Public Agencies and their Roles
Objectives of Lecture 8:
To highlight the roles of public agencies involved in

the construction and real estate industry:


- Ministry of National Development (MND) URA,
HDB, BCA, NParks;
- Ministry of Law SLA;
- Ministry of Trade and Industry (MTI) JTC;
- Ministry of Transport (MOT) LTA;
- Ministry of the Environment and Water Resources
(MEWR) NEA.

Ministry of National Development


(MND)
MNDs Vision:
- To build upon Singapores unique distinguishing
characteristics so as to develop Singapore as a
global city of knowledge, culture and excellence.
MNDs Missions:
- To develop world-class infrastructure (BCA, URA,
HDB);
- To create a vibrant and sustainable living
environment (NParks, HDB, URA);
- To build rooted and cohesive communities (HDB,
URA).

Urban Redevelopment Authority


(URA)
URAs Mission:
- To make Singapore a great city to live, work and play
in.
URA is Singapore's national land use planning
authority.
URA prepares long term strategic plans and detailed
local area plans for physical development, and coordinates efforts to bring these plans to reality.

Urban Redevelopment Authority


(URA)s Role and Strategies
To carry out land use planning:

- E.g. Concept Plan, Master Plan, Identity Plans, Parks


and Waterbodies Plan, etc.
To facilitate real estate development:

- Development Co-ordination (e.g. land supply,


planning, selection of developers, etc);
- Real Estate Information (REALIS);
- Development Control (e.g. plot ratios, density,
setbacks, building height, etc);
- Conservation Program (e.g. Chinatown, Little India,
Kampong Glam, Civic district, etc);

Government Land Sales Program


(GLS)
The Sales of Sites Program was initiated in 1967 as an
implementation tool for urban renewal.
The Sales of Sites program is now known as the
Government Land Sales (GLS) program.
MND and SLA both supply land sites for sale to
developers by means of a tendering system.
The land parcels could be supplied from the Confirmed
List and Reserved List.
Confirmed list sites will be launched for tender by a
predetermined date.
Reserved list sites will be launched for tender when
triggered by application from developers.

Housing and Development Board


(HDB)
HDBs Mission:
- To provide affordable homes of quality and value;
- To create vibrant and sustainable new towns;
- To promote the building of active and cohesive
communities.
HDB is the sole public housing developer in Singapore.
In 1999, HDB formed a Task Force to steer HDB towards
more environmentally-friendly practices in construction,
maintenance and management activities.

To plan and develop public housing new towns that
provide Singaporeans with quality homes and living
environments through the application of cost-effective
measures and quality standards.
To meet residents needs and changing demographic
and economic conditions through urban renewal and
upgrading programs.
To build cohesive communities within new towns by
providing living environments with community spaces
for residents to mingle and interact.

Building and Construction Authority


(BCA)
BCAs Mission:
- To shape a safe, high quality, sustainable and friendly
built environment;
- To develop the best built environment for Singapore
so that it could become a distinctive global city.
BCA is an agency under the Ministry of National
Development (MND).
BCA champions the development of an excellent built
environment for Singapore. Built environment refers
to buildings, structures and infrastructure in the
surroundings that provide the setting for the

To improve quality and productivity in the construction

and real estate industry (e.g. set high safety standards,


use innovative construction technology);

To support industry growth through resource and

information management;

To promote barrier-free accessibility and sustainability

of the built environment;

To lead and transform the industry (e.g. enhance skills

and professionalism, improve design and construction


capabilities, develop niche expertise, promote export of
construction related services).

National Parks
(NParks)
NParks Mission:
- To provide and manage stimulating, diverse and
valuable greenery;
- To inspire ownership and care for greenery & nature;
- To promote 'green' recreation as a lifestyle;
To manage nature areas to advance life sciences.
NParks is responsible for providing and enhancing
greenery of the Garden City.
NParks manages some 300 parks, the park connector
network, nature reserves and the lush roadside
greenery in Singapore.

Singapore Land Authority


(SLA)
SLAs Vision:
- To be a world-class land authority.
SLAs Mission:
- To optimize land resource for the economic and
social development of Singapore.
SLA, a statutory board under Ministry of Law, focuses
on land resource optimisation, using land for a wide
range of activities.

(SLA)s Role and Strategies
To carry out a developmental role by:
- Managing State land and buildings, land sales,
leases, acquisitions and allocation;
- Developing and marketing land-related information;
- Maintaining the national land information database.
To conduct a regulatory role by:
- Being the national land registration authority;
- Managing and maintaining the national land survey
system.

Note: Singapore including its smaller islands is


divided into 64 survey districts (34 Mukim survey
districts and 30 Town Subdivisions survey
districts). A "Mukim" (MK) is a district in the rural
area whereas "Town Subdivision" (TS) is in the
city area. Each survey district is subdivided into
smaller land parcels known as "Lots". Each
"Lot" is assigned a number by the Chief
Surveyor. The Registry's records are based on
the survey district and lot numbers for the parcel

To provide land information (e.g. Land Data Hub, INLIS);
To execute land sales (e.g. GLS);
To perform land management (e.g. inspections);
To acquire land (e.g. secure land for schools,
hospitals);
To maintain the land registry (e.g. registration of
property transactions, caveats, issuance of titles);
To conduct land surveys (e.g. produce cadastral plans,

(JTC)s Role and Strategies
To develop and manage industrial parks, business parks,
science parks such as Jurong Island, one-north,
Aero+sPace, etc;
To provide ready-built low-rise standard factories,
workshops, warehouses, and high-rise flatted and stackup factories, including cluster complexes;
To supply prepared sites for industries such as chemical,
biomedical, wafer fabrication, aerospace, and logistics;
To redesign and rejuvenate older industrial estates;
To export expertise to Asia-Pacific countries.

Land Transport Authority


(LTA)
LTAs Vision:
To provide a world-class transport system.
LTAs Mission:
To provide an efficient and cost-effective land
transport system for different needs.
Land Transport Authority (LTA) is a statutory board

under the Ministry of Transport, that plans the long-term


transport needs of Singapore, with the ultimate goal to
provide a smooth and seamless journey for both public
and private commuters.

National Environment Agency


(NEA)
NEAs Vision:
- To be an enterprising agency that cares for a clean
and healthy environment - today, for tomorrow.
NEAs Mission:

NEA is the leading public organization responsible for
improving and sustaining a clean and green
environment in Singapore.
NEAs role and strategies include providing excellent

National Environment Agency


(NEA) Relevant Departments
Policy and Planning Division formulates policies on
environmental protection and public health issues.
Environmental Protection Division implements
programs to reduce environmental pollution, minimize
waste generation, maximize recycling and energy
conservation as well as operates refuse incineration
plants and an offshore landfill.
Environmental Public Health Division ensures high
standard of public health and hygiene in food
industries.
