Corrective Action for Visible PCB Ballast Leaks

In February 2011, New York City announced a comprehensive plan to increase the energy efficiency and environmental quality of City schools. An important aspect of the plan is to address the small quantities of PCBs (polychlorinated bi-phenyls) present in many fluorescent lighting fixtures installed in our school buildings between 1950 and 1978. The PCBs were used in the insulating oil contained in the ballasts of these fixtures until 1978. The Department of Education (DOE) has instructed its custodial engineers and building managers to conduct regular visual inspections in their buildings of all lighting fixtures containing T-12 style lighting fixtures that potentially contain PCB ballasts. They must file a report identifying those fixtures that show signs of PCB oil leakage. The list below identifies the school buildings where lighting fixtures displaying visible evidence of leaks were found. All fixtures where visible leaks were observed have been removed and replaced with fixtures that do not contain PCBs. Furthermore, replacement of all the lighting fixtures in your building will be given higher priority than other schools in the comprehensive plan where no visible leaks have been found. For many buildings listed below, energy service companies (ESCOs) and other vendors will be procured by the DOE to conduct comprehensive energy audits. The work performed by these companies will include the replacement of all old fluorescent lighting fixtures that may contain PCBs with energy efficient and PCB-free lighting systems, and potentially, the installation of other cost-effective energy saving conservation measures.
