Mientras la organizacin nacional no partidista EsTiempoDeVotar! busca aumentar la participacin democrtica de ms de 19.5 millones de hispanoamericanos que son elegibles para votar en los Estados Unidos, es bueno detenerse a pensar cul podra ser el impacto de que cada ciudadano de origen hispano ejerza su derecho al voto en las prximas elecciones. Qu puede pasar si descubren el verdadero poder del voto. El enorme crecimiento de la poblacin hispana est cambiando el mapa electoral de los Estados Unidos de manera drstica. Pero est claro que sin el ejercicio del voto no es mucha la importancia que pueda tener. Por todos es bien conocido que la administracin de Obama ha deportado el mayor nmero de inmigrantes indocumentados en la historia y, que durante su mandato, ha disminuido el nmero de personas que cruzan la frontera ilegalmente. Tambin es bien conocido el hecho de que la reforma migratoria prometida por el actual presidente se ha visto obstaculizada en el Congreso de mayora republicana. De los estados con mayor nmero de hispanos, cinco de ellos votaron por el Presidente Obama en 2008: New Mxico (46% de latinos), California (38%), Nevada (27%), Florida (22%) y Colorado (21%); otros dos lo hicieron por el Senador McCain: Texas (38%) y Arizona (30%). Combinados, estos siete estados suman 153 de los 538 votos del Colegio Electoral en disputa para alzarse con la presidencia de los Estados Unidos, 8 ms que en las elecciones anteriores. Si los hispanos vuelven a votar en una proporcin de 2 a 1 contra los republicanos el prximo noviembre, es ms que probable que el Presidente Obama se haga con la victoria en esos cinco estados. Esto, sumado a su xito casi garantizado en casi todos los bastiones tradicionales demcratas del Pacfico Noroccidental, los Grandes Lagos, el Medio Atlntico y Nueva Inglaterra, sellara su releccin sin mayores problemas. Pero dos aos de decepciones han erosionado el apoyo de la comunidad hispana al Presidente Obama. Ante este panorama, sera sensato esperar por parte de los candidatos republicanos que empiecen a cortejar al electorado hispano como lo est haciendo desde ahora Mitt Romney al airear un comercial en el que su hijo que habla espaol invita a los hispanos a votar por l. El peso del mensaje republicano se enfoca en las promesas incumplidas por los demcratas a la comunidad hispana y captar el voto de los hispanos de segunda y tercera generacin promoviendo el militarismo en la poltica exterior y la conservacin de los valores americanos. Hasta ahora las primarias se han llevado a cabo en estados en que la poblacin hispana no es determinante y por lo tanto el mensaje a ese electorado est casi ausente, aunque se han tocado temas que nos conciernen. Algunos candidatos han realizado gestos hacia los latinos en el tema de inmigracin, bien mostrando su apoyo a la disminucin de deportaciones que impliquen la ruptura de familias (caso de Newt Gingrich), bien mostrando su apoyo al Dream Act o propuesta para legalizar a miles de estudiantes indocumentados (caso del Gobernador de Texas Rick Perry). El reto, no solo para el Presidente buscando su releccin, sino para el que quede como nominado por los republicanos, va a ser lograr apoyo y aumento del nivel de participacin hispana, el cual es relativamente bajo con respecto al resto de la poblacin. Ahora que si de alguna frmula mgica dependiera y en verdad se lograra que participaran esos 19 millones de hispanos, creo que otra msica se tocara en el baile del nuevo presidente. Por eso pienso que desde ya debemos invitar, incentivar, empujar para que los hispanos que tienen derecho al voto entiendan que deben ejercer su poder y estn en el deber de cumplir con el reto histrico que esto implica. Ya lo dijo Obama: Slo hay que mirar a los datos demogrficos. Con los nmeros llega el poder poltico al crecimiento de la poblacin. Si los hispanos no votan, estn rechazando su poder poltico. While the national non-partisan organization EsTiempoDeVotar! (Spanish for Its Time to Vote) seeks to increase the democratic participation of 19.5 million of Hispanic-Americans eligible to vote in the United States, it would be a good thing to stop to think what would be the impact of each citizen of Hispanic origin exercising their right to vote in the coming elections. What could happen if they discover the real power of voting. The high growth of the Hispanic population is changing the electoral map of the United States drastically. But it is clear enough that without exercising the right to vote, its