Mostoftheindustriesintheindustrialestatesarewaterintensiveandallofthemdischargingtheir treatedeffluentintoSabarmatiRiverthroughMegaPipeline,whichdidnotmeettheRiverNorms andresultsintowatercontamination. The Project Consist of Study of Revamping and preparation of detailed project report (DPR) including Designing, Engineering and cost estimation of six existing CETPs located at industrial estatesNaroda,Narol,Odhav(3),VatvaandnewFETPatPiranahavingthelatesttechnologyto recyclethewater/disposalinriver.AndStudyonadequacyofexistingConveyanceMain(Mega pipeline)ofindustrialeffluentfromNarodatoPirana. The purpose of the Project is to improve the quality of the industrial effluent and also final treatedeffluenttomeettheRivernormsinconsultationwithGPCBandKalpsarprojectandalso checkthepossibilitiestorecyclethetreatedwaterinappropriatemanner. EVALUATIONOFTECHNICALPROPOSAL Theevaluationoftechnicalproposalwillbecarriedoutonthebasisoftheirresponsivenesstothe tenderdocument,applyingevaluationprocessgivenbelow: BREIFDESCRIPTIONOFTHESELECTIONPROCESS: AThreeStageProcesswillbeadoptedforevaluatingtheproposal. STAGEI:PREQUALIFICATION: Initially, the applicant will be prequalified based on their details provided (For Prequalification requireddetailsattachedseparatelywiththeTenderDocuments).Prequalification,willbebased onsubmitteddocuments. STAGEII:TECHNICALQUALIFICATION In the Second Stage, those who are prequalified will be considered for Technical Proposal Evaluation.TheTechnicalProposalwillbeevaluatedasunder. In this Stage, there will be Technical presentation, which includes Study details Criteria / Parameter considered Technology considerations Approach Methodologies Adequacy of proposedmethodologyandworkplanstheretoetc.,beforetheEvaluationCommittee. The Evaluation Committee will give the Technical Points based on the presentation details and performancethereto.ForTechnicalpointconsideration,averageofallCommitteeMemberspoint willbeconsidered. The Points obtained during the Technical Presentation will be final points for further proceeding towardsfinancialBid. Basedonhighestscore,theScorewillbederivedandbasedonthescore,Technicalrankwillbe given.ForOverallScore,50%weightageofTechnicalqualificationwillbeconsidered. STAGE III: TheFinancialProposalwillbeopenedandevaluated.Basedonlowest&viablecosts,thefinancial score derived and bidder will be ranked accordingly. 50% weightage of Financial Bid will be consideredforFinalscoreconsideration.

MODEOFEVALUATION: TheEvaluationwillbeQCBS(QualityCostBasedSelection)Evaluation. I. NEGOTIATION: In case of Negotiation considered by the Authority, and the First ranked qualified Bidder is not willing/Agreeingtoperformtheactivities,thepreferencewillbegiventothenextone. ThefirstrankedApplicant(theSelectedApplicant)may,ifnecessary,beinvitedfornegotiations. ThenegotiationsshallgenerallynotonlybeforreducingthepriceoftheProposal,butwillbefor reconfirmingtheobligationsoftheConsultantunderthisRFP.IssuessuchasdeploymentofKey Personnel,understandingoftheRFP,methodologyandqualityoftheworkplanshallbediscussed during negotiations. A Key Personnel who did not score sufficient marks as required shall be replacedbytheApplicantwithabettercandidatetothesatisfactionoftheAuthority.Incasethe SelectedApplicantfailstoreconfirmitscommitment,theAuthorityreservestherighttodesignate thenextrankedApplicantastheSelectedApplicantandinviteitfornegotiations.

