Practice Scenarios
Scenario one
Day 9: Friday 13th April 8:00 am Commonwealth Games Village

New Zealand Hockey Team due to play prelim round against India at 2:00pm. They have
lost all their matches so far and cannot advance even if they win todays pool games.

Four New Zealand team members did not make the pre-arranged team breakfast in the
village at 6:00AM and are nowhere to be seen. The rest of the team confirm they were
partying in Surfers Paradise last night and the other team members left before the four
missing team members.

The New Zealand Hockey team are due to play their preliminary round against India at
2:00pm, the police have been notified (by CGA NZ Chef de Mission) in order to locate the
whereabouts of the four missing players.

The CGA chef de mission calls the CGA Relations FACC, who in turn passes this
information to the GOC director who informs GOC comms desk as an FYI.

What does the GOC comms desk do with this information?

QPS representative in the GCC confirms to the group that the four players were involved in
a fight inside Bedroom Lounge Bar and Nightclub last night. As a result of this all four were
kept overnight at the Southport Police station. They gave fake names to the police and
they have only just been identified as the missing hockey players. They are on their way
back to the village with a warning.

What does the GCC do with this information?

Who leads on the issue?

Does anyone release a holding line? If so, who to?

New Zealand Hockey Team due to play prelim round against India at 2:00pm

A journalist at the Hockey venue asks the Venue Press Manager if it is true that the New
Zealand Hockey team were involved in a fight with the Australian team in a bar last night
and if they have any further information?

They also ask if the teams are on-venue ready to play?

What does the VPM tell them?


Scenario Two
Day 9: Friday 13th April 8:00 am Currumbin Beachfront Road Race

The businesses surrounding the Road Race at Currumbin have turned up to trade on the
Friday the 13th to find fences and concrete barriers blocking community members to
access these businesses.

Business owners find a letter attached to their front door suggesting not to open on the
14th as no one can access their business.

Scenario Three
Day 9: Friday 13th 8:30am Main Transport Mall

The first sport of the day is due to start at 9:30am at Oxenford.

The Press Services manager receives a call from the Transport Manager.

There has been a fire in one of the main high-rises near the Main Transport Mall at
8:30am. This has caused major delays as 7 buses cannot leave the Transport Mall
Loading Zones. The buses have been blocked in by the Queensland Fire and Emergency
Service trucks.

There is a total of 170 Media and Broadcast waiting at the loading zone with their
equipment ready to go to the Table Tennis commencing at 9:30am, Diving commencing at
10:00am and Gymnastics at 10:00am, Wrestling commencing at 10:30am.
Scenario Three
Day 9: Friday 13th 8:45am Main Transport Mall

The first sport of the day is due to start at 9:30am at Oxenford.

8:45am - Queensland Fire and Emergency Service arrive at the scene to defuse fire.

9:00am QPS release a statement

The Queensland Police Service are working closely with the
Queensland Fire and Emergency Service to defuse the fire and
control the situation. Safety is our first priority to move everyone
away from the building. The Ambulance Service is on scene and is
treating those with minor injuries. It is still unknown at this stage
what exactly caused the fire.

The first sport of the day is due to start at 9:30am at Oxenford.

9:20am - Queensland Fire and Emergency Service have gained control of the fire but is
not out.

9:40am The Media and Broadcast are still not on venue.

What happens next? Does competition go ahead?

Day 9: Friday 13th 9:30am Oxenford Studios

Table Tennis is due to start at 9:30am

The GC2018 website has gone down at 9:30am just as Table Tennis is about to start and
there are four sports due to start competing in 30 minutes these include:

- Athletics, Diving, Gymnastics & Wrestling

9:30 am No one has access to the results page on the website.

The Digital Media Hub group has noticed that the internal social media system has gone
down at 10:00am.

10:10am - Spreadfast has gone down

10:30am Spreadfast has been completely lost and the ability to respond is significantly
slow.

What happens next?


Scenario Six
Day 9: Friday 13th April 10:30am Carrara Sports and Leisure Centre

The Venue Security team and Venue Press Manager have been notified about an issue
regarding a number of fake tickets at the Carrara Sports and Leisure Centre.

Within the space of 25 minutes a total of 18 fake tickets have attempted to get into the
Wrestling Venue.

There has been 3 people who have managed to get into the venue with the fake tickets
around 10:00am. This caused issues when the real ticket owners came to take their seats
and they were already taken.
Scenario Six
Day 9: Friday 13th April 10:30am Carrara Sports and Leisure Centre

Competition inside the venue is due to start in 15 minutes

A phone call is made to the Venue Manager.

