Public Transit Improvement Strategy: Comprehensive Mobility Plan for Jaipur Alternative Scenarios considered: 1. Do Nothing 2. Bus 4.2 FleetDevelopment Augmentation of Mobility Corridors 3. Augment Jaipur Commuter/ Regional rail system urban roads are classified as Arterial, Sub-arterial, collector/distributor 4. Bus Functionally rapid transit system (BRTS) and Local Streets. Functional classification of the urban roads is an important step 5. High capacity rail based systems (Monorail/ LRT/ Metro) wherein design and management of roadways would be standardized. By
designating certain roads as mobility corridors, these corridors get priority for increasing the throughput as well as speeds would then be focused and appropriate solutions would be identified. Experience indicates that as speeds of public transport vehicle reduce travel times increase to such an extent that commuters look for personalized modes of travel. In addition to the user travel preferences the road design and operations also have bearing on the traffic congestion. Congestion results in lower traffic speeds for all vehicles and more so for public transport vehicles . The corridors like Ajmer Road, Percent Share of public transit- buses: 31% (2009) Gopalpura Bypass, NH8 Bypass Road, Agra Road etc and new roads established by the network strategy need to be mobility corridors. In essence, a mobility corridor maximizes throughput of people focusing on mass transport and NMT, rather than vehicular traffic.

Road Network Strategy

Even though the internal locality wise network appear to the grid iron type of network, the major network of Jaipur and surrounding region appear as radial and ring type of network. The Draft Master Plan 2025 prepared for the Jaipur city contained a proposed master plan network for accommodating development outside the existing municipal area. The draft master plan network already contains certain multi modal corridors. The master plan network would be complemented with additional radial

PLANNED RAPID TRANSIT SYSTEM

The authorities had initially decided to implement light rail, but then they went ahead with the bus rapid transit system under JnNURM. Metro started undergoing construction before the BRT was completed. PHASE I- East- West II- NorthSouth BRT Modifications to be approved 26 KM, 5 KM dedicated lane METRO 9.2 KM Yet to begin

The system recommended by the CMP: The authorities, when preparing the mobility plan talked about mode integration of BRT, Metro and Mono rail with the network feeder system (personalized vehicles, autos, taxis) in a systematic manner.

jaipur BRT v/s METRO: present condition

BRT kick started by the government under the JnNURM scheme Change in government results in Metro given prominence Jaipur BRT: Feasibility study done by PDCOR Ltd. Only about 5 KM of BRT lane created. After disruptions and delays, BRT now has an open system, with the buses intermingling in the mixed traffic. Infrastructure needed for the BRT is still not completed.

Work for both continuing simultaneously

Jaipur Metro: Feasibility study done by DMRC. Two routes of 12 and 23 KM have been proposed. Infrastructure construction is still ongoing. No idea if the Metro is supposed to act as feeder to the BRT, or the BRT is to be support for Metro

INFERENCES:
1. A comprehensive alternative analysis of the city is missing. 2. The timeline decided for transit infrastructure has not been followed. 3. The BRTS corridors are incomplete.

QUESTIONS:
1. Why do cities decide on one thing, change their mind halfway through, and then go ahead with another thing with modifications to old ones? What lead to this change of mind? 2. What will be the probable impact of these decisions on the mode? What will be the final outcome of the transit plan?
