How to Governance (Principle):


In order to facilitate the acceptance of the reforms programmes, the state government will endeavour and adopt and involve in all its developmental projects the principle to tripartite governance in the developmental stage of the projects: namely, the government, OPS, NGOs, labour leaders, religious leaders, and other stakeholders in its programmes. The intention is to through this medium to Create awareness of the government programmes, Get the support and make them take ownership of this programme, which will reduce waste, and vandalization of such programmes. Create social peace and harmony Facilitate development And mobilize funds for projects (the government will encourage cofunding of projects)

Litmus Test for all Projects and Programmes


Before any project or program is embarked upon the state government will review the proposed project and the said project must meet and pass the following cardinal points and test before been considered Ascertaining percentage of employment (to be calculated in no of peopled likely to be directly and indirectly employed) The cost of the project (to ascertain the percentage of State and Private participation) Is the cost going to be once-off or recurring (emphasis to be placed on once-off funding, to reduce dependence on state the budget) Sustainability of such projects (i.e. can the project sustain itself?) A. Employment: as a product of Cardinal policy

The centerpiece of the new administration is creation of job opportunities and employment for the indegenes of the state. It is intended to create over 500,000 direct and indirect jobs for people in Lagos state. For this purpose direct job, are jobs created as result of implementation of government policies, programmes and or projects, whilst indirect jobs are created as result of government supplying and provision of support that geared towards implementation of government programmes. Triple effect on the economy Mobilizing the positive of otherwise used resources to the advantage of the state Methodology Establishment of Public Works Dept (PWD). There is to be creation of the pwd. The purpose of pwd is to make use of direct labour in providing the needed infrastructure or the state. Improvement of Education Standard


Premise:
It must be mentioned that the aim of the government is free education at primary schools and secondary schools. However, successive government in Lagos has not continued the good policy that was started by Alhaji Lateef Jakande.

The schools built by Alhaji Jakande have dilapidated, the infrastructures are not available when available it is obsolete, the morals of the teachers are low because there is no incentives to teach. According to our information, teachers have resorted to buying and selling at schools to complement their income. The pupils have resorted to attending compulsory lesson instead of the normal teaching. To this end, we view that in order to re-introduce free education, we need to upgrade the facilities, build infrastructure and retrain the teachers in preparation of the new policy. To achieve this we have divided the policy formulation into stages. Phase I Immediately after swearing ceremony, the newly elected state government will commence building of Trade centres, computer centres, and laboratories, in all the local government with the aim of sharing the facilities. The ventures are to be fully funded by the state government and we will invite the private sector to participate and the government will work out the modalities. Time frames defined in stages: Stage I General overhaul of schools building etc Building of laboratories, libraries, computers room, trade centres, etc Stage II Retraining of teachers Legal framework of Stage III Free education

Education: (scholarship or bursary)


It is recognized that past government has invested a lot in this area. It is also recognized that there cannot be enough investment in this area because it represent generational investment. In view of the scarce resources and competing demand for budgetary attention, the state government will

provide a cushion to students and parents to complement their effort of sending their wards to school. Hence the state government will revive scholarship system for students and parents for secondary schools and tertiary education. The state government will furthermore provide incentive for teachers and improve the infrastructure for schools. We shall build laboratories, renovate the existing schools and provide a framework and including setting a minimum standard private run schools in the state.

Returned (Missionary) Schools in Lagos State


There are complaints from some source that the some of the schools returned to the former owner are facing serious financial crises, which has adversely affected their operations i.e. unable to pay salaries for their teachers and non-teaching staffs. Some are blaming state government reneging in honouring and paying counterpart funding to the schools as fees for the schools as the cause; The new state executive will examine the situation and act accordingly. It must be mentioned that in arriving at a solution the quality of education in Lagos state should not be affected

Science and Technical Subjects as new focus


In order to make the students self reliant after school, it is imperative to focus the school curricular more on science and technical oriented. An expert committee will be inaugurated to work out a blue print to be implemented by the state government.

Re-introduction of Civics and Government Education


In view of lack of faith in the country and to facilitate the nationhood, the sate government will once again re-introduce civics and government education to tech the youth through general studies and citizenship education programmes, to shape the minds of our youth to appreciate what is theirs and look to the future with greater enthusiasm and hope. By this the stae will contribute its quota to nation building.

