EPC JOB DESCRIPTIONS

1. Onshore Project Manager / Deputy Project Manager The Project Onshore Manager will serve as the Deputy Manager reporting directly to the Project Director and will be the main individual responsible for the Project Onshore scope as presented in the Project Execution plan. In order to take into account the RPLC Deep Conversion Project complexity, magnitude, the geographical dispersion, and the execution split of work, the Project Director will be assisted by the Onshore Project Manager acting as his Deputy for all Project activities related with the scope to be performed in Venezuela during the engineering and procurement stages of the Phase II, EPC development. The Onshore Project Manager will fill the same position during the FEED stage and will continue in the same responsibility once the EPC is started in order to ensure the desired continuity in the development of the RPLC Deep Conversion Project design, procurement and construction. The Project Onshore Manager main responsibilities include: Represent the Consortium in front of RB for all matters related with the onshore scope of work. Establish a positive working relationship with RB for all coordination matters related with the onshore scope of work and interfacing with the offshore organization. Made known and clearly explain to its Project Team in Venezuela the RPLC Deep Conversion Project vision, goals, and success criteria, and implement these together with a clear understanding of scope of work, schedule, and deliverables. Participate and contribute in the development of Project strategies for the achievement of excellent Project performance. Develop and adjust the Onshore Project Organization to the needs of each Project phase, in close coordination with the Consortium Project Director. Ensure clear lines of responsibility in the onshore organization, clear split of scope of work and clear communication of decisions made throughout the onshore and offshore organizations. Assume full responsibility for the coordination and interfaces with the local RB organization and the offshore organization in Japan. Ensure communication and flow information is as per Project requirements.

Implement within the onshore organization the Project Controls System and report format for the onshore scope that provides instant and reliable Project status for use by RB and Consortium Project Management. Champion health, safety and environmental performance improvement initiatives and support these with award recognition programs. Monitor onshore scope Project reviews in accordance with the Management Milestones Control Plan. Participate in the development and implementation of the execution policies and procedures for the onshore scope of work in line with the overall project objectives defined by the Project Director and the requirements stipulated in the Contract. Maintain project control and continuously direct each of the Project functions towards accomplishment of the objectives for the onshore scope of work. Maintain contact with his counterpart in the RB organization, in the execution of engineering, procurement, and construction phase of the Project for the onshore scope of work. Liaise with the Consortium offshore organization for all project execution and management interfacing. Direct the onshore project team responsible to him through the execution of the project's onshore scope of work. Determine with the assistance of the Consortium Project Team, the onshore scope of work in detail, based on the proposal submitted to the client including any negotiated modifications, and issue the scope of work as soon as possible after the start of the work. Direction and supervision of the onshore scope integrated schedule with the Engineering Manager, Project Controls Manager, Procurement Manager, Site Resident Manager, Lead Discipline Engineers and other responsible persons on the project. Request the timely assignment of personnel to staff the RPLC Deep Conversion Project in accordance with manpower forecast and project needs. The onshore Project Manager determines the manpower requirements. Participates and collaborates in the development, issue and supervises the implementation of the Project Procedures Manual for the onshore scope of work with the assistance of the Project Management Team members.

Implements in the onshore Project Organization the QA rules and procedures governing the Project activities according to Contract requirements and good engineering practice. Ensures that a high level of coordination and understanding is maintained at all times between RB and the Onshore Project Management Team. Coordinate the work of all the onshore different areas by directing and conducting internal coordination meetings and working sessions. Contributes to keeping of Project financial control by preparing and/or assessing commitments, invoices, appraisals, and progress and cost reports for the onshore scope, with the support of the Project Control and Administration groups. Perform progress control and allocation of resources for the onshore scope of work, establishing goals and tracking their achievement, planning the activities, tracking productivity, etc.

HSE Manager The Projects HSE Manager is a member of the Project Management Team and reports to the Project Director. The main task of the HSE Manager will be to formulate a central plan for the Project with clear goals and then to implement these goals by investing in team building, and motivational campaigns, including a high profiled and viable award system. Furthermore, in close cooperation with Consortium partners HSE Managers, he will promote HSE initiatives, focused on making all key management and other personnel champions for practical actions that achieve the zero accidents mindset philosophy and outstanding HSE results. The Project HSE organization relies basically on the competence of the specific HSE systems and procedures implemented in the various Consortium organization departments, including site organization, main subcontractors and vendors working within the frame of the Project overall HSE plan set-up for the RPLC Deep Conversion Project. The HSE Manager duties and responsibilities are the following: Establish a Project HSE plan with philosophies, strategies and goals to achieve outstanding HSE results throughout the Project. Analyze and identify where in the Project specific HSE initiatives will be most efficient to achieve the HSE goals.

Be fully cognizant of the Scope of Work and the HSE critical areas of the Project, Cooperate closely with RBs HSE Manager to generate joint initiatives for enhancing HSE awareness and results. Schedule, perform, and/or facilitate risk analysis and assessment to identify risks and methods to eliminate, minimize or manage hazards. Schedule and conduct HSE training required for the Project. Develop HSE guidelines for the Project design and construction activities. Perform HSE audits during all phases. Provide periodic reports on the HSE performance of the RPLC Deep Conversion Project. Provide for incidents and accidents reporting as per Venezuela Law and Project Procedures requirements. Provide for investigation of incidents and accidents and implementation of preventive and corrective actions. Provide a final HSE report to document that all HSE, fire protection, and risk management issues have been resolved.

