IV . DAMAGES
Cotabato Province

 In Pigcawayan – provincial, Barangay Roads and dikes damaged;


 Libungan – two spans of Grebona Bridge linking Libungan, Alamada and
Banisilan collapsed and swept away;
 Montawal – the Tunggol bridge is at risk
Maguindanao

 Sultan Kudarat – The SimuayRiver flooding completely swept away the


timber piles done by FFJJ Construction (Simuay River Flood Control
Project Phase I); and a third breach was opened.
Cotabato City

 High siltation level of Rio Grande and the volume of water hyacinth with
heavy rainfall caused flooding of all the low lying areas of Cotabato
City; siltation at the Bucana is increasingly undoing the work that Vic
Lao Construction did.
Sultan Kudarat Province

 Flood waters damaged the engineering work done at the Ala River,
Lambayong area.

Actions done regarding
Infrastructure
1. Deployment of DPWH teams (Region XII,
ARMM, and Sub-district Engineering Office),
Cotabato City Engineering Office and of the
Watermaster to clear the Delta, Quirino, and
Matampay bridges on a daily basis
2. Instructions from Task Force, Region 12 DPWH
Director and Secretary Ebdane to fast track:
•The building of a temporary detour for heavy vehicles,
bypassing Grebona bridge, to connect Alamada and Libungan,
as well as to make Grebona Bridge passable soonest;
Improvement and opening of NIA Road to Nicaan bridge for
light vehicles.
•The soonest temporary closure of the Simuay River 3rd
breach
(estimate two to three weeks) through which flood waters
passed towards Salimbao and Bulalo and at the same time the
rechanelling of the Simuay River Flood Control Project Phase
II towards the sea (estimate about three months); the new
contractor is committing about 20 heavy equipment for this
purposes and 60 million pesos are allocated for this project.
•The preparation of plans to re-do the Ala River
Project;

•The deployment of a second Watermaster to the Rio
Grande (It will finally arrive in Cotabato City on August
26, 2009);

•The availability of funds to operate the Damayan on a


continuous basis;

•The awarding of contract to continue the dredging of


the
Rio Grande River, including the updating of hydro
topographic survey;
•Approval of other priority projects – Tunggol Bridge,
Olandang, Bridge and three bridges in Lambayong,
construction of drainage canal at Buluan creek, and
improvement/rehabilitation of Malu-ao to Guigeken
drainage in Pigcawayan. (At the present moment, the
approach A of Tunggol bridge going to Davao is
under repair because of the collapse of slope
protection)

•Construction or upgrading of access roads on both


ends

and/or to bring them to safer areas; the use of dump trucks,
payloaders, military trucks, freight trucks, patrol
boats of Task Force Tugis, etc.

•setting up of evacuations centers in public buildings


(schools, gyms, etc) and church buildings (chapels, gyms,
parish halls, etc);

•establishment of disaster operation centers;

•immediate supply of bread and drinking water;


•donation and distribution of relief goods, rice and
other food supplies, medicines, clothes, blankets,
etc.; World Food Program donated several
thousands of sacks of rice;

• medical missions by DOH ARMM, SALA'AM

Commendation
I commend all the government agencies
and officials (regional, provincial,
municipal, and city), including the
military and police, in their quick
mobilization of equipment and personnel
to assist the thousands of evacuees in
Cotabato City, Region 12 and ARMM. When
crisis comes, the assistance is
thankfully fast and expeditious.
 
Sense of Urgency , Drive for
Action
I pray that our action on documentation
for the release of funds, deployment of
personnel and equipment, would be
similarly fast and expeditious with
regard to the implementation of the
projects (e.g., Rio Grande, Simuay, Ala)
that help prevent crises. We all need a
sense of urgency and a drive for
immediate action.
