Chapter 2: HSE Management

HSEM is the application of knowledge, tools and

scientific techniques to identifying and analysis the
safety & health hazards.
HSEM is a decision-making process to select the
optimal steps for reducing the risk of hazards to an
acceptable level.
HSEM is a powerful systematic methodology to
minimize the risk of hazards to an acceptable target.

HSEM

Target must be SMART:

Specific
Measurable;
Applicable or Achievable;
Reliable or Realistic.
Time define

Examples:
Certain HSE level
Certain Time
Certain Quality
Certain Budget
Certain Performance

Policy must be powerful:

Policy is a rule based for long term
Must be Clear
Must be Documented
Must be Applicable & Workable
Must be Flexible
Must be Updated

Examples:
HSE Policy
Quality Policy
Cost Policy
HR Policy
Bonus Policy
Market Policy