University Education (Reviewing Admission System)

In view of the high numbers of secondary schools and its high numbers of high schools students in comparison to other states, who although qualified but can not be accommodated in the present JAMB admission system, the need has arisen to view the present JAMB admission system which has caused some disadvantages to the citizens of Lagos state, hence leading to high unemployment, under employment, etc in order to create level playing field for students from Lagos State, who are qualified but can not be accommodated in the present system, the new state government will establish a committee with aim of providing a workable solutions for the citizens of the state. The aims of this policy among other things is to address a solution where the average youth of Lagos state is in a hurry to leave this country because of lack of faith in the state and the country particular, ability to provide opportunities for them. These will reduce a situation where our youth are exposed to negative influence abroad and help improve the image of the country.

Free Primary Healthcare for all


Primary Health Care
One of the cardinal programmes of the new government is provision of free primary health care system for all Lagos residents. To accomplish it the new government will modify the newly installed health management board with full authority to run the health care clinic, which will be community, based. As a matter of policy, there will be a Health care clinic in all 57 local governments and will be run by a management board. The board memberships will comprises of community leaders i.e. balles, community based groups to ensure that the result are community oriented. The health care clinic are attend primary needs of their community e.g. treatment of curable diseases thereby reducing mortality rate e.g. Treatment of malaria Wounds Dispensing drugs Anti natal cares Children care

State General Hospital


In addition to provision of free primary healthcare, the state government will increase investment in stage general hospital with the intention of complementing the efforts of primary healthcare. Upgrading of some rural public centre to state general hospital


a) In some area e.g. (Olorunda Local Government) the state government

is to review the possibility of upgrading some local public health centre to state general hospital. The advantages of such moves is to take cognizance of increase in population of such areas and reduce traveling distances of patients in the case where the nearest hospital is more than 100 km. e.g. Olorunda local government the nearest hospital in Badagry which has been overstretched. b) Asogbon Primary Health Centre, in Bariga local Govt. likely to be upgraded to general hospital

Infrastructure development and urban planning


Transportation system
Premise
The average cars per kilometer in Nigeria 11 per km In Lagos, the average is 222 per km. In addition all the trailers and tankers that comes to the ports to pick up goods and petroleum drive through Lagos roads. The luxurious buses that convey traders to the east also drive through Lagos, whilst some of those roads are were not made for heavy-duty vehicles. The reasons, for traffic jam are many namely; bad roads, broken-down vehicles, indiscriminate stopping by commuter vehicles, parking by the roadsides, floods are some of them. According to press reports over N42bn are lost annually to traffic jams.

Introduction of Comprehensive and integrative Transportation System


It is imperative to have a comprehensive and integrative transportation in a mega city like Lagos. In order to make provision for increasing population of Lagos, which is expected to increase up to 25 million inhabitants in the next decade to this end. According to a Project Appraisal Document for Lagos Urban Transport Project prepared by World Bank, the state has a total road network of 5,180 km of which The state roads = 2,743 (53%) Local govt. roads = 1,846 (35%) Federal roads = 591 (11.4%) Accordingly the operational efficiency of Lagos roads network is low with a limited number of primary corridors, operating at or near capacity, carrying the bulk of the traffic. Opportunity to access the primary corridors is limited by a lack of interchange facilities and, where possible, the interchanges are often inadequately designed and provide only a partial access to the primary network

Combined Transportation system, which will include the following Completion/Modification of Metro line and or light rail system and construction of railroad along some express road to complement road traffic and reduce congestion:

Rail Transportation:
The new government will introduce rail mass transit transportation system; it is expected and must be able to carry to over 30,000 passengers in each direction per hour. To save cost, the Jakande Metro-line plan, can be reviewed taking into consideration the latest infrastructural and urban developments. Water Transportation:
Re-Introduction of Ferry service. The government will private investment driven coupled by rehabilitation of this existing terminal facility. The government will provide encouragement to private investors; the ferry service is expected to carry xx passengers in each direction per hour/30minutes. Road Net Work Traffic:


