ORDER
As per paper read 1st above, the meeting of the Faculty of Engineering held on 28-01-2010 deliberated and approved the rules and regulations for Ph.D programme in Engineering (Full time and part time course) to be implemented with effect from 2010 admission. As per paper read 2nd above, the above resolution of Faculty of Engineering was approved by the Academic Council meeting held on 03-07-2010 vide (item no.IIA). Vide paper read 3rd above, the Vice-Chancellor has accorded sanction to implement the rules and regulations for Ph.D programme (Full time and part time course) approved by the Academic Council held on 03-07-2010. Sanction has therefore been accorded for implementing the rules and regulations for Ph.D programme (Full time and part time course) approved by the Faculty of Engineering and Academic Council meeting held on 28-01-2010 and 03-07-2010 respectively with effect from 2010 admission.(Copy appended) Orders are issued accordingly.

UNIVERSITY OF CALICUT Ph.D. PROGRAMME IN ENGINEERING (FULL TIME & PART TIME)

RULES & REGULATIONS 1) Admission to the Ph.D. Programme in Engineering shall be on the basis of an Entrance examination conducted by the University. The University should invite application for admission to PhD Programme in Engineering. Regular teachers of approved Government /Aided colleges affiliated to the Universities in Kerala, teachers of University Department with not less than 7 years of teaching experience are exempted from entrance examination. 2) Candidates who have secured 60% marks or equiavalent CGPA in the P.G. Degree examination (M.Tech) of this university or equivalent degree of any other Indian or foreign universities recognized by the Calicut University shall be eligible to apply for the entrance examination for Ph.D registration. In the case of SC/ST candidates a pass in the qualifying examination will be sufficient. 3) An Engineering Research Council will be constituted to conduct the entrance examination. Heads of each research centres of various Engineering Colleges under Calicut University and all the research supervisors approved by the University shall be the members of the Engineering Research Council. The Senior most Professor will be the chairman of the Engineering Research Council. 4) The chairman of Engineering Research Council will constitute a committee for conducting the entrance examination at each research centre. The Research Council will finalize the syllabi and take up the responsibilities of conducting the entrance examination under the supervision of the Head of the Research Centre. The syllabi shall be published one month prior to the date of examination. The examination shall be conducted at the PG Level of the concerned branch, for which the candidate applies. The entrance examination will have both Multiple choice questions and Descriptive type questions. Maximum marks for entrance examination is 100 and 3 hours time duration. 50% of the marks for Multiple choice questions and 50% for Descriptive questions. No negative marks for the multiple choice questions. 5) Candidates who secure a minimum of 50% marks in the entrance examination are eligible for admission to the Ph.D. programme. SC/ST candidates require only

35% marks.

Based on the marks scored in the entrance examination, a list of

eligible candidates shall be prepared and published by the Engineering Research Council. The Chairman of Research council shall forward the list of eligible candidates to the University for approval and admission. The University shall allot the students to each reseach centre based on the marks obtained, choice of the student and the availability of seat and the rank obtained by the student in the Entrance Examination . The validiy of the Entrance Examination result will be two years from the publication of the result. 6) After allotting students to each research centre by the University, the departmental research commitee consisting of HOD, all the approved research supervisors of the dept will allot the students to different research supervisors based on the topic of research selected by the candidate, specialization of the research supervisor and seniority. After allotting students to each research supervisor, the candidate must be informed this by the research centres and the candidates will be asked to produce a consent letter from the research superviser. There shall be a doctoral committee for each student. The senior most member of the department/research centre be the chairman of the doctoral committee. If that senior most member is happened to be the of the student, next senior most member with doctoral degree be the chairman of the doctoral committee.
7) Each research supervisor shall be authorized to guide a maximum of 3 scholars at a