NOTE: The AuthorityreservestherighttorejectanyProposalwhichisnonresponsiveandnorequestfor alteration,modification,substitutionorwithdrawalshallbeentertainedbytheAuthorityinrespect ofsuchProposals. The Authority would subsequently examine and evaluate Proposals in accordance with the SelectionProcessspecified ApplicantsareadvisedthatSelectionwillbeentirelyatthediscretionoftheAuthority.Applicants willbedeemedtohaveunderstoodandagreedthatnoexplanationorjustificationonanyaspect oftheSelectionProcessorSelectionwillbegiven. To facilitate evaluation of Proposals, the Authority may, at its sole discretion, seek clarifications from any Applicant regarding its Proposal. Such clarification(s) shall be provided within the time specifiedbytheAuthorityforthispurpose.Anyrequestforclarification(s)andallclarification(s)in responsetheretoshallbeinwriting. IfanApplicantdoesnotprovideclarificationssoughtwithinthespecifiedtime,itsProposalshallbe liabletoberejected.IncasetheProposalisnotrejected,theAuthoritymayproceedtoevaluate theproposalbyconstruingtheparticularsrequiringclarificationtothebestofitsunderstanding, and the Applicant shall be barred from subsequently questioning such interpretation of the Authority. No Conditional Proposal Offer will be considered and in case found so, will be rejected and disqualified. This is applicable to all the submission i.e. PreQualification, Technical Proposal and FinancialProposal TheissueofthisRFPdoesnotimplythattheAuthorityisboundtoselectanApplicantortoappoint the Selected Applicant, as the case may be, for the Consultancy and the Authority reserves the righttorejectalloranyoftheProposalswithoutassigninganyreasonswhatsoever. TheApplicantshallbearallitscostsassociatedwithorrelatingtothepreparationandsubmission ofitsProposalincludingbutnotlimitedtopreparation,copying,postage,deliveryfees,expenses associatedwithanydemonstrationsorpresentationswhichmayberequiredbytheAuthorityor anyothercostsincurredinconnectionwithorrelatingtoitsProposal.Allsuchcostsandexpenses willremainwiththeApplicantandtheAuthorityshallnotbeliableinanymannerwhatsoeverfor the same or for any other costs or other expenses incurred by an Applicant in preparation or submissionoftheProposal,regardlessoftheconductoroutcomeoftheSelectionProcess.

TheAuthority,initssolediscretionandwithoutincurringanyobligationorliability,reservestheright, atanytime,to: (a) suspend and/or cancel the Selection Process and/or amend and/or supplement the Selection Processormodifythedatesorothertermsandconditionsrelatingthereto; (b) consultwithanyApplicantinordertoreceiveclarificationorfurtherinformation; (c) retainanyinformationand/orevidencesubmittedtotheAuthorityby,onbehalfofand/orin relationtoanyApplicant;and/or (d) independently verify, disqualify, reject and/or accept any and all submissions or other informationand/orevidencesubmittedbyoronbehalfofanyApplicant. The Authority reserves the right to make inquiries with any of the clients listed by the Applicants in theirpreviousexperiencerecord. In case any activities needs to be carried out as per the Technical Proposal, no extra Financial loadingwillbeentertainedintheFinancialBidvalue,itwillbepresumedfromverybeginningthat theConsultanthasalreadyincludedtheCostaspertheirTechnicalProposal. Alltheapplicantsshallabideandagreewiththeprocedureandanydeviationoftheapplicantfrom thiswillresultintodisqualificationandhavenorighttointerfereinanyway,asabidedandagreed withthisdocuments. FORFEITUREOFE.M.D. Iftheamountofsecuritydeposit,tobepaidwithintheperiodspecifiedintheletterofacceptance ofoffer,isnotpaidandagreementsnotsignedtimely,thetenderacceptedshallbeconsideredas cancelledandEMDpaidbytheagencystandforfeitedtoGCPC. PAYMENTS: 1) AllpaymentstotheconsultantshallbemadeofItemsorpartthereofexecutedspecifiedin FinancialOfferandinIndiancurrencyonlybywayofaccountspayeechequedrawnonlocal bank. 2) The payment of Item no. 1 to 3 of Financial Offer shall be paid after submission and approvalofthereport(PleasereferFinancialoffer).