10:10am The fake ticket holders will not get out of the seats.

10:15am It has come to the attention of the Volunteers at the PSA gates that tickets
have been sold off to other community members as the name on the ticket does not
match the name on their drivers license.

What happens next after the Venue Manager receives this information?
Scenario Seven
Day 9: Friday 13th April 12:00am

Tier 2 Sponsor KPMG downplay the value of the games.

Press receive a phone call from sponsorship informing them:

Weve just had a call from KPMG claiming they sponsored The Gold Coast 2018
Commonwealth Games for over $150,000. They claim they were promised sponsor
banners at each of the venues however were only at 6 out of the 17 venues. Their
sponsor banners outside of Robina Stadium spelt their brand as KPGM which is
incorrect. KPMG are fuming and will go public about this in 30 minutes.

What happens next?


Scenario Eight
Day 9: Friday 13th April 11:30am Coomera Indoor Sports Centre

Security inside the Venue Control room at the Coomera Indoor Sports Centre have come
across two specious people at approximately 11:30am.

The pair have been identified as two persons of interest. This pair pose a threat as they
are walking within the venue. Security are closely monitoring CCTV footage to ensure the
pair do not split up.

What does the GOC do with this information?

Day 9: Friday 13th April 11:30am Coomera Indoor Sports Centre

11:30 am Venue goes into lockdown

11:40 am The pair have just been seen picking up a black backpack behind the male
toilets. Security pounce on the two males and remove them from the venue.

Scenario Nine
Day 9: Friday 13th April 11:30am 13 Competition Venues

No communication channels for staff at all venues

The Optus sever has gone down right in the middle of the day at 11:30am. Most venues
are half way through competition, have just started or are just starting.

There is now no communication between any venues through the Optus App.
Communication with staff across all individual venues has come to a halt. All Venue Staff
have no access to the information from the App.

11:45am - All 13 Venue Technology Managers are on a group phone call.

What happens next?

Scenario Ten
Day 9: Friday 13th April 12:00am Carrara Sports and Leisure Centre

The Venue Manager tells ____

Stolenwealth Games, a group of Indigenous and non-indigenous peoples organised by the


Black GST have been gathering outside Carrara Sport and Leisure Centre since early hours
of the morning.

Protest signs read:

Stop the genocide of Indigenous people.

Achieve recognition of Indigenous people as having sovereign rights over the land

Work towards the development of treaties so that Indigenous and non-Indigenous peoples
can co-exist on the land.

This protest group are arguing that the Carrara Sports and Leisure Centre is on their land,
and the Games have taken their land away from them.

What do they do with this information?


Scenario Eleven
Day 9: Friday 13th April 1:00pm Oxenford Studios

A boxing athlete has made a controversial statement in the Mixed Zone to a volunteer.

The gloves supplied by DIADORA were too tight and did not adjust to the size of my
hands. These gloves did not provide Australian athletes with the best possible team
uniform to enable them to perform to the best of their ability, in this case it did the
complete opposite.

What does the volunteer do with the quote?

Day 9: Friday 13th April 2:00pm Athletes Village

The security desks tells GOC Comms

A call is made to Village Security at 2:00pm in the afternoon by an athlete claiming she
has just been sexually assaulted. She was making her way back to her apartment when
she was pulled aggressively by a strong male into the toilets located outside the BBQ
area. She claims to have been screaming and hitting him to get away but no one in the
area recalls hearing anything.

What do GOC Comms do with this information?


Scenario Thirteen
Day 2: Friday 6th April 5:00pm Cairns Convention Centre

There has been a hold up outside the PSA gates entering the Cairns Convention Centre.
Several spectators have attempted to smuggle in pre made sandwiches, packets of chips,
lollies and fruit. Spectators were under the impression they were allowed to bring in their
own snacks to the venue. This has caused Security to increase mag and bag checks.

Day 4: Saturday 8th April 11:30am Townsville Entertainment and Convention
Centre

The Digital Team has noticed an increase in Twitter activity: from Basketball players
expressing how they feel towards the bus system. They emphasis the ridiculousness for
having to wait 15 minutes to get on a bus to travel to their venue which is 500m away.

Day 8: Saturday 8th April 10:30am Nerang Mountain Bike Trials

A controversial statement was released in an interview with Channel Seven News.

My race was amazing I was able to execute exactly what I had been practicing at training. Although I was disheartened due to the quality
of the track itself. Every other venue around the coast had new infrastructure built. During my race I had to dodge several pot holes in the
ground, these holes could have essentially thrown me of my bike and injured me. I have a question for you Mark Peters, why not fill in
those holes to prevent athletes from being seriously injured? Surely this would have come under the safety of the competition venue.

