INTRODUCTION
The term came into use only in the early seventies.
According to Prof. Len Nadler, the term HRD was first
applied in 1968 in the George Washington University.
In 1969, it was used in Miami at the American society or
training and development conference.
But by the middle of 1970s it was gaining more acceptance.
In the development process, there are two main sources of
growth.

practices involved in the acquisition, development,
motivation and maintenance of the employee or
people.

DEFINITIONS

Human resource development (HRD) means to


develop available manpower through suitable
methods such as training, promotions, transfers and
opportunities for career development.

EVOLUTION OF HRD IN
CHRONOLOGICAL SEQUENCE
1) THE COMMODITY CONCEPT :

Human resource was referred as a commodity to be bought and


sold. Wages were decided on the basis of demand and supply forces.
Government also did not care much about the work force at that time.
2) THE FACTOR OF PRODUCTION CONCEPT :
Labour is treated as any other factor of production, money,
material, land, etc.
3) THE GOODWILL CONCEPT :
Welfare measures like safety, first aid, lunch room, rest room, etc.
these measures proved to be a source of boosting up the morale of
workers, and enhancing their performance.

4) THE PATERNALISTIC CONCEPT:


Management must assume a fatherly and protective attitude towards employers.
Paternalism does not mean merely providing benefits but it signifies to satisfy
various needs of employees just as parents meet the requirements of the children.
5) THE HUMANITARIAN CONCEPT :
To improve the productivity, physical, social and psychological needs of workers
must be fulfilled.
6) THE HUMAN RESOURCE CONCEPT:
Employees are the most valuable assets of an organisation. There should be a
conscious effort to realize organizational goals by satisfying needs and aspirations of
employees.
7) THE EMERGING CONCEPT: HRD
Employees should be accepted as partners in the progress of a company. They
should have a feeling that the organisation is their own. To this end, managers must
offer better quality of working life and provide opportunities to people to exploit
their potential fully. There should be opportunities for self fulfilment in ones work.

Importance of HRD
1) Country Develops if The Human Resource is Developed:
To enhance economic development the state constructs roads, buildings bridges, dams, power houses, hospitals,
etc. to run these units doctors, engineers, scientist, teachers, are required. So if the state invests in a human
resource it pays dividend in response.

2) Increase in Productivity:
The better education, improved skills, and provision of healthy atmosphere will result in proper and most
efficient use of resources (non-natural & natural) which will result in increase in economic production.

3) Eradication of Social And Economic Backwardness:


Human Resource development has an ample effect on the backwardness economy and society. The provision of
education will increase literacy which will produce skilled Human Resource. Similarly provision of health
facilities will result in healthy Human Resource which will contribute to the national economic development.

4) Entrepreneurship Increase:
Education, clean environment, good health, investment on the human resource, will all
have its positive effects. Job opportunities would be created in the country. And even
business environment will flourish in the state which creates many job opportunities.

5) Social Revolution:
Because of Human Resource development the socio economic life of the peoples of a country changes rapidly. Over
all look changes thinking phenomena changes, progressive thoughts are endorsed in to the minds of people.

Importance of HR
The importance of Human Resource Development at national level can be
assessed from Holy Quran, Chapter 23, Surah Zumar, verse-9 which says:-

"O Prophet (PBUH) Ask them if educated and


illiterate can be alike"?
From Pakistans historical point of view the importance of HRD can be
realized from the sayings of Quaid-e-Azam

Analysis
By considered the challenges faced by Pakistan in this field,
there is a need to analyse the situation in real perspective.

Pakistan with a population of 190 million has a


labour force of 56 million. The unemployment rate as
percentage per annum is 15.2 %. Education
expenditure as percentage of GDP is 2.6 % . Literacy
rate is 55 % . Health expenditure as % of GDP 3.2% .
Pakistan ranks at 141 out of 187 countries in Human
Development Index (HDI). The GDP of Pakistan was
11230 billion in 2014-2015.
