1. OBJECTIVE

The purpose of this document is to inform and establish the execution sequence for the tasks of
"Loading, Transfer and Unloading of Materials", to guarantee an adequate development of the
Project "_____________________________", complying with the contractual commitments with
the Client.

Define the responsibilities and authorities for the performance of the work, in strict compliance with
the client's Quality, Safety and Environmental guidelines, as well as the legal and contractual
provisions in force.

Identify, prevent, control and/or eliminate substandard acts and conditions that may cause damage
to personnel, equipment, infrastructure and the environment.

Keep the personnel informed about the work methodology in order to achieve a product that
meets the agreed requirements satisfying the Client's expectations.

2. TERMS AND DEFINITIONS

 Loading and unloading of trucks: This is the work that is performed by mechanical
and/or manual means and that makes possible the storage or movement of materials and
equipment in and from the different places determined by the Project for this purpose,
(yards, warehouses, worksite facilities, work fronts, assembly, etc.).
 Operator: Worker authorized to operate heavy equipment.
 Rigger: A worker trained to direct lifting maneuvers, and the only person who can give
verbal or signal instructions to the crane or equipment operator to execute the movements
or maneuvers.
Note: This person will be part of the crew that requires the loading, moving or unloading of
materials, i.e., a senior master, first master or other authorized and trained worker for the
job, with the necessary identification for their function.
 Hoisting and rigging elements: Are those that allow and facilitate the proper and safe
lifting of the load in motion for its various purposes (loading or unloading), and other
complementary materials that are required to break and maintain control of a load in
suspension, may be shackles, straps, slings, stabilizing bar, eyebolt, etc.

3. SCOPE

This document is applicable to all activities described in the document and to all personnel involved
in the Project activity "_____________________________", from the beginning to the end of the
work.

4. RESPONSIBILITIES

They are responsible for performing the following actions:

Construction Manager
Provide the necessary resources and means required for the implementation of this procedure.
Define responsibilities in the procedure. Demand the implementation and effective compliance with
the procedure.

Contract Administrator
Approve this procedure in accordance with the technical, quality and safety standards of the
project. He is responsible for providing the resources in quantity and quality necessary for the
execution of all project work; together with the Risk Prevention advisor, he coordinates and
controls the application and correct functioning of the Safety and Environment program. Controls
and verifies compliance with the progress of the general program of the contract.

Head of Risk Prevention / Environment


In conjunction with the manager, is responsible for disseminating company policies to all site
personnel. Advises on the preparation of the inventory of critical activities and the command line
program to be developed during the implementation of the project under contract. Plans,
coordinates and assigns tasks related to the procedure to HSE Department personnel. Develop
and revise this procedure in accordance with project safety standards. Advise the line of command
on the application of the Procedure. Advise on the implementation of control measures to avoid
incidents.
Verify the effectiveness of control measures and propose improvements to the procedure.
Inform the Construction Manager and Administrators of the results of the preliminary and final
investigation of all incidents occurring on site. Review ART and verify that all safety measures have
been taken.

Plans, coordinates and assigns the tasks related to the procedure to the Site Quality Department
personnel (Audits, Field Reports, CA, AP, etc.).
Develop and revise this procedure in accordance with the technical and quality standards of the
project. Verify that the procedures are prepared and approved by the Client. Discusses, in
conjunction with the Contract Manager, whether the work requires specific field procedures or
instructions. Coordinates and ensures that the works are carried out in accordance with the
requirements and Technical Specifications of the Project. Maintains checks at the work front,
verifying that the activities are performed according to the standards indicated in the Drawings and
Technical Specifications. Verify that the activities that precede the assembly process are in
compliance. Records and files the information indicated in the Inspection and Testing Plan.
Maintain control records.

Field Manager
He is ultimately responsible for the correct development of the contract. As such, it plans the works
according to the master program and particular programs, allocating the common resources of the
areas in an efficient manner and adequately coordinating the different disciplines involved in similar
works.

