What place for Waste in RER?


Preeminent! A dedicated section 3.2 turning waste into a resource + Several mentions and references all along the report
1- Waste avoidance: residual waste close to 0 , avoiding waste , industrial symbiosis , waste generated per capita in absolute decline , reuse , reduced food waste 2- Waste recycling: productseasily recycled , higher priority to recycling , circular economy , C&D higher waste recycling 3- Waste policy implementation: eradicate illegal waste , combat breaches of EU waste rules , ensure full implementation of the EU waste acquis 4- Waste disposal is absent! By 2050, Energy recovery is limited to non recyclable materials , landfilling is virtually eliminated + R&D for waste, new governance for waste (supply chain) and sectoral approaches (minerals, marine litter, food waste, C&D waste)

1. The ways to cover the loopholes in waste policy implementation 2. How to fill the gaps between advanced and non-advanced countries 3. A brand new waste hierarchy, but, is it enforceable ?

Contributing to better enforcement


Minimise substandard activities and lever fair competition Push for peer pressure in waste sector Involve civil society for enforcement (training, pre-screening activities for local inspection) Require high quality operation (BAT, standards) Refine legislative formulation as needed (objectives, equivalent conditions)
