The house project was a collaboration with Vaught Frye Larson Architects out of Fort Collins, Colorado. This is the first house in Southern Crescent, a community being developed by the Commonweal Conservancy in the Galisteo Basin Preserve. The other Santa Fe projects on the tour are the Balance Project, 928 Shoofly Street; the Willow/Kalin Residence, 11 Price Ranch Road, by Klaus Meyer, EcoHouse; and Rodneys Geothermal Solar Electric Home, 4 Gavilan Place, by Faren Dancer, Sundancer Creations Custom Builders. The remaining 16 houses are in Albuquerque, Rio Rancho, Tijeras, Algodones, Cochiti Lake, Ojo Caliente, Ranchos de Taos, and Arroyo Seco. Appraisal procedures: broken!


For decades, when a home was purchased, the mortgage company simply called a licensed New Mexico appraiser and with the aid of current sales comparables, the value of the home was determined. That was the old tried and true way of doing business. But, as usual, what is not broken, the government immediately tries to fix and for the past several years all concerned with the purchase of a home have faced the current appraisal nightmare. Bureaucracy has become the name of the game. Realtors and mortgage companies can no longer order appraisals directly from the licensed appraiser, nor can they discuss the property with the appraiser. Appraisals are ordered by an entity known as an appraisal management company (AMC). This is how it works. A buyer contracts to purchase a home and chooses a mortgage broker to help obtain a mortgage. The AMC receives the appraisal order from the underwriting department. After some delay, the order is sent to one of the appraisers on the panel of appraisers, on a rotation basis. The appraiser contacts the Realtor to make an appointment to inspect the home. After completing the appraisal, a report is sent back to the AMC for review and then back to the underwriter for further review. This process is very slow at best. But that is not the worst part. The worstcase scenario consists of the hiring of an appraiser from a far-off city. The AMC gets paid a portion of the fee normally sent to the appraiser. The appraiser does the work quickly. Being responsible to none of the parties in the transaction, the appraiser is not too concerned about the quality of work and sometimes produces an inaccurate report. There are many very well-qualified appraisers in the Santa Fe market. They work hard and produce excellent work. If we could only choose these appraisers for all home sales, like in the good ol days. Yes, in some cases the old system was abused, as happens in any system. The appraisal procedure has become a weak link in the real estate financing process. It frustrates mortgage companies. Realtors and their clients hold their breaths until the appraisal is completed and fear some inaccurate value that will harm the purchase transaction. This is an important issue and a very real problem. Will it change? Who knows? In the meantime, my message to all concerned in the purchase of a home is to be patient and prepare to work closely

Tanks can be beautiful


The award-winning home of Frank Herdman and Alice Temple proves that rainwater catchment tanks can add both beauty and functionality to a homes design. Frank and Alice fell in love years ago with their Casa Solana neighborhood. They bought a fixer-upper Stamm house with poor natural lighting, low ceilings, and a small, broken-up floor plan and turned it into their dream home with natural lighting and a thoroughly contemporary design. The home was recently awarded the grand prize in the Excellence in Remodeling contest sponsored the Santa Fe Homebuilders Association. The remodel required updating the electrical and plumbing systems, as well as adding skylights, flooring, natural wood cabinets, a redesigned kitchen and living room, as well as a portal to seamlessly expand the indoor space to outdoors. As part of this major renovation, Frank and Alice wanted to add rainwater collection, but instead of hiding it, they decided to make it an integral part of the architectural design. With new Galvalume gutters and downspouts installed as part of the remodel, a galvanized tank was a perfect complement to the design. The tank was installed to be visible from the street and the yard. This greatlooking yet simple solution harvests rainwater off the house for plants nearby. include the painted one at the Santa Fe Childrens Museum, metal tanks outside Lowes and the southern Sunflower Market and the one installed at Good Water Company. Frank and Alices cistern is three feet in diameter and eight feet tall, and capable of holding more than 400 gallons of water. In the winter, a drain valve can be left open so that water drains out of the tank and doesnt cause freezing problems. The tanks galvanized lid matches the rest of the system. All the major components are installed inside the tanks so nothing shows but the outlet. The metal cistern is a perfect match for the new contemporary look of the house, says Frank. And we now get easy access to more water than we used to capture in two small rain barrels that overflowed and created either a muddy mess in the summer or an ice rink in the winter. The owners get lots of compliments on the system. All in all, the cistern is a perfect combination of water conservation and aesthetic enhancement for the home. The resulting system was quick to install, relatively inexpensive (that is, more expensive than a plastic tank, but