Permitting Coordinator The Project Permitting Coordinator reports to the Onshore Project Manager and is responsible for all the RPLC Deep Conversion Project permitting activities and relationships with the local authorities for all permits proceedings. Among the main functions and responsibilities we can list the following: Establishes, in close cooperation with RB and the Government Authorities, both local and national, the Project permitting requirements. Develop and implements the RPLC Deep Conversion Project Permitting Plan, listing all permits required, documentation needed to obtain each permit, timing of the proceedings and required milestones for the permits to be in place. Assumes coordination with Project Management, disciplines engineers, RBs Project Team, and the permitting authorities to implement and comply with the permitting plan.

Prepares all permitting documentation and formats, with the support of Project Management, to be submitted to the applicable agencies. Provides tracking and follow up with authorities for issue of the planned permits on a timely manner. Coordinates with authorities, RB, and the Project Management Team the performance of all inspections and audits required by the permitting proceedings at fabrication shops and the job site. Assumes responsibility for the implementation and follow up to the Environmental permits. Coordinates with RB the obtaining and issue of environmental permits on RBs behalf. Coordinates and support the Site Safety Manager in the follow up and enforcement of the Environmental plan according to issued permits. Assumes responsibility for the permitting archives and registries custody and updating.

Documentation Coordinator The document Coordinator is responsible for the filing, custody and distribution of the engineering documents and drawings generated in the project, including vendors information and data, as well as that of the documentation provided by RB. The main functions include: Takes responsibility for all document control functions for the engineering team. Assumes responsibility for the control, receipt and issue of all documents dispatched internally and externally. Operates and maintain up to date the RPLC Deep Conversion Project documentation control system for the onshore scope of work based on the agreed distribution matrices and deliverables received. Ensures timely distribution of documentation and maintains the records. Controls the files of documents and drawings, control of documents borrowed from the work area; identify superseded documentation and control reference documents provided by RB. Controls the area designated for review of engineering deliverables prior to client issue.

Assumes responsibility to ensure that its document control register is transferred to the overall project document manager system. Assumes single point responsibility to maintain the drawing control and document control registers.

Onshore QA/QC Manager The Projects Onshore QA/QC Manager is a member of the Project Management Team and reports to the Onshore Project Manager. The Project Quality organization relies basically on the competence of the Consortiums specific Quality systems and procedures implemented in the various Consortiums partners organization departments, including site organization, main subcontractors and vendors working within the frame of the Project overall quality plan set-up for the RPLC Deep Conversion Project. A team of quality supervisors resides under the responsibility of the Onshore QA/QC Manager to assist in planning, executing and follow-up audits throughout the Project for the onshore scope of work and keeping of the audit register. They will support procurement for inspections at vendors sites and other Project departments as planned. The overall Project Quality Plan is the responsibility of the Project QA/QC Manager and covers both the offshore and onshore scopes, representing the main tool for the Project Director and the Project Management Team surveillance of the Project work quality and initiate actions as needed. The Project Quality Plan will make specific references to the onshore scope quality requirements, taking into considerations the specific characteristics of the local manufacturers, vendors and subcontractors and will include the lessons learned in recent experience of the onshore Project Team for similar Venezuelan projects. The Onshore QA/QC Manager duties and responsibilities are, among others: Ensures interface and communication with RBs Quality Manager for quality requirements definition, understanding and publishing. Participates in the development of the Project quality assurance plan, overall QA procedures, the Project audit plan and the quality control plan that includes the Third Party inspection plan. Coordinates with the Project overall Quality Manager in the establishment, implementation, and monitoring of the RPLC Deep Conversion Project quality specifications, requirements, procedures, identification of non-compliances and deviations, and the implementation of preventive and corrective actions for the onshore scope of work.

Assumes responsibility for the implementation of the Project Quality Plan and procedures within the onshore Project organization and monitors compliance with the plan during development of engineering, procurement and construction activities for the Consortium, vendors, and subcontractors. Organizes and provides training of onshore Project personnel on the applicable Project QA plan and procedures. Monitors the quality of the EPC Onshore Project team activities by performing Project audits to determine their compliance with Project quality plan, overall and local procedures. Monitors the overall quality of local vendor and subcontractor work scopes. Reviews and comments on individual Project departments and, where applicable, local suppliers and/or subcontractors quality, inspection & test (IT) plans and procedures, resulting from assigned work scopes. Verifies that IT plans of Project departments/Sub-suppliers quality and comply with the EPC Project quality plan; and that the sum of all individual quality plans meets the goals of the Project execution plan for the onshore scope of work. Performs periodic verification audits of local subcontractors and suppliers quality management systems, where applicable. Interfaces with the required relevant statutory certification work and with the work of the designated classification society for the Project for the onshore scope of work. Manages third party surveillance activities for designated procured equipment, fabrication, and field construction/installation activities for the onshore scope of work. Maintains the audit/inspection register and file for the onshore scope of work, including close-out status of findings and implementation of corrective actions.

Onshore Procurement Manager The local procurement activities of the RPLC Deep Conversion Project will be coordinated by the OnshoreProject Procurement Manager. The Onshore Procurement Manager will implement the procurement policies; material management plans, procedures and standards, general terms and conditions, in the Onshore Project Organization. The Onshore Procurement Manager makes sure that the above procedures are per the Project Quality program, consider all local specific requirements associated with Venezuelan vendors and suppliers and reflect applicable requirements and instructions.