time. While signing the consent letter, the research supervisor shall ensure that this limit is not exceeded. 8) The selected candidates shall submit a research proposal of the proposed research work to the chairman of doctoral committee. This should be done in consultation with the research supervisor, under whom he/she intends to work. The proposal will consists of the title of the proposed research work, objective of the study, review of literature and a brief account of the procedure to be adopted for the proposed study in not exceeding 500 words, within a period of 60 days from the date of submission of consent letter from the research supervisor.
9) Doctoral Committee for each student shall have four members ,out of which two

experts (with doctoral degree) from the research centre/college and the other two experts nominated by the Vice Chancellor from a panel of experts submitted by the research supervisors. The research supervisor shall be the ex-officio member to the committee. In case of insufficient members in the relevant area, members from

outside

the

institution

can

be nominated.

All

the

members

of

the

committee should have doctoral degree in Engineering/ relevant area of research. 10).The candidates shall be called for an evaluation meeting before the Doctoral Committee to present research proposal. After the discussion with the candidate, the Doctoral Committee shall suggest modification in the project, if found necessary. After modification, if any, the candidate shall submit the revised proposal within a week of the evaluation meeting, to the Chairman of doctoral committee who shall forward the research proposal to the Director, College Development Council along with the prescribed application form for admission to PhD and necessary documents and fees.
11) The candidate should undergo course work of one semester duration, at least two

courses relevant to the topic of research and appear for examination within 2 years of registration. The doctoral committee will finalise the list of courses that the candidate should have to undergo. It could be the courses at the PG level or specially designed for the student. The syllabi of the specially designed course, if any, should be approved by the doctoral committee. The details of the course and the syllabi after finalisaton by the Docteral committee should be submitted to the Director, College Development Council through the chairman, PG Board of studies and Dean, Faculty of Engineering. The controller of Examinations should prepare the question papers and evaluation should be done by external examiners. Criteria for pass is as per university regulations. 12)The doctoral committee should evaluate the progress once in every year and make suggestions for improvement. The chairman of doctoral committee will report the progress to the university, along with the minutes of the meeting. 13) Before the submission of the synopsis, but two years after the registration, an open seminar has to be presented at the research centre, with intimation to the doctoral committee members. The research supervisor will ensure that the relevant suggestions made during the seminars, are incorporated. 14)On completion of the work, the research scholar shall submit an abstract of the thesis to all doctoral members and shall present the work before the doctoral committee for comments and evaluation. A prerequisite for the submission of the abstract be the publication of one peer reviewed international journal paper. 15)After incorporating the corrections suggested during the evaluation, the candidate shall submit 10 copies of the abstract of the thesis to research supervisor three

months prior to the submission of the thesis.

The research supervisor shall

forward the abstract along with a panel of atleast 9 experts (outside calicut university) and not more than 2 persons from one state (with name, designation, address, telephone number and e-mail id) from academic institutions or academicians in research centers through the chairman of doctoral committee to the Director, College Development Council. While preparing the panel, the following guidelines may be followed : a) Teachers working in Calicut University or its affiliated colleges shall be excluded. b) Experts below the rank of Assistant Professor / Selection Grade Lecturer should not be included in the panel. c) The expert should have at least five year research experience after his doctoral degree. 16) The Vice Chancellor shall constitute a committee comprising three examiners from the panel provided by the research supervisor, for the evaluation of the thesis. 17)The full time / part time research scholar shall submit his/her thesis after a minimum period of three/four years and within a maximum period of six/eight years respectively from the date of registration. One year extension may be granted to both full time and part time students on recommendation of Doctoral Committee, if required on reasonable grounds. 18) The following document shall be included in the Ph.D thesis : a. A declaration signed by the candidate, stating that the contents of the thesis has not been previously used as the basis for the award of any degree, diploma, fellowship, title or recognition. b. A Certificate from the research supervisor certifying that the thesis is a bonafide research work carried out by the candidate under his supervision. 19 The candidate shall submit 5 copies of the thesis to the Chairman of doctoral committee along with necessary documents 20 The office of the Director, College Development Council, shall make arrangements to complete the evaluation of the thesis within three months from the date of submission of the thesis. Within one week from the date of receipt of the reports from the experts, the