importance could be meaningless. It is a well-known fact that Obamas administration has deported the highest number of undocumented immigrants in history; and that during his mandate the number of illegal people crossing the border has decreased. It is also renowned that the immigration reform promised by the now President has been stopped by the Republican-majority Congress. Out of the states with the highest number of Hispanics, five of them voted for President Obama in 2008: New Mexico (46% of Latinos), California (38%), Nevada (27%), Florida (22%) and Colorado (21%); other two did for Senator McCain: Texas (38%) and Arizona (30%). Combined, these seven states add up to 153 of the 538 electoral votes competing to obtain the presidency of the United States, 8 more than in the previous elections. If the Hispanics vote again in a 2 to 1 proportion against the Republicans next November, it is more than likely that President Obama will emerge victorious in those five states. This, along with his almost guaranteed success in nearly all the Democratic traditional bastions of the Pacific Northwest, the Great Lakes, Mid Atlantic and New England, would easily seal his re-election. But two years of disappointments have eroded President Obamas Hispanic community support. Given the circumstances, it would be reasonable to expect from the Republican candidates to start to woo the Hispanic electorate like Mitt Romney is doing right now, airing an ad where his son (who speaks Spanish) invites Hispanics to vote for him. The heaviest portion of the Republican message is focused on the Democrats failed promises to the Hispanic community and in capturing the votes of second and third generation of Hispanics promoting militarization in foreign affairs and the preservation of American values. Up until now the primaries have taken place in states where the Hispanic population is not decisive and therefor the message to that electorate is almost absent, although there have been discussed issues of our concern. Some candidates have had gestures towards the Latinos regarding the immigration subject, demonstrating their support towards a reduction of deportations that imply the separation of families (Newt Gingrich) or showing their support to the Dream Act or proposal to legalize thousands of undocumented students (Texas Governor Rick Perry). The challenge, not only for the President seeking re-election, but for the Republican nominee, will be to achieve the support and increase in the Hispanic participation level, which is relatively low compared to the rest of the population. Now, if it would depend on a magic formula that would make those 19 million of Hispanics participate, I believe a different music would be heard in the new presidents ball. And that is why I think we should start to invite, encourage and push Hispanics with the right to vote to understand they must exercise their power and that they are obliged to fulfill the historic challenge this action implies. Obama already said it: Just look at the demographics. With numbers comes political power. If Hispanics dont vote, they are rejecting their political power.

Al recibir una nueva llamada ya David les respondi, yo no les debo nada; si quieren, vengan para ac que aqu los espero. El sujeto empez a alzar la voz y seguir con las amenazas hasta que David les dijo yo ya fui a la polica aqu y ellos te estn escuchando en este momento. La cosa tom otro cariz y diciendo usted no sabe lo que hace, Valds colg el telfono. Lo interesante de este caso es que el telfono de Valds el 213-784 4822 est operativo, como pudimos comprobar al discar nosotros mismos y lograr que se pusiera al telfono, pero, por supuesto, al enterarse de qu se trataba, nos colgaron. Para ese momento ya Martnez haba pagado cerca de 1.500 dlares a travs del servicio de envo a Lima Per, que bien puede darlos por perdidos, al menos que presente una denuncia y sta prospere. Sparza coment para El Tiempo Hispano que este tipo de estafadores sacan provecho del temor de las personas que no saben muy bien cmo son la leyes, por eso educamos a la comunidad sobre cmo verificar que un cobro sea cierto o no y a conectarlos con quienes pueden ayudar a no caer en este tipo de fraude. Finalmente Martnez dice, yo aprend mucho de esta experiencia, quizs yo perd mi dinero, pero espero que otros se enteren y sepan que es posible evitar dejarse, que no se puede pagar nada sin verificar, que no hay que tener miedo, que hay quien te puede ayudar.

