(MC 2427) April 2018 1. Program Objectives • Assist in providing housing sites for Program ISFs needing relocation and resettlement. Objectives • Assist the LGUs in providing housing to its constituents. 2. Target Beneficiaries • Families living in danger areas and in Target other public places. Beneficiaries • Families displaced/to be displaced from sites earmarked for government infrastructure projects.

destroyed by calamities and require relocation to safe areas. 3. Program Scheme • Resettlement projects shall be Program implemented as a joint undertaking of NHA and the LGU. Scheme • LGU contribution shall be the land to be developed as a resettlement site. • NHA contribution is the funding to cover the cost of land development. • Implemented through a MOA between NHA and the LGU. 4. NHA Participation • Ceilings on the NHA fund NHA contribution on a per project basis: Participation a. Php 12 M for municipalities and 5th & 6th class cities. The contribution will be considered as grant and non- recoverable from LGUs. NHA b. Php 24 M for all other LGUs. Participation Wherein 50% of the NHA contribution will be as grant. The balance shall be extended as non-interest bearing loan to the LGU payable for 7 years. NHA • NHA’s total funding assistance per Participation LGU should not exceed the following amounts within a period of 10 years:
a. Php 36 M for all municipalities and
5th and 6th class cities. b. Php 72 M for 1st to 4th class cities and provinces. • LGU has choice whether to NHA undertake land development or housing construction. Participation - Completed development to be turned over to the LGU. • Technical Assistance NHA - Formation of Resettlement Action Plan. Participation - Census of families, social preparation and beneficiary selection. - Formulation of policies and guidelines for relocation of families, disposition of housing units and cost recovery. - Housing plans and designs. 5. Role of LGUs • Provide the needed land for Role of development (at least 1 ha) • Undertake overall project LGUs implementation, management and maintenance • Create a project implementation team • Undertake payment of loan from NHA 6. Documentary Requirements 1. Letter Request - by LCE requesting for resettlement Requirements assistance indicating area and location of land proposed for resettlement. 2. List of Beneficiaries 3. Land Documents: - Title in the name of the LGU - Current Tax Declaration - Zoning Certificate/Land Use Classification - Land Conversion Clearance 4.
