Objectives
 Create an action plan containing the
professional development program needed
in the areas of
◦ (1) Management of curriculum and instruction
implementation,
◦ (2) learning delivery and resources,
◦ (3) learning assessment,
◦ (4) research,
◦ (5) technical assistance and instructional
supervision, and
◦ (6) monitoring and evaluation.
What is an action plan?
 An action plan is a way to make sure your
organization's vision is made concrete.
 It describes the way your group will use
its strategies to meet its objectives.
 An action plan consists of a number of
action steps or changes to be brought
about in your division.
Steps in Action Planning
 Each action step or change to be sought
should include the following information:

 What actions or changes will occur
 Who will carry out these changes
 By when they will take place, and for how
long
 What resources (i.e., money, staff) are
needed to carry out these changes
 Communication (who should know
what?)
What are the criteria for a
good action plan?
 The action plan for your initiative should
meet several criteria.
 Is the action plan:
◦ Complete? Does it list all the action steps or
changes to be sought in all relevant parts of the
community (e.g., schools, business, government,
faith community)?
◦ Clear? Is it apparent who will do what by when?
◦ Current? Does the action plan reflect the current
work? Does it anticipate newly emerging
opportunities and barriers?
Why should you develop an
action plan?
 To lend credibility to your organization. An action
plan shows members of the community (including
grantmakers) that your organization is well
ordered and dedicated to getting things done.
 To be sure you don't overlook any of the
details
 To understand what is and isn't possible for
your organization to do
 For efficiency: to save time, energy, and
resources in the long run
 For accountability: To increase the chances that
people will do what needs to be done
When should you create an
action plan?
 An action plan should be developed
within the first six months to one year of
the start of an organization.
 It is developed after you have determined
the vision, mission, objectives, and
strategies of your group.
 It gives a blueprint for running your
organization or initiative.
How to write an action plan
 Objectives
 Strategies
 Targets of change
 Agents of change
Objectives
 Objectives state the goals toward which project
activities are directed.
 Describe how much will be accomplished in specific
measurable results and state the time frame for
accomplishments.
 Objectives must be challenging, important, potentially
measurable, and feasible to accomplish.

 By the year ____, the NAT performance results in

science should increase by ___ percent.
 By the year ____, the dropout rates should decrease by
___ percent.
 By the year ____, the teachers in the division should
have competed 20 action research.

their actions or inaction contribute to the
problem.
 Possible targets of change include: parents
and guardians, education providers, teachers,
coaches, daycare providers, and elected
and appointed officials.
Agents of change

contribute to the solution, such as parents

Analysis of Essay responses
 1. Majority of the participants are able to follow the
steps in the learning and development system when
implementing programs. The steps provided on how
to design a program are different from each other.
 2. The developmental options provided by the
supervisors for the teacher would commonly indicate
“provide technical assistance.” There are no specific
responses how technical assistance is going to be
provided. Other common response are mentoring
and capacity building.
 3. The steps in coaching provided by all
respondents are not consistent with the steps
indicated in the RPMS. Each respondent had their
own way of conducting coaching and mentoring.