Beware of Phone Frauds
A Guatemalan couple that lives in the southern part of the state was defrauded for more than $1,500 through phone threats
>El Tiempo Hispano On Monday December 12th Mara Martnez received a phone call from California where a man that identified himself as Luis Valds of Accin Hispana asked her about her husband and told her they were looking for him because he owed more than $800 and now he has an attorney trying to collect the money. Valds gave her a phone number 213-784-4822 (which is registered as fraudulent, as it was later known), and asked that her husband called this number later, because if he did not pay right away the court and other costs, the sum would increase to more than $32,000. Mara is eight-months pregnant and felt she was going to faint when she heard the dreadful news. David Martnez, Maras husband, found that phone call awkward because I dont owe anybody anything, I dont have a bad record and he consulted with his pastor, who was in Oregon at the time and told him Go home and see whats going on. So he returned the phone call and talked to Luis Valds, who told him he worked at the Hispanic Association, We help Hispanics, he said and David asked him with what? Valds told him: You received a package (supposedly from Herbalife) on this date and you havent paid for it. David said: A package of what? And Valds replied on a high tone We dont have much time to explain to you because you know pretty well what was it that you ordered. But I didnt order anything, said David. Well, if youre going to continue with this attitude, we will put you in the computer system right away, so the whole police department goes to Georgetown or Milton where you live. Police is going to be there shortly to take all of your things, all of your belongings, this is going to cost you, he said, if in 20 minutes you dont pay $897 you are going to be in trouble, because it says here that another representative talked to a certain mister, who turned out to be Davids cousin. Of course David tried to talk to his cousin but he couldnt and he thought that it was better for him to avoid any problems, I better pay this and thats it. I had to borrow money, he added, because I didnt have means to pay this money, and well, we were settled. But the day after I went to work at Bethany, tells David, and around noon they called me again at home saying that I didnt pay the fine of $400 something. Mrs. Martnez told them they had already paid them what they asked for and then they started to scold her and tell her that she didnt understand a thing and told her to have her husband call them back. David returned the call and they told him that if he didnt pay that $473, the California judge was going to arrest him and you are going to have problems with immigration and they will take you to court and they will throw you in jail for a month or two. Meanwhile David told him there was no proof that he owed that money and they answered that they had already sent many documents and you have never wanted to respond. Martnez assures he never received any document regarding the alleged package that had been sent to him and remembers that during his first conversation with Valds he was told that if he paid the first $800, they would send him a CD with proof of them having sent the package with dates and everything, so that he could figure out how things were, or if someone had bought that on his behalf. That way you will know who is the person betraying you, they said.
These proofs never came in, although they said they were already at UPS and that he would have to pay the $473 anyway to be able to withdraw the court charges and be debt-free. David started thinking that he had already sent $950 including delivery charges and on Tuesday he borrowed $490 more to send, and that after three days they called again and asked him to send another $625 threatening him again with jail, so it was then when David thought that this was too much money and he decided to get help at the Community Center La Esperanza, in Georgetown to see what could be done. While he was there Frannie Sparza, education coordinator told them, dont send anything, it is a scam. When David received yet another phone call he told them, I dont owe you anything, if you want you can come here; Ill be waiting for you. The man started to raise his voice and kept on threatening him until David told him I already went to the police here and they are listening to you at this very moment. Things took a new turn and after saying you dont know what youre doing, Valds hung up the phone. The interesting thing here is that Valds phone number 213-784-4822 is still operative, as we could check ourselves when we dialed the number and have him answer the call, but of course, after knowing the reason for our call, they hung up on us. By this time Martnez had already paid close to $1,500 through a money transfer service to LimaPer, said money he can consider lost unless he files a claim and it is accepted. Sparza commented to El Tiempo Hispano that these type of scammers take advantage of the fear of people that dont know how the law works, and that is why we educate the community on how to verify if a debt collection is a real one or not, and to connect them with whom can help them not to fall victim of this type of scam. Finally Martnez says, I learnt a lot from this experience, perhaps I lost my money but I hope others learn about this and know that it is possible to avoid being taken, that you cannot pay anything without verification, that you must not fear, that there are people that can help you.