The road network is the backbone of the bus system: the focus is the ability to move people en mass. Presently private investors are relatively active in this area by provision of minibus (danfos) with the present estimation ca 75,000. In additional there are about 5000 registered taxies. The number of unregistered taxies, which is increasing in view of unemployment, is also factor. Lately the increasing number of motorcycles (okadas) is also complementing these efforts. In view of the high parentage of private sector in this area, the state government is will concentrate on the following Providing regulatory frame work for public transportation operators and capacity building Maintenance and rehabilitation of main road network Application of traffic systems and control Establishment of bus lanes and One-way street system According to the studies it is upon implementation of the policies, about 200,000 people are projected to engage to work in the project. Do we need a second airport? Preferably to be located at Epe, to help decongest local airport Ikeja, which will be convenient for residents of Victoria Island, Lekki, Ajah, Ikoyo and Lagos Island thereby easing the need to travel across the state to Ikeja to travel 2.1.1.6 or alternatively Helicopter link-up form Epe or Lekki to Ikeja local airport. Waste Management
Waste Management:
For effective management and conceptual management of waste management in a mega city like Lagos, there is a need to create and or establish waste management disposal agency. The waste management agency will establish an integrated waste management services, which will collect solid waste, transfer, recycling and resource recovery and disposal services to residential houses, municipal local government customers, industrial customers in the and neighbouring state. Agency will provide The agency will coordinate, create framework and be responsible for formulation of policy of waste management operations. Operations: The company is to operate following no of NN landfills disposal sites Operations of major dumpsites presently at Olusosun, Abule-Egba and Ejigbo into landfill NN waste-to-energy plants Hauling companies Examine waste-to-wealth initiative (i.e. private sector collecting waste and selling it to government) Legal Frame Work Private run or joint venture - if joint venture is opted for, efforts will made to acquire up to 25% voting rights for strategic reasons

Creation Commercial Business District (CBD) Lagos Island


Consequent upon establishment of comprehensive and integrated system, there is to be creation of CBD for Lagos Island. This model is to be adopted in other area of the state. In order to stem the migration of business entities away from Lagos Island and reduce congestion in Victoria Island, there shall be CBD Lagos Island.

Although little information is available at the public domain how much was spent and how state has profited from the investment, nonetheless the new government will on environmentally generated energy (see waste management chapter) to provide electricity for the state use

The state is to work with federal government in provisioning adequate

electricity to the state. The national assembly is to be encouraged to changed the present laws to facilitate foreign investment in this sector The state government is to encourage foreign investment in this sector

Emphasis on Construction of street lighting in the city centre

Alternative Energy generation Project(s)


The state government is to commence a feasibility study on introduction on practicable usage of environmental friendly alternative energy. i.e. Solar Energy, Waste recycling, wind etc.

Drainage Systems
Lagos state is bedeviled with flooding most especially when it rains. This due to inadequate attention to drainage issues in road design process and

poorly developed tertiary and secondary drainage infrastructure combine to make many roads impassable at times during the rainy season. The commissioner of works is to identify areas that needed urgent attention and those will alleviate the suffering of the masses The solution will be affected through PWD initiatives E.g. LUTH and Idi-Araba area

Provision of Pipe water for all house hold


Premise
Lagos provides over 1 trillion gallon waters everyday and buys chemicals for its treatment

Situation Analysis
Lagos state through Lagos State Water Corporation (LSWC) supply waters through 21 water works about 40% of the needs of Lagosians. The Adiyan, near Abule Egba and Ipaja is the largest water works while the Iju water works; in Agege is the second largest. Incidental while places like Surulere, Ajao Estate gets water place close to the water works i.e. Ogba Ijaye, AbuleEgba, Ipaja get nothing and had to resolve to buying water from private vendors (hawkers etc), private boreholes supplying waters of questionable quality and at a cost much high than the corporation charges. Consequently, the following hazards happens namely Health hazards. Because the commercial vendors do not care about the hygiene of their kegs or containers because they interest is sole on making profit or area like Baruwa, who that smell of petrol and is brownish due to burst pipes which contaminates water. The result is incidence of typhoid disease, which is costing the state more money to heal and the lost man power etc, Children had to trek long distances to fetch water hence exposing them to accidence e.g., being knock down by okada and vehicles etc.

Target solution:
To increase the supply from the present 40% to 60-70% and cover more ares in Lagos state:

Private sector initiatives


The new state government will introduce private sector initiatives to complement state government efforts. In view of the fact the good people of Lagos state are desirable of having good pipe water with reliable quality, the

state government will do the following: creating of water works or mini water works in all local government to facilitate distribution of waters.

Upward review of distribution districts


Present the state has 10 distribution districts. We shall review the number of distribution upward to facilitate effective and efficient distribution of water (according to press reports presently it require about N10mio to N50mio investment per distribution area) Rehabilitation of corporation infrastructure (presently there existed World Bank programme that is aimed at helping the state government) The purpose of the rehabilitation is to increase output so that more places can be served promulgation of enabling law to induce private sector participation General principles of thee government. Instead of putting their money in the banks or starching it away abroad, I will invite individual to invest in their area. Water Plants
Creation of a committee to study the estimation population in each local government. The state of the existing state water works, including the newly created micro-water scheme. Formulation of appropriate water works schemes in conjunction with local government. Focus should be provision of pipe borne water to all households including industrial entity. Lagos state government should look into ways of providing adequate subsidy. However, the venture should not be budget-draining exercise.

