PROFESSIONAL EXPERIENCE CACI, Deployment Integrated Product Team (IPT) Lead, Virtual Integrated Processi ng System (VIPS), October 2010 to Present VIPS Deployment IPT Lead, October 2010 to Present Mr. Kennon joined CACI to assume leadership of the VIPS Deployment IPT. His init ial task was to write the Deployment and Transition Plans deliverables for the R apid Operational Capability. Initial drafts of both plans were due to the VIPS P rogram Management Office (PMO) within two weeks of his arrival to the program. I n addition to these deliverables, Mr. Kennon offered his assistance to the Docum entation Team and to several other authors. His assistance allowed the authors t o deliver acceptable plans on time. Mr. Kennon also provided his writing and doc umentation expertise to the various revisions of the Software Requirements Speci fication (SRS) deliverable. He took the lead in organizing the program's respons e to the SRS comments matrix and ensured that needed revisions precisely address ed the PMO's comments. Lead Writer, August 2009 to October 2010 Lead Writer for the Concept of Operations (CONOPS) for the Senior Leader Command , Control, and Communications System (SLC3S). Responsible for capturing the as-i s and to-be environments for this C3 system linking the President of the United States to his primary national security advisors. Defined the annotated outline for the CONOPS and was the sole writer who provided content to the various draft s. While SLC3S has been operating in one form or another for more than 14 years, he is the first writer to create a draft SLC3S CONOPS. Lead Narrative Writer, September 2007 to August 2009 Mr. Kennon supported the Business Transformation Agency as the Lead Narrative Wr iter for the semiannual publication of the Department of Defense's Enterprise Tr ansition Plan (ETP). It provides the roadmap for the Department's business trans formation. He was responsible for writing the original drafts of the ETP's Execu tive Summary, which recounted the progress the Department had made in the past s ix months in acquiring the systems necessary for business transformation. As Nar rative Project Manager, Mr. Kennon was personally responsible for all aspects of delivering a high quality and informative 260-page narrative, approved by the D eputy Secretary of Defense for delivery to the Congressional Defense Committees. A strong foundation in the Department of Defense's 5000-series regulations was necessary to creating the story the Department was trying to tell and for making it understandable to a Congressional audience. Many of the stakeholders who pro vided content for the ETP represented organizations throughout the Office of the Secretary of Defense, including USD/AT&L and ASD/NII. Mr. Kennon also took the lead in formatting and editing a report to the President of the United States re garding Security and Suitability Process Reform. Senior Systems Engineer, March 2005 to September 2007 Mr. Kennon supported the Office of the Chief Scientist and Architect of the Futu re Combat Systems (FCS) Lead Systems Integrator. FCS is the U.S. Army's transfor mational weapons systems acquisition program. Mr. Brady, Chief Scientist and Arc

hitect, selected Mr. Kennon to manage a series of projects that were assigned to Mr. Brady by the FCS Program Manager. Many of the projects were related to acco mplishing difficult objectives necessary to meeting Milestone B requirements. Th e first effort involved management of the System Integration Labs (SIL) Efficien cy Assessment Project. Mr. Kennon was responsible for the project's schedule and the content of the phase reports to the FCS Program Manager. He wrote the initi al drafts of the presentations, which contained recommendations for eliminating redundancies in the program's SILs. Next, Mr. Kennon managed the Top Design Issu es Project. Under Mr. Brady's direction, he managed a team tasked to solve 15 FC S design issues prior to a major program milestone. Leveraging his knowledge of the program's IPTs, he created a process for integrating the design efforts of s everal IPTs. Following initial success in this project, Mr. Brady asked Mr. Kenn on to manage Team 1, a cross-IPT team responsible for solving System of Systems design issues prior to a major program milestone. Again, he created a team and e xecuted a project management plan required to solve the design issues. Science Applications International Corporation (SAIC), Project Manager/Relocatio n Manager, Program Development Specialist, January 2000 to February 2005. Project Manager / Relocation Manager, February 2004 to February 2005 In Kaiserslautern, Germany, Mr. Kennon directed the closeout of United States Ai r Forces in Europe (USAFE) Systems Engineering and Technical Assistance (SETA) c ontract, including fulfillment of intelligence and operations delivery orders at Ramstein Air Base, and subsequent Warrior Preparation Center (WPC) delivery ord ers. He took responsibility for ensuring that all technical staff members were f amiliar with the project closeout requirements in the Statements of Work (SOW) a nd in the Contract Data Requirements List (CDRL). In addition, he developed the transition plan for all delivery orders and ensured Government acceptance of the deliverables required for plan execution. All transition plan deliverables were delivered on time and accepted by the Government. Mr. Kennon also ensured stron g financial performance until the contract ended. His responsibilities included coordinating with technical leads regarding transition of the project scope to G overnment control, including extended and intensive period of training/mentoring and creation/dissemination of Exercise Planning Guide. Mr. Kennon oversaw imple mentation of relocation program and developed a SOW for a new customer that was unfamiliar with executing tasks with incremental funding. Program Development Specialist, January 2000 to February 2004 Mr. Kennon served as Program Development Specialist for Command Solutions Operat ion (CSO) and Intelligence Solutions Group (ISG); supported program management, process development, and creation of technical proposals during deployment of co mpany-developed exploitation system; and utilized knowledge of automated target recognition (ATR) systems to provide key support for SAIC's operational automate d target monitoring system. He developed White Papers and briefing presentations for a wide variety of national security subjects, including the adaptation of S AIC's automated target monitoring system to intelligence production requirements of the Office of Naval Intelligence. Tasks also included developing the ability to analyze and break down SOWs for specific requirements and then research the business unit's past performance against those requirements. Gained recognition as ISG's primary author of past performance citations; managed production of pas t performance volumes for eight major proposals. Provided highly specialized tec hnical support on classified project that captured vision of National Imagery an d Mapping Agency's (NIMA) advanced digital architecture. Reporter, Lamar Daily News, Lamar, Colorado, September 1996 to January 2000 Mr. Kennon applied the elements of the intelligence cycle to the process of repo rting for this newspaper. He established collection and tasking responsibilities for the process of identifying news sources. Once he had collected the raw news data, he used standard Air Force intelligence procedures for analyzing and expl oiting the news. He ensured that all news met intelligence sourcing standards. B efore disseminating any story, Mr. Kennon fact-checked the material by reading t he story to a key contributor. Once the source agreed the story was valid, it wa s sent to the editor for publication. Mr. Kennon then contacted the source again to ensure the reporting was accurate and to set the stage for further collectio

n, analysis, exploitation, and dissemination of the news. United States Air Force, Intelligence Flight Commander, November 1990 to July 19 95 Mr. Kennon was the primary project manager responsible for development of the in telligence capability required to support delivery of the first B-2A Stealth Bom ber to Whiteman Air Force Base. For more than two years, he supported the B-2A S ystem Program Office (SPO) on all issues related to providing operational intell igence support to this unique weapon system. Mr. Kennon devised processes and pr ocedures for providing intelligence exercise and Operation Planning Team support , managed definition of intelligence requirements, and aided in continued develo pment of Intelligence Support Plans. His project management efforts included wea pon systems architectural plans for deploying future intelligence systems and th eir integration with existing mission planning systems. He oversaw development a nd management of the intelligence capability for B-2A aircraft, including the In telligence Concepts of Operation for support of the first participation by the B -2A in a field training exercise. Played key role in providing reliable intellig ence during successful evacuation of more than 600 people from Sana'a Internatio nal Airport, Sana'a, Yemen, over two day operation.