VAWA January 11, 2012 Dear Members of Congress, Since its passage in 1994, the Violence Against Women Act (VAWA) has shined a bright light on domestic violence, bringing the issue out of the shadows and into the forefront of our efforts to protect women and families. VAWA transformed the response to domestic violence at the local, state and federal level. Its successes have been dramatic, with the annual incidence of domestic violence falling by more than 50 percent1. Even though the advancements made since in 1994 have been significant, a tremendous amount of work remains and we believe it is critical that the Congress reauthorize VAWA. Every day in this country, abusive husbands or partners kill three women, and for every victim killed, there are nine more who narrowly escape that fate2. We see this realized in our home states every day. Earlier this year in Delaware, three children ages 12, 2 and 1 watched their mother be beaten to death by her ex-boyfriend on a sidewalk. In Maine last summer, an abusive husband subject to a protective order murdered his wife and two young children before taking his own life. Reauthorizing VAWA will send a clear message that this country does not tolerate violence against women and show Congress commitment to reducing domestic violence, protecting women from sexual assault and securing justice for victims. VAWA reauthorization will continue critical support for victim services and target three key areas where data shows we must focus our efforts in order to have the greatest impact: Domestic violence, dating violence, and sexual assault are most prevalent among young women aged 16-24, with studies showing that youth attitudes are still largely tolerant of violence, and that women abused in adolescence are more likely to be abused again as adults. VAWA reauthorization will help us break that cycle by consolidating and strengthening programs aimed at both prevention and intervention, with a particular emphasis on more effectively engaging men and local community-based resources in the process. A woman who has been sexually assaulted can be subjected to further distress when the healthcare, law enforcement, and legal response to her attack is not coordinated and productive. Whether it is a first responder without adequate training, a rape kit that goes unprocessed for lack of funding, or a phone call between a crisis counselor and a prosecutor that never takes place, sexual assault victims deserve better. We must develop and implement best practices, training, and communication tools across disciplines in order to effectively prosecute and punish perpetrators, as well as help victims heal and rebuild their lives. There is a growing consensus among practitioners and researchers that domestic violence homicides are predictable and, therefore, often preventable. We can save the lives of untold numbers of potential homicide victims with better training for advocates, law enforcement, and others who interact with victims to recognize the warning signs and react meaningfully. The fight to protect women from violence is one that never ends. It is not a year-to-year issue, which is why we think it is critical that Congress reauthorize the Violence Against Women Act. We know a great deal more about domestic violence, dating violence, sexual assault and stalking than we did 17 years ago.
ThE NExT STEP iN FighTiNg DiSEASE iN ThE DEVElOPiNg WOrlD One of the worlds largest foreign aid organizations just announced it will be forced to make substantial program cuts next year. For hundreds of thousands of people, the consequences could be lethal. The Global Fund to Fight AIDS, TB, and Malaria announced in late November that it had failed to raise the minimum $13 billion needed to support current operations. This is terrible news--fully 70 percent of antiretroviral HIV/AIDS drugs available in poor countries are provided by the Fund. Now its up to the rest of the international community to pick up the slack. Thats no small task given the uncertain economic climate. Its all the more important we are focusing our energies and dollars on programs that will work, sharing resources, and maximizing the synergies across disease-specific infrastructures. Fortunately, a large-scale model of an effective program already exists--and it was started right here in the United States. The Presidents Emergency Plan for AIDS Relief (PEPFAR) was created by the George W. Bush administration and extended by President Obama. PEPFAR has proven highly successful in addressing the global AIDS epidemic by expanding the use and availability of top-flight antiretroviral drugs. After the global HIV/AIDS rate of new infections exploded in the 1980s and 1990s, experts were predicting the disease would kill off entire generations of people in poorer countries. PEPFAR was a cornerstone in the international effort to check the spread of the epidemic. Program officials, making a concerted effort not to trample local medical operations, worked in conjunction with state and municipal authorities to build up medical infrastructure and address the healthcare challenges specific to local communities. PEPFAR also worked closely with the Global Fund to jointly fund targeted antiretroviral distribution campaigns in areas worst hit by this disease. In large part because of PEPFAR, the total number of people living with AIDS has essentially held steady over the past decade--rather than escalating out of control as credible estimates predicted. Today, 33 million people have the disease. Meanwhile, the rate of new HIV infections has dropped by nearly 20 percent and an estimated 7 million people with HIV infections are currently alive because they now have access to antiretroviral drugs. The positive effects of PEPFAR arent confined to healthcare. Unfortunately AIDS often debilitates people in their most productive years. When people get healthy, theyre more productive at their jobs and less likely to leave the workforce. Ef-

