For Qqualmin, if required to change, Opti would reserve at -16, preferably not to change
beyond -16 unless very critical and may be based on individual site to site basis.
Qrxlevmin should be targeted first if no improvement then proceed with qqualmin and
continue with qrxlevmin.

Trunk Congestion Between GMSC and IGW, which would affect all international call service
Reason
Outgoing International traffic to Bangladesh and Indonesia is supposed to increase
sharply during festival for recent promotion
Policy
Differentiate International traffic for Bangladesh/Indonesia/other international call, and
route different traffic through different route analyses table with specific trunk group to
limit traffic to Bangladesh and Indonesia in specific ratio in total traffic. Congestion to
Bangladesh and Indonesia is allowed in some degree.
Solution
Based on current limited trunk circuit, to implement routing policy scripts in WGKPA and
WGNLA.

Risk
HLR capacity limitation and not able to handle sharply increased traffic
such as location update and lead to call service impact
Reason
Once network broken and restored again, location update request would
increase sharply and lead to HLR congestion and cause call process
impacted
Policy
To use flow control in VMSS to limit the congestion of C/D interface to
avoid congestion in HLR.
Solution
To implement HTR script in VMSS