Supervisor and/or Foreman

Instruct personnel assigned to the task to observe, comply with and enforce the strict application of
this Procedure, keeping a written record of the instruction. Maintain the Procedure in the field with
its respective personnel training record. Execute the works according to the indications of the
drawings and technical specifications of the project. Control that your personnel have the project
inductions. Prepare the Job Hazard Analysis on a daily basis. Generate the protocols associated
with the activity. Control and require your personnel to use the specific personal protection
elements and critical points of the task, described and specified in the following procedure. Inform
the Site Manager and the Site Quality Manager of all deviations occurring in the construction
process of this procedure of their specialty and investigate the causes of the deviations to this
procedure. Inform the Field Manager and the Prevention Manager of all incidents occurring on site
and investigate the causes of the events.

Workers

Comply with what is indicated in the dissemination of this procedure. Special emphasis will be

placed on the use of personal protective equipment. Participate in the preparation of the daily ART
and comply with it. Inform your direct supervisor of any deviation from the provisions of this
procedure. If any unsafe action or condition is detected, work must be stopped. Understand this
procedure, considering that any doubt regarding the work he/she performs, he/she will be
responsible for approaching his/her direct supervisor and communicating the lack of knowledge in
any of the described topics. Take daily knowledge of the ART and comply with its provisions.
Inform your direct supervisor of any deviation from the provisions of this procedure. If any unsafe
action or condition is detected, work must be stopped. Comply with risk control activities and
physical and emotional control activities, informing his/her direct supervisor of any additional
situation or illness that may cause lack of concentration and poor performance on a daily basis
before starting activities.

Operators and Drivers


Verify at the beginning of the workday the proper functioning of equipment and machinery (check
list).
They must immediately inform their direct supervisor when risky conditions or actions are detected,
which may be potentially dangerous, both for their physical integrity and for the different resources
available, including the environment.
You must not transport personnel on machinery, on the body of any vehicle or on the cargo.
Use at all times the personal protection elements provided by the company for the development of
the different activities.
You must inspect the vehicle daily, especially the brakes, steering, lights, horn and windshield, at
the beginning of each day, before being put into service.
Verify that the vehicle or machinery they drive, whether trucks, earthmoving equipment, backhoe
loaders, bulldozers, etc., must be equipped with lights and sound devices that indicate the direction
of their backward movement and that they are in good working condition.
Not to expose themselves to unacceptable risk conditions, since no productive goal or activity
justifies the exposure of personnel to risks that may damage their integrity, that of their colleagues
and the company's resources.
Respect the conditions and coordination of other activities.
Recognize and control operational risks specific to their function.
Drivers and operators of equipment and vehicles, it will be the responsibility of each one to ensure
and verify, the state of personal documentation and of their equipment or vehicles, which they
operate; make sure the stability of the load, the execution and operation of maneuvers, in addition
to the technical and mechanical conditions of the equipment and that it is in accordance with the

Sigdo Koppers standard and according to the law in force.The drivers and operators of equipment
and vehicles shall be responsible for ensuring and verifying the state of their personal
documentation and the documentation of their equipment or vehicles that they operate. (Law
18.290 "Traffic Law").
The crane operator shall coordinate maneuvers with the supervisor and rigger. Position the crane
in the proper and safe location for the requirements of the loads to be lifted. Verify the radii
according to the crane load table, etc.
The forklift crane operator must drive and maneuver the equipment according to the standards
established in the equipment manual, verify load capacities both in weight and volume.
The forklift crane operator shall not allow the presence of personnel within its turning radius when
moving the equipment, and must also consider the distances between people and the structures
being moved.
The truck driver must remain in the vehicle during the movement of the structures.

Rigger
Inspect the lifting accessories prior to the start of the work and leave a written record of the
inspection. Advise workers on the correct stowage of loads and verify that the area is safe for load
movements by installing signaling cones in the maneuvering area.
Maintain permanent communication with the hoisting equipment operator.
Direct the maneuver and ensure compliance with the delimitation limits for each maneuver.

5. DESCRIPTION OF THE PROCESS

5.1. Field Control Measures

 Before starting the loading or unloading tasks, the supervision must carry out an inspection
of the work areas to determine the risks and the type and quantity of safety measures to be
implemented, which must be recorded in the ART (job risk analysis).
 Before loading or unloading materials or equipment from trucks, the weight and center of
gravity of the load must be defined. Review the nomenclature of the structures.
 Choose the place where the maneuver will be carried out, with enough space for the
equipment, without overhead power lines within the critical radius of the maneuvers and if
they exist, maintain safety distances (established in the annexes), or de-energize if strictly
necessary.