much less expensive than a custom tank), maintenance-free, and will provide many years of free rainwater to be used on the propertys natural landscape. It saves municipal potable water and the energy associated with producing and delivering that water. The owners agree that it makes a beautiful addition to their homes design and keeps their gardens happy while being kind to the environment. ere is one of the most outstanding properties seen in the Santa Fe marketplace. With a $12 million price tag, its obviously something special, but its best attribute is that there is nothing ostentatious; rather, the amenities, and the finishes and overall feeling, are rustic and fine. 5200 Old Santa Fe Trail is a bit south of the Zia Road intersection and next door to Sol y Sombra, the last home of Georgia OKeeffe and since 2000 owned by Microsoft cofounder Paul Allen. Inside a pair of white gates, a long driveway winds through healthy pion pines into the lovely property. The main house entry is framed by more than a dozen aspens; nearby are flowering honeysuckle plants, carefully cultured over the decades and now about 20 feet tall. The main house has been expanded and remodeled since the original structure on the site, believed to date to the 1940s. Todays version is 10,000 square feet with three bedrooms, six bathrooms, and three offices, with six indoor fireplaces of simple, handsome design. Glossy, luxurious, hard-troweled plaster adorn and protect the interior walls. The floors in the living room and dining room were constructed with Italian stone roof tiles. In the living room, the ceiling has latillas set herringbone-style on vigas. The thick, double-adobe walls yield very deep sills at the bases of gracefully arched windows. Indigo-blue cabinets enliven the gourmet kitchen, which is equipped with Sub Zero refrigerator and cooling drawers, a Viking range with six burners and a griddle, a Kitchen Aid ice maker, and twin Viking dishwashers, plus a kiva fireplace. The master-suite bathroom boasts floors of pillowed marble, a steam shower, and a big, deep tub in marble it sounds opulent, but the feeling is a simple, solid beauty. Adjacent is a huge dressing room with cedar-paneled walls and a large, marble-top island. The master suite has its own washer and dryer. French doors in the master bedroom opens to the central courtyard rich with thyme growing between pavers. The two water features have custom copper covers to prevent evaporation when not in use. A stairway to the second floor is anchored by a custom railing decorated with spurs. The main feature upstairs is a large, carpeted home theater. This property holds evidence of the 19thcentury Santa Fe Trail, the trade route that linked the city (part of Mexico until 1846) with Franklin, Missouri. Antique nails and other hardware items found on the land are framed in a display box inside the house. Dutch doors lead to the wonderful front portal opening onto a semicircular lawn. What Realtor Christine McDonald called a million yellow and red roses werent yet flowering on our visit, but well-tended landscaping was everywhere in evidence. Nearby is a swimming pool with bathhouse ready for entertaining. No corners were cut in the two-bedroom guest house, which has viga ceilings, floors of quarter-sawn oak and plastered walls. Likewise the caretakers house attached to the barn. This is a horse property complete with paddocks and exercise and riding arenas, large stables with in-floor heat and oversized stalls for eight horses; on one end is a foaling stall where the owner (who wished to be anonymous) reared Palominos. Los Pinos Ranch celebrating a hundred years

Once a popular trend in western touring and adventure, the guest ranch of the late 19th and early 20th centuries is becoming a relic of times past, according to the New Mexico Register of Cultural Properties entry on the Los Pinos Guest Ranch in Cowles. It was once considered an exclusive resort. Among the ranchs early guests were writers Charles Fletcher Lummis and Erna Fergusson and physicist J. Robert Oppenheimer. One woman, in a guest register from 1987, states that she never expected to hear five or six languages at the Los Pinos dinner table. This year the ranch is celebrating its centennial at least the 100th anniversary of Amado Chaves building of his Cowles summer home, which is now the lodge at Los Pinos. My dad, William McSweeney, bought the ranch from the grandson of the original owner in the winter of 196465 and we moved in that spring, said Alice McSweeney. Since then Ive worked here every summer but two. Its my brother and I that own the ranch. Bill is the wrangler and Im the chef. As far as I know it was a guest ranch since 1923. It could be a little earlier, but the earliest guest register Ive seen is from that year. Chves built his summer home on a Pecos River parcel adjacent to the homestead lands of the Windsor and Viles families, according to Alice McSweeneys 1998 nomination of the property to the Register of Cultural Properties. Educated at St. Michaels College in Santa Fe and the National Law School in Washington, D.C., he was known as the father of New Mexicos rural schools. He was a member of the Territorial House of Representatives (1884) and served as First Superintendent of Public Instruction (18911897) and as mayor of Santa Fe (1901-1903). He and his wife, Kate Nichols Chves, were the parents of Amado Jr., Katherine, and Consuelo. Katherine lived until 1961 and was the longtime manager of Los Pinos. The ranch was inherited by Consuelos son Amado Chves Summers; he and his wife Ruth ran Los Pinos for a few years before selling it to William and Alice McSweeney. The style of its log buildings shows evidence of the ranchs Spanish origins and is compatible with the high mountain environment, say the Register papers. The lodge was remodeled in 1937, with two wings added, but many of the panes in the building windows are the original glass. The interior walls exhibit precise chinking of cut-to-fit aspen. Chves built five cabins like the main house using aspen logs as guest accommodations, probably about

