A. Employment: as a product of Cardinal policy
The centerpiece of the new administration is creation of job opportunities and employment for the indegenes of the state. It is intended to create over 500,000 direct and indirect jobs for people in Lagos state. For this purpose direct job, are jobs created as result of implementation of government policies, programmes and or projects, whilst indirect jobs are created as result of government supplying and provision of support that geared towards implementation of government programmes. Education and Schools

The schools built by Alhaji Jakande have dilapidated, the infrastructures are not available when available it is obsolete, the morals of the teachers are low because there is no incentives to teach. According to our information, teachers have resorted to buying and selling at schools to complement their income. The pupils have resorted to attending compulsory lesson instead of the normal teaching. To this end, we view that in order to re-introduce free education, we need to upgrade the facilities, build infrastructure and retrain the teachers in preparation of the new policy. To achieve this we have divided the policy formulation into stages. Phase I Immediately after swearing ceremony, the newly elected state government will commence building of Trade centres, computer centres, and laboratories, in all the local government with the aim of sharing the facilities. The ventures are to be fully funded by the state government and we will invite the private sector to participate and the government will work out the modalities. Time frames defined in stages: Stage I General overhaul of schools building etc Building of laboratories, libraries, computers room, trade centres, etc Stage II Retraining of teachers Legal framework of Stage III Free education
provide a cushion to students and parents to complement their effort of sending their wards to school. Hence the state government will revive scholarship system for students and parents for secondary schools and tertiary education. The state government will furthermore provide incentive for teachers and improve the infrastructure for schools. We shall build laboratories, renovate the existing schools and provide a framework and including setting a minimum standard private run schools in the state.
In view of the high numbers of secondary schools and its high numbers of high schools students in comparison to other states, who although qualified but can not be accommodated in the present JAMB admission system, the need has arisen to view the present JAMB admission system which has caused some disadvantages to the citizens of Lagos state, hence leading to high unemployment, under employment, etc in order to create level playing field for students from Lagos State, who are qualified but can not be accommodated in the present system, the new state government will establish a committee with aim of providing a workable solutions for the citizens of the state. The aims of this policy among other things is to address a solution where the average youth of Lagos state is in a hurry to leave this country because of lack of faith in the state and the country particular, ability to provide opportunities for them. These will reduce a situation where our youth are exposed to negative influence abroad and help improve the image of the country.

The waste management agency will establish an integrated waste management services, which will collect solid waste, transfer, recycling and resource recovery and disposal services to residential houses, municipal local government customers, industrial customers in the and neighbouring state. Drainage Systems
Lagos state is bedeviled with flooding most especially when it rains. This due to inadequate attention to drainage issues in road design process and
poorly developed tertiary and secondary drainage infrastructure combine to make many roads impassable at times during the rainy season. The commissioner of works is to identify areas that needed urgent attention and those will alleviate the suffering of the masses The solution will be affected through PWD initiatives E.g. LUTH and Idi-Araba area
Situation Analysis
Lagos state through Lagos State Water Corporation (LSWC) supply waters through 21 water works about 40% of the needs of Lagosians. The Adiyan, near Abule Egba and Ipaja is the largest water works while the Iju water works; in Agege is the second largest. Incidental while places like Surulere, Ajao Estate gets water place close to the water works i.e. Ogba Ijaye, AbuleEgba, Ipaja get nothing and had to resolve to buying water from private vendors (hawkers etc), private boreholes supplying waters of questionable quality and at a cost much high than the corporation charges. Consequently, the following hazards happens namely Health hazards. Because the commercial vendors do not care about the hygiene of their kegs or containers because they interest is sole on making profit or area like Baruwa, who that smell of petrol and is brownish due to burst pipes which contaminates water. The result is incidence of typhoid disease, which is costing the state more money to heal and the lost man power etc, Children had to trek long distances to fetch water hence exposing them to accidence e.g., being knock down by okada and vehicles etc.
Target solution:
To increase the supply from the present 40% to 60-70% and cover more ares in Lagos state:
state government will do the following: creating of water works or mini water works in all local government to facilitate distribution of waters.
Water Plants
Creation of a committee to study the estimation population in each local government. The state of the existing state water works, including the newly created micro-water scheme. Formulation of appropriate water works schemes in conjunction with local government. Focus should be provision of pipe borne water to all households including industrial entity. Lagos state government should look into ways of providing adequate subsidy. However, the venture should not be budget-draining exercise.

Introduction of Building Cooperatives/Associations System
The successive government has built houses that are termed low cost housing estate but in view of the exorbitant cost to the populace, these good
initiatives have not met its objectives, because it remains unaffordable to the low income earner. Also the efforts of the state government to provide housing through the housing developer has also not helped the situation, because built their respective houses consequently, the state government will introduce a new policy paradigm of housing cooperatives. For the purpose of the paper, housing cooperatives are associations, which statues will be to build affordable houses for its members. The housing unity may be a combination of leasehold and or ownership basis. The cooperatives will be responsible for management of the estate, fulfilling all regulatory requirements and carry out any other duties as may specify by the law. Upon assumption of office, the new state executive government will review all existing and uncompleted projects, ascertain those that will contribute meaningfully to the welfare and wellbeing of the people with the aims of completion. Most especially those areas that fall within government priority areas. It will save the taxpayers a lot money and improve the dividend of democracy.
We shall review the abandoned project. Where we found out that the contractor has defaulted and had not performed we shall take the necessary action to get the state money back.
Agriculture
Much as Lagos is an industrialized state, hence most of the foodstuffs come from other states in the federation, it is necessary to create and maintain strategic food reserve to cushion the effects of price vulnerability on consumer. To this end the state government will put in place a selective agriculture policy to achieve this purpose. It is the intention to of the new state executive to reform state judiciary, our attention has been drawn to the long time that takes the judiciary to dispense with judgment in view of the heavy backlog of cases etc. According the state will refocus the judiciary to makes sure that cases are dispense as soon as possible because justice that takes a long time is justice denied. Quick dispensation of justice will hinder engaging in self-help efforts, which may not be in the interest of the society We shall promote alternative judicial approach and look at setting up new ones to try special cases to facilitate efficient judiciary. 12.1. Adequate Funding and renovation of magisterial court. A close cursor of the magistrate court will reveal that the state of magistrate court is deplorable. Over the years the magistrate court has suffered from successive government neglect in terms of under funding and lacking of basic infrastructure. In view of fact that magistrate court is supposed to be the court closer to common man, the new state government has decided to improve the basic infrastructure of the magistrate i.e. renovation o the building, provision of basic amenities like chairs, tables, ceiling fans, type writers/PC. In addition the government will work with NBA and other stakeholders to see what could be done in terms of motivations to magistrate judge so that they can quickly dispense justice denied Example: Igbosere, Tapa, Botanical Gardens in Ebute Metta, Badagry 12.2. In the event of non-respond, the public complains officer can follow up by sending a reminder to him with a copy of the complains forwarded to officer of office of the secretary of the state government for information.