 The person in charge of the activity must define the equipment, supervision and personnel
that will participate in the maneuvers. Check that personnel are accredited and/or licensed
for each task.
 Select and inspect equipment and hoisting elements to be used according to the
maneuvering radius versus the weight of the load to be mounted or hoisted.
 Isolate the maneuvering area with marking cones.

5.2. Work Methodology

 Delimit the work area and signage that both warns and prevents access by persons not
involved in the work; reflective cones may be used.
 Position the crane or hoisting equipment on stable and compact ground to prevent it from
tipping over. Always use a wooden base for the telescopic crane outriggers, which must be
100% extended. In the case of forklifts, check the area where the equipment will circulate
and the area where personnel will transit.
 Place equipment, structures and materials on wooden elements to facilitate their
subsequent loading or removal.
 When loading materials on the ramp of a truck, no worker may be positioned on the ramp
when the load is hoisted and moving on the ramp. The worker will be able to direct the load
with the windings (maneuvering ropes) and will only be able to manipulate it when it is
already 50 cm away. from the place of support of the load.

 It is strictly forbidden for a worker to expose extremities between the load and any element
or structure where he/she is exposed to entrapment.

5.3. Transportation

 Before starting, the driver must make a detailed inspection of the load and its lashings,
which must be in good condition and in adequate quantity, so that the load will not shift or
fall off the transport platform.
 Slings must be protected from sharp edges.
 All cargo that does not have a stable base must have a packaging system of such
resistance that it does not allow it to shift or lose stability, according to its weight, volume
and characteristics, from the platform of the transport vehicle.

 When transporting oversized or special loads on roads and highways, an escort truck must
precede the truck transporting the load itself.
 The escort vehicle must be in perfect mechanical condition.
 Once the transport has been completed and the cargo has arrived at its final destination, it
should be inspected in detail to verify that it has not shifted on the truck bed or ramp during
transport, before unloading.
 If the transported material or equipment is improperly stowed, damaged or does not appear
to be in safe conditions for unloading, with the risk that it could cause a personal and/or
material accident, the unloading maneuver will not be carried out until a specific analysis of
the unloading activity has been performed, in coordination with the Supervisor, Area
Manager or Site Superintendent, to make decisions in this regard.
 A bill of lading or invoice must be available for road transportation.
 Vehicles must have all documentation and insurance up to date.

5.4. Truck Loading and Unloading

 The loading and unloading of trucks with unstable materials must be controlled by a
Supervisor responsible for the site. Unstable loads are those that can roll, tip over, slide,
and in general those loads that can acquire sudden and/or uncontrolled movement when
released from their stowage or rigging. Examples of this are reels, pulleys, spools and
those loads where the center of gravity is displaced or outside the piece to be unloaded.
 The loading or unloading of trucks by personnel external to the site is prohibited. Special
prohibition applies to drivers or truck assistants of third parties, who naturally tend to want
to intervene in the stowage or rigging of loads.
 The loading / unloading of trucks shall be done using appropriate hoisting, loading,
stowage, rigging, etc., duly inspected by SK trained personnel.
 It is forbidden to move a truck loaded with unstable materials once the cargo lashings have
been released.
 Once the lashing elements of the materials being transported by the truck have been
released, support elements will be used to give stability to the truck's load, thus avoiding
unexpected and/or uncontrolled movements. In addition, wooden wedges will be used to be
installed between reels; the quantities used to separate them will be proportional to the size
of the reels or spools; these elements do not allow them to roll to the sides once the load is
released.

5.5. Loading and Unloading Materials with Crane

 The driver of the means of transport must leave the cabin with his basic personal protection
equipment (helmet, glasses, safety shoes and reflective vest) and for no reason will he be
allowed to participate in the unloading operation; he must remain outside this activity. The
vehicle must be in position and braked.
 The cargo must be released from its transport lashings and without people on the cargo.
The dispatch guide will be reviewed.
 Steel straps and slings must be used, according to the weight, length, size, shape and
center of gravity of the load; the edges must be protected with rubber, wood or half rods to
avoid deformation or damage to the straps and slings.
 Place perlon winds at the ends of the load to avoid sudden movements and to direct the
final position of the load. Winds will be controlled by at least one person.
 The lifting elements must be tensioned by lifting the crane hook, without displacing the load.
 The rigger will indicate verbally or with signals the maneuver to be executed.
 The load must be located according to the Supervision requirements.