The Onshore Procurement Group will cooperate closely with the Onshore Engineering Manager and the Construction Manager in order to accomplish the scheduled objectives. Also it will cooperate with the Project Control Manager to prepare the Master Schedule providing the necessary reports on the procurement status. Among the Onshore Procurement Manager functions and responsibilities we can list the following: Assumes responsibility for the quality, time and cost goals in the procurement of materials and equipment for the Project for the onshore scope of work. Participates along with the Project Director, the Onshore Project Manager and the Engineering Managers in the development of the procurement strategy, including the planning, the sourcing strategy, and agreements with preselected vendors, onshore and offshore bidding, marshalling and transportation, etc. Consolidates under one focal point all onshore procurement activities for the RPLC Deep Conversion Project. Assumes responsibility for the qualification and evaluation of local manufacturers, suppliers and vendors for consideration in the RPLC Deep Conversion Project approved list of vendors. Prepares, along with the Project Management Team, the requisition and purchase orders schedule for the onshore scope of work, showing all key dates for requisition issue, purchase orders placement, site delivery and required on site, in accordance with the master plan and procurement detailed schedule. Reviews and approves all final equipment and material requisitions for the onshore scope of work before issue for bids. Assumes responsibility for the local invitations to bid, the bidding processes, opening of proposals, commercial evaluations, award recommendations, and preparation and placement of purchase orders for the onshore scope of work. Coordinates with the Procurement Manager the onshore and offshore parallel procurement activities including purchasing, expediting, inspection, traffic and materials controls. Expedites, through the expediting group all onshore purchase orders. Assumes responsibility for the tracking of vendors fabrication program, the submittal of drawings for review and approval, and the final release for delivery of equipment and material for the onshore scope of work.

Tracks the coordination of traffic and custom proceedings for all local and imported materials and equipment in order to ensure timely arrival at the Venezuelan port of entry, customs clearance and delivery to the jobsite. Establishes the quality specifications that shall be included in the local requisitions and purchase orders, and the Project QA/QC program for local vendors and shops. Assumes responsibility for the consistent procurement practices for the onshore scope of work, and for control of onshore cost, schedule, documentation, and quality of procurement deliverables. Assumes responsibility for establishing and maintaining the local procurement plan, budget and schedule, and for monitoring these and managing corrective actions and initiatives as required. Assumes responsibility for maximizing the VAN and make sure that related contractual requirements are met. Organizes and monitors the adequate staffing of the supervised positions for the local procurement organization. Ensures that the RPLC Deep Conversion Project philosophies, procedures and ethics relative to the market and potential vendors are established and followed for the onshore scope of work. Ensures that the site procurement procedures are prepared and implemented. Executes the scope of work assigned to the Procurement Department for the onshore scope of work. Ensures the quality of the work within the onshore procurement team. Ensures that the procurement work is executed within budget and on schedule for the onshore scope of work. Reports the status of work regularly, in accordance with Project procedures, for the onshore scope of work.

Onshore Contracting Manager Reporting to the Onshore Project Manager, the Onshore Contracting Manager will be responsible for all matters related to the contracting of construction works and services. He will coordinate with RB and the Project Management Team and the Consortium permanent contracting organizations in order to pre-select the construction bidders, qualify them for the different scopes, establish the

subcontracting strategy, and initiate bidding processes. Among the Onshore Contracting Manager responsibilities are the following: Develops the subcontracting plan with the support of corporate subcontracts organization and in liaison with the Project Contracting Manager before approval by the Project Director. Supports the preparation and implementation of the subcontracting procedures and tendering documents. Participates in the development of the construction schedule. Qualifies Subcontractors for enquiry through prequalification procedures. Implements the subcontracting plan. Establishes the contracting organization and procedures. Develops and updates the Project Approved Subcontractors list along with RB. Compiles the master bid package summary and content of each document. Along with the Project Management Team pre-qualifies bidders and defines contracting cycle. Develops bidding packages, specifications, drawings, schedules of rates and general instruction if required. Prepares subcontract bid evaluation and bid summaries and directs awarding proceedings, including bid receipt, opening and evaluation. Perform evaluations of economical and technical proposals of works. Issue contract award recommendations to the Project Management for decision. Implement subcontracts field administration procedure and formats, including reporting progress measurement, invoice control. Manages the commercial and contractual matters associated with the works. Assist the Site Controls Manager and Subcontracts Administrator in monitoring subcontractors' performance. Liaise with the Project Controls Manager for identification of trends and proposal of corrective actions. Initiates change orders, back charges, and claims.

Onshore Project Controls Manager The Onshore Project Controls Manager will establish and maintain with his organization a system for the local scope of work of the EPC Project control and reporting. He will be a member of the Project Management Team reporting directly to the Onshore Project Manager. He will liaise locally with RB for any project controls matter and will establish the liaison with the Overall Project Controls Manager initially located in Japan. The Onshore Project Planning and Controls Manager oversees and participates in developing the work of the Project Cost Engineers, Project Planner Scheduler, Project Estimator and Progress Report personnel for the onshore scope of work. The Onshore Project Planning and Controls Manager directly reports to the Onshore Project Manager and functionally to the Project Controls Manager. He is responsible for the quality, timeliness and content of the effort carried out by the project control support disciplines. Among his main responsibilities we can list the following: Ensures that all the required events occur on schedule for the onshore scope of work. Assumes responsibility for the Project Control Cost Estimate for the onshore scope of work and cost control functions. Prepares the cost control structure and cost forecasts and reports for the onshore scope of work. Defines and monitors all schedules, cost data, and progress made for the RPLC Deep Conversion Project related with the onshore scope of work. Prepares all formal cost and schedule reports for the onshore scope of work. Defines and obtains the data required from the engineering groups to evaluate the work performed to date for the onshore scope of work by obtaining and evaluating the progress reports on the work being performed as well as the forecast submitted by each project team.

