High incidence of Malnutrition: 9% of pre-school children and 19% of school children High Infant Mortality: 9 infants per 1,000 live births High incidence of School Drop-outs: 2 of every 100 elementary students, and 6 of every 100 high schoolers

Low Functional Literacy: 82% of total population (simple literacy is at 92%) High prevalence of gastro-enteritis/diarrhea and respiratory illnesses/pneumonia: estimated at 10% of Bohols population

PDPFP Planning Process initiated by a Memo from Gov. Erico B. Aumentado designating PPDO as PDPFP Secretariat Followed by Issuance of Executive Order designating Members of the PDPFP Sectoral Technical Working Groups (STWGs)

This resulted in some unexpected realizations: for example, that the medium-term planning methodology we used needed to be replaced by a spatial planning methodology.

The PDPFP was thus approved via Joint SP, PDC and PPOC Resolution No. 1, series of 2010.

Because the PDPFP was crafted thru a participatory process, it was willingly adopted by the new administration and used as the basis for the ELA 2011-2013. In fact, Gov. Edgar Chatto and many of the current SP Members were participants in the PDPFP process.
