Maraming salamat at magandang hapon sa ating lahat , sa ating kgg na Mayor, Mayor Leyble, Vice Mayor Say, members of the Sangguniang Panlunsod, the department heads and the other officials of City of Antipolo, allow me to introduce my companion here, Mrs. Lenlen from Tanggol Kalikasan, of course, from the provincial DILG, PD Allan Benitez and Johnny Esteban and city local government operations officer of Antipolo, Ms. Elsie, when I was actually in DILG. And aside from the Tanggol Kalikasan, we were suppose to be three, the members of the regional validation team is actually three, composing of the Tanggol Kalikasan, and Philippine Chamber of Commerce and Industry, unfortunately, the South Luzon Chair for PCCI in a person of Mr. Apolino Aure was not able to join the group today, medyo napagod yata nung nag-ikot kami sa Cavite at saka sa Batangas last week, so anyway, baka bukas na lang siya mag-jon sa amin. Well anyway, just as mentioned by our emcee, Gawad Pamana ng Lahi is in its firs offering, so this is actually the very first time that this award system being implemented nationwide, actually this is started, this award system started in Region VI, about three years ago, under another name, it is the Excel Awards of Region VI, and when the secretary took notice of this award system, he mandated all the regional directors to implement this nationwide. Thats why were implementing this year and the conferment of the awards will be in time for the celebration of the local government code anniversary , which will be on October 10 2011, so this Gawad Pamana ng Lahi is actually an awards for exemplary performance in local governance, and it focuses on for the trend aspects of the governance, we have the administrative governance, economic governance, element governance and social governance. So thats why, in the regional awards committee, we have the regional director of DILG as the chair, together with four other members of national agencies, particularly, the Department of Health, The Social Welfare Development, The Department of Trade and Industry and the DENR, and of course, the two partners, we have two CSO partners, the PCCI and Tanggol Kalikasan. So as you know, majority of the programs being implemented by the department, we have some engagement with CSOs, of course, this is also the advocacy of Secretary as well as President PNOY, and we have two levels of actually, award system, we have the regional awards committee and part of the regional awards committee is the regional validation team, and in my capacity as the asst. regional director, I chaired the regional validation committee, together with the two CSO partners.

So, tatlo na lang po ang member ng validation committee, so, hindi na po yung National Government Agencies, we have only DILG plus the two CSOs, and this award system has three categories, one for the province, cities and municipalities, regardless of the income classification, and the regional awards committee as part of assessment, they have conducted the shortlist of the nominees, thats why, we have how many provinces, actually, all the provinces are qualified as nominee for the awards, and we have top three cities and top three municipalities. So, as mentioned earlier, youre assured that number three is that, and hopefully, it will improve, actually we have four cities kasi may nag-tie, in the province of Rizal, we have Antipolo, in province of Cavite, we have Tagaytay, In Quezon, Lucena City, lima pala, in Batangas, We have Batangas City and Tanauan, so, we have five cities, composing of the top three awards, top three composing of top three nominees, so, lima po, may nagtie kasi so lima po yung pinupuntahan naming at napuntahan naming yung Tagaytay at saka yung Tanauan City and Batangas City. So, sabi ko nga, tatlo yung category and this award system is as part as the component of the criteria, we have the local governance management system, at yung pong makakakuha ng an overall performance indicator of below four are automatically cut-off doon sa shortlist, kaya po, kakaunti na yung pinupuntahan naming. And of course, pagka-kayo ay component din for the seal of housekeeping, alam naman po natin kung ano yung mga self-component ng ating seal of good housekeeping, the LGU, being compliant to the full disclosure policy of the government, particularly on the posting of the expenses and revenues, as well as the projects being implemented by LGU on its website, on your website and in contiguous places. And of course, we have to take note of the audit findings of the Commission on Audit, so yun ang dalawang component ng seal of good housekeeping, Antipolo is a seal di ba? You will confer a scene, kaya lang po hindi kayo nakasama sa Calamba kasi yung inaward naming doon ng seal, fourth to sixth class citizen municipalities, nahuli po yung first to third, at doon sa fourth to sixth, they also qualify for the performance challenge fund of Php 1M for fourth to sixth class municipalities and 3M for fourth to sixth class cities at yung Cavite City ay nakakuha sa city category, yung fourth to sixth class cities. Anyway, ang fourth to sixth class cities and municipalities hindi niyo napapansin yung PCF na Php 1M, mayaman na yung fourth to sixth class, just like Antipolo, anyway, ang mahalaga po doon ay ma-award ng conferred of seal, and the seal recipients will be receiving yung seal mismo, na mas malaki naman kaysa sa lapida, kasi ang size non is 2.5 x 3 at yun ay puwedeng ilagay sa isang place sa City Hall and I think, its my tile, hindi lang tapos yung papagawa sa department.