Esta es una tremenda victoria para las familias americanas que han sufrido de manos de una dura burocracia inmigratoria. Continuaremos presionando a la Administracin para proteger a todas las familias inmigrantes durante el proceso de reglamentacin, de manera que las familias de residentes legales permanentes puedan tambin permanecer intactas. De acuerdo a Benjamin Johnson, Director Ejecutivo del Consejo Americano de Inmigracin, Al proponer nuevas reglas para el procesamiento de solicitudes de dispensa para cnyuges e hijos de ciudadanos Americanos, el USCIS ha mostrado compromiso por abordar uno de los problemas de implantacin ms notorios en nuestro sistema actual de inmigracin. Barack Obamas Administration gets ready to change the law to facilitate the legalization process of illegal immigrants
Up to now, any immigrant married to an American citizen or with children born in the US, had to go back to his/ her country of origin to request legal residency (green card) in a consular office. The proceedings not only took months or years, but the immigration laws also banned these people from returning to the US for a period of time between three and 10 years. With the new law, these paperless individuals can file for residency without leaving the country. This time, Obama will not need the approval of both chambers of Congress, although it would be hard to avoid the criticism from the Republicans, determined to maintain their harsh stance in immigration issues. This measure will benefit tens of thousands of mixed families. Until now, they could only obtain exemption from immigration laws when their absence implied severe difficulties for their families in USA. Under current procedures, thousands of persons who qualify for legal status must leave the U.S. to obtain their permanent resident status, but as soon as they leave, they are immediately barred from re-entering for 3 or 10 years if they have been unlawfully present in the U.S. for more than 180 days. Many are eligible for a family unity waiver, but under current rules (not law), the waiver can only be applied for from overseas. Because that process can often take many months and even years, it is believed that many otherwise eligible applicants do not apply for legal permanent resident status, remaining unauthorized in the U.S. rather than risk lengthy separation from their families. Angela M. Kelley, Vice President for Immigration Policy and Advocacy at the Center for American Progress, said the following regarding the Administrations announcement: American citizens deserve the efficiency and effectiveness of their government and the DHS has taken a smart step decreasing the amount of time American citizens are separated from their spouses and children. This announcement marks another step on the efforts the DHS is making to restore the rationality of an immigration broken system and improves the situation for the American families and its contributors. The Government is acting to the letter of the law and is not opening alternative ways to the undocumented to obtain legal status. The changes foreseen in the rules will not alter whatsoever the legal definition of extreme difficulty of these requests. And it doesnt go as far as it could (or as we would hope) being that the new process does not include spouses or children of legal permanent residents. We applaud this Administrations continuous effort to make the system more human. The United States and the citizens of the families that have feared getting lost in the labyrinth of foreign consulates can be confident, now that the allocations will be approved in the United States. But the sad truth is that until Congress takes responsibility in the improvement of the legal structure in which the immigration system is based, millions of American families will continue to suffer. Ali Noorani, Executive Director of the National Immigration Forum, said All Americans believe families are fundamental to our nations wellbeing and should be together. The Obama Administration demonstrated that it understands the value of family unity by proposing a fix to an excessively harsh, bureaucratic barrier that separates U.S. citizens from their loved ones. Many U.S. families currently face the heart-wrenching decision of choosing between long-term separation from their spouses or children or staying together in the United States but remaining in the shadows. The rulemaking process announced will provide limited but practical relief for U.S. families who are unfairly forced to travel abroad for visa processingincluding dangerous places like Murder Capital Ciudad Juarezand unnecessarily risk up to ten years of family separation to finalize their visa adjudication. This is a tremendous victory for U.S. families who suffer at the hands of a harsh immigration bureaucracy. We will continue pressuring the Administration to protect all immigrant families through the rulemaking process, so that families of legal permanent residents can also remain intact. According to Benjamin Johnson, Executive Director of the American Immigration Council, By proposing new rules for processing waiver applications for spouses and children of U.S. citizens, USCIS has shown a commitment to addressing one of the most notorious implementation problems in our current immigration system. Improving this system, within the framework of the law, is the legitimate role of any administration. We commend USCIS for embarking on this rule change and its other attempts to bring efficiencies and fairness to the immigration system. For thousands of American families returning to their country of origin meant tearing the family apart for an undetermined amount of time because once they left the U.S., they were barred from returning for at least three years with little certainty that a waiver would be granted at all, said LULAC National President Margaret Moran. We thank the Obama Administration for a remedy that we have long advocated for that will have a positive impact for undocumented immigrants that are completely eligible to have legal status. While this is no substitute for comprehensive immigration reform, its a step in the right direction and we encourage the Obama Administration to grant relief to other undocumented immigrants who are also eligible for legal status, said LULAC Executive Director, Brent Wilkes. We have long sought relief for immigrants who have legal avenues to become legal residents of the U.S. and while we applaud the Administration we also hope for immigrants that are not married to an American citizen, or are not children of American citizens to be granted eligibility in the near term as well.

