THE TRAINING PROGRAM ON MINERALS/METALS RECOVERY AND RECYCLING

BY THE ASSOCIATION FOR OVERSEAS TECHNICAL SCHOLARSHIP (AOTS), JAPAN

Background of The Traning Program

Training program were conducted by AOTS
AOTS_The Association for Overseas Technical Scholarship - is a non-profit association run with Japanese government subsidies from the Ministry of Economy, Trade and Industry (METI).

Cooperating Organisations:
Japan Oil, Gas and Metals National Corporation (JOGMEC). International Institute for Mining Technology (MINTEC). The Mining and Materials Processing Institute of Japan (MMIJ)

Duration:
The program lasts for three weeks, from 14 January to 1 February 2008.

Objective
To obtain wider knowledge on Japans policy and legal systems related to minerals and metal recycling, as well as on related techniques and strategies toward the establishment of industrial structure on recycling system.

Contents
The contents of this training program are as follow: Outline of Japanese policies on mine and metal recycling, e.g. Automobile Recycling Law, Electric Appliance Recycling Law, 3R, LCA, Basel Convention, etc. Outline of current topics on mine and metal recycling in East Asian countries, e.g. e-waste Introduction of technological development on mine and metal recycling in Japan Necessary knowledge and methods for improving mine and metal recycling Practical examples of mine and metal recycling in Japanese companies

Number of Participants attended:

29 participants
Malaysia ( 5 participants)

The Japanese Recycling Experience

Promoting 3R Policy
Why promote a sound material cycle society? (Environmental constraints ) (Resource constraints) Constraint on disposal site Domestic waste: 13.2 years Industrial waste: 6.1 years Issue of illegal dumping Issue of harmful substances Global warming
But they have a large amount of secondary resources, e.g. wastes.

Japan has limited natural resources Import a large amount of natural resources; The increasing of mineral price Recent situation to secure enough natural resources is more difficult.

The Japanese Recycling Experience

Japan has the worlds largest urban mines Estimates by the National Institute for the Material Science (Tsukuba Japan), showed that Japan has: There are estimated 60,000 tonnes of silver, or 23% of the total reserves in the world and 1,700 tonnes of iridium, or 61 % Japan has the worlds largest silver, lead and iridium resources in the urban mines