5.6. Loading and unloading with fork crane / Front loader / Agricultural tractor / Backhoe
loader

 Prior to the start of the activity, the Foreman together with the operator shall verify the
conditions of the ground (slopes, compaction, etc.).
 The forklift is designed exclusively for transporting and lifting, under no circumstances is it
permitted to move or lift personnel, oversized loads or misuse the equipment.
 The forklift crane operator must have current documentation for its operation, be familiar
with it and its critical points, use his personal protection elements and carry out periodic
revisions of his visual and audible signaling systems, keeping a record of his equipment
checks. When descending from the equipment you must wear your safety helmet.
 The operator must participate in the coordination talks, risk control activities and make his
ideas and/or suggestions known.
 The capacity of the fork crane and the metallic forks must be selected according to the
weight, volume, shape and center of gravity of the load.

 For unloading, the forklift should be positioned in front of the truck or cargo ramp, placing
the forks completely inside the lifting spaces.
 When the last load is lifted, it will be lifted about fifty centimeters above the ramp, keeping it
inclined towards the equipment about ten degrees, allowing the truck to get out and the
load not to slip from the nails. The truck must drive forward, away from the turning radius of
the crane.
 To load, the forklift will lift the load about fifty centimeters above the ramp and move to the
truck's location, positioning the load on wooden quarters.
 To move cargo from one point to another, and if the load impedes visibility, the equipment
will be operated in reverse.

5.7. Special Cargo Transportation

 The Transportation Company responsible for the Special Cargo Transportation must apply
for the corresponding permits to use the road under these conditions or under other
conditions that may be necessary according to the regulations in force and regulated by the
aforementioned authority, before the Highway Department of the region where the cargo is
coming from. The shipper of the cargo must verify that these permits have been obtained
and are valid before authorizing the departure of the cargo to its destination.
 The movement of the cargo must be coordinated with the Carabineros of each city through
which the cargo circulates.
 Likewise, the respective permits must be reported and requested in each municipality, as a
result of a possible hindrance to free traffic in their area.
 The truck driver must be in possession of the permits issued by the Dirección de Vialidad,
which must be delivered to the Warehouse Manager.
 In case the Special Cargo Transport impedes the free circulation of other vehicles, due to
the dimensions of the cargo, the Company responsible for the transport of the cargo must
request the support of Carabineros de Chile, in order to restrict the transit of vehicles to
ensure the passage of the caravan.
 The circulation of Special Cargo Transportation will be preferably done with natural light. If
this is not possible, the respective contingency plan will be generated due to the extra risk
posed by nighttime traffic. Schedules will be coordinated to prevent Transportation from
interfering with the normal transportation of personnel to or from the Project.

 Companies responsible for the transport of oversized or irregular loads must fully comply
with the provisions set forth in Title V of Law 18290, regarding the technical conditions of
the vehicles that carry out the transport, the conditions of the load and the safety measures
that must be taken into consideration.

5.8. Fall Protection

 All work activities that must be performed above 1.8 m (4 ft). The "guide for the selection
and control of personal protective equipment for work with risk of falling (when a worker
performs a task on a surface or platform located at 1.8 m with exposure to a different level)
and in which there is exposure to a fall, must be considered high risk and the personnel
must be kept permanently tied off.(when a worker performs a task on a surface or platform
located at 1.8 m with exposure to a fall from a different level) and in which there is exposure
to a fall, must be considered high risk and personnel must be permanently tied off.
 Each worker shall use the following personal fall protection equipment:
o Lineman parachute type safety harness, with two lateral D-rings and one on the
back. The fixing straps on the legs must have tie-down buckles.
o Life line (safety strobe) of 1,8 m. length of ½" perlon, with double single carabiner at
each end of 1/2" or more and double latch on the attachment hook.
o 1.8 m. life rope. long, made of ½" perlon, with a single carabiner of ½" or more at
one end and a sliding anchor at the other end, both with double safety latches on
the attachment hook.
o Shock absorber included in the safety latch.
o 5/8" braided perlon vertical ascent ropes.
o Vertical ascending carriage for 5/8" ropes with single or double clamp.

