4. Achievement
Arusha city is among of the 6
districts which makes Arusha
region. Other districts includes:
Arumeru, Ngorongoro Longido,
Monduli and Karatu.
Administratively, the city has 3 divisions
namely Themi, Elerai, and Suye. These
divisions comprises 25 wards and 154
streets which covers an area of
208km2.
The city is located in Northern Tanzania
between latitude 20 and 60 South and
longitude 34.5o and 38o East.
Temperature ranges 17o C to 34oC.

Population is estimated at 416,442


people as per 2012 census.
The Tanzania Strategic Cities Project (TSCP)
was prepared in response to a request made
from the Government of Tanzania to the
world Bank in April,2008 to assist the
preparation of an investment initiative that
would provide finance for critical
infrastructure in key urban LGAs.

Arusha was among the 7 selected LGAs


namely Tanga, Arusha, Mwanza, Mbeya,
Dodoma, Kigoma and Mtwara.
Basic outcome indicators for SWM

implementation activities in the core Urban

Infrastructure were:

Waste collection points constructed (Number) and;

Landfill constructed/improved(number, capacity)


Thesite was started as an open dumping of
waste on 13th March, 2003.
Through TSCP Project the landfill has been
improved from open waste disposal site to an
Engineered sanitary landfill by provision of
basic sanitary landfill infrastructures such as: Landfil

The city expects to receive the following

3.4.1 Specialized training was organized to the
landfill operational staffs which includes
3. 4.2 Theoretical Training in country in 2014
focused on:
Landfill design
Landfill and environment
Development and operational plan
Landfill operations
Landfill Monitoring and auditing
Landfill data and GIS
Opportunities and challenges
3.4.3 Practical Training on Landfill operation
This was done in Durban South Africa in
2014 at five different landfills:
Marianhill landfill site
Buffelsdraal landfill site- Operational Large
landfill
Bisasar Road Landfill and gas to electricity
plant
ILovu Landfill site Brand new large landfill
site
Electric Road Training Facility
Electric Road Transfer station- New transfer
station
3.4.4 Hands-on training at one of the TSCP
landfill sites
The training consultancy will work with one of
the TSCP cities to open and begin operations at
one of the five landfill sites. The objective would
be to provide hands on experience.

Ongoing Operational Support


Support on Skype by the trainer and key SA
landfill operational personnel for each of the
LGAs. It is anticipated that this could be a
weekly call-in and as needed for individual
LGAs
3.4.5 Public Awareness on SWM & cost recovery
strategy:
This training was conducted to Mtaa Chairpersons,
Ward Health Officers, Ward Executive Officers and
Mtaa Executive Officers.
Training topics covered were:
Solid waste management bylaw.
Roles and Responsibilities of various stakeholders at
Mtaa and Ward level.
The effects of solid waste mismanagement to health
and environment.
Training topics covered..
Solid waste as a resource and public participation in
recycling programmes.
Public Private Partnership in solid waste collection,
transportation and disposal.
Adoption and enforcement of local waste management
policies and by-laws to all stakeholders
The importance of solid waste collection fee in
improving solid waste management.

3.4.6 Enforcement of Environmental Laws &
Sanitation

This training was delivered to Environmental


Health Officers at Ward and city level. The
training was conducted in 3days from 9th
to11st March 2016.
Training contents covered:
Environmental law and policy
By-laws
Public Health Law
Preparation and serving of legal documents (notices,
filling of complaints form & Charge Sheets)
3.4.7 Training on the use of Solid Waste
Management Equipment & Trucks.
This was conducted in Dar es Salaam from
22nd June 2016 to 24th June 2016.
Target participants were:
Four Landfill Equipment Operators
Chief Mechanical Engineer
Head of Drivers
Landfill Operation Officer and
The Head of Department of Environment & Sanitation
3.4.8 Introduction to Principles and Applications
of GIS
The training was conducted for two weeks at
Ardhi University from 30th March 2015 to 10th
April 2015.
Course contents:
GIS Data input(scanning/Georeferencing/Digitization
Spatial data Editing & management
GPS Data collection Field
Data Processing from Field Excel to ArcMap
Data Analysis
GIS Data Visualization & Output.
3.4.9 Training on Environmental Monitoring
Equipment for Landfill
This training was started on 29th June 2016 to
1st July 2016. The training is focused on the
use of sophisticated Environmental
Monitoring Equipment which will be supplied
soon.
