Widen the role of inland, coastal and interisland water-based
transport in the Mindanao transport and logistics system

Reform policies and regulations that have rendered the
transport and logistics system inefficient and costly (e.g.
cabotage law and high import tariffs on steel products), along
with industries linked to them

Integrate land, air and water transport systems into a coherent
and interactive array of interdependent network

Upgrade main arterial roads into world-class all-weather
highways, and build new ones where necessary (e.g.,
Mindanaos east and west links)

Prepare a long-term plan for a railway system that is closely
coordinated with the other infrastructure plans mentioned
above, to complement the proposed inter-modal transportation

airports

Strengthen implementation of policies on user payments for
infrastructure facilities to address inefficiencies in resource
mobilization and utilization

Mindanao still has untapped mineral reserves which, when utilized, will
further boost its already fast growing Mining industry;
Such development will imminently require significant maritime
transport support
Revisit domestic cargo shipping rates
Lowering rates to make it more competitive with international averages
(cost/nautical mile) is expected more agri-industries to relocate in
Mindanao, especially those whose raw materials are primarily sourced
in Mindanao, thus requiring more maritime transport support
Improve internal and external connectivity