El lunes 9 de enero Kevin Kelley anunci su intencin de presentarse como candidato a Alcalde de la ciudad de Wilmington. Despus de 12 aos con James Baker al frente de la alcalda de Wilmington, este ao podra ser la campaa ms importante, ya que el Alcalde actual no puede buscar la re-eleccin. La ciudad ha sido catalogada como la tercera en crmenes violentos a nivel nacional por el FBI, un dficit de 5 millones que augura recortes en el presupuesto, prdidas de empleo y aumento de impuestos. El Concejal Kelley, electo para el Consejo de la ciudad de Wilmington en 1992, es el Presidente a cargo del Consejo de la Ciudad, y ha representado al Distrito 6por 20 aos. Cre el Grupo de Trabajo del Distrito 6 y los Grupos de Crimen del rea Oeste, quienes han trabajado diligentemente para eliminar numerosos problemas y para producir cambios positivos a los vecindarios de la ciudad. Ha estado empleado por el estado de Delaware por ms de 30 aos y es actualmente el Gerente de Presupuesto del Departamento de Servicios Sociales y de Salud. Juntos podemos hacer realidad esta visin. Para lograr que esto suceda debemos dejar de hacer lo que estamos hacienda porque NO EST FUNCIONANDO. Necesitamos un cambio, un cambio real. Necesitamos traer ideas frescas y nuevas a la mesa y trabajar juntos para sobreponer los obstculos que nos impiden obtener la grandiosidad. Qu hace que Wilmington sea una ciudad de donde nadie se va? Es nuestro fuerte sentido de comunidad. Un amigo mo de otra ciudad a menudo bromea y dice que cuando uno sale de su casa en Wilmington, es mejor que ests arreglado porque siempre te vas a encontrar a alguien conocido. Tiene razn. Vivimos en una ciudad moderna que tambin es, de corazn, un pueblo pequeo. A diferencia de otras ciudades, no somos fros ni annimos, pero un tejido de vecindades hilados muy juntos. Somos amigos, familias y vecindarios. Todos nos conocemos. El foco de mi campaa es la restauracin de nuestros vecindarios. Los vecindarios son la fundacin de nuestra comunidad y debemos fortalecerlos y revitalizarlos para mejorar el estado actual de nuestra ciudad. Enfocados en esta meta, las siguientes son reas de concentracin: Seguridad Pblica Servicios Juveniles Educacin Desarrollo Econmico Vivienda Gobierno Receptivo Para poder prestar un mejor servicio por cada dlar de los contribuyentes, debemos ser ms eficientes uniendo los esfuerzos de los individuos responsables de proporcionar servicios crticos a nuestros vecindarios. Debe haber un verdadero esfuerzo en equipo en vez del enfoque fragmentado que existe hoy en da. Mi plan propone que la polica, los inspectores de Licencia e Inspeccin, los constituyentes y los servicios juveniles combinen fuerzas para atacar problemas comunes y que se superponen que persisten y minan la integridad de los vecindarios. Para asegurarse que esto se implante, se designar un Jefe de Departamento para supervisor los equipos de Grupo de Accin Focalizada (Targeted Action Group -TAG). Escucharn mucho ms sobre los TAG a medida que mi campaa progrese. Ser la piedra angular del cambio en Wilmington. El futuro financiero de la ciudad ser muy retador. La ciudad debe operar de manera ms eficiente. Funciones tales como contabilidad, personal, tecnologa de la informacin y mantenimiento deberan ser consolidadas para reducir duplicidad y por consiguiente costos. Algunos departamentos puede que necesiten ser combinados. El prximo alcalde enfrentar muchos retos y debemos tener un sentido de urgencia en completar acciones. Pero debemos estabilizar nuestros vecindarios antes de que podamos avanzar. Como alguien que ha sido un lder a la vista y efectivo, estoy preparado para enfrentar los retos que se nos presentan y con su soporte, haremos de Wilmington nuevamente un lugar para vivir y trabajar del cual nos sintamos orgullosos. Este ao el Centro Comunitario La Esperanza celebr el sptimo evento del tradicional