By bench making FCC with BTRC how could one better design BTRC for best interest of consumer & natural growth. By setting FCC as a standard, how can BTRC be improved for the sake of the consumer and for natural growth?

d. AT&T originated from the breakup of Bell Communications way back in 1983. Back then it was known as Southwestern Bell Corporation. On the other hand here in Bangladesh, the scenario is quite different. The current BTCL (formerly BTTB) was once upon a time the only major telecom company after independence. After several decades or so, Pacific telecom (now Citycell) became the major and probably the only cellular service provider providing CDMA network service in Bangladesh. Until then and now there has emerged several cellular providers in Bangladesh, such as GrameenPhone, Banglalink (formerly Sheba Telecom), etc. Unfortunately even though there exists a number of operators several policies and laws need to reformed, such as: 1. Seamless technology transfer to ensure simultaneous development for all operators 2. Enforcement of call rate standards by the regulatory commission (BTRC) 3. Introduction of international network and service standards, that is a baseline network and service standard that is followed globally is to be maintained by all MNOs

4. Financial solvency for all operators, so that the government as well as the people may know, how much money is going in and how much is going out 5. Finally a reform of the already existing policies need to come into play, this should be in accordance to international standards as Bangladesh should not be left behind especially on service/usage policies and regulations.

e. Majority of the mobile operators in Bangladesh have adopted GSM (Global System for Mobile Communications) network technology. Other than CityCell which uses CDMA (Code Division Multiple Access) network infrastructure. It would be safe to say that most of the MNOs in Bangladesh have a common network infrastructure as shown below:

Even though the network infrastructure of most of the operators may be near state of the art, there is still room for improvement and further technological implementation, these technologies include: Development of packet networks equivalent to those provided by fiber operators, for more reliable linking Introduction of distributed architectures with carrier class switching functionality will allow new entrants to provide VoIP solutions at fairly low costs Introduction of 3G (HSPA/UMTS) and/or LTE (Long term evolution) network standards, which will enable end users to consume better data speeds and voice clarity.

The functions of a regulatory commission are as follows: Educate and inform consumers and users about products, services and regulations Enforce and maintain regulations Represent the country in satellite and international matters Regulate TV, Radio and satellite broadcast stations and services

Be responsible for rules and policies concerning MNOs and landline companies, including VoIP service providers Preside over law hearings and executions pertaining to communications matters Advise the government regarding issues and policies concerning communications businesses

All the above features are followed by the FCC in the USA as a standard. The BTRC can adopt some of the above standards into its system. BTRC can carry out the following to achieve consumer satisfaction and natural growth: Initiate educational campaigns in the country funded by MNOs, which is for both the developed and rural parts. This will be to better inform the masses about existing products, services, regulations and rights. The BTRC can setup a branch which will overlook regulations enforcement And finally The BTRC should regulate all forms of media broadcast that takes place in the country, including all forms of media such as radio, television and satellite.