Compares actual progress and forecasts of the work with schedules and initiates corrective actions to monitor and minimize planning slippages for the onshore scope of work. Assumes responsibility for the man-hours, schedule, and costs updates and forecasts, to identify deviations and trends, and to formulate and initiate corrective actions and plans in order to maintain the budget and goals for the onshore scope of work. Establishes all criteria, standards and procedures to be followed for the Project Planning, Scheduling and Controls groups. Interfaces and act as the local focal point of contact with RB on all issues relating to Project Planning, Cost Control Progress measuring and reporting, continuously coordinating with the Project Overall Project Controls Manager. Assumes responsibility for establishing guidelines for the onshore scope of work for the development, review and updating of' the Project Master Plan, Engineering Plan and Construction plan. Assumes responsibility for all Project Cost control activities and reports for the onshore scope of work. Prepares all formal reports for the onshore scope of work. Establishes a total baseline EPC schedules in Primavera for all time related, man-hour related, and cost related in a way that is suitable for efficient aggregation of total Project progress and local progress in the schedule levels hierarchy for the onshore scope of work. Manages the baseline schedule revision as required for implementing approved changes and incorporating future forecasts, for the onshore scope of work. Establishes a progress measurement procedure for each phase of the Project for the onshore scope of work. Monitors the progress of each phase of the Project for the onshore scope of work compare to base line and report status and deviations to the Project Director. Establishes a total baseline EPC cost budget in a way that is suitable for efficient monitoring of total Project expenses for the onshore scope of work. Follows-up VAN maximization for the overall scope of work, both offshore and onshore. Report on the VAN status.

Determine cost impact of changes for the onshore scope of work. Manages the expense forecasts and budget revisions once every 6 months for implementing approved changes and future forecasts for the onshore scope of work. Establishes a progress measurement procedure for each phase of the Project onshore scope of work. Manages the overall change process for external and internal changes for the onshore scope of work. Lead the weekly change meetings, and keep accurate and updated change records. Reports to the Onshore Project Manager and the Project Director trends and or deviations in the cost versus the budget for the onshore scope of work. Reports to the respective Managers for the onshore scope of work on physical progress follow-up, trends and deviations from the schedule, as well as manpower requirements for meeting the schedule objectives.

9.

Onshore Engineering Manager The Project Onshore Engineering Manager is a member of the Project Management Team and is located at the Caracas Office. He reports to the Onshore Project Manager. The main responsibilities of the Onshore Engineering Manager are as follows: Responsible for the overall performance of engineering activities for the onshore scope of work. Participates with the Project Director, Onshore Project Manager and Project Overall Engineering Manager in the development of the project engineering scope details and planning, deliverables list and programming of engineering resources. Takes responsibility for the planning, programming and monitoring of the engineering activities for the onshore scope of work. Takes active part in problem analysis and reporting and recommend to project manager areas requiring special attention and action for the onshore scope of work. Ensures establishment of an effective onshore engineering organization, which is compatible with overall project organization responsibilities, policies, and project objectives.

Is responsible for all engineering coordination between the onshore and offshore Project organizations, monitoring interfaces, ensuring the adequate flow of information, taking responsibility for communication and monitoring effectiveness of engineering coordination. Establishes and maintain engineering schedules for the onshore scope of work within own responsibilities to meet the overall project schedule. Liaises and coordinates with the area senior project engineers to resolve any specific issues related to their respective areas including technical, schedule and resources issues. Ensure effective start-up of project activities and organization including teambuilding activities for the onshore scope of work. Prepare and implement engineering procedures within the onshore Project organizations as allocated by Project Director and the Onshore Project Manager. Ensure coordination with the fabrication requirements, in particular regarding constructability, mechanical completion, and commissioning for operation for the onshore scope of work. Ensure inter discipline coordination for the onshore scope of work. Ensure necessary input to technical requisitions and purchase orders for the procurement activities for the onshore scope of work. Ensure necessary engineering participation within quality surveillance for the onshore scope of work. Monitor the technical follow-up of suppliers and subcontractors for the onshore scope of work. Clarify quality requirements and ensure establishment of quality assurance activities for the onshore scope of work within the disciplines, execution of such activities, and any necessary corrective actions. Ensure concept and engineering change control, as part of the project change management for the onshore scope of work. Ensure manpower conformity with the special requirements for the onshore scope of work. Prepare input to reporting for the onshore scope of work as required.

Implement corrective actions as necessary and as agreed for the onshore scope of work.

