MAJOR FUNCTION This is advanced professional level work that provides engineering assistance in system problem analysis and that provides engineering service throughout the power plant, including unit performance testing, unit outage management, safety and training. The incumbent will perform responsible professional engineering work on a variety of generating utility equipment and systems. The incumbent is responsible for technical engineering work in the particular engineering discipline and specialty assigned, such as instruments & controls, electrical, mechanical, civil, chemical and safety. The duties allows for a wide latitude of independent action, judgment and decision with minimal direction and supervision. The work is reviewed through conferences and reports. ESSENTIAL AND OTHER IMPORTANT JOB DUTIES Essential Duties Troubleshoots, analyzes and makes recommendations on equipment and system operational problems. Prepares plans, specifications and cost estimates for plant modifications. Prepares bid evaluations and obtains approval of bid selections. Provides diagnostic tests on plant equipment to support preventative maintenance and operational reliability needs. Initiates design changes or modifications in the analysis of plant system problems. Functions as coordinator when assigned to provide evaluation, coordination and planning for maintenance work. Devises new approaches to engineering problems. Plans, performs and documents performance test work on all major plant equipment. Provides testing and input data for maintenance management and equipment outage analysis. Confers with engineers of other utilities, government agencies, contractors and vendors. Engages in preparation of input data for and in evaluation of results from computerized analysis of engineering problems. Acts as the project manager on assigned maintenance and capital projects, with responsibility for supervising contract and city employees assigned to the project, ensuring work is completed according to specifications, ensuring work is completed on schedule and administering project budget and expenditures. May recommend the hire, transfer, promotion, grievance adjustment, discipline or discharge of subordinate personnel. Performs related work as required. Other Important Duties Keeps abreast of general and job specific developments in area of responsibility. Completes special projects as assigned. Performs related work as required. DESIRABLE QUALIFICATIONS Knowledge, Abilities and Skills Considerable knowledge of mathematics and fundamental sciences. Considerable knowledge and understanding of engineering principles and their applications. Considerable knowledge of precedents in power plant engineering. Considerable knowledge of principles and practices of power plant design. Ability to communicate effectively orally and in writing and to maintain records and prepare reports. Ability to understand computerized solutions to engineering problems. Ability to interpret detailed drawings, diagrams and instruction manuals. Ability to supervise personnel and to work with people, organizations, regulatory agencies and manufacturers in a professional manner. Skill in the use of microcomputers and the programs and applications necessary for successful job performance. Minimum Training and Experience Possession of a bachelors degree in engineering and two years of professional experience in powergenerating facilities.

Necessary Special Requirement Must be medically certified to wear a respirator and pass a respirator fit test prior to employment. An employee assigned to the Purdom Power Plant, or who may be occasionally required to have unescorted access to the Port Facility portion of the Purdom Power Plant, (as determined by the General Manager - Electric and/or the Director of such employee's department), must obtain Transportation Workers Identification Credentials (TWIC) within 90-days of employment, and must maintain such credentials throughout his/her period of employment in that capacity, as a condition of continued employment.