Sam Coffa AM JP, Deputy Chairman of the GOLDOC Board walks onto venue just 5
minutes after the statement has been made by the cycling competitor. The Media from
the Mixed Zone run over to the Deputy chairman yelling questions.

This is the first time the Deputy Chairman is hearing of these comments made by the
media.

Scenario Sixteen
Day 5: Sunday 9th April 8:15pm Carrara Stadium Athletics Track and Field

At 8:15pm during the mens 100m final the power goes out. The results from the final are
not displayed on the score board. It was a tight finish therefore no one knows who
exactly came 1st, 2nd, 3rd. The medal ceremony is due to start in 30 minutes.

8:20pm The Venue Technology team are working on the system to get it up and
running.

8:30pm There is still no progress and the womens 100m final has now been delayed.

What happens to the results and competition?


Scenario Seventeen
Day 5: Monday 9th April 8:15pm Carrara Stadium Athletics Track and Field

Media and Broadcast are expected to be on venues at 7:00am.

Without notice all transport workers have reportedly gone on strike from 7:00pm
7:00am. This has created a massive issue as Spectators, Media and Broadcast members
were left stranded at multiple venues.

7:30pm - The Venue Transport Manager was notified.

The Digital Media Hub have picked up a Facebook post from a community member.

Homeless people were captured in a shot before the opening ceremony. Millions of people
around the world have seen this. This negatively promotes the Gold Coast and to make
matters worse they camped outside the Carrara Precinct.

Tweets have been made on social media regarding the number of homeless people in the
background of this shot.

Day 6: Tuesday 10th April Gold Coast Aquatic Centre

Northern Ireland have made a controversial statement in an interview with The BBC
News.

The quality of the chlorine used in the competition pools, as well
as the starting blocks used do not reach The National Swimming
Association standards and needs to be further investigated

Scenario Twenty-Two
Day 1: Thursday 5th April 11:00am

The Digital Team has started to notice an increase in Facebook live activity around
11:00am: showing sharks in the Broadwater in Southport. The live activity includes
voices in the background bad mouthing the Gold Coast and the quality of their water
ways.

Upon investigation it turns out the live activity was filmed by an unhappy tourist.

11:15am The Digital Team contact the tourist and have asked the person to take down
the video.

11:30am Tourist refuses to take down the video.

What does the Digital Team do next?


Scenario Twenty-Three
Day 2: Friday 6th April 10:30am Currumbin Beachfront

There is a group of protestors outside the main PSA gate to the Volleyball Venue.

8:15am The Venue Manager arrives on venue and gets verbally abused by the group of
protestors. Media then arrive as the Venue Manager is being abused.

8:30am Footage of the abusive interaction is put onto Facebook.

What happens next?

Scenario Twenty-Four
Day 10: Saturday 14th April 7:45am Currumbin Beachfront

A middle aged man during the final of the Currumbin beachfront road race has had a
heart attack.

The ambulance were 30 minutes late getting to the man due to the road being closed off.
The man was located at the other end of the access point, due to this the ambulance
failed to reach the man in time.

10:20am - The man passed away on the way to the hospital.

11:30am The man was confirmed to be an athletes dad.

11:45am The mans wife in a interview blames the road closer for her husbands death.

Scenario Twenty-Five
Day 9: Friday 13th April Rugby Sevens

Midway through the Rugby Sevens match a streaker manages to run across the oval and
steal the attention of thousands in the stand. The streaker is holding a protest banner
around gay marriage.

The streaker is forcibly removed by security.

How does the match gain back the attention of spectators instead of going on social
media?

Scenario Twenty-Six
Day 8: Saturday 12th April 8:00pm Carrara Stadium

Sally Pearson was the favourite for the Womens 100m Hurdles, however Dawn Harper
Nelson ran over the top of Sally.

The Commonwealth Games Association is being slammed on social media for moving the
medal ceremony. Initially the medal ceremony was due to start at 9:15pm, but was
pushed to 9:45pm to save bad publicity.

10:15pm- Could have a reporter asking a member of GOLDOC is it true you moved the
medal ceremony to save bad publicity?

Day 3: Saturday 7th April Athletes Village

In the morning briefing, the GOC received information that a beach volleyball athlete has
died overnight in her room.

QPS during the briefing confirm the death of the athlete remains unknown and is not
suspicious.

The Digital Team has just noticed a significant amount of complaints coming through on
twitter that specifically are #athletesvillage.