Area Project Engineers In order to support the Onshore Engineering Manager in the coordination and supervision of activities and interfaces of selected project areas Area Project Engineers will be assigned responsibility for the multidiscipline coordination of all engineering and procurement support activities in their respective areas. The Onshore Area Project Engineers report to the Onshore Engineering Manager and their main duties and responsibilities are as follows: Responsible for the coordination and daily follow-up of all engineering discipline activities and interfaces for their assigned area for the onshore scope of work. Responsible for the coordination between engineering and procurement activities for their assigned area for the onshore scope of work. Responsible for the coordination of technical support with the site for their assigned area for the onshore scope of work. Responsible for the expediting of timely delivery of engineering deliverables and tagged items for their assigned area for the onshore scope of work. Responsible for the monitoring of the engineering and procurement activities progress for their assigned area for the onshore scope of work. Responsible for raising areas of concern for their assigned area to the engineering manager and seek for arbitration in case of conflicts with others areas for the onshore scope of work. Organizes onshore engineering documentation related with their area to support the engineering activities. Provides support to the onshore engineering disciplines to schedule their activities in accordance with the overall schedule for the area under their responsibility. Provides support to the onshore Project Controls Manager to develop the Project Schedule and detail plans in accordance with the particular area priorities and sequences. Providing expertise, consultation and guidance to execution groups as required. Supports the onshore Subcontracting Manager and discipline leaders in the

preparation of the bidding packages. 11. Supports the Onshore Project Engineering Manager the elaboration of schedules and estimates. Tracks and provide support for preparation and submittal of change orders for the onshore scope of work.

Discipline Lead Engineers The Onshore Project Engineering Manager will be assisted by Lead Project Discipline Engineers who will act as coordinators in their disciplines. A list of those disciplines is provided here below: Process and Systems Mechanical Equipment Piping Design Electrical Civil and Structural Instrument and Automation Telecommunications

Each Lead Project Discipline Engineer will be responsible for the technical execution of its technical area reporting directly to the Onshore Project Engineering Manager. Under their direction, groups of engineers, technicians, specialists, designers, and draftsmen will execute the work and contribute with their own effort in the development of the RPLC Deep Conversion Project onshore scope of work. Among the Lead Project Discipline Engineers responsibilities we can list the following: Advises on interpretation of basic design documents, standards, codes, regulations and ensuring compatibility. Prepares general design criteria for the discipline to ensure overall technical rationalization and consistency, in accordance with contractual requirements. Prepares of overall procedures and coordination guidelines specific for the discipline. Provides expertise, consultation and guidance for the discipline when required.

Defines the deliverables to be produced by the discipline in accordance with the contract and with construction requirements. Defines the computer software to be used including verification of their compatibility with basic requirements. Supports the Project Engineering Manager and Project schedulers the elaboration of schedules and estimates in relation to his field. Ensures proper staffing and organization of the respective discipline. Assigns responsibilities, duties, and objectives to the discipline staff in charge, in order to achieve the proper technical level within the Project requirements. Coordinates with other discipline groups the necessary interfaces and flow of information for the execution of their work. Maintains a high level of quality in the work performed by the discipline group, conducting the necessary revisions in all the material to be produced. Ensures compliance with the scheduled dates for completion of the different phases of the discipline work, while controlling discipline budget and implementing those adjustments required to meet the Project schedule, while reporting to the Engineering Manager the results obtained and taking any necessary corrective measures. Provides quantities control and cost tracking for all procurement and construction elements of their discipline. Provides monthly reports of physical progress regarding activities of the discipline, identifying the trends that can affect the development of the Project. Takes the necessary steps to incorporate in a timely manner into the design the discipline the scope changes when they occur. Responsible for the timely preparation of the material requisitions of the respective discipline. Responsible for the review of bids received from vendors for the requisitions for the discipline. Responsible for the review of Vendors documentation fro the discipline. Prepares the technical documents of the discipline for construction subcontracts inquiries and purchase orders.

Site Resident Manager

The construction of the RPLC Deep Conversion Project will be under the responsibility of the Site Resident Manager who will ensure consistency in execution plans, schedules, quality and HSE plans for the whole construction scope and will verify that such plans are established, implemented and controlled. Under the direction and supervision of the Site Resident Manager, the construction organization of each site will consist of: Labor and Government Relations Manager. Site Operations and Logistics Coordinator. Construction Operations Managers for each of the different areas as presented in the organization charts and discipline superintendents and supervisors reporting to them. Project Controls Manager. Business Manager. Materials Manager. Field Engineering Manager. Site QA/QC Manager. Contracts Manager.

Among the main duties and responsibilities of the Site Resident Manager we can list the following: Assumes overall responsibility for all site construction activities. Chairs the site HSE&S committee and assumes responsibility for the compliance with safety and security plans and policies. Participates in the definition of the construction strategy, subcontracting plan and construction procedures during home office activities. Participates in project reviews: contract reviews, risk assessment reviews, constructability reviews, and Project Management Team meetings. Establishes and follow up of plans for quality, HSE, work execution methods and schedules, budgets and procedures compliant with the project management philosophy, master plans, budget and schedule, Organizes the split and delegation of responsibility between the field management staff members and ensures a clear understanding of each

function. He defines control reporting channel and frequency for all field activities. Ensures that the coordination and relationships with RBs site team are satisfactory and continuous throughout the RPLC Deep Conversion Project. Communicate within the site organization the importance of RB satisfaction as well as legal and statutory requirements. Communicate to the site key personnel the trend of the construction cost and coordinate corrective actions. Manage the entire construction activities of the RPLC Deep Conversion Project for compliance with established plans, budgets, and schedules. Initiate corrective actions and contingency measures, should the sequence of construction/integration work be threatened. Chair the site weekly coordination meetings with RB. Ensure that representatives from the main subcontractors come actively on the field early to provide the premises for construction friendly solutions. Implement the total site safety program, including subcontractors. He reports accidents to the project manager and issues a written report on each accident as soon as possible. Ensures that all site personnel are aware of the quality standards and of HSE requirements. Enforce, when necessary activities to protect the local environment. Liaise with RB local representatives, local authorities and subcontractors. Approve site orders and local subcontracts within the limits of his delegation. Issue construction progress reports at intervals specified by the Project Director. Coordinate training activities with the training coordinator up to the arrival of the Commissioning Manager.