Introduction of Building Cooperatives/Associations System
The successive government has built houses that are termed low cost housing estate but in view of the exorbitant cost to the populace, these good

initiatives have not met its objectives, because it remains unaffordable to the low income earner. Also the efforts of the state government to provide housing through the housing developer has also not helped the situation, because built their respective houses consequently, the state government will introduce a new policy paradigm of housing cooperatives. For the purpose of the paper, housing cooperatives are associations, which statues will be to build affordable houses for its members. The housing unity may be a combination of leasehold and or ownership basis. The cooperatives will be responsible for management of the estate, fulfilling all regulatory requirements and carry out any other duties as may specify by the law. The state government will through approval assist the estate in creating infrastructure. The targets consumers are low-income consumer

Low Income Housing Project:


Creation and or overhauling of the existing housing agency or board. There is to be a new policy change in the housing programme in the state. Whereas the state government in the past provides housing for people at exorbitant rate or which they cannot afford, the new state government will make a paradigm shift and build a house for the populace with a rent at competitive rate.

Monitoring Agency:
Creation of a new agency to monitor and mange the respective properties including collection of rents

Provision of Fire Service


In a mega city like Lagos, provision of fire service, is a vital aspect of governments onerous responsibility of securing live and property. In this respect, the state government will overhaul the present obviously outdated fire service system in the state and provide a new policy framework, which will then be enacted by the state house of assembly. The new fire service policy will be structured as an autonomous independent agency of the government but not appendage of a ministry, which has in past led to the non-performance. The new policy will shift focus on fire prevention because if fire outbreak were adequately prevented there will be no need for fire to attack. In this wise we shall work with corporate organizations, multi-national companies, market new and women, communities and schools including NGO The aim of the new fire policy will among other things and however, not limited to: Define the new standard for fire protection in Lagos state Defining the standard and codes for buildings in both residential and industrial purposes Safety approval of buildings plans Inspection of buildings and advising on safety measures Carrying out regular fire investigation Carry out other duties as related to be actively involved in fire prevention Enforcement of compliance with minimum safety standard for fire prevention in private and public building Procurement of fire prevention technology that could detect, raise alarm and help to attack fire before fire prevention technology that could delay the spread of flame during a major fire outbreak

Adequate will be provide through government support and subsidy Private sector participation in the funding The recipient of the service is to participate in the funding However, the government will work modalities of subsidizing the poor masses so that the fear of payment of any fees will not hinder proper usage of the fire service facilities.

In order to provide adequate finance pension and sustain its payment thereafter, it is desirable to establish a government agency to manage, pay and provide means of sourcing of pension of pension schemes and gratuities. The pension schemes is to be based on contributory and participatory system i.e. employee and employer contribution. The % of the contribution is to be determined by the civil service commission and the state government. Participation in the schemes to be made compulsory for the state government civil servants, probably local government council workers and voluntary for he private sector.

Provision of start up and once off equity including and making use of the existing infrastructure to begin the operations. i.e. physical infrastructure and manpower resource. Part of the money to be made free from the recurring expenditure of the pension liabilities.

3rd Phase
The state government is to transfer all pension liabilities, obligations including the management to the agency.

The government can consider expanding the scope of participants

Completion of Abandoned Project
Abandoned Projects
Upon assumption of office, the new state executive government will review all existing and uncompleted projects, ascertain those that will contribute meaningfully to the welfare and wellbeing of the people with the aims of completion. Most especially those areas that fall within government priority areas. It will save the taxpayers a lot money and improve the dividend of democracy.

We shall review the abandoned project. Where we found out that the contractor has defaulted and had not performed we shall take the necessary action to get the state money back.

Agriculture
Much as Lagos is an industrialized state, hence most of the foodstuffs come from other states in the federation, it is necessary to create and maintain strategic food reserve to cushion the effects of price vulnerability on consumer. To this end the state government will put in place a selective agriculture policy to achieve this purpose. The state government will make use of its strategic location to its advantage Food crop: Ibeju-Lekki, Isolo, Epe and Badagry Fishing: Badagry, Epe Animal husbandry: Badagry The state government will provide following Acquisitions of acres Creating of legal frame work Storage facilities The government is to decide whether how best to achieve, i.e. through private initiatives or government or hybrid, Introduction of macro-credit scheme, guarantee from the state or performance guarantee Advantages Creation of employment Bringing down prices, thus increasing the availability income of Lagos people Rural development

Sport, welfare and youth development


The new state government is to use the instrument of sport management to improving the image of the country Sport management Sport development is a process and not a project that is to be embarked upon.
