Labour Force Development Officer


REPORTS TO: Workforce Coordinator RESPONSIBILITIES: To assist in the coordination of labour force development activities with regional partners. Provides advice and guidance to the Community Economic Development Agency in the work plan process. Provides information and advisory services to local SMEs and community groups. Promotes and supports the delivery of government programs and services to SMEs and community clients through collaboration with government partners. Provides HR capacity to SMEs and community clients through workshops, business outreach and ongoing communications. EDUCATION: Graduation with a degree from a recognized university with acceptable specialization in a relevant area of study (e.g. Community Development, Human Resources, Marketing/Communications) OR an acceptable combination of relevant post-secondary education, experience and training. Preference will be given to individuals who possess a university degree or with demonstrated experience in Marketing/Communications or Human Resources. EXPERIENCE: Experience in the development, analysis, administration or delivery of community development or labour force development funding programs. Experience in the promotion and communications of programs and/or initiatives to client groups. Experience in dealing with organizations and decision-makers in the public, private, and voluntary sectors. Work experience in analyzing financial and statistical information and providing recommendations. Experience in project development and administration. Experience in working with Labour Market Information and related tools. KEY RESULT AREAS: Coordination, marketing and delivery of Employer Human Resources Information Sessions Provide labour force data to support investment attraction and expansion

efforts. Workforce recruitment and retention support for employers Regular website updates of workforce events & labour market information Developing and writing Enterprise Saint Johns bi-weekly HR e-letter Regular engagement with government partners to ensure collaboration and to avoid duplication of services Regular promotion and referrals of government programs to employers such as Workforce Adjustment and Expansion Labour Market presentations as required by external stakeholders Providing Cost of Living Reports as required Providing labour market research and statistics to both external and internal stakeholders as required Participating in partner/stakeholder committees and external events as required Supporting special projects as they arise

ADDITIONAL REQUIREMENTS/COMMENTS: Excellent interpersonal, organizational and communication skills. Excellent ability to communicate orally and in writing. Ability to interact with sensitivity with clients. Willingness to travel to support various provincial government recruitment efforts. Administrative support including reception duties as required. The working language for this position is English, but functional bilingual (English French) or multilingual capabilities will be viewed as an asset.