Labor and Government Relations Manager The Labor and Government Relations Manager is responsible to ensure the adequate handling of the relations with the unions, communities and labor representatives working in the construction of the RPLC Deep Conversion Project. In addition he is responsible for the management of relations with all government

agencies involved in the execution of the RPLC Deep Conversion Project such as the local municipalities, the Labor Ministry local office, the National Guard, the transit authorities, etc. Among the functions of the Labor Relations Manager we can list the following: To develop, implement and track the labor relations plan for the RPLC Deep Conversion Project. To track the fulfillment of the collective bargain agreement conditions by the subcontractors. To collaborate and mediate in the resolution of labor disputes and problems. To assume the relation with RB, the unions and communities and to coordinate all matters with the labor organizations. To coordinate all labor related matters with RB and the Labor Ministry. To alert the Project Manager and the Construction Manager about potential conflicts and labor unrest, and to formulate and initiate preventive and corrective actions. To coordinate all Project matters with the Government representatives and agencies at the site.

Site Operations and Logistics Coordination The Site Operations and Logistics Coordinator will be responsible for all logistics operations related with the jobsite, including the coordination of all project services, space allocation, supplies, interfaces coordination of all construction operations, warehousing, heavy equipment and construction equipment transportation, personnel and labor transportation, access to the jobsite, and others. Among his main responsibilities we can list the following: Ensures that all the required logistics for the execution of the job are taken into account, planned, logistics plans developed, and interfaces coordinated. Assumes responsibility coordination. for the logistics plans implementation and

Assumes responsibility for the coordination of services to the jobsite in close cooperation with the Business Manager. Assumes responsibility for the control of access to the jobsite in close cooperation with the HSE and Security Manager.

Assumes responsibility for coordination of all heavy and construction equipment transportation and mobilization operations. Assumes responsibility for coordination of space allocation within the jobsite for subcontractors, warehousing, and heavy equipment layout and construction operations. Assumes responsibility for the coordination with subcontractors of labor transportation and services such as lunch areas, sanitary facilities, and access to the site, etc. Assumes responsibility for coordination with local authorities for permitting and authorizations related with operation of the jobsite.

Construction Operations Managers The Construction Operations Managers report to the Site Resident Manager and assume responsibility for all construction operations for their specific assigned physical areas, ensuring all construction operations are coordinated and executed according to the RPLC Deep Conversion Project plans and in compliance with the schedule and budget requirements. Among their main functions and responsibilities we can list the following: Provide assistance to Project Management and the Site Resident Manager regarding the construction plan associated with their particular physical area. Assumes responsibility for the implementation at area in the construction site of the Project construction their physical plans and schedules. Ensures all schedule requirements are met for the area under their responsibility. Assumes responsibility for the supervision of all construction operations trough the discipline superintendents assigned to the physical area under his responsibility. Establishes the field requirements for staff and labor, equipment, tools, and construction facilities and plans for the physical area under his responsibility compatible with the overall plant schedule, and ensures that plans are met. Maintains liaison with RB and ensures that the coordination and good relations between RB and the Consortium field team is sufficient and continued throughout the Project. Implements general construction policies and procedures on and off the jobsite for the physical area under his responsibility. Proposes hiring of local personnel for the physical area under his responsibility.

Ensures that the physical area under his responsibility is constructed in accordance with approved drawings, specifications, and local regulations. Organizes the split and delegation of the responsibilities between the field supervision staff members and ensures a clear understanding of each function for the physical area under his responsibility. Control the construction progress and adjust the field requirements to maintain job progress for the physical area under his responsibility. Tracks equipment and material deliveries for the physical area under his responsibility and informs the Project Manager of any possible effects on the construction progress in order that the necessary corrective measures may be taken. Enforces the construction plan and procedures at the jobsite for the physical area under his responsibility. Ensures that the plant under his responsibility is constructed in accordance with approved drawings, specifications and local regulations. Maintains a diligent control of IFC drawings issue for the physical area under his responsibility and informs the Site Resident Manager of any possible effects on the construction progress in order that the necessary corrective measures be taken. Supervises the material management for the physical area under his responsibility with assistance of the Material Manager. Supervises the field engineering support for the physical area under his responsibility with assistance of the Material Manager. Ensures that the objective of the Site Resident Manager in term of safety, quality, environmental objectives, and progress are effectively implemented for the physical area under his responsibility. Assists the Site Resident Manager in the preparation of the progress reports, Advises the Site Resident Manager on the corrective actions to take for the physical area under his responsibility, whenever required.

Site Project Controls Manager He reports to the Site Resident Manager and his duties and responsibilities are as follows,

Implements the Project controls procedures for jobsite work measurement, cost control and progress reporting. Conducts and monitors jobsite planning, scheduling, progress measurement and reporting. Prepares detailed schedules and estimates as required. Controls the evolution of construction costs and quantities against budget and schedule and proposes corrective actions. Reports, analyzes and forecasts construction and local procurement costs. Maintains records of expenditures against the budget and forecasts final cost for each code of account. Reports on expenditures and forecasted costs. Develops productivity and unit cost information for comparison with the budget. Prepare internal Consortium cost reports. Resolves back charges and insurance claims. Controls field orders and extra-work orders. Provides the Site Resident Manager with control reports at specified intervals.

