Who is eligible to participate?
All districts are eligible to join Tupange Pamoja.
Prioritization will be based on;
•High unmet need
•Municipalities/district Councils that have proven financial
allocations towards family planning
•Municipalities/district Councils with demonstrated political
commitment towards FP and population issues.
•Municipalities/ Councils with large urban populations
•Municipalities/ Councils with sound, cost effective proposals
•Size of potential impact
•Equity
Ownership of the program
▶ The program design and implementation is:
 Municipality driven meaning it is lead, owned and sustained by
the geography.
 This involves elements of leadership and management support
 A Project Implementation Team should be constituted to under
coordination of project Focal person to ensure implementation
 Tupange Pamoja serves as a catalyst and supports implementation
by transfer of skills and knowledge through coaching.