1923 to 1937. Six other buildings have been used for storage, firewood, livestock equipment, blacksmithing, and bathrooms. Visitors enjoyed relaxing in the mountain environment, fishing, perhaps hunting, and definitely hiking and horseback riding. At Los Pinos, theyd take pack trips into the Pecos Wilderness, Marc Simmons recalled in a recent interview. It was a short season because its so far up, but it got a lot of use before the snow flew. Simmons was the wrangler at Los Pinos in 1964, just before the Chaveses sold it to the McSweeneys. Before that Id been cowboying down on the San Agustin Plain on a great big ranch and in 1959 or 1960 I was up on a hardscrabble ranch in the Medicine Bow National Forest in Wyoming. Each place was very different, with different kinds of experiences, which is what I wanted. Amado is now 80. I didnt know him before I took that job. He was actually working for the phone company in Santa Fe at the time. I cannot remember if I knew then that he was the great grandson of Manuel Antonio Chves, El Leoncito or The Little Lion, who I wrote about in my 1973 book The Little Lion of the Southwest: A Life of Manuel Antonio Chves. He was the hero of the Battle of Glorieta and he led a volunteer regiment as a lieutenant colonel at the Battle of Valverde down south of Soccoro. McSweeney, who divides her time between Los Pinos (which has a Terrero address since the Cowles post office closed) and her house in Glorieta, said the riding aspect is more difficult than it used to be because of insurance and the lack of pasture and just the difficulty finding horses that are good with all kinds of riders. The riding territory is beautiful, the 15.5 acres of Los Pinos abutting the Santa Fe National Forest. We once had 20 to 25 horses and mules. Now we have just four or five horses. Today we offer a mixture of hiking, riding, fishing, eating, birdwatching, and hanging out. This is a place for getting away and relaxing. We have lots of deer, chipmunks, golden-mantled ground squirrels, the occasional elk, bear, bobcat, and weasel, and lots of

birds, including dippers, hermit thrushes, and all kinds of warblers and kinglets and nuthatches. One of the highlight activities is the fly-fishing on the Pecos River, which runs through the eastern edge of the ranch, and on tributaries of the Pecos. Four of the five original cabins are in use today. Each one has a private bath, a wood-burning stove, and a front porch for settin. Telephones and televisions are not found on the ranch, but books about local history and the natural world are available in the familys library. The number of guests has certainly declined over the past 47 years, McSweeney said, but the ranch is still enjoyed by a steady stream of couples, singles, and groups, including family reunions. People stay from two nights to 10 days. The rates are

per day per person because we serve them all their meals. Dinner is four-course and that includes a fruit cup, a salad, fresh-baked bread, and a chicken, pork, lamb, or salmon entre; then coffee, tea and dessert. Breakfast also is served in the lodge dining room. Lunches are packed daily for trail and stream-side picnics. Rates for Los Pinos Ranch are $140 per person per night, and there is a two-night minimum. Children age 5 and up are welcome; child rates up to age 14 range from $45 to $75. Guided horseback trail rides (preceded by instruction on safe horsemanship and trail etiquette) range from $50 for one hour to $150 for a day. The ranch is open through Sept. 30. Investing in real estate