Director, College Development Council shall forward the reports to both the Chairman of doctoral committee and the research supervisor for further action. 21 If two or more examiners recommend the thesis for acceptance, open defence and vivvoce exam shall be conducted at the earliest. If two or more of the examiners suggest any revision / correction/ re-submission of the thesis, the same shall be intimated to the research supervisor and the concerned student immediately. In such cases, the candidates shall submit the revised / corrected thesis within a period of six months. If two or more examiners reject the thesis, re submission of thesis will be only after one year and a fresh list of examiners should be forwarded to the Director, College Development council by the research supervisor. 22 An examination board to conduct open defence and viva-voce examination has to be constituted with three members. The research supervisor in consultation with the head of the research centre shall nominate one of the three examiners who evaluated the thesis as an external examiner, and the chairman of doctoral committee and research supervisor shall be the other members The research supervisor shall be the moderator. The Chairman of doctoral committee, in consultation with the research supervisor shall fix a date for the conduct of open defence and viva- voce. A copy of the thesis should be made available in the library of the concerned research department at least seven days prior to the date of open defence for the public reference for those who want to take part in the open defence and subsequent discussions. Wide Publicity should be given for the open defence. 23 On completion of the presentation, the external examiner alone shall put questions to the candidate. During the presentation and and viva-voce, the listeners are not allowed to ask questions/clarification/discussion. As and when the external examiner winds up the viva voce, the open defence shall be thrown open to the listeners for a healthy discussion , the outcome of which shall in no way affect the examiners grading of the thesis. A report shall be prepared by the external examiner in consultation with the research supervisor and the chairman doctoral committee based on the performance of the candidate in the presentation and viva voce. The report shall be signed by the external examiner and research supervisor and forward through the chairman of doctoral committee to the Director, College Development Council, who shall forward the recommendations and report to the Vice Chancellor for the award of the Ph.D Degree. 24 The controller of examination shall issue Ph.D Degree certificate on receipt of the application for the same in the prescribed form. The Degree certificate shall contain all the relevant details including the title of the research work and date of award. The date of award may be reckoned as the date of viva-voce.

25 As soon as this new regulations for Ph.D programme in Engineering come into effect, all the earlier rules and regulations shall be treated as cancelled. 26 If for any reason, a research supervisor ceases to be a faculty member or retires from the service, or enters on long leave, a candidate can opt for a co-guide, with the consent of the Guide / the Chairman of doctoral committee. 27 Regular teachers of approved Government / Aided colleges/ self-financing colleges affiliated to the Universities in Kerala, Teachers of University Departments, candidates appointed as research fellows or research assistants selected by UGC/CSIR in the research projects run in the university departments / government / aided colleges / central / state and other approved research institutes and scientist working in the research institutes satisfying the eligibility criteria as stated under the item number 2 of the rules and regulations are eligible to apply for part time registration for research. In addition, those who have been working in the state/central government departments, government public undertaking, and boards with not less than 5 years of experiance can apply for part time research through any of the recognized research centres, provided they satisfy the eligibility criteria. All such candidates should submit No Objection Certificate from the Employer. The part time research students shall attend the department / research centre for 60 working days in a year (minimum three attendances in a month). The research supervisor shall forward half yearly progress report and attendance attested by the chairman of doctoral committee, to the Director, College Development Council. 28 The Doctoral Committee shall review the work of the research scholar in the Department once in a year and record its decision and report the matter to the University. 29 A full-time research scholar is not allowed to engage himself/herself in any employment. 30 Based on the recommendations of the Doctoral Committee, the university may permit a research scholar to change the topic of research within two years from the date of registration. 31 The college development council shall be competent to allow the change of a Research supervisor in extraordinary cases at the request of the candidate and on recommendation of the Doctoral Committee.