da de los Tres Reyes Magos. El evento fue celebrado el viernes 6 de enero, en la Iglesia Presbiteriana de Georgetown. Ms de 300 personas residentes de diversos lugares del estado estuvieron presentes en la actividad. Durante el evento se relat la historia y el verdadero significado de los Tres Reyes. En adicin, se hizo entrega de un merecido y humilde galardn al Sr. Luis Rodrguez, propietario de El Mercado y Joes Market. El Sr. Luis Rodrguez acompaado de su familia, fue reconocido en agradecimiento por su continua contribucin y colaboracin a la comunidad hispana y a nuestra agencia. Luego del reconocimiento, cientos de regalos fueron entregados a nios de diferentes culturas y edades. Por medio de este evento, se pudo observar la expresin y muestra de gratitud de los padres al ver los rostros felices de sus hijos mientras stos reciban sus regalos por parte de los Tres Reyes. Ingredientes: 1 libra de pechuga de pollo molida 1 cucharada de aceite vegetal cebolla pequea, picada finamente 1 diente de ajo, picado muy finamente 1 pimiento verde mediano, sin semillas y picado muy finamente 1 tomate pequeo, picado finamente cucharadita de sal 5 tazas de harina de maz instantnea (masa harina) 6 tazas de agua libra de queso Mozzarella bajo en grasa, rallado Preparacin: 1. En un sartn en el que la comida no se pega (antiadherente), sofra el pollo en el aceite a fuego lento hasta que el pollo se vuelva de color blanco. Revuelva el pollo constantemente para que se cocine parejo. 2. Agregue la cebolla, pimiento verde, tomate y sal y mezcle bien. Mantenga sobre el fuego hasta que el pollo est cocido (temperatura interna de 74C). Retire el sartn de la estufa. Ponga la mezcla en un tazn y mtalo en el refrigerador para que se enfre. 3. Mientras el pollo se enfra, coloque la harina de maz en un recipiente grande. Poco a poco agregue suficiente agua hasta obtener una masa firme pero no pegajosa, como para hacer tortillas. 4. Cuando ya est fro el pollo, aada el queso rallado y mezcle bien. 5. Divida la masa en 24 porciones. Con sus manos, forme bolitas con la masa. Con el dedo gordo haga un hoyito en cada bolita. 6. Ponga una cucharada de la mezcla de pollo en el hoyito al centro de cada bolita. Junte bien la masa sobre el hoyito para cerrar la bolita. Con las palmas de las manos, aplaste suavemente la bolita de masa hasta que quede en forma de una tortita redonda. 7. En un comal (o en un sartn de hierro) grueso, bien caliente, cocine las pupusas, por ambos lados, hasta que se doren. 8. Srvalas calientes con encurtido salvadoreo.

Ingredients 1 pound ground chicken breast 1 tablespoon vegetable oil small onion, finely diced 1 clove garlic, minced 1 medium green pepper, seeded and minced 1 small tomato, finely chopped teaspoon salt 5 cups instant corn flour (masa harina) 6 cups water pound low-fat mozzarella cheese, grated Preparation 1.In a nonstick skillet over low heat, saut chicken in oil until chicken turns white. Constantly stir the chicken to make sure it is evenly cooked. 2. Add onion, garlic, green pepper, tomato, and salt, and mix well. Cook until chicken mixture is cooked through (internal temperature, 165 F). Remove the skillet from the stove. Put the mixture in a bowl and cool in the refrigerator. 3. While the chicken mixture is cooling, place the corn flour in a large mixing bowl and gradually stir in enough water to make a stiff tortilla-like dough. 4. When the chicken mixture has cooled, mix in the cheese. 5. Divide the dough into 24 portions. With your hands, roll the dough into balls. Press a hole in each ball with your thumb. 6. Put about a tablespoon of the chicken mixture into the hole in each ball. Fold the dough over to completely enclose it. Press the ball out with your palms to form a disk. 7. In a very hot iron skillet, cook the pupusas on each side until golden brown. 8. Serve hot with Encurtido Salvadoreo.