Site Business Manager Reporting to the Site Resident Manager, the Site Business Manager will be responsible for all matters related to the Project administration and finances at the jobsite. The Site Business Manager will coordinate with the financial Home Office organizations all administrative and accounting requirements, as well as the finances of the Project. Among the Site Business Manager responsibilities we can list the following: Guarantees the fulfillment of financial and accounting contractual conditions and contracting procedures established for the RPLC Deep Conversion Project. Verifies and controls invoices, payment orders, change agreements, complaints and payments corresponding to the different suppliers and subcontractors. Assumes responsibility for project accounting.

Reports all financial matters and coordinate with the Consortium Home Office organizations. Assists in developing the necessary documentation to obtain permits. Assumes responsibility for Human Resources Administration at the jobsite. Assumes responsibility for all Project Services at the jobsite. Assumes responsibility for jobsite payroll administration as applicable. Assumes responsibility for jobsite social and community work coordination as required.

Site Material Manager He reports to the Site Resident Manager and assumes responsibility of all material related matters at the jobsite. Among the duties and responsibilities we can list the following: Evaluates requirements for storage, handling and protection. Coordinates with the transportation agent, the project procurement manager to ensure speedy customs clearance and forwarding to site. Assumes responsibility for all equipment and material warehousing and control at the jobsite. Assumes responsibility for equipment and material preservation plans at the jobsite. Receives, identifies, inspects, warehouses and issues materials at the site, Purchases and expedites material requirements originating at the site. Maintain full inventory of all equipment and consumables for periodic stock control audits. Reports any incidence of the Project schedule. Expedite the delivery of critical items and anticipate deliveries of possible material problems. Initiate reports and resolve problems of supplies, which are in excess, short or damaged. Maintain records and issue periodic reports on material delivery status for use by the supervisory staff in planning and expediting and for the approval of invoices.

Ensures that all materials and equipment are properly protected and maintained at all times. Disposes of any surplus materials. Liaises with the home office Procurement Manager.

Field Engineering Manager The Field Engineering Manager reports directly to the Site Resident Manager and is responsible on site for all field engineering activities. The engineering manager will participate in the development of the detail engineering and then will move to the site to assume the Field Engineering functions, providing the required continuity to the Project organization. The Field Engineering Manager's duties and responsibilities are: Controls the receipt, reproduction and issue of technical documents in the field. Maintains up to date files of these documents and ensures their accessibility to authorized personnel. Interprets drawings and specifications as required and maintains liaison with the Home Office Engineering Team. Supports the Site Quality Manager in order to establish and conduct a quality control program to ensure adherence to drawings and specifications, supervise inspection staff and establish corresponding documents. Provides additional drawings as required for changes and modifications, and errors or omissions. Specifies quantities of materials required for changes, modifications, errors and omissions. Controls plant acceptance files. Maintains as-built drawing files. Liaises with the Project Engineering Manager at the home office. Assumes responsibility for all technical matters at the jobsite. Assists the site resident manager in the preparation of the progress report. Provides, when required, expertise to the construction manager and supervisors on all technical matters.

Assumes responsibility for clarification request as required by the construction organization and subcontractors. Provides final solution to a non conformance report. Provides interpretation on drawings and/or specifications. Initiates and issues site design modifications in accordance with site design modification procedure. Manage the masters "as built" drawings and relevant files for hand-over to RB.

Site QA/QC Manager The Site QA/QC Manager will establish guidelines and procedures for quality in construction, in accordance with the RPLC Deep Conversion Project published QA/QC manuals and under the control of the Site Resident Manager. The QA/QC Manager specific responsibilities include, but are not limited to, the following: Reviews the Project QA/QC Plan and construction documents and assumes responsibility, by delegation of the Site Resident Manager, for the implementation of the Project QA/QC Plan at site. Trains and supervises personnel performing quality related functions under his direction to ensure comprehension of requirements and professional competence. Coordinates the resolution of quality problems with all parties concerned. Keeps the Site Resident Manager informed of all significant and unresolved quality problems. Conducts audits on the Construction Subcontractors and on the Consortiums Construction Supervision Team to assure compliance with this quality plan and with approved procedures. Perform random quality checks for all construction activities. Recommend corrective actions whenever required. Manage the construction Non Conformance (NC) and Corrective Actions (CA). Initiate statutory inspection organization presence as required. Issue a report on site quality matters to the Project Site Resident Manager.

Act as an observer for any audits performed by RB on the Consortium Site Organization. Controls and files the construction quality audits reports, construction quality review reports and construction quality NC and CA reports.

Site Contracts Manager Reporting to the Site Resident Manager, the Site Contracts Manager will be responsible for all matters related to the administration of contracts for construction works and services. He will coordinate with the RBs Project Team and the Consortiums contracting organizations in order to establish the contract administration procedures and perform its duties. Among the Project Subcontracting Manager responsibilities are the following: Ensures that contractual obligations of Subcontractors are known and followed during the construction. Manages all commercial and contractual matters associated with the subcontracted works. Administers and reviews all subcontracts valuations and invoices. Assists the Site Resident Manager and his staff in monitoring Subcontractors' performance, approve invoices for payment. Prepare or review all site instructions issued to Subcontractors, giving commercial advice to resolve any problem or claim. Assumes responsibility for managing of subcontracts change orders and claims. Prepares construction and services contracts closing reports.