And of course, another component of this award system is the innovations, the innovations for the last three years of LGU, so, sabi ko nga, we have this thing and although there are things of your innovations will speak for itself, we have to validate some details so that the particular of these innovations for the last three years, kaya yun po ang sadya naming ditto, and of course, yung inyo pong na-receive na awards kasi ang ineevaluate natin is 2010, pero yung innovations ay for the last three years. Kung kayo may na-receive na awards for this year, gawin natin puhunan or deposit for next years award kasi ito poy gagawing taon taon simula ngayon, and according to the secretary, this award is the mother of all awards and if you notice, in the memorandum circular, the cash prize that the winner will be receiving is Php 150K na nakasulat diyan pero during the last RGs meeting, the directors of DILG reacted to that cash prize, imagine the secretaries pronouncing that this is the mother of all awards, and yet, the PCF is just the component on these awards, particularly on the PCF, the recipients of the PCF are receiving Php 1M, so if this is mother of all awards, dapat mas malaki. So, thats why the RGs made the representation with the secretary to increase the award the cash prize, kaya po, baka sakali ay maitaas ang cash prize and of course, there is a plaque that the recipient will be receiving and sinasabi ko sa mga napuntahan naming na this award system ay incidental lamang kasi ginagawa na niiya ito, yung mga dating tinatrabaho ay kung baga, tinitingnan na lang naming, unang una, sa LPGMS, doon gumagawa niyan, incidental lamang na meron tayong software to monitor ano na yung strengths and weaknesses, not necessarily weaknesses, area for improvement in LGU. So it is online, we access it anytime, and we have the seal of good housekeeping na nabanggit natin kanina, at ginagawa na ito, incidental lamang itong awards, kaya kung sakali man, sabi nga kanina ni City BC na assured na kayo for the third place, totoo po iyon na kahit manalo man o hindi, ay ginagawa na natin ito magisislibing motivation , its a good motivation na rin na iton incidental na nabigyan tayo ng awards at kagaya ng inyong kalalawigan na nanalo as 3rd runner up.\

Allan Benitez of Provincial DILG and together with Mr. San Esteban, of course, our Vice Mayor Susan Say, members of the city council, the department heads, headed by our city administrator, Atty. Samson, our city law government officer, Ms. Elsie Castillo, and its a great honor that Antipolo included in top three of among eleven cities in region IV-A . With respect to this Gawad Pamana ng Lahi , and its also heartwarming that we were also given this seal of good housekeeping wherein we will be qualified to receive awards or funds from the national government or projects from the national government. When I assumed the mayorship in 2009, after the death of former mayor Victor R. Sumulong, we have launched these component programs of the city government of Antipolo, known as the NILO CARES. N stands for Nutrition, Health and Social Services, the I stands for Infrastructure and Physical Development, L stands for Livelihood and housing program, the O is Order and Public Safety, then the letter C stands for Culture, Arts and Tourism, letter A, Agricultural Development Program , then the letter R, Resource, Generation and Mobilization, letter E, Education, Youth and Sports and of curse, letter S, known as Sanitation and Waste Management. And during my stewardship as city mayor of Antipolo, from 2009 up to present, we have introduce several innovations as far as local government is concerned, particularly, in the raising of revenues for the city of Antipolo, and you will notice, in the presentation to be made by our officer, Ms. Rowena Zapanta, on how we can raise our revenue collection of the city government for Antipolo. And we will able also to raise the register business establishment the city of Antipolo for almost 100%, and also we have doubled the assistance given to the as far as the social services is concern to the community of our citizens, and of course, as far as environmental protection is concerned, we have passed several ordinances and resolutions in compliance with Republic Act 9003 or for the protections of environment. And also, you will notice that we have also followed these 4Ps, the Public Private and Partnership Program introduced by the national government, and recently we have inaugurated the first Public Private and Partnership Program, initiated by the City Government, which is the Victory Park and Shopping Center, which is located in front of the Antipolo Cathedral, wherein commercial establishment was built by a private group, with the partnership of the city government at no cost in the part of the city government.

And also, there is an ongoing construction of the New Antipolo Public Market and also that is being constructed at no cost in the part of City Government, the private group provided a partial plan containing an area of 1.6 hectares and they will also construct a new public market at their expense, and definitely, it will add to the economic revenues of the city government, considering that it will provide additional market stalls for investors and also, they will also pay for business permit. And if the old public market will be transferred to a new site, we will also provide the construction and also, there is another Public Private and Partnership Program which is called the C3, the City Commercial Center, and that will also constructed at the old site of the public market, with an area of more or less, more than 9,000 square meters and we will also build an Antipolo General Hospital, also without expense on the part of cost of the City Government and that are the innovations to be introduced by the city government of Antipolo, under my leadership, of course, with the cooperation of the members of city council headed by our beautiful Vice Mayor, Susan Say. And as far as administration governance is concerned, we have introduce several developments and improvements in the city government of Antipolo, especially the constructions of our .building, wherein we have separated the different offices so that we can provide efficient, fast and good services to our constituents para sa social services is concerned, providing support to persons with disabilities, these children in the conflict of the.. wherein being housed in our bahay kalinga and childrens center located at brgy. Dela paz. And the programs will be presented by Ms. Rowena Zapanta, and I would like to thank this opportunity that youll giving the city of Antipolo a chance to improve faster delivery services to our constituents, at maganda po ang programa ng national government kasi alam naman natin na tayo ay nagseserbisyo sa ating mamayan at itong award na ito, yung Gawad Pamana ng Lahi na ito, a seal of good housekeeping ay isang pamamaraan para lalo pa naming ma-improve ang pagbibigay ng serbisyo sa ating mamayan, sabi nga niyo po kanina, hindi po mahalaga ang makamit ang karangalan, isa po malaking karangalan kamiy makasama sa pagpipilian, ito po ay patunay na kami po ay nagbibigay ng maganda at maayos na serbisyo sa aming mamamayan.
