1.0 !NTERNAT!ONAL CONvENT!ON FOR THE PREvENT!ON OF
POLLUT!ON FRON SH!P (NARPOL 73/78)

NARPOL is the !nternational Convention governing the prevention of pollution
from ships.
'he regulations covering the various sources of shipgenerated pollution are
contained in the six Annexes and are updated regularly.
Annexes ! and !!, governing oil and chemicals are compulsory but annexes
!!!, !v, v and v! on packaged materials, sewage, garbage and air pollution
are optional.

1.1 Annex !: Regulations for the Prevention of Pollution by Oil

etails the discharge criteria and requirements for the prevention of pollution
by oil and oily substances.
!t maintains mostly the oil discharge criteria prescribed in the 1363
amendments to the 13S4 Oil Pollution Convention.
eside technical guidelines it contains the concept of "special areas" which
are considered to be vulnerable to pollution by oil. ischarges of oil within
them have been completely prohibited, with minor welldefined exceptions.

1.2 Annex !!: Regulations for the Prevention of Pollution by Noxious
Liquid Substances (NLS)

ntry into force: 6 April 1387
etails the discharge criteria and measures for the control of pollution by
noxious liquid substances carried in bulk. !t subdivides substances into and
contains detailed operational standards and procedures.
&ome 2S0 substances were evaluated and included in the list appended to
the London Convention.
'he discharge of their residues is allowed only to reception facilities until
certain concentrations and conditions (which vary with the category of
substances) are compiled with.
!n any case, no discharge of residues containing noxious substances is
permitted within 12 miles of the nearest land. Nore stringent restrictions
apply to "special areas".

1.3 Annex !!!: Regulations for the Prevention of Pollution by
Harmful Substances in Packaged Forms

ntry into force: 1 ]uly 1332
Contains general requirements for the issuing of detailed standards on
packing, marking, labeling, documentation, stowage, quantity limitations,
exceptions and notifications for preventing pollution by harmful substances.
'he Annex should be implemented through the !nternational Naritime
angerous Coods (!NC) Code, which has been amended to include marine
pollutants. 'he amendments entered into force on 1 ]anuary 1331.

1.4 Annex !v: Regulations for the Prevention of Pollution by Sewage

ntry into force: 27 &eptember 2003.
Contains requirements to control pollution of the sea by sewage from ships.
Applies to ships of over 200 tons with 10 or more people on board and it
requires installing holding tanks or approved sewage treatment devices.

1.S Annex v: Regulations for the Prevention of Pollution by Carbage

ntry into force: 31 ecember 1388
Applies to shipgenerated garbage, and aims to reduce the amount of
garbageboth plastics and other persistent wastesthat ships dump into the
oceans.
'his deals with different types of garbage and specifies the distances from
land and the manner in which they may be disposed of.
'he requirements are much stricter in a number of "special areas" but
perhaps the most important feature of the Annex is the complete ban
imposed on the dumping into the sea of all forms of plastic.
Annex v prohibits all ships from dumping plastics into the sea anywhere in
the world.

1.6 Annex v!: Air Pollution

ntry into force: 13 Nay 200S
Contains requirements to control the air pollution from ships.
!t provides guidelines and provisions for the emission of different substances
and specifies the requirements for the testing, survey and certification of
marine diesel engines to ensure they comply with the NOx limits.
Prohibits deliberate emission of ozone depleting substance.
Cenerally they facilitate the implementation of annexes, extend the concept
of "special areas", establish more sea areas as "special areas", replace list of
substances, design new construction standards for ships, precise reporting
requirements and reduce amount of oil which can be discharged into the sea
from ships.

2.0 O!L RECORD BOOK CU!DEL!NE !N CENERAL

'he purpose of Cuideline is to provide &hipowners, Nanagers, &hip Operators,
Nasters and Officers with guidance on the proper maintenance and keeping of
an official Oil Record ook as required by NARPOL Annex !.
Oil Record ooks should be kept on vessel and conform with and supply all of
the information recommended in this Cuideline and in Annex ! of NARPOL.
Official Oil Record ooks are usually available from the Administrations.
An Oil Record ook Part ! shall be carried on board every oil tanker of 1S0 gross
tons and above and every other ship of 400 gross tons and above to record
relevant machinery space operations. !n addition, Oil 'ankers of 1S0 gross tons
and above shall also carry an Oil Record ook Part !! to record cargo and ballast
operations.

2.1 PART !: NACH!NERY SPACE OPERAT!ONS (ALL SH!P)
2.1.1 Below are the lists of items to be recorded:
a) allasting or cleaning of oil fuel tanks
b) ischarge of dirty ballast or cleaning water from oil fuel tank(s) refered
to under& ection(A)
c) Collection, transfer and disposal of oil residues (sludge)
d) Nonautomatic starting of discharge overboard, transfer or disposal
otherwise of
e) Automatic starting of discharge overboard, transfer or disposal otherwise
of bilge
f) Condition of the oil filtering equipment
g) Accidental or other exceptional discharges of oil
h) unkering of fuel or bulk lubricating oil
i) Additional operational procedures and general remarks.

2.1.2 To summarize oil record book part ! must meet all of the
following:
allasting or cleaning of oil fuel tanks.
ischarge of dirty ballast or cleaning water from tanks.
isposal of oil residues/sludge.
ischarge overboard or disposal otherwise of bilge water.

2.2 PART !!: CARCO/BALLAST OPERAT!ONS (TANKERS)

'he Oil Record ook Part !! shall be completed on each occasion, on a tankto
tank basis if appropriate, whenever any of the following cargo/ballast operations
take place in the ship:

a) Loading of Oil Cargo.
b) !nternal transfer of Oil Cargo during voyage.
c) Unloading of Oil Cargo.
d) Crude Oil Washing
e) allasting of Cargo tanks
f) Cleaning of Cargo tanks
g) ischarge of irty allast
h) ischarge of water from &lop tanks into the sea
i) isposal of residues and oily mixtures not otherwise dealt with
j) ischarge of Clean allast contained in Cargo tanks