5.9. General Safety Provisions

 The Supervisor or Foreman in charge of the work shall instruct all new workers on the
contents of this procedure prior to the start of the activity.
 All personnel assigned to develop this activity must know and comply with all the provisions
of this procedure, which will be made known at the beginning of the work and whenever a
new worker is integrated to the work, being read by the direct supervisor, leaving a written

record in the corresponding form which will indicate; Name of the worker, R.U.T., and his
signature in his own handwriting.
 All personnel must consult their Supervisor and/or Foreman in charge if they have any
doubts regarding this procedure and he in turn must consult the Site Superintendent in
case of encountering risky situations in the field.
 The Supervisor in charge shall plan the workday considering order and cleanliness before,
during and after the work.
 Before the start of the daily work day, the condition of the tools must be checked to ensure
that they are in optimum condition and in accordance with the color code of the month.
 Any situation not contemplated in this procedure or change of operation must be reported
to the Supervisor who in turn will inform the Field Manager, as well as the HSE Advisor.
 Personnel must use the personal protective equipment provided by the company such as:
helmets, glasses, leather gloves, safety shoes and reflective clothing. If there is a risk of
noise from machinery, hearing protection and a mask for particulate material must be worn
in case of exposure to this agent.
 Good lighting, whether natural or artificial, should always be considered during the work.
 All equipment (machinery) to be used must be checked before starting work.
 Workers must always be attentive to the movement of equipment and machinery.
 All access roads, direction, direction, direction, maximum and minimum speed restrictions
must be planned before earthwork begins.
 The area of action of the equipment must be clearly marked and isolated from traffic
(pedestrian and vehicular).
 The signalman shall be provided with a reflective vest or reflective clothing. It will give
indications of the presence of vehicles in the area.
 The signalman will direct the maneuvers of backing up, equipment positioning, watching
over the personnel and facilities, and for their integrity, which is why he/she cannot be

 The signalman's instructions are imperative for operators of excavators, graders, backhoes
and other equipment.
 Good lighting, whether natural or artificial, should always be considered during the work.
 No maintenance will be performed on machinery in the field.

 In the event that flora and/or fauna are found in areas where roads are to be built that could
be affected by earthmoving, the supervisor must inform the project's Environmental
Management Manager, who will take protective measures to ensure the protection of the
specimens in question.
 If necessary, the route of the road should be reconsidered, or a rescue and relocation of
flora and/or fauna should be carried out if the characteristics of the terrain do not allow
access by another route.

5.12. ENVIRONMENTAL CONSIDERATIONS

 Wildlife Considerations: Hunting, fishing, disturbing and chasing animals are prohibited
throughout the site.
 If any archaeological remains are found, it is strictly forbidden to touch or move them from
their place, and the superior in charge must be informed immediately.

 Flora Considerations: It is prohibited to cut trees, remove plants or shrubs of any species.
In addition, burning, smoking in the work area and anything that may cause any damage to
the existing flora in the area are prohibited. If it is necessary to carry out any type of
rubbing, the necessary authorizations must be obtained.
 Sanitary considerations for workers: The Supervisor must ensure that drinking water is
supplied to the work fronts in drums provided for this purpose (sealed and delivered by an
authorized company in the event that there is no access to drinking water facilities), which
must be on suitable surfaces and in the shade, with their corresponding dispensers to avoid
contamination or sealed bottles. It is also the responsibility of the Warehouse and Logistics
Manager to request and always keep drinking water in stock for all the company's workers,
as well as to maintain chemical toilets appropriate to the work fronts away from the main
work site, according to the number of workers. The HSE Supervisor must verify compliance
with the above.
 In the event of a hydrocarbon spill, the fluid must be controlled at the source and the spill
must be controlled on the ground where it has fallen, with peat or absorbent material, and
then disposed of in blue drums for hazardous waste.

5.13. Emergencies

In case of any incident, no matter how serious, you should communicate directly with your supervisor
in charge, who will inform the Risk Prevention and Site Manager of Alumini Ing, who will inform the
Contract Administrator and the client. The emergency flow chart attached in Annex 2 should be
followed at all times. The emergency numbers of the services are included in Annex 1.
