Mission and Strategy


MISSION

ETA GIS Division will serve all the division of ETA-ASCON group for their GIS
and Engineering services need for their daily activity by having main supporting
hub in INDIA with an onsite support for all its clients at required sites. The firm
will initially grow with its parent concern group of companies. Then it will
gradually grow by serving middle- east, America, Europe and Indian market by
having India as major supporting hub and other low cost Asian destination.

Strategy

The firm will succeed in the market place through aggressive pricing and
innovative contracting. It will offer its clients more for their money than the
competition. The emphasis will be on substantial price advantages due to low
cost supporting hub.

An increasingly competitive environment requires companies to equip their


work forces with real-time and advanced technology tools for an enhanced
industry best practice and processes to make work force more productive. In the

Team Initially will be concentrating in INDIA for PILOT PROJECTS. Then based

PROJECT METHODOLOGY and PRICING


Data collection
The detailed map of Dubai city and other city’s of U.A.E. With the
scale of 1: 500 m will be collected. It contains all the details about the Major
roads, Minor roads, Streets, Rivers, Airports, Hospitals, Police stations, Mosques,
Post offices and other details defined by clients like dustbin points, construction
sites, and showrooms. By using GPS Points are collected etc.

Digitization
All the features are digitized from the scanned map by using GIS software.
Roads, Streets and other features are digitized as line, River as polygon and all
the other features as point.

Editing
All the errors (Overshoot, under shoot, Slivers and Spikes) are rectified by
using GIS software and Topology will be built.

Labeling and Annotation


All the Line, Point and Polygon features are labeled individually by using
GIS software.

Projection
The final map is projected by using the values of GPS to transform the
digital map in to Real world coordinate system. This will give the length of the
line features and the area of the polygon exactly compared to the real world.

Final Output
The final output will be given in the format of Shape file as soft copy also
hard copy.

Testing
Testing the Applications on OFFSHORE as well as ONSHORE.

Implementation and Maintenance


Implementing the Applications INTO clients systems. Maintaining the
applications and updating new data’s when ever their change occurs, like new

PRICING FACTOR

GIS solutions are based on two types STATIC and DYNAMIC. Pricing factor is
based on MAN hours. Some projects will be conversion like raster format to
vector format example are IMAGE PROCESSING.

For a Dynamic based application like vehicle routing and locating example
would be division like CARS TAXI, ZENNATH TRANSPORT, WATSE
COLLECTION, T & S monitoring shipping movement.

The following rough calculations is for a city with size of 172 sq.kms
We need city map on client derived Scale likes 1:10000, 1:1000 or 1:500
Conversion of MAP (Raster to Vector) =300 Hrs (depends upon area)
Then we need to take GPS surveying = 100 hrs (client derived points)
Quality control and Map Projection = 75 hrs
Customization the software (Online / off line) = 350 hrs
Total = 825 hrs*10 US $ = 8250$ * Rs 45 = Rs 3, 71,250

STATIC project are Mapping and Analysis work. The final out put will be like
giving printout of analyzed MAP. Division like JOINERY, PROFILES and
MARBLES can be a good example. The purpose would be like mapping their

Background

Since ETA-GIS involves giving solutions and services to all its Parent Concern. It
needs a low cost destination with quality service’s India is one such location by
all means

Head Quarters and Register Office Function

The primary goal of the division is to serve its parent concern situated in U.A.E
The head quarters will be at Dubai ,also Dubai is one of world’s most happening
“BUSINESS HUB” which help ETA-GIS in many ways to reach wide area of
global market in order to demonstrate its DOMAIN expertise. People who will
be located in headquarters are Operation and Business development manager
(who will also be visiting development location constantly) and he will be
involved developing marketing strategy and implementation process for BPO
and EPO functions. Few GIS analyst who will be doing SYSTEM study (Initial
phase) and also taking care of maintaining GIS applications after implementation
they will also be moved if there is any trouble shootings need at client location.