22.

Discipline Superintendents The Discipline Superintendents and Supervisors are directly responsible to the Construction Operations Managers. They are responsible for all the aspects regarding the supervision and expediting of the construction work executed by the subcontractors and their tasks and responsibilities are as follows: Gets good knowledge of all the construction specifications procedures and schedules, Assumes direct responsibility for the implementation of construction plans and schedules for the discipline under his responsibility.

Assumes direct responsibility for the supervision and expediting of all construction activities for the discipline under his responsibility. Assure that the subcontractors meet the Project milestones for the discipline under his responsibility. Manage the personnel and materials on the site for the discipline under his responsibility for the purpose of project execution. Coordinate the construction logistics and the interfaces among the different contractors for the discipline under his responsibility. Coordinate schedules for the discipline under his responsibility so that the personnel and materials are available to promote efficient erection of the Project. Expedite and follow up the availability of materials and engineering for the discipline under his responsibility as required to perform the planned construction activities. Study plans and specifications for the discipline under his responsibility so that he can plan the work to be accomplished. Anticipate potential and actual construction problems for the discipline under his responsibility. Keep constant check for the discipline under his responsibility, overseeing workmanship and materials. Reports to the Construction Operations Manager any difficulties that might prevent the construction targets being achieved such as lack of drawings, specifications or material, interference by other subcontractors, incongruence in the plans and schedules, environmental problems particularly in the work areas, etc. Supervises the activities of the subcontractors, by checking the availability and maintenance status of construction equipment and also the correct use of equipment and manpower. Ensure safe lifting procedures for heavy and large equipment. Gives substantial technical support to subcontractor with the aim of facilitating the quick and economical execution of the works. Gives the subcontractor all the explanations needed for a correct interpretation of the engineering documents.

Verifies that the works are performed with the required quality level and that the subcontractors are performing quality controls as required. They report directly to the site quality manager on this matter. Before any new construction activity begins, makes personally sure that everything needed for the proper performance of that activity is actually available on site, i.e. availability of materials, manpower and equipment, electrical power and absence of any kind of impediment, and reports any deficiencies or impediments to the construction manager. Monitors the implementation of all works as per good engineering and construction practice. Prepares the extra works orders and pay particular attention to the supervision of the relevant activities. Keeps in closed contact with the field engineer and the site quality manager in order to supply them all the information needed for proper planning of quality control and document. Collaborate with them when revising and updating construction schedules. Measure the physical progress of the works in charge on a weekly basis for progress report issue. Makes sure that the subcontractor submits his daily reports regarding equipment and manpower and carefully checks that information are correct and comply with the agreed procedures. Verifies that the works proceed in conformity with the construction schedule, and report to the construction manager any deviation. Supervises mechanical completion for the discipline and plant turn-over and make sure that the punch-lists works are performed correctly and rapidly. Controls safety during construction, and permanently reminds subcontractors to respect safety procedures supervisors have also full authority to suspend works in case of safety regulations are not observed. Supervises the activities of the equipment vendors coming to the site for technical assistance to construction Records daily field activities in a log. Supplies information to the Field Control Manager so that records of cost can be maintained.

Prepares the agenda for the weekly meeting with the subcontractors, assists in the meeting, and gives the priorities for the next week.

Commissioning Manager The Project Commissioning Manager is responsible for the planning, implementation coordination, monitoring, reporting and supervision of the Plant Commissioning and Start Up Program. The pre-commissioning, commissioning and start up stages will require very close coordination of the RB and the Consortium construction and commissioning teams in order to plan and organize the activities in accordance with start up plans and requirements. A very close coordination is required with the RBs operation personnel to ensure all safety and operations special requirements are met and enforced. The commissioning planning will start very early during the detailed engineering in order to ensure the project objectives and schedules are adjusted to the start up plans and all plans and schedules are shared and implemented by the operations organization. The main responsibilities of the Commissioning Manager at site cover the following: Organizes, plans, and manages the execution of the pre-commissioning activities including commissioning and start-up preparation in different phases of the Project and secures adequate resources, Develops and manages detailed pre-commissioning schedules and budgets for all phases of the Project, including necessary Vendor assistance. Coordinates the Project pre-commissioning plans and schedules closely with RB all other Project departments. Champions the transition of Project focus from area to system and to Handover Packages. Develops and implements the operations, maintenance and mandatory training schemes and deliverables as required by the Contract, in close cooperation with RB. Assumes responsibility for the development of the pre-commissioning plan. Interfaces with RBs operations organization for all pre-commissioning work and commissioning plans. Coordinates an independent check of the plant and verifies that previous works have been executed to contractual specifications. Supervises the Consortiums pre-commissioning team. Ensures that pre-commissioning activities are carried out safely and according to established procedures,

Identifies and assists in providing training requirements at site of RB personnel as per the contractual obligations. Controls the permit to work procedure in conjunction with RB after Mechanical Completion. Coordinates pre-commissioning activities in order to meet the budget and the schedule requirements. Prepares weekly and monthly reports for pre-commissioning activities and scope. Manages all documents necessary for pre-commissioning. Becomes the Consortium direct contact for assistance to RB for performance tests. Conducts provisional acceptance of facilities after performance test. Assists construction personnel in preparing "punch lists" for each completed system, Provides direction and supervision of Client's operating personnel during precommissioning, as appropriate. Assistance to RB for the start-up and performance tests period.