3) Thefeesquotedshallbeinclusiveofalltaxes(Exceptservicetax),duties,Leviesandother charges imposed by statutory authorities which shall be firm, and there shall beno extra paymentevenifthetaxarrearsarerevisedoramendedinfuture. 4) TheGCPCshalldeducttheTDSforallpaymentsmadetotheconsultantunderthiscontract inaccordancewiththelaw.Howeverexemptionsand/orlimitationsforsuchdeductions,if soclaimedwithauthorization,maybeconsideredfor.
RIGHTOFGCPC: GCPC reserves the right to reject any or all offers of the bidders without assigning any reason thereof. None of the bidders shall have cause of action or claim against GCPC or its officers, employees,successorsorassigneesforrejectionofhisoffer. Tenderinoriginaldulydownloadedfromwebsiteshallbesubmittedbytheagencyduly signed & Dated on all pages, in token of understanding acceptance of the meaning containedtherein. GENERALCONDITIONS: 1) While preparing the designs and drawings the technical guidelines issued by CPCB/GPCBandrelevantIndianStandardsshallbetakenintoconsideration. 2) The rates for estimates shall be based on current rates of GWSSB/ R&B/ SSNNL/ IrrigationdepartmentSOR.Onlyfortheitems,whicharenotavailableinanyofGovt. SORS,i.e.fornonSORitems,currentmarketratesmaybetakensupportedbyrecent quotations and rate analysis. The market rates shall be restricted for items, to the extentofminimumpossibility. 3) Theconsultantshallhavetocarryoutdesignworksforanyotherrelatedcomponent evenifthesameisnotmentionedherein. 4) Allsubmissionsmadebyconsultantshallbein5copiesandasoftcopy. 5) Theconsultantshallberequiredtoseeandgetacquaintedwiththesiteandstudythe site conditions before giving their offer, before finalizing the designs, estimates and tenders. 6) Full responsibility for the structural designs and technical soundness of the project shallalwaysrestwithconsultantincludingBOQ.Thequantitiesworkedoutshouldnot varywhileexecution.Extraitemifanywillbetheresponsibilityoftheconsultant. 7) Theextentofconsultantsinvolvementisgenerallydefinedinthisscopeofworkand thebiddersareexpectedtoadheretothisoffer.Asmentionedinpreviouspages,the

consultantshallsubmitabouthisworkasinternationallyreputedconsultantsorshallhastieup with internationally reputed consultants. In this case the Consultants shall submit the letter fromtheInternationallyreputedConsultantagreeingfortieupwiththeofferer.However,if anydeviationisproposed,thesameshallbeclearlybroughtoutintheiroffer. 8) In the event of any dispute between the consultant and the GCPC, field officials, the decisionofEmpowerCommittee,comprisingof i. PrincipalSecretary,I&MDept.(Chairman) ii. MunicipalCommissioner,Ahmedabad(Member) iii. Director,Forests&environmentDept.(Member) iv. MemberSecretary,GPCB(Member) v. IndustriesCommissioner(Member) vi. MemberSecretary,GCPC(MemberSecretary) Shallbefinalandbindingtoboththeparties. 9) The GCPC reserves the right to split up the work and assign the works section to differentagencies/deleteanyitemofworkcontainedinthescheduleatthesole. 10) Incaseofdelayintimelysubmissions,thecompensationmayberecoveredlimitedto maximumof10%oftheconsultancyfees,at1%ofconsultancyfeesperweekdelayed. 11) Performance guarantee of 5% of the accepted offer amount will be released after 3 yearsorsuccessfulcommissioningoftheplant,whicheverisearlier. 12) Anyengineeringservicesrequiredformodification/rectificationoftheplantonnon achievingofthedesirednorms,willbecarriedoutatfreeofcostbytheconsultant. 13) GCPCreservestherighttoacceptorrejectanyoneoralltheofferswithoutassigning anyreasonthereof. 14) The Consultant is requested to furnish the details of works of similar nature undertakenbythemalongwiththescopeofwork,sizeoftheProjectandcompletion certificate.'C.V.s'ofTechnicalpersonnelshallalsobefurnished. 15) Thedetailedworkingdrawingsfortheprojectscomponentsshallbefurnishedbythe consultantinadvanceandmayberequiredtobeamended/alteredduringexecution basedofactualconditionsonsitewithoutanyextrapayment. 16) The activity chart with respect to time shall be submitted in form of the Bar Chart /CPM/PERTChartfortheproject.TheConsultanthastoofferBarchartforthevarious activitiesatthisjunctureandifagreeduponthisinprinciple;thesamecanbe furtherdetailedoutandelaborated. 17) In the event of any difference between figures and words, the amount indicated in wordsshallbetakenintoaccount.

AllthecostsassociatedwiththeassignmentshallbeincludedintheFinancialProposal. These shall normally cover remuneration for all the Personnel (Expatriate and Resident, in the field, office etc) accommodation, air fare, equipment, printing of documents,surveys,etc.ThetotalamountindicatedintheFinancialProposalshallbe without any condition attached or subject to any assumption, and shall be final and binding. In case any assumption or condition is indicated in the Financial Proposal, it shallbeconsiderednonresponsiveandliabletoberejected.
