MARCO REFERENCIAL
Las condiciones críticas tanto económicas como ecológicas del sistema mundial, las
particularidades de Colombia y la realidad de una creciente brecha entre los países
con sistemas económicos consolidados frente a países que padecen precariedades
económicas, requieren una redefinición del desarrollo humano y un nuevo énfasis
sobre el conocimiento científico y tecnológico en la educación formal. Tales
procesos exigen una nueva manera de percibir el mundo, de generar una
comunicación intercultural, de tal manera que los actores sociales tengan la
posibilidad de afirmar su identidad, de desarrollar las habilidades comunicativas
necesarias para interactuar y tener el mismo reconocimiento como creadores y
fuentes de mensajes.
La Ley 115 determina, a partir del articulo 67 de la Constitución, como uno de los
fines de la educación “El estudio y la comprensión crítica de la cultura nacional y de
la diversidad étnica y cultural del país, como fundamento de la unidad nacional y
de su identidad”. Así mismo, resalta la necesidad de promover la adquisición de por
lo menos una lengua extranjera desde el ciclo de primaria.

Sin embargo, la enseñanza del Inglés como segunda lengua o lengua extranjera
pretende desarrollar en el estudiante la competencia comunicativa (Dell Hymes),
para que éste pueda hablar, escuchar, leer y escribir apropiadamente en el idioma
que se este comunicando.

CARACTERIZACIÓN
De otra parte la SEP de México (Secretaria de Educación Pública) declara que “El
programa de Inglés que se imparte en las instituciones educativas debe estar
orientado a facilitar al alumno el manejo del idioma extranjero como una
herramienta de comunicación que le permita interactuar en un entorno más amplio
y al mismo tiempo propiciar el desarrollo de habilidades, actividades y valores que
formen al individuo.

Este proyecto se llevará a cabo en El Colegio Nuestra Señora del Carmen y tendrá
como trabajo de campo una salida pedagógica a la ciudad de Cartagena mediante
un tour o recorrido turístico.

El programa pretende abarcar aspectos relevantes en la enseñanza del Ingles
teniendo en cuenta 4 niveles para su ejecución: Inicial – Básico – Intermedio y
avanzados.
