On Nov. 25, 2009, executive meeting of the State Council announced that we will reduce carbon emission per unit of GDP by 40-45% compared with 2005 level. In REPORT ON THE WORK OF THE GOVERNMENT in 2010 and 2011Premier Wen Jiabao pointed out that the smart grid construction should be strengthenned in rows.
On Mar. 16. 2011, the Twelfth Five-Year Plan for National Economic and Social Development of the Peoples Republic of China indicated the development of ultra-high voltage, high-capacity, high-efficiency and longdistance modern transmission technology and the improvement of smart grid construction based on advanced information, control and energystorage technologies

Outline
Development strategy of Clean Energy The state strategic target by 2020 is to limit the carbon emission under 9.5-10.4 billion tons. A reduction of 6.9-7.8 billion tons is needed.
It is expected that, after the strong smart grid construction is completed in 2020, A carbon emission reduction of 738 million tons will be done in the business area of SGCC, which is 9% 11% of the carbon reduction target and 24.2% of the carbon reduction potential of power industry.

Saving capacity investment 4 billion Reduce the cost of power generation 0.15~0.24 cent/KWh Create investing opportunities in renewable Reduce the transmission loss of 7 billion KWh Improve asset utilization Offering various services
Saving power consumption Reduce outage cost Improve the power quality
Optimize the engineering design and management, improve the intelligent level of electrical network, rational control of the project cost, maximize the social, environmental & economic benefits of Smart Grid. Expected in 2020, the benefit of grid network approach3.2 billion per year, and the social benefit is about 28.4 billion per year.

By the end of 2011, the grid-connected wind generation capacity reaches 43.93 GW in the business area of SGCC. The integrated wind power has account for more than 10% of the Unified dispatching capacity in several areas like Inner-Mongolian, Northern Heibei, Gansu, Jilin, Heilongjiang, Liaoning and so on.

Demonstration Projects
SGCC has carried out 2 groups of pilot (demonstration) projects, totally 21 categories or 228 items. The pilot scope covers 26 provinces in china. The projects technically contain all the 6 facets. All these projects have been completed . In 2011, the new pilot projects, including 9 categories or 33 items, have been started.
