Ref:

1. Purpose. To implement Secretary of the Navy approval to establish subject Fleet activity and Chief of Naval Operations approval of subject realignments per reference (a). 2. Background. Action establishes Navy Cyber Forces (NAVCYBERFOR) as an Echelon III command to serve as Type Commander for cryptology/Signals Intelligence, cyber, electronic warfare, information operations. Intelligence, networks and space disciplines under Commander, U.S. Fleet Forces Command OPNAV Resource Sponsor will be Deputy Chief (COMUSFLTFORCOM). of Naval Operations for Information Dominance (N2/N6) and Budget Submitting Office is COMUSFLTFORCOM. Naval Network Warfare Command (NAVNETWARCOM) and all its subordinate commands will realign under the new TYCOM. 3. Organizational Changes. Establish subject NAVCYBERFOR and realign NAVNETWARCOM and subordinates effective 18 January 2010. The following applies: a. Mission:

To organize and prioritize manpower,

training, modernization and maintenance requirements, and capabilities of command and control architecture/networks, cryptologic and space-related systems and intelligence and
information operations activities, and to coordinate with TYCOMs to deliver interoperable, relevant and ready forces at

the right time at the best cost, today and in the future.

Action

a. Commander, u.s. Fleet Forces Command will take appropriate action, consistent with reference (a), to establish subject Fleet activity and realign subordinate activities. b. Master Update Authority, Honolulu, HI will add the Plain Language Address (PLA) in the Central Directory Component effective 18 January 2010, unless otherwise directed via official correspondence. Correspondence concerning the PLA should be forwarded to NAVNETWARCOM (Code 312), 2555 Amphibious Drive, Building 1265, Naval Amphibious Base, Norfolk, VA 23521-5000 or by calling (757) 417-6720 ext. 1-4. New command should be activated on Navy Regional Enterprise Message System (NREMS). Information on NREMS can be obtained at https://navalmessaging.nmci.navy.mil or by contacting NAVNETWARCOM at numbers above.

Cancellation Contingency.

This notice will remain in

effect for one year or until superseded, which ever occurs first. The organization action will remain effective until changed by Director, Navy Staff.
