OVERVIEW
In the 10 years prior to 2008, construction prices in Mainland China escalated at a fairly moderate rate. The only exception was an approximate 12% surge in prices in 2003-2004, when the year-onyear growth rate in construction activities jumped from 16% to 26%. This growth increased demand for, and prices of, construction materials. The moderate rise over these 10 years was a consequence of reduced material and equipment costs brought about by increased production in China and a seemingly unlimited supply of construction workers. In contrast, over the same period the overall economy in China was expanding at double-digit rates each year. However, since the 4th Quarter 2007, tender prices of construction projects have shown a sudden surge whilst the Consumer Price Index has also hit an 11-year high.
Year-On-Year Change 30% Fixed Asset Investment Construction & Building Services Installations (C&BSI)
showed that the average material and labour costs in the first half of 2008 increased by 16.5% and 13.3% per annum respectively. In particular, the year-on-year changes in prices of steel products ranged from +29% to +49% in June 2008. Regional figures deviate slightly but generally follow the same trend. The statistics confirmed that construction prices, led by increases in material costs, have been escalating at unprecedented rates. Looking at the demand side, fixed asset investment in construction and building services installation works has been growing steadily at a rate of 25% per annum in the last 5 years, despite control measures introduced by the Central Government to cool the economy. However, the trend is showing signs of flattening and, following the world-wide credit crisis, the construction market may well slow down faster than expected.

The labour indices cover public sector construction projects only and reflect the change in wage cost borne by main contractors of public sector construction projects. Owing to the special arrangments widely adopted in the construction industry, the wage cost data probably also include elements like service charges and administration overheads borne to ensure that tasks are handled by the workers/companies with the appropriate skills. Hence, the labour indices may not reflect the wage received by workers in the construction industry.