Everyone seems to agree that were in a buyers market. Interest rates remain at historic lows. Prices are attractive in many markets, sometimes including distressed properties. If youre searching for investment opportunities, you might consider joining the ranks of an opportunistic group eager to take advantage of todays conditions: real estate investors. Investors are a unique group, holding a different mindset than consumers purchasing a primary residence. Investors are interested in a spectrum of residential properties, including single-family homes, condos, townhomes, and small multi-unit properties. Previously, investors were attracted by the opportunity to make a quick profit by flipping properties. Now its more likely to be a buy-and-hold strategy, often driven by value-picking among distressed properties. Strong rental rates have also benefited investors. But that doesnt mean realestate investment opportunities will evaporate once the housing market rebounds. There will always be an opportunity for investors to make money, regardless of what state the real estate market is in. The biggest difference between investors and regular buyers is an objective mindset. Consumers shopping for a home may be constrained by hard numbers like household income, but they are also more likely to make decisions based on emotions. After all, this is where they plan to live, and it has to feel right. Investors, on the other hand, want to make sure the numbers add up. They need details on current rental rates, comparable property prices, taxes, maintenance fees, and other related expenses. This is where a Realtor comes in handy. Four broad components should be included in the analysis: Cash-on-cash returns rental income versus operating expenses, relative to the amount invested; Tax implications incentives for property owners and future sale considerations; Amortization paying down the mortgage, if not a cash purchase; and Appreciation any gains (or losses) in purchase price versus future selling price. Some of these numbers are easier to estimate than others. Investors also need to factor how much time and money are needed to get the property rent-ready. New carpet and fresh paint are common expenses. But any major repairs or replacements can add up fast and create costly delays. After all, an investment property only earns money if a paying tenant resides in it. Each day it sits empty detracts from its earning potential. Smart investors also build a cushion into their analysis to allow for unexpected costs or delays.

In 2011, Dahl Lighting Showroom sold more ceiling fans than in the past six or seven years. Were doing well. We should have a good one this year, too, said Lorenzo Mascarenas, who has been on the Dahl sales team for 18 years. Its supposed to be a warm year and when its warm and sunny, fans sell well. Another factor came into play last year. Smoke from forest fires notably the Las Conchas Fire, New Mexicos largest wildfire ever resulted in more people buying fans, he said. The reason? Swamp coolers will bring smoky air in from outside. A good ceiling fan creates a cooling breeze. Dahl has a good variety, among them the Monte Carlo selling for $189 and a stylish Minka-Aire model that was marked down from $328 to $230. Whats selling these days? We find more people buying fans with clean, classic, simple lines, Mascarenas said. Judith Reeder, who owns Allbright & Lockwood with her husband, Arthur, agreed. Generally, people want simpler fans. We have lots of what I would say are transitional Santa Fe: a little bit of rustic mixed in with a contemporary or industrial spin. We have some in the Hunter Prestige line that fit that bill. Hunter is one of the oldest companies. It makes one of the quietest, oil-bathed fans, completely reliable. Although Arthur and I think Craftmade, another old company, has the best motors. They run forever. Is there an ideal number of blades? You see a lot of fans with three or five blades, and the new Minka-Aire Wing is a contemporary standout with just two. The angle of the blades and the distance from the ceiling the farther away the better and the motor are more important than the number of blades, Reeder said. So you should just buy a fan that you like the looks of, and that fits (even obliquely) into your decor. The Artemis from Minka-Aire is a sculptured beauty, and its almost $700. On the more affordable end is the the Craftmade CSL, a workhorse that Reeder said is a great bedroom fan. It comes in many different finishes, or you can also get it unfinished so you can stain it to match your ceiling. And driven by the California market, many fans are EnergySmart-rated with fluorescent capabilities, she said, adding that she doesnt personally like lights on fans. People in older houses sometimes need the light, but we try to keep it to a minimum. We have some ornate fans but we dont sell a lot, because in Santa Fe the ceiling is the story. A lot of times it is nice to have an uplight that shines an indirect light on a beautiful ceiling and accents the room. Why do people buy? People get hot and they order a fan. They take out a ceiling light and they put in a fan. Allbright & Lockwood works with architects, designers who come in with clients, and just people off the street, and people from all around the country who come to Santa Fe to shop. Paul Weideman