Delaware Libraries Now Offer Wireless, eBooks
Public libraries are delivering even more value to Delaware residents Governor Markell celebrated a technology milestone for Delaware libraries, announcing that all Delaware public libraries now provide wireless access to the internet. In addition to wireless access, downloadable eBooks are now available as a beta test through the Delaware Library Catalog portal at www.lib.de.us. Thirteen hundred eBook titles are available, ready for library patrons to download to computers and eBook readers like Kindle, Nook, Sony Reader, and Kobo eReader. Delaware libraries are successfully supporting the creation of a culture of innovation, said Governor Markell. As we explore new ways to read books and gain knowledge, we have the opportunity to provide all Delawareans with the ability to become innovators themselves by giving them access to more information and in many different ways. These advances were made possible through the development in the last two years of a statewide library technology infrastructure that has, among other things, resulted in the development of the Delaware Library Catalog which makes it possible for library users to borrow traditional books, books on CDs, and DVDs from any library in the state and have an item delivered directly to their local public library. Making eBooks available for loan demonstrates our commitment to supporting library collections in all formats as they evolve, said Secretary of State Jeffrey Bullock. Sales of eBook readers have been tripling each year since the introduction of Amazons Kindle in 2006 and could reach 25 million units this year. As eBook readers grow in popularity, their users will recognize the value of borrowing books online for just the price of a library card free, said State Librarian Annie Norman. When we share our resources through libraries, we all have access to more. The eBook download program is now in its Beta, or testing, phase, and more titles will be available during 2012. Library personnel are exploring the use of this new technology just as the users of eBook readers are. We welcome suggestions from library users during this phase-in period, Norman said. Library friends groups throughout the state are supporting the initial eBook collection. Library users may also support the purchase of additional eBooks by joining the Friends and/or by making tax-deductible contributions to the Delaware Libraries eBook account at the Delaware Community Foundation, www.delcf.org. How to download eBooks The starting point to create an account and prepare your device for downloading eBooks is the digital collection of the Delaware Library Catalog at http://Delaware.lib.overdrive.com. Most eBook readers require that you first download Adobe Digital Editions software. Kindle users need an Amazon account to complete the download process and there are also apps available for mobile devices. Links to the software and apps may be found on the website. Users search the catalog to find the book they want and see if it is available in the format they are using (Kindle for Kindle users and EPUB for others). The title is then placed in a cart, much like an online purchase, and is checked out after the user enters his/her library card number. After checkout, the book is downloaded to a computer for transfer to an eBook reader via a USB connection. Some devices allow for wireless download. The standard loan period is 14 days, but users can change the loan period to 7 or 21 days. A book may be returned early, or it can be checked out again if no other user has requested it. At the end of the loan period, the books title will remain on the users eBook reader, but access will be denied. Since access is cut off at the end of the loan period, there are no fines to assess for overdue eBooks. Library patrons may check out a maximum of two eBooks at a time.

Mil trescientos ttulos de libros electrnicos estn a la disposicin, listos a ser descargados por usuarios de la biblioteca a sus computadoras y lectoras de libros electrnicos como Kindle, Nook, Sony Reader y Kobo eReader. Los hallazgos claves del informe incluyen: Las mujeres viven ms que los hombres pero son ms propensas a sufrir problemas de salud crticos que dificultan su capacidad para trabajar y a renunciar al cuidado que necesitan debido a costos. DElaWarE art muSEum PrESENtS HoWarD PylE: American master rediscovered. Howard Pyle (1853 1911) was one of Americas most popular illustrators and storytellers during a period of explosive growth in the publishing industry. A celebrity in his lifetime, Pyles widely circulated images of pirates, knights, and historical figures were featured in publications such as Harpers Monthly and were admired by artists and authors like Vincent Van Gogh and Mark Twain. Yet, despite his widespread popularity, Pyles reputation has survived only among illustration scholars and enthusiasts. Until now his work has been virtually omitted from the larger story of art. In celebration of the centenary of Pyles death, the Delaware Art Museum is thrilled to present Howard Pyle: American Master Rediscovered, a major retrospective exhibition featuring 79 paintings and drawings created by Pyle between 1876 and 1910, on view November 12, 2011 March 4, 2012. This exhibition presents a fresh perspective on Pyles familiar images, exploring his interaction with the art and culture of his time and effectively repositioning him within the broader spectrum of 19th-century art. This retrospective exhibition also marks the 100th anniversary of the Delaware Art Museum, which was founded in 1912 to preserve and exhibit Pyles work following his untimely death in November 1911.
