shall sign the minutes.  Provide the copy of the minutes for the District Superintendent and retain the permanent copy for the churchs files.

NURTURE MINISTRIES
The nurturing ministries of the congregation shall give attention to but not limited to education, worship, Christian formation, membership care, small groups and stewardship. Attention must be given to the needs of individuals and families of all ages.

1. Shall review and evaluate the nurture programs of the church. 2. Shall recommend to the church council program activities vital to the growth of the church.

3. Shall establish programs that will develop the biblical and theological knowledge of the church members. 4. Shall create avenues whereby church members can become mature in their spiritual life.

5. Shall formulate a new or innovative ways in addressing the needs on church life like, worship, giving group, group study and family ministry.

OUTREACH MINISTRIES
The outreach ministries of the church shall give attention to local and larger community ministries of compassion, justice, and advocacy. These ministries include church and society, global ministries, higher education and campus ministry, health and welfare, Christian unity and inter-religious concerns, interreligion, and the status and role of women.

1. Shall review and evaluate the outreach programs of the church. 2. Shall recommend to the church council program activities vital to church involvement and visibility to larger community ministries.

3.Shall establish programs that will enhance and promote evangelistic fervor of the church in the community. 4. Shall create avenues whereby church members can become participators in reaching out the society and communities for Jesus Christ.

5. Shall formulates new or innovative was to invigorate the spiritual life of the members, enabling them to share and proclaim the Good News as fulfillment to the mandate of the Lord, to make disciples of all nations through social actions, health, and welfare, ecumenical relations and human alleviation of dignity and usefulness.

WITNESS MINISTRIES
The witness ministries shall give attention to developing and strengthening efforts of sharing personal and congregational stories of Christian experience, faith and services; communications, lay speaking ministries, and other means that give expressions of WITNESS FOR JESUS CHRIST.

 Shall

review and evaluate the witness programs of the church.  Shall recommend to the church council program activities vital to the growth of the church.  Shall establish programs that will enhance and promote evangelistic fervor of the church.

 Shall

create avenues whereby church members can become participators in winning souls for Jesus Christ.  Shall formulate new or innovative ways to invigorate the spiritual life of members, enabling them to share and proclaim the Good News as fulfillment of the mandate of the Lord, to make disciples all nations.

COMMITTEE ON LAY LEADRSHIP The charge of this committee is to identify, develop, deploy, evaluate, and monitor Christian spiritual leadership for the local congregation. Members of the committee shall engage in and be attentive to developing and enhancing their own Christian spiritual life in the light of the mission of the church.

DUTIES AND RESPONSIBILITIES


 The

committee on lay leadership shall serve throughout the year to guide the church council, or alternative structure, on matters regarding the leadership (other than employed staff) of the congregation so as to focus on the mission and ministry as the context for service.

 Guide

the development and training of spiritual leaders; recruit, nurture and support spiritual leaders and assist the church council in assessing the changing leadership needs.

 Shall

recommend to the charge conference, at its annual session, the names of people to serve as officers and leaders of designed ministries of the church council or alternative administrative body required for the work of the church and as the law of the church requires or a the charge conference deems necessary to its work.

COMMITTEE ON PASTORPASTOR-PARISH RELATIONS


In conducting its work, the committee shall identify and clarify its values for ministry. It shall engage in biblical and theological reflections of the church, the primary task, and ministries of the local church.

The committee shall reflect biblically and theologically on the role and the work of the pastor/s and staff in assessing their gifts and setting priorities for leadership and service.

DUTIES AND RESPONSIBILITIES


strengthen, nurture, support, and respect the pastor/s and staff and their family/s.  Promote unity in the churches.  Confer with and counsel the pastor/s and staff of the matters pertaining to the effectiveness of ministry; relationships with the congregation.

with, consult, and counsel the pastor/s and staff on matters pertaining to priorities in the use of gifts, skills, and time and priorities for the demands and effectiveness of the mission and ministry of the congregation. evaluation at least annually.

and interpret to the congregation the nature and function of ministry regarding open itinerancy  Develop and approve written job descriptions and titles for associate pastors and other staff members in cooperation with the senior pastor.  Consult with the pastor and staff concerning continuing education and spiritual renewal

interview, evaluate, review and recommend annually to the charge conference lay leader.  Interpret preparation for ordained ministry and the Ministerial Education Fund to the congregation.  Confer with the pastor and/or other appointed members of the staff if it should become evident  Recommend to the church council
 Enlist,

the church community on the value of diversity of selection in clergy and lay staff and develop a commitment to same.  Members of the committee on pastorpastor-parish relations shall keep themselves informed of personnel matters in relationship to the Churchs policy, professional standards, liability issues, and civil law.
 Educate

consult on matters pertaining to pulpit supply, proposals for compensation, travel expense, vacation, etc  The chairperson of the committee on pastorpastor-parish relations, the chairperson of the board, and the pastor shall make an annual review of the church-owned parsonage to churchensure proper maintenance.
 To

Committee on Finance
 The

committee on finance shall deal with all the financial matters of the church. The committee shall focus on how to generate funds and administration of it. Attention shall be given to the responsible stewardship aspect of the church.

Duties and Responsiblities


 Compile

annually a complete budget for the local church and submit it to the church council for review and adoption.  Develop and implement plans that will raise sufficient income r funds to meet the budget adopted by the church council.

Administer the funds received  Designate at least two persons to count the offering.  Make provisions for an annual audit of the records and report to the charge conference.  Recommend to the church council proper depositories for the churchs funds.  Administer contributions designated for specific causes and objects shall be promptly forwarded according to the intent of the donor and shall not be used for any other purposes.


 Prepare

annually a report to the church council. out the church councils directions in guiding the treasurer/s and financial secretary. financial policies and system for proper management and control.

 Make

an annual audit of the records of the financial officers of the local church.

DUTIES and RESPONSIBILITIES of the MONEY COUNTERS


 Count

the offerings  Work under the supervision of the financial secretary  Give all funds received to the financial secretary and treasurer  Adhere to the procedure established by the committee on finance.

DUTIES and RESPONSIBILITIES of the TREASURER


 Disburse

all money contributed to causes represented in the local church budget, and such other funds and contributions as the church council may determine.  Remit each month to the conference treasurer all World Service and conference benevolence funds then on hand.

 Make

regular and detailed reports.  Adhere to the financial policies and system approved by the church council.  Prepare ledger or books on all funds received and disbursed.  Be open and available for audit.

Limitations (Treasurer)
The treasurer is limited only to the following:  Makes financial report to the council, committee on finance and charge conference.  Deposits collections  Disburses funds according to the approved budget and mandate of the church council.