In a recent conversation with developer Alan Hoffman, Natural Homes, he spoke of the good sense of using skylights that open, cooling the house through thermal siphoning. Gabe Apodaca, part-owner of Insulite Skylights LLC, said, It works as a chimney to exhaust warm air in the house. But even in situations where operable skylights are impractical, they can help cool the space as well as light it. Insulite has teamed up with another Santa Fe company, Aerolenz, to manufacture and market skylights filled with a high-tech material called Lumira aerogel. Its billed as the lightest and lowest-density solid on the planet by the Cabot Corporation. Its been around for more than 70 years, but has only been commercially available for seven or eight years. Its amazing, said Bill Kurtz of Aerolenz. Its 95 percent air, and its made out of silica, so its very green. Insulated skylights have higher thermal resistance to heat transfer. So in the winter the warm temperatures inside the building dont transfer (leak) out as easily, and in the summer the warm temperature outside doesnt transfer in. These are the same thermal resistance characteristics, Kurtz added, that are valued in foam, cellulose, and other good building-insulation materials. Skylights filled with Lumira aerogel admit a soft, opaque light and they offer six times more insulation value than traditional skylights. Insulite, which was started in 2002 as Santa Fe Custom Skylights, uses a high-efficiency oven for shaping acrylic and can do skylight panes up to 100 inches square. These aerogel units are great for replacement skylights or new ones on an existing building, to brighten up a room, Apodaca said. Also, the older ones can also have air infiltration, so its a big improvement for several reasons. P.W.

Lets start off with some hip updates


Darlings, I do apologize for skipping out on you last month. I hated to do it, Creampuffs, but sometimes a girl just has to be a little selfish and think of herself for a change. My good friend Deborah Bodelson (Santa Fe Properties) had called me a month or two earlier to tell me that she was having a hip replacement, and then she had it, and she was so excited about the results that I decided to have one, too. Sort of like the celebrities of today who are so excited about having a baby that their friends decide to have one, too. We all know how that goes when someone trendy decides to do something, then what they do becomes trendy, and other people follow. Wildflowers, Im thankful that Deborah opted for a hip replacement instead of a baby. Within a few weeks after her surgery, Deborah was on a flight to Italy for a month. I, on the other hand, was not quite so lucky. Lets see, Pumpkins, it went something like this: Ms. Talbott, the good news is that you have a new hip. The bad news is that we broke your leg in the process. It will heal, but you cant put any weight on your right leg for the next eight weeks. Well, you can imagine, Cupcakes... there went my dance vacation and in went my order for a shiny new aluminum walker. Dearest readers, I must admit that this protracted period of recuperation was not all bad. It gave me the opportunity to experience the generosity of friends. I was also the recipient of help from people whom Id never known before. (As Blanche Dubois said in A Streetcar Named Desire, I have always depended on the kindness of strangers.) Propelling myself around on a walker definitely improved my upper body strength (although I doubt I look as good as Michelle Obama in sleeveless dresses - yet); and it gave me plenty of time to watch old movies on TCM in the sleepless hours of the early the morning. (When was the last time you saw a 9-year-old Ron Howard starring as Eddie in The Courtship of Eddies Father? And enjoyed

it??) However, as exciting as all that has been, the best part of May was traveling down to Hondo (in Lincoln County) to meet up with some Santa Fe friends for a wedding celebration. The famous artist and designer Alice Warder Seely and the infamous Santa Fe Dave, David Hall, finally decided (after a very long-term relationship, both business and personal) to do something uber conventional: get married. Wait, Petunias, now that I think about todays marriage statistics, maybe getting hitched is becoming uber unconventional. Which would make more sense in Davids and Alices case. Conventional is a word never used to describe them. About 20 years ago, David and Alice moved to Hondo. Their first jewelry factory for producing Alices designs was in their home. Today, their jewelry factory is in a converted gas station across the road from their commercial iris farm, which can be viewed from the deep portal of their gallery where people come from all over to buy Alices designs - jewelry, original paintings, hand-embroidered tapestries, pillows, and rugs - as well as other intriguing objects imported from around the globe. And iris, naturally, a staggering variety at that. Yes, Possums, the lush Hondo Valley has been enhanced even more by the creativity of these two. Alice thinks up her next lemonade stand, and David builds it. Okay, okay, enough. Rather than blab on, Im including lots of pictures so that youll get the picture for yourself. So long, Sweetpeas. Higher water, higher purpose