Management and Staffing


Manager Operations and Business Development
Role: will be in charge of all start up and operation activity for GIS, EPO and
BPO Functions and also Business Development activity starting from research to
developing prospect and establishing relationship with client and closing deals
with target prospect.

M.S.S.Mohamed Niyaz is a B.Sc Computer Science graduate completed in 1995 at


MADRAS UNIVERSITY. After the graduation, he joined his families run
Business Building Materials Trading and Construction as a partner. Then joined
in MECOSOFT-GIS as a Marketing Executive based on the Performance he has
been promoted as Sr. Marketing Executive he totally served MECOSOFT-GIS for
4 years. The company was unable to adapt rapid transformation (Y2K & E-COM
BUST) happened in the market place so it had shut down. Then got an opening
at HCL Technologies BPO as a Pre-Sales Executive for BPO Division. Which is
the 5th largest IT Company in INDIA and 3rd Largest BPO Company in INDIA.
He worked for around 1.9 years, learned about company behaviors and their
spending activity on IT and ITES segment, Like Building prospect along with
information of their current service provider. Also worked with major clients like
SBC YAHOO, BRITISH TELECOM, VOADO Phone and OFFICE DEPOT on
Voice Projects and MAPPING outsourcing Requirement. Then got an opening at

CONTINGENCY PLANS
Human Resource
Initially the ETA-GIS will hire only 2 GIS analyst after doing the complete
system study at UA.E(duration is 3-4 months ) then it will hire one Project
Manager, 3 or more GIS analysts and 10 digitizer based on the requirement, this
is will help to bring down over head cost.

Hardware
Initial stage just 2 laptops, one work station and one GPS is needed. At the time
development phase, we can buy more workstations and other required hardware
in India.

Software
Initially we can use all open source software available for free. Once the
organization start-getting project’s other that ETA-ASCON group we can buy the
software as per client requirements.

Location
At initial phase, the company required just 500-1000 sq.ft space in Chennai to
accommodate GIS analyst and digitizer. At Dubai it just needs a space to
accommodate just for 3 people, which can be avail from either ASCON HOUSE
or any space near to ascon house.

Financial Projection (only for GIS Units)


This financial projection is built up based on assumptions of getting projects
from parent concern and other Group companies. Before we process the
Financial Projections lets look at some of the crucial point required to calculate
the figures, which are to be populated in work sheets. GIS is already used in
Division like PPD for their project implementation. Also division like CARS,
which is expected to have GPS, based operations. The rules and regulations for
setting up a GIS unit is not known in U.A.E. The local market price for Data
Conversion, Gis solutions is not known. The Hardware and Software used by all
Engineering division is not known. The no. of people working for each
Engineering division is not known. Aim of this Plan is to integrate all
Engineering Division’s Design activity into EPO and merge with GIS division
and form a company called ETA-ENGINEERING TECHNOLOGY SERVICES.
The financial projects based on projects for all the division for only one city not
whole U.A.E. because the presence and operating function changes division to
division. Based on the requirement we can either give a approx projection or
accurate. This GIS Division purely depends upon the business from parent
concern groups (PHASE 1). Hence the predication can be given but an approx
figures is impossible at this stage. The TOTAL Human Resource to be requited
will be purely based on client’s requirement and project size (no. of cities). Even
machinery and traveling cost belongs to the size of project. The size of the office
space is purely depends upon no. Of people working and the equipment to be
placed. All the projects are calculated with person-hours. Some projects required
GPS to be placed on the vehicle. GPS to be treated as an asset, which is not
calculated in these work sheets. The reason is numbers and the price is not
known in U.A.E. Hence this projection consist of assumption of getting projects
based on man hours around 40,000 year 1, 30000 year 2 , 60000 year 3.

Hence this projection neither incomplete in terms of finding fact’s and figures
nor complete in terms of finding every division requirement. Once after
analyzing each division requirement we can arrive a final costing for each project
and based upon this, we can provide a complete FINANCIAL PROJECTION
