Nepal: Energy Savings for Maximizing Access

(Asian Clean Energy Forum) 4-5 Jun 2012, Manila Bodha Raj Dhakal Project Manager Nepal Electricity Authority

Presentation Outline
Energy Access and Scenario in Nepal
Key considerations

Focus on Lighting solutions for energy saving NEA and its efficiency program

Focus on Bottom of Pyramid consumers

Energy in Nepal at a glance

Generation, About 15 Million ansmissionTr people Authority for and Distribution through Grid network.

40 % ( more than 12 Million) Population have no Access to Electricity

Off-grid consumers are served by Solar or Microhydro

System is predominantly Hydro( ROR Type) No coal and natural gas resources
NEA is a Vertically Integrated Utility responsible for Generation, Transmission and Distribution

COMPARISION

Power and Energy Scenario in Nepal

Generation Consumption

Key reasons for Supply-Demand Mismatch

(a+b) Wastage forms a big chunk of consumpt ion.

Demand is escalated by

a) Inefficient Energy Lighting, Appliances

b) Theft/ pilferage ( to the tune of 25%)

c) Demand growth is 10% or more

Supply is limited by Ageing Run-of River type ( which are seasonal) Addition of power in the Grid annually is 5% or less.

Access for more people

Design of CFL Program (I) and outcome

Urban- focused CFL Program More than 600 Thousand CFL distributed in Kathmandu valley and some urban areas outside Kathmandu from Govt. own funding. Post Evaluation done by the World Bank found that

Average demand saving = 24W per CFL Average energy saving = 23 kWh/year/CFL Average CFLs per household = 3.15
From this saving in capacity and energy, we could electrify 20,000 households more. Observations

Market Transformation and now people buy CFL on their own to save electricity bills.

ADB funded CFL Program(II) Design

Rural focused CFL Program

About 750,000 CFL will be installed mostly in rural areas with no cost to the consumers.

IBs will be collected and safely disposed.

Saving from the Program 7.5 MW of capacity 20 GWh energy

30,000 More households will have access to electricity

Program Benefits

Access to Electricity for more people less captive plant by consumers Low electricity bill Market transformation to CFL Loss Reduction

Extending Energy Access for BOP through Efficiency

Awareness/Advertising Availability and Affordability:The more

Develop programs to educate/aware consumers about the use of EE lighting and appliances. (People are ignorantly profligate).

BOP

A I A P

Efficient lighting and Appliance are available at affordable cost , more people buy and the more sustained the business becomes.

More Access from Saving: Saving is used for more electrification or can be utilised for other productive end-uses.
