AKSHAYA PROJECT

AKSHAYA PROJECT
ICT for development project.
Implemented in 2002 jointly by the Kerala IT

Technology with tie-ups with local bodies and

voluntary agencies.
Aim:- To make Kerala the first completely eliterate state in India.

INTRODUCTION
The Akshaya project was the first district wide

e- literacy project in India and one of the

largest known Internet Protocol [IP] based
wireless network in the world.
It was launched at Trivandrum by Dr. A.P.J

Abdul Kalam at 18 November 2002.

E- Literacy
E- Pay - electronic payment of utility bills.
E- Ticketing- online booking of train , flight

and bus tickets.

E- Krishi- for farmers to provide online
agricultural trading.
DTP Centers.
Collection of taxes in ward level.

Role of Government in Akshaya

Government departments would enable the use of the

Akshaya network for the delivery of a variety of services.

The Department would be able to identify the services

that can be routed through Akshaya network, structuring

the programmes, enabling delivery mechanisms etc.
The role of Government is primarily that of a facilitator

and in sourcing funding, providing training content,

statutory clearances , implementing a mechanism for
remunerating the entrepreneurs for the hired computer
time for learning, organizing platforms for operations etc.

Role of Local Bodies in Akshaya

Location of centers are identified by Grama Panchayat/Muncipalities with help of Town

and Country Planning Department, based on parameters like availability of electricity/

telephone/ transportation facilities etc
Selection of beneficiaries to the centers.
Block Coordinators to be selected by the recommendations of the Block Panchayat.
Selection of Akshaya champions, Akshaya Nodal Officers , Social Animators.
Selection of Entrepreneurs.
Monitoring e-literacy.
Fund disbursement to entrepreneurs.
Heading the campaign activities.

Role of Social Animator

Social Animator or the Local Body Level

Coordinator as critical for the success of the

project.
He is responsible for the smooth functioning
of the project in the grassroots level.
The Social Animator is given hands on training
for a week before induction in the post.
He is imparted with skills to operate
computers and to give lectures for the
benefits of using technology.

Achievements
Akshaya has been able to make 3.2 million

families e-literate.
5.5 million citizens enrolled under UIN [Unique
Identification Number] through Akshaya
centers.
Internet learning programmed covered 100
thousand school children.
Women participation and empowerment.
Village being transformed.
2662 Akshaya e-centers in the rural areas.