Long before we were here, it was here. Before the Anglos, the Spanish and even the first Native Americans, the Santa Fe River has existed since the beginning of time and is the primary reason why we reside here today. As the first winters snowfall began to melt from the windswept cornices of Lake Peak, so has water flowed and in its wake an abundance of life has followed. Ancient cottonwoods, wild rose, tiger salamanders, Woodhouses toads, and an array of mammalian species including foxes and raccoons all began to inhabit this 46-mile-long, verdant corridor that we call the Santa Fe Watershed. Recent times, however, have not been kind to the river. Since it was first damned back in 1881 up until just recently, the pressures of growth and industry have pushed our little river beyond its limits. Headed toward certain extinction, it was designated in 2007 by the environmental group American Rivers as the countrys most endangered river. But this familiar story of environmental degradation has not had the expected ending. Due to the hard work of many Santa Feans, in particular the Santa Fe Watershed Association, and the

leadership of Mayor David Coss, the hands of time are being pushed back and a living river has been reborn. On April 16, the City of Santa Fe breathed new life into the river by releasing water under the target flow ordinance in support of the Living River Initiative. The target flow, which is 1,000 acre-feet, is the adjudicated amount of water deemed vital to restoring life to the watershed. Over the last century the river has seen highs of 19,000 acre-feet to lows of 1,530 acre-feet, so the flow is adjusted based on seasonal variability of the snowpack forecast. This years forecast is 60 percent of average,

which means that 600 acre-feet will be the target flow. Where water flows, life follows, so in addition to providing us with over 40 percent of our water supply, the river can once again continue with its intended purpose of bringing life to the land around us. On Thursday, May 10, the agents and staff of Keller Williams and their friends at Stewart Title teamed up with the Santa Fe Watershed Association and dedicated the entire day to cleaning up trash and debris along the river. Its important to remind ourselves that there is always a higher purpose behind every occupation so every year Keller Williams has a celebration called Red Day. Red is the acronym for Renew, Energize, and Donate and on May 10 of every year the entire company, every Keller Williams office across the country, closes to perform community service. Locally, 51 of us collected, sorted and recycled over 237 bags of trash from the river. Nationally, we were part of the 192,000 hours of community service - thats 95 years of service - provided in a single day. In support of the vision of Mayor David Coss who proclaimed 2012 as The Year to Love Your River, we hope to see many of you out there treasuring our little river today and for many years to come. Drought declaration for the state


Governor Susana Martinez recently issued a drought declaration for the entire state. This is a formal acknowledgement of something we already know. Within the last year, 90 percent of New Mexico faced severe drought conditions and the 2011 water year (September 2010 to October 2011) was the second driest on record. Only the water year 1955-1956 was drier. In addition, Governor Martinez has established a New Mexico Drought Task Force, led by State Engineer Scott Verhines, to prepare for and mitigate against problems that occur as a result of drought conditions. The drought declaration and the task force will allow water authorities to access both state and federal funding. Some New Mexican communities - Las Vegas for example - have taken dramatic steps to reduce water consumption in homes and businesses. According to the National Oceanic & Atmospheric Administration (NOAA), May 2011-April 2012 was the warmest consecutive 12-month period on record in the contiguous United States. And temperature projections through July call for a greater than 50 percent chance of above-normal temperatures for New Mexico. Precipitation is more difficult to predict, but models call for equal chances of above- and below-average conditions through July. There is some encouragement that in April of this year La Nia conditions transitioned to neutral. Some climate models predict that El Nio conditions may develop. Voluntary water conservation to help reduce our gallons per capita per day (GPCD) from the current level of 105 plays an important role in Santa Fe waterplanning projections. This gross GPCD figure includes all water used in the city divided by the population. Average residential usage ranges from about 45 to 65 GPCD. It is estimated that we will have to reduce our gross consumption number from 105 GPCD to 85 GPCD by 2045.

The City of Santa Fe has four active supply sources and the 2012 projections are as follows: Buckman Direct Diversion, 50.9 percent; Buckman Well Field, 8.7 percent; City Well Field, 18.8 percent; and Nichols and McClure Reservoirs, 21.6 percent. The latter source consists of surface water processed at the Canyon Road Water Treatment Plant, which typically requires less treatment than aquifer-sourced water. The city has made significant strides in practicing the conjunctive use of water, or prioritizing the use of surface water over aquifer water, by increasing the use of surface water from 7 percent in 2002 to 21 percent in 2006 to 63 percent in 2011. Especially with drought, higher temperatures and even average precipitation in the forecast, we need to adhere to the recommendation by the Water Conservation Department to water three times per week. Under the current ordinance, this is only a recommendation. The days-of-the-week restrictions have been replaced by permanent conservation requirements; but the current ordinance specifies that, in order to move into elevated water restrictions, emergency conditions must exist. The current ordinance does not accommodate drought conditions. Admittedly, such conditions are difficult to define, but day-specific watering restrictions would be a step in the right direction.
