Parameters for MHRD involvement in HIV/AIDS prevention

HIV/AIDS Scenario
Globally 40 million the number of people living with the virus around the world with an estimated 5 million acquiring HIV in just 2003 The HIV/AIDS epidemic killed more than 3 million people in 2003. Over the years over 20 million people have died due to this disease

HIV/AIDS - a development Issue


HIV is not just a medical issue as it has many dimensions including social, economic and even human rights issues In high prevalence countries, it is wiped out generations and along with it their economies and the social fabric. It strikes people in the prime of life leading to loss of productivity, income and human potential The fallout of this disease has great affects on all levels of human experience: individually, in the family, the community, the region, the country

HIV and Young people today


Globally 15,000 young people get infected with HIV every day Half of all new infections between 15-29 yrs In India 35% of AIDS cases reported are below 25 years

73% of young people 15-24 yrs have serious


misconceptions on transmission

The Vision

To ensure that every child is equipped with the accurate information, knowledge and skills to protect oneself from HIV and manage Adolescent Reproductive Sexual Health issues and problems.

The Goal
By 2006, all secondary schools provide skills based adolescence education* in a sustained manner All out of school adolescents are provided basic information and services on HIV prevention and sexual health

*incorporating essential elements of HIV prevention education

Towards Scaling up Adolescence Education..

Combination of curricular and co curricular activities

Effective integration in school curriculum as well as the teachers education courses Ensuring quality, coverage, and sustainability of skill based co curricular activities Dept of education leads NPEP and SAEP that get implemented in a complementary manner Strengthen Monitoring and Evaluation framework

The Efforts so Far..


Adolescence Education incorporated in National Curriculum Framework 1988 & 2000 for integration in textbooks of NCERT and SCERTs The NCERT led National Population Education Programme has by now covered about 30,000 schools (98-2002) The School AIDS Education Programme through NACO has covered about 60,000 schools

NCTE
NCTE in collaboration with UNESCO has developed syllabus for B.ed for Universities of Madhya Pradesh incorporating HIV Developed lesson plans related to HIV/AIDS for all Teachers Training Institutes

Reaching the Out of School Youth


Use existing programmes within MHRD like Elementary Education, adult education and Women and child development programmes Explore channels in other related Departments to reach out to this highly vulnerable segment

Recommended Next Steps..


For greater policy support for the Adolescence Education Programme at all levels, organise a meeting with State Level Ministers of Education, and Secretaries Ensure coverage of secondary schools run by state govts, NGOs and KVS,NVS etc Strengthen integration in syllabi and text books through Continuous Involvement of all State Boards and Central Agencies like NCERT, NIOS, CBSE, KVS, etc Strengthen integration in Teachers Education, both pre - service and in - service, by involving all concerned agencies Strengthen linkages with NGOs to support training and community mobilization

Coordination of stakeholders
Inter ministerial mechanism to oversee partnership between NACO and MHRD. Setting up core group headed by education secretary at state levels Similar core groups to be set up at district levels

Resources
Mobilise funds Strengthen infrastructure at state level Capacity building at all levels for quality implementation
